>> this video was taken by our camera a little while ago. looks like a hurricane up there. >> let's go to the sierra. it is brutal in the higher elevations. palisades tahoe shared this video of lizardlike indigents -- of blizzard like conditions. >> this is what it was like in the second -- the sonoma county area. the wind whipping through. it was enough to bring down a bunch of trees. >> we have put a team of weather experts to work tracking today's level five storm including spencer christian and lisa argen. >> let's start with spencer christian tracking the storm the last few days and tonight. >> what a storm we have. here is a look at our satellite radar. you can see the storm pounding the bay area with heavy rain and powerful wind gusts. as we pointed out before on the

storm impact scale. this is a level five severe storm. the first level five we have had. we expect more heavy rain and damaging winds. worst impacts will be felt between now and 9:30 p.m. flooding, trees down, all impacts of the storm. we will give you a look at the area getting hardest hit in the central part of the bay area. san francisco across the bay to oakland and san ramon. really heavy downpours. heaviest rainfall indicated by the more vivid colors of red in orange. you can see the dangers flooding is likely to occur across the bay area. we have a flood warning in effect for all of the bay area counties. our greatest concern in terms of the impact is flooding on roads, mudslides, landslides, power outages, river flooding. let's go to drew for more.

>> we knew as soon the heavy rain moved in, flooding would occur almost immediately and that is exactly what we saw. as soon as this atmospheric river moved in, we saw the flood warnings pop up. all of the bay area is under a flood warning. now we have the strong winds to contend with. peak wind gusts this evening in parts of marin county in the hills. winds 82 to 85 miles per hour. that was the threat under the high wind warning. even in the city the sunset district had a wind gust to 49 miles per hour. that is where we sit right now in half moon bay. i just looked at a tweet from san francisco fire department. they are responding to numerous trees down because of these high winds. these winds will be with us for several more hours. stronger in the hills and we could likely see winds gusting

80 miles per hour in our hills later on tonight. it is for that fact we have the high wind warning in fact. -- any effect. 50 to 60 miles per hour is the threat for a lot of us. 10:00 p.m. we are still seeing wind rushing out of the south 30 to 50 miles per hour. it is not until tomorrow morning close to sunrise the winds will calm down. a prolonged wind event we are watching unfold under this atmospheric river. here is the heavy rain we are seeing. it is still with us throughout 9:00, 10:00 p.m. there may be more downpours developing in the early morning hours. we will be on the lookout tomorrow morning for those downpours moving through. we have another wet day on the way tomorrow. when spencer christian comes back he will take another look at the storm and show you the seven-day forecast. >> power crews are responding to

there? i can see the rain coming down. >> the storm has it is already packing a punch in the north bay. we have seen heavy wind, heavy rain in sebastopol for the last two hours and flooding is a possibility. a few minutes ago the lights went out to most of the downtown area. we are seeing what appears to be an extensive outage in downtown sebastopol. earlier we shot some vio in the last hour. rain testing storm drains across the city. the rain expecting to be intense into the evening. incredible to see. staying home is the best and safest bet earlier we saw an empty northbound highway 101 in marin county. it appears folks are getting the advisory to stay off the roads.

first responders are monitoring creek levels including a nearby lagoon which flood most of the area -- which flood most of the area in 2019. the russian river is expected to reach flood stage by thursday night. everyone living along the russian river very concerned about this possibility tonight. if you have to, if you can, try to stay home. first responders and officials in sonoma county have opened an emergency operations center urging everyone to stay home if they can because the storm is really intense. >> no sense risking it if you don't have to. >> now to the south bay and zach fuentes where there is concern about some of the most roundabout people. >> sac has a look at the efforts to keep the on housed safe during the storm. you can only imagine what it must be like for them. >> absolutely.

since we have come on the air i would say this rain has only gotten heavier. increasing by the minute good where we are standing is by the water lupe riverpark. this is one of the areas officials are most concerned with. two other creeks, coyote creek and penn atencio. it is extremely dark. so many people earlier today were trying to warn as many of the on housed people living along the waterways as possible. we will take you to some video of the efforts being made. one nonprofit was going around with a shuttle trying to get them to the shelters. there were more than 2000 beds in san jose according to met mayhem, -- to met mayhem. the best the concern is the waterways are going to rise and are so many encampments along the waterways. we are talking about wind entries this is a prime area waterways are prime areas for some type of damage to happen.

