a community, so everyone has to have skills and be looking around to see how they can help. ama: dan: tonight, neighbors and the north bay are helping for the best but preparing for the worse as the russian river creeps dangerously close to flood stage. it is forecast to crest early next week. dan: we have team coverage for you with stephanie sierra live in kernville. but let's start with spencer christian and a look at the rain that is on the way and the timing for that. sandhya: -- spencer: i will start with live doppler seven. we have a few showers left from our weakening storm. it is almost over. i will show you what is coming our way starting overnight and into sunday morning. a level two, moderate storm that will produce showers and gusty wind. saturday evening especially, downed trees may occur. here is the forecast animation starting at 11:00 tonight.

storm intensifies and expands through the entire bay area, gets even stronger as the day goes on tomorrow. watch the storm heavy downpours and gusty wind. this will give us a drenching but will start to wind down early sunday morning. very high concerns for flooding on roads, creeks, and streams. high concerns for downed trees, moderate concern for power outages. we still have a high surf advisory in effect even as the wave heights diminish a bit. they are above average, and that will be in effect until 9:00 tonight. flood watch in effect from saturday until tuesday. there is another storm, a stronger one, level 3 on our storm impact scale, coming in monday into tuesday morning. not only are we not getting a break from the storms, but they seem to be getting stronger over the next several days. i will have the complete forecasting a few minutes. dan: spencer, thanks.

more rain means more concern for people living along the russian river. many are already getting ready to evacuate ahead of connections that the wind will crest next week. stephanie sierra is in guernvill e and joins us live with the story. stephanie: the russian river will continue to rise starting tomorrow. national river service is predicting this ire -- this entire area will be flooding starting monday afternoon. if history repeats itself, the cars across the street will be underwater tuesday night. it is the countdown to the crest. for lee, the flooding threat is in his backyard. >> cleaning up the mess of three years have not flooding, we kind of got comfortable and had a bunch of stuff. we are realizing that life on the river, you've got to keep it minimal. >> his home at a trailer park

along the russian river may soon be an island, but for now a ghost town. people here at the trailer park are already packing up to head out. this entire area could be underwater by monday afternoon. >> this one looks get up pretty high. dustin: are you scared? >> not at all, it is just a pain. dustin: a pain the russian river valley is used to. i did not have this much stuff last time, though. stephanie: if history repeats itself, stuff that will soon be underwater. in 2019, streets in guernevile turned into swamps, cars emerged in water with canoes as the main source of public transit. the mayor remembers it well. >> the foggy part of the windows it is where it went to.

stephanie: his legacy family business flooded out. no stranger to what is to come, he just hopes the days ahead will not be as bad as 1986. >> in 1986, it was over the roof of that building, so everything inside was kind of destroyed. stephanie: for him, that was hell and high water, a reality for the region tuesday night. a prected swampy snef road closures. >> at 38 feet, the bridge downhill will be covered. stephanie: the fire chief is preparing for the worst, which could hit as early as monday night. >> at 38 feet, we have our major road closures. highway 116 west of duncan mills, highway 116 coming out of guerneville. stephanie: water levels along the russian river are hitting 20 feet right now. that projection is expected to hit nearly 40 feet by tuesday night.

city officials are getting to the point where it is not if or when, but how bad it will get. if it gets that bad, jackie and i are prepared to get into a canoe if we have to, because that is what residence did back in 2019. dan: we will be thinking of everyone in the guer area. assistance will be provi few bay area counties. resources including rescue teams and a helicopter are being employed in contra costa and marin counties. people in those areas are still trying to recover from this week's storms. ama: the city of capitola is still reeling after waves devastated its popular village and warfare. the area is also bracing for more rain and they damage it may bring. zach fuentes is in capitola and joins us live. zach: we are coming to you from

the city offices, where we are able to get a strong enough signal to come to you live. power is still out in some of the areas hit hardest by high surf. the damage is so bad, one of the new images from inside capitola. village business shows the devastating damage brought in by high surf thursday morning. this video shared with us by patrick, who owns bay bar and grill. >> i woke up and thought friday night i am going to go into work. no, that is not going to happen for a long time, maybe ever. zach: he tells us the nightmare began when he got a call around 8:30 this morning telling him the village is flooding. what he saw when he arrived was unimaginable. >> everything blew my back windows out, waves coming in the bar. that has never happened. zach: the damage was so severe that it got him a yellow tag, meaning he needs special permission from the city building department to go in. some businesses have it even worse. this business is one of a couple

up and down here that have a red tag, meaning it is not suitable for them to even set foot inside. not even the venetians have been spared. the colorful buildings help make the town iconic. crews have been working to clean the area up. janel's home has been owned by her family since the 1970's. she was saved from the worst, but her neighbors have not been as lucky. >> the venetians sustained significant damage along the front. somebody's doors were blasted in. a whole front of one of the buildings was blasted in. and a broken window. zach: the other devastation that has captured attention has been to the capitola wharf. the pier split by waves. access to the businesses at the end blocked for now, though full damage assessment of that area has to wait. >> the priority for us is getting residents and businesses back going. zach: patrick is not sure if he will get back going. >> the next phase of my life starts today.

