[applause] ama: mccarthy is finally the new speaker of the house. there was high drama and political theatrics tonight including a test a confrontation on the house floor. good evening. dan: we are going to get the weather in a moment because more rain is on the way but what a night in washington. breaking news in d.c. were a wild week of political maneuvering wrapped up late tonight with congressman kevin mccarthy claiming the house speaker ship on the 15th vote. it's the longest process in more than 150 years of voting for house speaker. >> the honorable kevin mccarthy

of the state of california, having received a majority of the votes cast, is duly elected speaker of the house of representatives. [applause] dan: at long last. that vote came after a chaotic series of failed votes in the house this week that seemed to boil over after a wild 14th vote . two key republican holdouts voted present. not a vote for or against mccarthy. that was to lower the tally mccarthy would need to be elected. that wasn't enough. after mccarthy walked to the back of the chamber to confront fellow republican matt gaetz and other holdouts. words were exchanged along with some finger-pointing during a very tense exchange. former president donald trump called another holdout of arizona. you can see how testy it got here. lawmakers moved into a 15th round of voting where bigs changed his vote and the speakership was finally settled.

mark to sonja says mccarthy's fight to win the seat isn't a good sign for future negotiations. >> hopefully now that we are past this, things will get better. having said that, our next action will be to accept a rules package that governs us. happened the last few days, it portends a rocky couple of years. dan: with the new speaker, the house was able to swear in its members that were recently elected and now get on with the rest of its business. nothing could proceed until the speakership was settled. ama: here we go again. another storm expected to hit the bay area over the weekend. dan: that's all we need. spencer christian is here with the forecast. spencer: let's take a look a live doppler 7. moisture is building in the

atmosphere right now, especially the north bay. there's not much hitting the ground yet. it's going to be a level two for tomorrow and sunday. more of a moderate sport -- storm. gusty winds. the storm will start jumping -- dumping rain on us tomorrow morning. it will expand to all parts of the bay area during the middle of the day. especially strong tomorrow night with widespread heavy rainfall and gusty wind. it will be followed by a level 3 early next week. i will get you a closer look at the storm concerns and how many storms will follow in just a few minutes. ama: thank you so much. this latest storm has left behind an incredible amount of damage along the coast, particularly in santa cruz county. we've seen the dramatic pictures from capitola. if you go down the road to aptos, more of the same. we went there today and found

widespread damage. reporter: iconic coa destinations across santa cruz county devastated in this week's storm. sea cliff state beach friday still littered with logs and debris. plenty of work and worry ahead. >> there's no beach left. you worry that there's a free spot -- shot at whatever's left. look at that. that's heavy stuff. reporter: widespread damage between 10 and $15 million. by friday evening, they anticipate that number to more than double. capitola village ravaged. the wharf split by high surf and remains closed. part of the see cliff." . the popular ship damaged and now it a great distance. >> we used to walk out to the end of it and look at the cormorants and pelicans out on the ship. now you can't get anywhere near them. reporter: 21 roads remain closed

including a section of aptos beach drive where we found significant flooding. residents are happy to have power restored. their shock at the storm's aftermath. >> it's amazing how bad it looks. >> it is sad. it's crazy. i don't know if there was any way to prepare for it. >> the waves were 30 feet high. the tide is the furthest i've ever seen it out. i've never seen anything like this here. reporter: residents question how much more rain the area can take. and how long it will take to rebuild. >> i can't predict that at this point. we don't know what will happen after this set that is being protected for sunday and monday. we should be prepared for a tough winter. reporter: the county reminding, there is widespread storm damaged and plenty of people struggling in the storm's aftermath. all of that is a concern with days of rain still ahead. abc7news.

ama: the russian river is expected to hit flood stage monday. communities are clearing out of the area ahead of another stormy weekend. residentslland other communities are counting down the hours until the river is likely to crest. those living at maribel trailer park know their homes could be underwater in a matter of days. >> this one look like it's going to be pretty bad. get up pretty high. reporter: are you scared? >> not at all. it's just a pain in the butt. ama: it is deja vu for some of the residence. heavy rain turns the streets into swamps and left cars submerged. people using canoes to get through the area. dan: in the east bay, a collapsed flood control wall in san leandro has residents worried about the next storm. manner wall collapsed behind a number of residential properties. alameda county works agency

created a barrier with tarps and sandbags to try to control it for now. residents are concerned about the state of the wall and they are unsure about what's to come when the next round of rain hits. >> it's a fear factor for many of us here. scalled aosericngco our mayor he will meet with the alameda county to discuss repairs. residents may be eligible to file a claim with alameda county if they've been affected by what happened. ama: one sonoma county family is dealing with the unthinkable tonight after their two-year-old son was killed during the storm wednesday when a tree fell into their home. tim johns talked to the family this afternoon about their devastating loss and brings us their story. >> it's been a nightmare. we are living a nightmare. reporter: for this family, the past few days have been

