power outages and pg&e is dealing with them. at one point nearly 100,000 customers in the bay area had lost electricity. >> this is the wettest 10 days stretch for san francisco since 1871. it has received more than 18 inches of rain. >> we are going to have protracted periods of rain then the flooding becomes much more dangerous. >> are concerned about flooding will extend through next week because we have the parade of storms coming our way. let's talk about what is happening right now. we have a few scattered showers and light rain around the bay area. the ground is still saturated. any rain is significant and a reason for concern. flood watches are beginning to expire. we had a flood warning in effect for all of the east bay. both contra costa and alameda counties. some of our other flood watches have expired as the national

weather service said they would. a coastal flood warning expired as well. we still have a high surf warning in effect. 3:00 a.m. tomorrow. wave heights have been elevated between 25 and 30 feet high. 20 tree -- 22 to 23 foot high waves. roads may be closed because of large breakers. low-lying property may be inundated by water. let's take a look at it is left of our storm today. it ranks on the exclusive storm impact scale. level 1 should through tonight we expect scattered showers. in full totals will be under a 10th of an inch in most areas. sleek roads in breezy conditions will be with us. five 5:00 p.m. scattered showers moving east of the bay area. we expect more showers to push into the north bay during the late night and overnight hours. after midnight we expect showers to become more widespread.

i will give you the complete accuweather 7-day forecast in look at all the storms ahead. >> along the santa cruz county coastline. look at these large waves, high tides as well. the capitola wharf suffered significant damage. a section just ripped away. a lot of the damage from the high surf not just the wharf homes and businesses also damage. zach fuentes live in santa cruz with the latest. >> people who live and work around here tell me they have not seen conditions like this in years. conditions are actually quite calm. it is almost as if nothing happened. in a couple of hours things have changed extremely. i want you to look over my shoulder at the debris. it did not get over here by itself. the waves were extremely high. there were not any injuries to people. now the cleanup to the damage is

the damages. capitola was not the only area devastated. take a look at the world famous ship in aptos. high waves and parts of the santa cruz wharf. mark had been staying at a hotel after being evacuated from his home along the san lorenzo river. a long time santa cruz county resident he says it has been decades since he has seen these type of conditions. >> this has been very bad. 802i think was worse. i don't think we are done. >> city of santa cruz officials say they continue to prepare for the worst. >> it is taking less and less rainfall to create problems because the soil so saturated. >> the small city will work to continued being a beloved destination. >> we have plans to renovate the wharf. we will be able to move forward in the relative near-term versus starting from ground zero.

not far away. we can tell you the power has just come back on in downtown kernville. it has been out since last night when the storm moved in. all eyes are on the rising russian river which could reach flood stage by this weekend. we are talking about a heartbreaking loss of a child during the storm. the storm tragically claiming the life of two-year-old eon. firefighter say the toddler w killed wednesday night when a redwood tree crashed into the family's home in western sonoma county. >> when i first arrived on scene a frantic father came out with a child. he was covered in debris. he said my child is not breathing. >> the family sharing these pictures with us. they say he had a kind loving spirit. highway 116, the road to guernsey was wet, windy and treacherous. wednesday storm knocked up power to most of the town but that is

linda hopkins says the russian river is rising. it remains below flood stage but the next storm is likely to change all of that. >> it is a matter of when the river floods at this point and how high. we are not going to have a chance for the levels to go down between these atmospheric river events. >> for that reason officials are asking residents along the russian river to be ready to leave their homes if an evacuation order is issued sunday into monday. possibly tuesday. a gofundme has been established for the family of little eon to help with funeral expenses and his family. we have a link on our website abc7news.com. >> so sad learning about that last night. in the south bay chp officer is recovering after a fallen tree hit him during a traffic stop. it happened around 10:00 this morning.

officers were on the scene of a crash when a tree fell from onto the right shoulder on the highway. the officer was taken to santa clara valley medical center and is expected to be ok. this is video shot by calfire in a community of el granato where several trees have knocked out power. one person was inside. she was not injured. and other fallen tree caused service to be shut down at this caltrans station in burlingame. the service between hillsdale and millbrae was interrupted while the tree was removed. >> the rain is slowing in the east bay but with more rain on the way the concern shifts to mudslides for residents in the east bay hills. ryan curry joining us in dublin with more.

freeways thursday as the atmospheric river continues to impact region. concerns growing from mudslides. mud and water can be seen flowing from a hillside in fremont near homes. it has residents worried about possible evacuations. >> if those areas are closed then we are boxed in. >> i 30's any fremont are keeping a close eye on the neighborhoods. as of friday highway 84-ish down to to mudslides on the road. >> we are monitoring minor mudslides we have the feeling could be a potential to get bigger. we are monitoring those. >> the fremont fire chief says the emergency operations center is still staffed as the city

monitors the rainfall. although next weeks forecast does not show as much rain the ground is already saturated leaving flooding and mudslides a real possibility with light rain. jacobson says they have already spoken to the residence. >> they are usually very prepared because they are isolated and they have ways out. the ones we have made direct contact with have assured us they can either relocate or they are willing to ride it out. residents say they hope they will not have to evacuate with their keeping a close eye on the hillside in case they do. >> i have never seen the hill do this type of damage. in years past it would stay stationary to the top but i have never seen it come downhill. >> fremont as residents continue to combat the storm. this is the situation in dublin. this hillside close to a neighborhood. it started over the new year's

tonight. dry periods tomorrow. some showers likely as well. a series of storms will begin moving through the bay area saturday. what is left of our current storm ranks one on the storm impact tonight. scattered showers, rainfall totals under 10th of an inch in locations. at 5:00 p.m. notice how quickly showers disappear. just before midnight another line of showers will start to push into the north bay. they will -- there will still be a few wet spots tomorrow should lots of clouds and a few areas of what rain in the north bay. highs tomorrow mainly in the upper 50's to around 60. notice another wave of light rain pushing through the north bay. it will not be a completely dry day. it will be a nicer day than today. in the sierra a winter storm warning.

wind gusts up to 60 miles per. an avalanche warning for the sierra backcountry until 7:00 a.m. tomorrow. don't drive in the avalanche terrain if you don't have too. you can see we have a series of storms coming our way. level two saturday and sunday. level three on monday. level two on tuesday. anywhere from five to nine or 10 inches of rain in some parts of the bay area on top of the already saturated soil. that is a reason for grave concern about flooding and mud sledding. >> we are not used to this. >> i know you were getting a lot of the drought questions. at the end of this period of time, we may have gone from some places from severe to moderate but if will get another dry spell we bounce right back into the more severe categories.

one place officials are watching closely as the russian river continues to rise. if you have to evacuate the sure to take all essentials with you including medication. >> in reaching what looks to be a parking area in bolinas. a coast flood warning for this area just expired a half an hour ago. highway one is closed in both directions because of a rockslide in marin county. crews are on the scene removing debris. it is unclear when the road will reopen. let's go to the peninsula. >> thousands of people are still without power. luz pena joining us live. >> it has been since thousands of people lost power in the peninsula. we are in a shopping center in daly city were at least 20 businesses lost power and had to close.

slowly some of the marketing power back. after hours of consistent rain and heavy wind this is the aftermath. over 26,000 pg&e customers left without power on the peninsula. >> all i could hear was the wind. it was a lot. i have not heard anything like that in a long time. >> matthew's neighborhood in daly city lost power around 4:00 p.m. wednesday. he is one of thousands scrambling today. >> i need to charge my phone. businesses turned into offices. finding an open power outlet was a commodity. >> are you going to be here working the whole day? >> unfortunately we had a meeting today and i could not make it because i don't have battery. >> pg&e crews were out assessing some of the worst damages. the peninsula and north bay were among the hardest hit regions in the bay area. >> in some areas winds top to 100 miles per hour so the damage we are seeing is significant.

our crews are responding in full force. >> at st. francis shopping center in daly city's had to close. >> for this one it stays on for around six hours. i have a smaller one which is good for maybe four to five hours. >> three doors down, the bakeshop does not have a generator. they are looking to lose anywhere from eight to $10,000. >> all the items in the fridge. that is a lot of money. we lose a lot of money. then we start all over from scratch. >> just telling the people it is closed. we don't have power. >> pg&e officials project the majority of the area will get their power restored after 6:00 p.m. i also asked what about business owners who lost thousands of dollars because of these power outages.

they said to file a claim with pg&e. >> in san francisco there was minor flooding in the marina district. melanie woodrow has the story. >> traffic in the marina was fairly light shared those who did venture outside were prepared. >> near the warming hut the waves are crashing. you can see water pooling on the ground as well as yellow caution tape preventing people from crossing into this area. you can see some on the others. it has not stopped everyone. you can see the remnants of what had likely been flooding. sticks and debris and rocks in this area. probably why the caution tape had been put up. you can see waves crashing up water spilling over the edge of the shore. the ground pretty much saturated. a sign on this garbage can says carry out what you carry in but you get a sense of what people tend to discard here or throw into the water based on what has

been carried out by the flooding. plastic bottles, cans and other garbage. you can see a good portion of the east beach has been washed out. the waves coming up much higher than you would typically see here. this is a pretty popular spot for dogs and their owners. today fairly desolate. a mostly quiet, wet and windy day in the marina. francisco's ficus trees known for being problematic in the city. they are aging and printed fall. san francisco public works spoke to us about the issues they are seeing. > we have always been dealing with ficus trees. they are about 60 years old beautiful canopies in san francisco. we did have some ficus trees down. i was down last night were a big black casey a tree went down on the west side. big trees come down in san francisco.

>> we were under the impression and notified by our national weather service we could and test debate not eve -- we could anticipate not even an inch of rain and what we saw within 24 hours was a 5.5 -- 5.5 inches of rain. although the information we had was not sufficient to help us prepare in the capacity we needed to address the issue, in light of what we received from the national weather service about what to expect, the fact it was so significantly different, so out of range and we were still able to respond with a significant number of emergency personnel in the city is something i must say i am very proud of and grateful to the people who work for the city who showed up during a holiday weekend.

>> that was mayor london breed talking about the lack of warning ahead of last weekend storm that caught a everybody by surprise. joining me is phil matier. you could see a little defensive about the city's response and what information they got from the national weather service. ? is that justified? ? >> which part? >> the national weather service. >> if you're caught flat-footed the blame is on you and it is on san francisco. national weather service predicted may be two to three inches. six inches in the bay area but not necessarily san francisco. i don't know where the mayor got less than an inch. they got 5.5 inches which is way above anybody had expected. san francisco for a variety of reasons was caught off guard. much you do. they got about 12,000 sandbags. they went to fremont.

they sent a caravan of trucks to grab sandbags. there was already a line from other cities. they wound up going to tracy to get them. that is why we have this supply chain. sometimes we had sandbags. sometimes we did not. we had drains that were backed up. there's only so much you can do. at atasaer cin francisco if you get above four inches you're going to have problems. this >> is an older city there infrastructure issues that need to be addressed. you're talking about old pipes. that is a part of this year. >> some of the flooding we saw is a result of the infrastructure and the fact like other cities -- unlike other city san francisco likes to be unique. including how we get of wada -- get rid of water. we have a combined sewer drainage system should it is run on gravity because we are a very hilly city. it is prone to backing up.

e city s commit a 630ng up. million dollars upgrade especially in the areas that were affected but that takes time to as we know in san francisco when it comes to fixing things we can take time and then some. it is not going to be an easy solution. we are going to be seeing more rain. >> $600 million plus. that sounds like a lot of money. these projects are massive and there is a lot of infrastructure that needs to be upgraded. >> the second problem with san francisco is we are an old city. when you go digging for infrastructure as we have seen on streets -- you come across pipes nobody knows existed and you don't know why they were there. it is a difficult situation. to update, the finger-pointing or whatever, mayor breed says she was taken out of context should she is not met at the national weather service. she had a phone call with the director of the national weather service.

we have a flood warning still and effect for all of the east bay until 6:45 p.m. beyond that we have flood watches and effect for solano county and lake county and mendocino county. it is the accuweather 7 day forecast. level two on saturday, sunday. level three on monday. more flooding in store for the bay area pit >> all this rain is good news but it has not erased the drought yet should take a look at the california drought monitor map. on the left is today's map. see the red swath in the middle shows extreme drought. it is missing the dark red from last week's map which has exceptional drought and a part of the central valley. we are still behind this time last year when the drought did not look as bad. this map reflects measurements from before the storm. we will see more improvement next week. >> and the week after that.