what do you do when you have lost your purpose, everything you have been working towards? zach: the capitola city council held a special meeting that will extend the resources they provide to homes and businesses impacted, possibly getting them state and federal help. the focus continues to be on cleanup and preparing for the possibility of even more rain on monday. dan: on the river, those impacted by floods continue their cleanup efforts. luz pena's live in san carlos in an area that flooded last weekend. luz? luz: that's right, dan, this area had four to six inches of water and mud about five days ago. you can still see the signs of flooding on el camino real in san carlos. while many business owners had a

chance to take a breath today, many are now preparing for the next wave. the wind is an indicator of what is to come. the saturated soil a reminder of the flood that five days later business owners are still recovering from. >> checking out all the carpeting, relocated all the merchandise from one room to another to another. moisture. luz: no rain today means they can get ready for the next wave. >> the water was up here. so we have kind of created a fortress. it came in on all four sides of this building. luz: the peninsula was one of the hardest hit regions in the bay area by the series of storms, and with the breaking rain today, crews were pouring rocks in a large landslide in residential area in san carlos. >> you're worried about the

sidewalk and road caving in. luz: the city extended their state of emergency for 60 days. san carlos mayor is deploying more crews. >> we hear monday is going to be significant rainfall again, so we are doing as much as we can tolu we drove to redwood city, thoufor 48 hou. >> creinou and doing additional restoration work. luz: on th the next rain -- >> we will stage extra crews and extra equipment in this area and move our teams around. luz: as for now, besides the rain, there is something else to worry about. >> we have also had sandbag pirates taking our sandbags in the middle of the night. luz: the biggest issue flooding in this specific area

the fda granted approval to a new drug that is one of the first that can slow cognitive decline for those in the early stages of the disease, but the medication has severe side effects with the need for frequent drug infusions. insurers are expected to cover the drug for those with early-stage alzheimer's. ama: president biden bestowed a presidential citizens medal to 14 individuals, including nine who defended the capital the january 6 insurrection, which took place two years ago today. president biden also honored five others who oversaw the 2020 election process, despite efforts to overturn the results. dan: today in sacramento, governor newsom took the oath of office for his second term. >> i, state your name -- gov. newsom: gavin newsom. >> do solemnly swear -- gov. newsom: do solemnly swear. dan: state supreme court justice patricia guerrero administered the oath to newsom, who was flanked by his wife and four

children. in his address, the democrat hailed california as a place where people come from around the world to flee political persecution. he declared today a march for democracy to mark the second anniversary of the insurrection at the u.s. capitol. arguably, the biggest challenge he faces this year will be overcoming the budget deficit. ama: in alameda school board president my conscious and is filing a lawsuit, now claiming victory has the declared winner, nick resnick, is days away from being sworn into office. ryan curry has more. ryan: oakland school board candidate mike hutchinson is taking action to win his election. this week he filed a lawsuit to get the judge to overturn the already certified election results and declare himself the other winter over nick resnick. >> we have now filed county superior court, requesting a judge throw out the

incorrect certification and certify the correct election results which would make me the winter. >> the already show resnick as the winner. before new year's eve, the rank-choice voting system was not configured properly. we reach out for further comment and have not heard back. hutchinson says based on the corrective results, he is the winter. >> we voted to use rank-choice voting. the city has laid out a process and formula that is supposed to be used to calculate that, and that is what has been corrected to produce these results. reporter: there is a sense of urgency coming from hutchinson and his legal team. on monday, oakland is set to and i great -- inaugurate newly elected officials. in a statement posted on his campaign website, resnick says, we question the validity and integrity of the revised results provided by the registrar. if there were mistakes the first time, there is a chance there

gusty winds saturday afternoon and evening especially, and flood threat and threat of downed trees. here is the forecast animation starting at 11:00 tonight between midnight and 8:00 a.m.. we see the sto surge, then throughout the day we will have periods of moderate to heavy rainfall. it becomes especially intense in the late afternoon and early evening hours, accompanied powerful wind gusts. that pattern continues overnight entirely sunday. the storm will start to wind down on sunday and give us just a few breaks of sunshine. the rainfall estimates for the saturday-sunday storm anywhere from 1.5 inches to over 2.5 in some spots. good news for 49er fans and players, conditions for the game at levi's stadium on sunday with the cardinals may be pretty good. 1:25 the starting time for the game. we will have cloudy skies, maybe a shower or two, but no rain is expected during that period. the next storm is monday into

tuesday. that will rank level 3 on the impact scale, a strong storm producing moderate to heavy rainfall. flood threat, mudslides may occur. it is possible we will have wind damage with that storm as well, because the ground is already saturated. speaking of saturated ground, a flood watch will be in effect saturday until tuesday because of the series of storms we have had and will continue to have. in the sierra, a winter storm warning will be in effect from 4:00 a.m. tomorrow to 4:00 p.m. tuesday. we expect another one to three feet of snow there. back in the bay area, not much change. here is a view from sutro tower looking over san francisco. temperatures are in the upper 50's in san francisco, oakland, palo alto, and san jose. it 50's in santa clara and half moon bay. at the golden gate, skies are clear but cloudy. 53 to 55 degrees in santa rosa, napa, and livermore.

level two storm this weekend, elevated flood threat, level three storm after and lighter storms will follow next week. highs tomorrow in the mid to upper 50's. here is the accuweather 7-day forecast. look at that parade of storms, strong ones, tomorrow, sunday, monday, and tuesday. that is the period that is problematic for us. we have lighter storms coming in wednesday, thursday, and friday, level ones, so we do not really get a break at all. there is not one day in the forecast where we expect to have dry weather or bright sunshine. ama: thank you, spencer. dan: things are calm now, but there is an abundance of snow in the sierra, and much more in the forecast. here is a live look at the conditions along southlake tahoe -- south lake tahoe at zephyr cove. the uc berkeley snow lab says it has received five feet of snow in the last week.