there have been efforts to warn people and the nonprofits as well. we'll take you to one of the advocates we were speaking with as they were trying to get the warning out. >> we are doing all we can to express how grave the situation is. people think they will wait until the police come. we are like you will be dead by then because the water will rush out or the banks will cave into the cree. >> police have been coming around. have heard them on loudspeakers in multiple linkages telling them to get out. telling them what their options are. we have not seen many people walking along the waterway so hopefully people are out of these conditions because police said although the evacuations are mandatory they are not going to be able to forcefully get anyone to evacuate because it will become a safety issue. the advice is the same as cornell was saying. stay out of the way if you can pick be safe and there are those

for these weather conditions. here is a closer look at where we were in alameda. this is video of emeryville where the water is choppy. more of the rain seems to be coming with each passing minute. the rain is a concern for parts of the east bay. it did not matter if you were on the water or the roads. stormy conditions made it tough for people to get around. these conditions making driving pretty challenging. on the freeways we saw signboards that said severe weather and avoid travel. authorities have been telling people stay home. this is why. the rain and the wind will continue for some time. we know it is going to get worse before it gets better. tonight we have seen and heard there were rates on social media and word-of-mouth people are talking about their lights flickering. in oakland we read about a report of a pine tree down in someone's driveway.

the power being out in oakland. we have heard about and underpass at webster and 34th street flooding. that is why tonight the city of oakland has issued a local state of emergency. one of many local states of emergency issued. we are alive tonight in emeryville. >> you can see the wind really howling where suzanne is in emeryville. >> the storm is threatening to overflow creeks. >> here is luz pena in belmont in san mateo county. >> it is san mateo county and the biggest concern is the belmont creek. it is very close to overflowing. we see the signs behind me say flooded. officials place these barriers to prevent drivers from crossing this area because over the weekend this entire area flooded due to the overflowing of the

belmont creek. i spoke to several residents getting ready with sandbags and business owners who had to close early because they are afraid of flooding in the coming hours. >> i work around the corner. our building almost flooded on the last storm so we want to protect the property and get some sandbags out. > how many do you have so far? >> nine. we grabbed 15 earlier. i'm going to bring another 15 today. >> were going to shut down tonight and put all the sandbags up and hopefully nothing happens. works department has used 275 tons of sandbags in over 18,000 -- 2075 tons of sand and over 18,000 sandbags. at this point there is a shortage. we have seen people bringing garbage bags hopefully -- hoping that can help them prevent businesses and properties from flooding. >> we are running out of sand. we are hoping to get more delivered soon.

>> let up with tonight storm which ranks five on the exclusive abc 7 storm impact scale. that is the highest possible ranking. >> we have a team of reporters covering the damage and the impact of today's storm. >> let's get to tim johns live in pacifica. what is the situation? >> just how treacherous the conditions are along the coastal communities. driving down from several downed trees. any blocking parts of the freeway. chp, various police officers trying to keep traffic flowing.

trying to keep people safe. the first responders also dealing with these treacherous conditions. here in pacifica i'm going to show you this tree over my shoulder. there is a massive tree or two that has fallen. you can see the officer trying to alert people as they come around the bend it around the side of the ocean. the wind and rain continuing to pound down. these are conditions we are seeing up and down the coastline. earlier today we were in the city of san francisco itself and the wind was so powerful it was rocking our news truck back and forth. these news trucks are not conventional cars. they are massive vehicles. the wind was taking it. you can hear the sirens over my shoulder. we have another first responder crew going to treat another incident. we saw something as crazy as a trampoline nearly flying over somebody's fence.

we had a crew trying to force that back over. these specific communities are taking a big run of the storm as it comes on shore and pushes its way through the bay area. we are going to stay along the coast and bring you the latest conditions. i'm going to send it back to you. >> what you are seeing in pacifica is remarkable. >> we are seeing damage across the bay area. >> we want to turn to tara campbell live in point raise in marin county. >> we are -- the wind has really picked up. the weight -- the rain has slowed down but we are getting big gusts. we had to take the camera off the tripod. the flags are flapping again. it is very much a dusty situation. we will go through periods of time where the wind is calm and then picks up again. as we were driving into downtown

there was a large tree down in the middle-of-the-road and we were able to get video of that earlier. one of the business owners in downtown said they saw the tree come down, gave a call to a friend or buddy to help chop that up and get it off of the road. not only business impacted by the storm. just outside the market they have closed early. they said they lost power around 4:30 this afternoon and were working off of generators. they are closing at 6:00 instead of 8:00. they went all of their employees to get home safe. we were on the roads earlier. there were saying -- officials are saying to stay off these roads and we experienced that earlier with a lot of downed branches and the winds are going to be a challenge for everybody on these roads so if you don't need to be out there, don't be out there. >> we are tracking the storm as

it continues to move across the bay area. >> we have our entire weather team on it. >> it is moving forcefully. you can see we have pounding heavy rainfall. heaviest activity in the inland east bay. from concord down to san ramon, down into fremont. not necessarily inland we have heavy steady downpours that are drenching. the storm impact a level five. the first level five we have had. damaging rain will continue producing widespread flooding. we have a flood warning in effect for the entire bay area. not just for selected regions. starting at 7:00 p.m. noticed the downpours continue. you see the reds and oranges indicating some of the heaviest rain we can expect from the storm. don't forget these downpours will be accompanied by gusts up

-- a severe storm. worst impacts will be felt between now and then :00 p.m.. it will still be a severe storm after at :00. dangerous flooding is all over the bay area. a flood warning covers all of the bay area counties. you can imagine how intense the storm is paired here is a little bit of forecast and omission. we don't see the reds and oranges leaving the area until after midnight when we get a little bit of weakening. that will not be the end of it. there is a live view from emeryville. heavy rain and powerful wind gusts will be with us through the night into early tomorrow morning. widespread flooding is likely as is wind damage. the storm eases tomorrow but several days of rain will follow. >> lisa is here tracking

with more information. >> the winds have in an issue. the reporters all out in the field. we had 49 miles per hour at sfo. now we are at 40 miles from santa rosa to novato. later into the east bay but there are stronger gusts. we do up in height 8000 feet and look at woodacre. 50 form -- 54 miles per hour. hawkeye 63 miles per hour. 85 mile per hour when costner the cost so. extremely dangerous and gusty winds. those roots are very shallow. we are looking at some trees down. mudslides. high winds tonight. 50 to 60 miles per hour throughout the overnight hours. if we look at the rainfall through the night tonight into the day tomorrow with the heavy downpours, the possibility of

thunderstorms, looking at anywhere from two inches. half moon bay. two inches in the north bay. as we take you through the next several days the break spencer talked about, we are focusing on that because as we get through the rest of thursday we still have scattered showers. friday we are looking at a system offshore. it is coming our way. this is going to bring in level two system on saturday. looking at more rain on sunday. at least an inch or two with each of these systems. as we go into next monday, that is the ninth. this is january 10 into tuesday. it is still raining. this is getting to be a dangerous situation where accumulated precip through next tuesday takes us near five inches in san francisco. more than seven in santa rosa and over five inches in the san ramon valley.

our level five system tonight dropping to a level three with a chance of thunderstorms tomorrow. our best break for a few hours overnight and then into friday and we are back into it saturday, sunday, monday and tuesday. >> the town of danville had some of the worst flooding saturday. the fire department had to rescue families using kayaks. >> officials are winning residents today storm will likely be worse. >> are reporter is live in danville where it has started coming down. >> we have new developments to tell you about. we are along the san ramon creek. the parking light behind me goes to one of the parks. it runs along the lowest point of the creek. this is where the flooding began. i spoke to residents a short while ago. emergency crews have been struggling to clean out the storm drains so they broke the fence and are using tractors to

dig trenches so any overflow can be pushed back into the creek. this is important because this is where the flooding began for this part of the neighborhood. crews have been working on pumping out the water since the weekend. it is still very flooded. the cleanup -- the cleanup crews have made progress along the creek. they cutback more trees and removed branches interbreed to keep the water flowing to prevent more flooding. residents who live along the creek are worried about the ground which has been saturated since saturday. wondering how it will hold up tonight. >> taking more precautions. more sandbags. they are taking down some trees as well. right on the creek. the saturated dirt in the water. trees are falling. >> the soil is so saturated. >> yes. definitely. definitely concerns their. we have seen trees falling more than usual.

things that shallow soil and debris is what tends to move in these events. when slides tend to be deeper. when slides tend to be deeper. >> even as more bay area folks brace for flooding others are cleaning up from the new year's eve storm. >> among those is a woman who has dedicated herself to educating the public about their insurance rates. >> michael finney is here with her story. >> many of you are going to recognize amy from previous stories on insurance matters following disasters like what we are seeing here. the executive director director of the insurance rights nonprofit united policyholders estimates her home in san francisco's inner sunset suffered $50,000 in damage in the new year's eve storm. water seeped through her window soaking her floors leaving cracks in her walls and tenderly causing mold issues. she suspects hers homeowners insurance will not cover the damage.

severe storm that will continue producing heavy rain and powerful wind gusts during the overnight hours. a flood warning is in effect for the entire bay area. as well as high wind warning in effect through tonight. wind gusts may reach 50 to 60 miles per hour. we have already seen guests in the upper 50's. at 7:30 this evening noticed the red, oranges and yellows don't disappear. the expand as we expect more heavy rain to blanket the entire bay area through the next couple of hours before the storm begins to ease up during the overnight hours. rainfall totals will anywhere from an engine a half to over two inches of rain. you can see why we have such an incredible risk of flooding. here is the seven-day forecast. tonight storm, a level five. level 3 tomorrow. a little less intense.

today. mostly short-haul flights to other west coast cities. we have seen flights diverted to other airports shared there are no significant problems at oakland. if you are flying check your flight status with your airline. >> as far as being on the road officials have been urging people to stay home. don't drive and less you have to. > when i was on the roads earlier it did not seem like the room as many people as usual. >> you don't want to be on the. there are still about 80 incidents reported to the chp. they include flooding, spinouts, pulse down and trees down. here is a live shot in san jose to show you what some of the heavier rain looks like. all of the instances reported, lots of ponding on the roadways. san mateo bridge shaking. numerous incidents reported on the peninsula. right now the bridge is ok but the rain is coming down. the winds are out there.