unimaginable. during wednesday's storm, four trees fell on top of their house, destroying their home and killing their two-year-old son. >> we called him goldie. so place. reporter: goldie's aunt is serving as a spokesperson for the family. we spoke to her friday afternoon in the rubble of her brother's home. >> my mom came over pounding on the door. the tree fell. he's gone. he's gone. reporter: goldie wasn't infectiously happy child. a boy who loved to dance and always knew how to put a smile on the faces of his loving family. [laughter] she says the past few days have rocked them to their core but that their faith has given the family strength. >> we believe in god. we are strong in our faith. i saw him walking with jesus into the light the night that he died. he was happy. reporter: the family have also

dan: president biden but spoke -- gave metals to those who defended the capital during the january 6 insurrection. during today's ceremony, the president honored five others who oversaw and defended the 2012 -- 2020 election process despite efforts to overturn the results. gavin newsom took the oath of office today for his second term as governor. newsom was sworn in by the states chief justice with his wife and four children by his side. in his address, he held california as a place where people around the world come to escape political persecution. newsom started his day leading what was labeled a march for democracy to mark the separate anniversary of the insurrection. ama: my kutch incident is declaring victory and filing a lawsuit after the registrar

discovered a mistake in the rank-choice voting process. he's taking legal action to overturn the initial results that declared nick resnick the winner of the oakland school board. elected officials are set to be sworn into office on monday. we contacted the registrar's office for content and haven't heard back. >> we voted to use rank-choice voting. the city has laid out the process that is supposed to be used to calculate that. that has now been corrected to produce these results. ama: they say they both plan to accept the court decision for oakland school board. dan: all the rain has helped with the drought but the latest route map puts things into perspective. it's on the left. what's notable is that there is no longer any part of california in the worst stage of drought. you can see it indicated by that dark red color in the map from last week which is in the middle. compare how things look to last year on the right.

what will it take for the drought to actually end? as tara campbell explains, a lot more. >> heavy rainfall hammering the bay area. pushing rivers to the brink. reservoir levels also on the rise. >> as far as drought conditions go, this is helping and getting local water supply into our reservoirs. reporter: matt keller is the spokesperson for valley water. he says recent storms are providing much-needed relief. >> this has been great for our reservoirs. they have been getting a lot of water. hasn't been the case for the last three years. reporter: hicks planes it's not just about reservoirs. >> the less we have to bring in from outside of the county. asar as all whole water supply goals, it's just a part of what it is. reporter: he is cautiously optimistic about what this wet weather is bringing beyond the bay area. >> we are seeing the snowpack

being outstanding for january. we are seeing reservoirs in shasta and orville go up. they are still well below normal for this time of year. >> we must continue to remain vigilant and conserve water. no single storm event will end the drought. reporter: california's department of water resources warning. >> we need consecutive storms month after month after month help really refill our reservoirs. reporter: back in the bay area, keller agrees. >> we are seeing gains. we have a long way to go in certain areas to make up for what we've lost over the last three years because of the drought. reporter: abc7news. ama: this is a live look from a camera overlooking zephyr cove at lake tahoe. it's quiet tonight but that's going to change. the storm is expected to arrive on monday.

people should be prepared for flooding. the concern is that this could be a warm storm and dump a couple inches of rain on top of melting snow. that's why we need to watch our weather closely. dan: spencer christian is doing exactly that. this pattern is remarkable. 6 it certainly -- spencer: it certainly is. let me show you the tahoe winter storm -- sierra winter storm warning. the concern about warm air is legitimate. the snow levels will start out rather low at about 4000 feet but they will rise to 7000 feet as warmer air moves in. some of the snow is going to change over to rain on top of the snow and we expect one to three feet of snowfall. back here at home, this is what we have in terms of forecast. level two storm this weekend. elevated flood threat. level 3 storm comes in on monday an tuesday.ter still the next storm is building

offshore there. on the exclusive abc 7 storm impact scale, the storm is a level two, moderate. expect moderate rain and some downpours. gusty winds saturday evening. flood threat will be with us and trees may blow down as well. saturated soil. overnight hours. by 9:00 tomorrow morning, the storm will be surging on floor -- on shore. waves of heavy downpours and gusty wind moving through during the day. it gets concentrated tomorrow evening into a steadier flow of stormy weather that will pound us and drench us during the late night hours tomorrow and into early sunday morning. it tapers off by midday on sunday. rainfall estimates anywhere from one and a third inches to over three inches in some locations. this will be a soaking storm followed by a level three stronger storm on monday and

tuesday that will produce moderate rainfall and increase the flood threat. possible wind damag a well. morrow tuesday because ofertorm after storm coming our way. overnight lows mainly in the upper 40's to about 50. tomorrow's highs mainly in the mid to upper 50's. here's the accuweather 7-day forecast. level two storm for saturday and sunday. level three on monday which will weaken to a level two on tuesday but that is still pretty significant. wednesday, thursday, friday, level 1 storms. every day in the seven-day forecast, we get some rain. some of those days, heavy. dan:
