[cheering and applause] liz: now at nine :00, history is made on capitol hill. congressman kevin mccarthy wins the speakership on the 15th vote. how he managed to secure the gavel as more drama unfolds. good morning. thank you for joining us. i am liz kreutz with lisa argen. we are going to get to that story, but also, we are covering the storm making its way through the bay area. more rain on the way. lisa: of the brakes have been key. -- the dry spells and the

have been key. it has been raining around santa rosa,'s body through marin county, drizzle elsewhere but we will see this system get stronger into tomorrow night. golden gate toward 2:00. this continues and pushes through the overnight. we have a dry slot for set for a strong system monday and tuesday. rainfall totals from an inch downtown, two inches in the north bay, three and inches ben loman. the next system will bring more rain into early next week. liz: thank you. more on the next storm in a moment, but first, we want to

tell you about the historic vote out of washington. after four days and 15 votes, kevin mccarthy has won the speakership. rachel scott reports. [applause] rachel: overnight, a dramatic finish to a historic battle for speaker of the house. kevin mccarthy finally elected as the next speaker, taking the gavel from democrats. >> that was easy, huh? [laughter] i never thought we would get up here. hakim, i have to warn you. two years ago i got 100% of the vote from my congress. [laughter] rachel: it was a fight that was better until the end. fingers pointed, heated words exchanged after kevin mccarthy failed for the 14th time, blocked by one member from his own party, matt gaetz.

negotiations played out on the house floor, the cameras catching it all after already making key concessions. mccarthy trying to convince matt gaetz and when that did not work, members grew frustrated. at one point, mike rogers of alabama had to be physically pulled back during a heated confrontation with gaetz. democrats shouting to stay civil. >> what purpose does the gentleman from minnesota rise? >> i rise to say, wow. [laughter] rachel: then a breakthrough. [chanting and clapping] a deal reached. the 15th ground stretching past midnight, ending in a standing ovation for the new speaker of the house. >> my responsibility, our responsibility, is to our country. rachel: mccarthy celebrating the majority, calling for a fresh direction. >> our system is built on checks and balances.

it is time for us to be a check and provide some balance to the president's policies. liz: reporting. as we talk about the weather locally, the entire bay is under a flood watch. the national weather service issued that through tuesday in response to the next system passing through this weekend. we are expecting the worst of it to be on monday. the flood watch indicates widespread flooding, mudslides, impassable roads and rapid rises in rivers and creeks. it warns people should expect gusty winds, downed trees and power outages. as we anticipate more rain, people all over the bay are still cleaning up. this is the storm damage done to capitola. sky 7 flew over santa cruz county yesterday. the damages some of the worst we have seen. we are seeing this kind of damage up and down the coast.

we have seen the pictures from capitola and if you go down the road, it is more of the same. amanda del castillo io talks to people dealing with the mass. amanda: the storm. plenty of work and worry ahead. >> there is no beach left so you worry there is a free shot at whatever is left. look at that. that is heavy stuff. amanda: an early estimate by the county put the damage between $10 million and $15 million. by friday evening officials anticipate that to more than double. capitola village ravaged. the wharf split by high surf and remains closed. part of the sea cliff pier collapsed. ships damaged and at a great distance. >> we used to walk out to the end and look at the pelicans on

the ship. now you cannot get anywhere near them. amanda: 21 roads remain closed, including avatos beach drive. residents are just happy to have power restored. sharing their shock at the aftermath. >> this is amazing how bad it looks. >> it is so sad. it is crazy. i don't know if there was any way to prepare for it. >> the waves were 30 feet high, the tide right now is the furthest i have ever seen it out. i have never seen anything like this. amanda: residents question how much more rain the area can take. and how long it will take to rebuild. >> we cannot predict that. we do not know what is going to happen after this system predicted for sunday and monday. we should be prepared for a tough winter. amanda: beyond the beach towns, the county reminding there is widespread storm damage and plenty of people struggling in

the aftermath. all of that a concern with days of rain still ahead. liz: in the east bay, a collapsed flood control while in san leandro has residents worried. manor wall collapsed behind multiple homes. alameda county public works agency created a barrier with tarps and sandbags. residents are concerned about the state of the wall. >> it is a fear factor for many of us here of this so-called atmospheric river that is coming our way. liz: san leandro mayor juan gonzalez will meet with the supervisor to discuss repairs after the storm passes. residents may be eligible to file a claim if they have been affected. live look outside right now from the camera overlooking zephyr cove. it is pretty quiet this morning but that is going to change. south lake tahoe is warning

people to be prepared for flooding. the concern this could be a warm storm and dump a couple of inches of rain on top of the melting snow. in martinez, complaints about the air smelling like sulfur. the refining company says the heavy rainfall overwhelmed the storm water retention ponds. it released over 6 million gallons of wastewater to a marsh. contra costa health services says it will continue to monitor the air. lisa, what is it looking like outside? lisa: we had a little bit of light rain toward santa rosa but as we look outside right now, it looks bright. san francisco is dry. it is going to take the bulk of the day for the rain to move in for everyone. when it does, it will be moderate to heavy. we will talk about the timeline and how much to expect, coming up. liz: thank you. also, new promise

liz: happening today, a historic inauguration in san mateo county p sheriff elect christina corpas gained more votes than her boss. on her website she says "i am so honored to be your sheriff elect. the first female elected sheriff in san mateo county and the first latina in history." the fda is giving the green light to a new alzheimer's drug. it is an drug rate of cognitive decline by 27%. that is considered a major breakthrough for those suffering from the disease. >> there is no reversal of disease. this is not a cure. but a person's decline slows. i will prescribe this at the right dose in a carefully monitored way. liz: the treatment involves an iv infusion every two weeks. the drug seems to reduce the amount of plaques in the brain

but carries risks, including brain swelling and bleeding. the treatment will cost over $26,000 per patient per year. for the first time in his presidency, joe biden has awarded a dozen people with the highest civilian honor, the presidential citizens medal. the same day he marked the two-year anniversary of the insurrection. these went to those that protected our democracy that day. they were given to injured law enforcement officers, election workers and capitol officers. one of the awards also went to a capitol police officer who died the following day. closer to home, san francisco mayor london breed facing criticism for the way the city responded to last weekend's storm. the mayor was out of town and posted pictures to las after attending a new year's eve party. but is the criticism fair?

>> in part of the game because perception often is the leading thing. what we have is pictures of mayor london breed partying on new year's night after the big storm and the flood, along with other city officials. but with the photos do not show's before going to the party she went to the police lineup to encourage the cops that she has her cell phone with her and would be available. but that was not photographed. liz: he points out if everything had gone smoothly, the trip would not be an issue. happening now, the state department of water resources is asking people to stay away from alameda county. it began flood releases. it will continue to do so until this afternoon. people are being asked to stay away from arroyos and adjacent trails. this will temporarily cause

higher water levels in the lake. the water has helped with the drought but that puts things into perspective. it is the one on the left. here is what is notable. there is no longer any part of california in the worst stage of drought. you can see it indicated by that dark red. last year. the question remains, what will it take for the drought to actually end? news reporter tara campbell found out we have a long way to go. tara: heavy rainfall hammering the bay area. filling streets and pushing rivers to the brink. reservoir levels also on the rise. >> as far as drought conditions go, this is really helping in getting local water supply into the reservoirs. tara: mat is the spokesperson for valley water. he says recent storms are providing much needed relief. >> this has been great for our reservoirs. they have been getting a lot of

water and it has not been the case the last three years. tara: but he explains it is not just about local reservoirs. >> the more water we store locally the less we bring in from outside the county. as far as the whole water supply goes, it is part of what it is. tara: and he is cautiously optimistic about what this wet weather is bringing beyond the bay area. >> we are seeing the snowpack for january. we are also seeing those reservoirs in shasta and orville go up. but they are still well below normal. >> we must continue to remain vigilant and continue to conserve water. no single storm event will end the drought. tara: california's department of water resources warning -- >> on the consecutive storms, month after month after month of above average rain, snow and runoff to help really refill the reservoirs. tara: and back in the bay area,

matt agrees. >> while we are seeing gains we have a long way to go to make up for what we have lost the last three years. tara: tara campbell, abc 7 news. liz: ahead of another storm, the california governor's office of emergency services will provide assistance. those resources include swift water rescue teams and a helicopter. they are being pretty positioned to help in sonoma, contra costa and marin county. this as people are trying to recover from this week's storm. the south bay may not have gotten as much rain but that does not mean recent rain and wind have not taken their toll. dustin dorsey shows us how roofing companies are struggling to keep up with the calls. dustin: the skies may be blue overhead but that does not mean we are done with the storm. in fact, the cleanup has just begun. especially for roofing companies in the southbay. >> the roofing business is

interesting because every time it rains, you do not sleep well. [laughter] i have not slept well the last few night. dustin: randy brown says what has been keeping him up are the more than 150 calls for service and repair over the last few days. one of those coming from benson lee's house. >> it has been nuts. i was afraid the neighborhood was going to flood and new year's eve is when this happened. i was walking into the spare bedroom and i felt a drip. dustin: thankfully, it was just minimal damage. crews are trying to service as many customers as they can so they are able to provide temporary fixes until the storms this weekend pass and a permanent cleanup can be made. >> the plastic underneath that section so that any water that comes down the valley will be on top of the plastic. dustin: picking up the pieces from a historic storm. >> i have been here since 1994. [laughter] dustin: and this is one of the

worst? >> one of them. dustin: but it is not just residential issues. >> another bag of material. dustin: they have been dealing with damage at commercial buildings as well. since thanksgiving, more than 400 calls for service and it is not just the rain causing the issues. >> little bit of rain. but when it blows like it has been blowing, you are going to end up with leaks. dustin: storms with more wind and rain are expected to return tomorrow and stick around for the next week. roofing companies will remain busy and they advise customers stay patient. >> try to contain it and hang on until the weather can improve and we can get out and service customers. dustin: dustin dorsey, abc 7 news. liz: let's get a check on the forecast with lisa argen. more rain coming tonight. lisa: we are going to see the radar fill in throughout the day. the heaviest stuff coming this evening and through the late evening. there is a look of what is

offshore and as we get closer, you can see most of the rain has been in the north bay. along the coast of sea ranch and hills berg picking up good rain overnight. it has been spotty as you get further south. sonoma light showers and a line offshore. the rest of the bay area has been dry and breezy at times. we will take you to the mountains where temperatures are in the low 30's. mix of sun and a few flakes of snow. the snow will be delayed until 7:00 at lake level but we still have the winter storm warning in effect through the next several days. there is a shaky emeryville. 56 in the city, 55 oakland, 54 san jose and a look at the golden gate bridge. it is dry and the wind not that big of a deal. 54 santa rosa, 49 by the delta, and wind gusts around the bay 24

wind advisory right through 1:00 on sunday. anywhere from 20 to 40 miles per hour. this will increase throughout the afternoon. here is how gusty a gets by 10:00 tonight. winds 50 miles per hour and beyond. 30 to 40 miles per hour inland and that is when we get the heavy rain. here is 10:00 and you can see the darker shades indicating the heavier rain from cloverdale, santa rosa thrghhe first part of the day. in san francisco, the second half of the day into the evening it is raining. we have the heavier pockets and as we get through 11:00 you can see that we have got moderate rain all across the bay area. we get a nice break through the overnight hours and even into sunday. this is really good news. anticipating a stronger storm into monday and tuesday.1:00 suy

night, adding up the totals, we are talking an inch to two inches in the north bay. this is where you will see most of the rain, sonoma county county into the santa cruz mountains. it is a decent system after we had flooding the past couple of days. as we look at the sierra nevada, it will take time for this to get going. level 3 system monday into tuesday where the flood threat is elevated as we add on another two to three inche further south we have higher amount. i think this system is focusing more from the southbay to the santa cruz mountains. today the rain fills in, the wind picks up. level 2 system and as we look at the game tomorrow, a few showers. we get that nice break in the afternoon. the accuweather 7-day forecast, level 2 tomorrow, level 3

monday. we will have flooding around the rivers from the russian river to the east bay and the santa cruz mountains. spotty showers the rest of the week. that soil is saturated so we are watching every system carefully. liz: absolutely. thank you.thank you fo 2023. just ahead, we will hear from a family who had five days without heat. how they managed to survive in the 30 degree weather and why they turned to 7 on your side.

power outages, many of you will relate to this. a santa rosa couple endured five days without heat. they rely on propane to heat their home and when that ran out they had to get creative to endure the frigid temperatures. they turned to michael finney for help. michael: how cold has it been in the north bay? this cold. >> reports on a in the north bay. donald and his wife endured not only the cold but the loss of heat. their primary means to survive temperatures in the 30's had failed them. they rely on propane deliveries from amerigas. their delivery never arrived, even after informing the company their tank had completely emptied. >> the only excuse i got when i called was lack of drivers. michael: lack of gas and surviving on take out or cooking on the barbecue.

it also meant cold showers. fortunately, they still had their electric space heater. they could also cozy up to the fireplace. >> yeah, that was freezing, but i did not lose any pipes or anything. i did have to get a new electric blanket for my wife. michael: donald kept things in perspective, watching the news from overseas. he knew things could be worse. >> it made me feel very m the people in ukraine that have nothing going on. i do not know how they do that. michael: after five straight days without gas, he decided to call 7 on your side and we contacted amerigas. they told us this area was hit hard by driver shortages, made worse by covid and flu season. we have taken immediate action to reallocate drivers. donald has heat again. but he says that will not stop him from cozying up with his wife. michael finney, 7 on your side. liz: amerigas told abc 7's

announcer: building a better bay area, moving forward, finding solutions, this is abc 7 news. >> we are also staffing plans for the weekend because we are expecting more rain. last week, all through this week, and next week we are going to have extra crews on hand. liz: now what 9:30, ready for more rain as the bay area is cleaning up from the last storm. communities are preparing for the next system. meteorologist lisa argen is checking your forecast as the bay area is under a flood watch. good morning. what can we expect today? lisa: are expecti rain and wind to increase for your

saturday and multiple rounds of rain the next several days. live doppler 7 and you can see the yellows offshore taking you into the north bay. half inch to an inch in the north bay. further south it has b but look what is offshore. this line will continue to push through the north throughout the day. you will notice by 11:00 the wind gusts and the rain to the north spreading into the east. by 2:00 some like to rain on the peninsula, winds 20 and 30 miles per hour. 5:00 winds stronger on the coast. the rain has spread to the south bay. this is a level 2. today and tomorrow gus and downpours. the flood threat continues. liz talked about the flood watch through tuesday and the wind

advisory until 1:00 sunday. winds gusting 45 miles per hour. onenches tomorrow. liz: san francisco continues to clean up from the wet weather. partly thanks to volunteers that answered the call for help. this while they prepare for the upcoming storm. leanne melendez met with one volunteer whose determination kept his community from flooding. dustin: clearing all those storm drains -- leanne: clearing all those storm drains have always been a challenge. that is why they have relied on volunteers through the adopt a drain program. >> 20 500 volunteers have volunteered to take on 3800 of those different drains. leanne: but they want more residents to take the plunge and commit to adopting one of those drains. >> we have david here who is our community partner who has

adopted eight drains on his own to take responsibility. leanne: eight storm drains. david, you are the man. what are you doing? >> with that many drains, that is the least we can do. you are walking the streets, can you not pick up trash? you can always wait for someone else to do it. leanne: he makes sure one particular drain is free and clear in time for neighborhood students to cross the intersection. you have a name for that drain. that troublesome drain. >> i call it mofo. [laughter] the silt you cannot see, could bes long stick and it is a pogo stick. >> we need to go out and spread the word. leanne: so we did. asking the owner of one neighborhood restaurant to make the commitment. have you heard of the program

adopt a drain and would you be willing to adopt that drain? >> i have never heard of that. leanne: really? would you be willing to adopt it? >> i do not know what that means. [laughter] leanne: you have to take care of it. >> i already do. leanne: this is the drain tim has been clearing for years for residents and businesses. the department announced today it has received more sandbags. so far, 13,000 have been handed out. >> we are preparing the staffing plans for the weekend and the week ahead because we are expecting more rain. last week, this weekend next week we will have extra crews on hand. leanne: lyanne melendez, abc 7 news. liz: the russian river is now expected to hit flood stage monday. communities along the valley are clearing out of the area ahead of another stormy next few days. residents in kernville and nearby are counting down the hours until the river will crest.

those living at maribeikt gng e pretty bad. get up pretty high. reporter: are you scared? >> not at all. it is just a pain in the butt. liz: the threat of flooding is deja vu for some people in the area. in 2019, heavy rain caused issues and flooding. it caused granville turn into a swamp and had people using canoes get through the area. one sonoma county family is dealing with a truly heartbreaking situation. their two-year-old son was killed during the storm after a tree fell and crashed into their home. tim johns talked to the family about the devastating loss and brings us their story. >> it has been a nightmare. tim: for this family of sonoma county the past few days have been unimaginable.

during wednesday's storm four trees fell on their home, destroying the home and killing their two-year-old son. >> we called him goldie. goldie tim: his is serving as spokesperson for the family. we spoke to her friday afternoon in the rubble of her brother's home. >> my mother came over pounding on the door, pounding, the tree fell! he is gone! tim: goldie was a happy child. a boy who loved to dance a new how to put a smile on the faces of his loving family. [laughter] she says the past few days have rocked them to their core but their faith has given the family strength. >> we believe in god. we are strong in our faith. i saw him walking with jesus into the light the night that he died. he was happy.

leanne: in addition to losing their son, they also lost their home and pretty much everything they own. the family has set up a gofundme for anyone who wants to contribute as they try to piece their lives back together. the outpouring of support the last few days means more to them than people will ever know. >> your prayers, your thoughts, the contributions, the food, the money, everything. it means so much to our family. tim: while material things will one day be replaced, some things will never go back to the way they were. that is why haskins is asking everyone to remember the things most important in life for her, her family and for goldie. >> i want them to be inspired to love more, gives more, hold their family tighter. really -- i think about the little things in life. tim: tim johns, abc 7 news. liz: heartbreaking. on the peninsula many residents

still without power and those impacted by floods continue their cleanup efforts ahead of the next storm. five days after major flooding poured over businesses in saint carlos, preparation is underway for the next storm. >> taken out the carpeting, relocated the merchandise from one room to another. liz: the peninsula was one of the hardest hit regions. in order to prevent more damag the city is extending the state of emergency for 60 days. crews have been working on restoring impacted areas while also preparing for monday's upcoming rain. new details about the oakland zoo closure caused by a single blocking the road to the main entrance. the zoo is working with a private engineering company and the city to speed up repairs.

a large culvert collapsed during the storm and created a 10 foot wide sinkhole. the zoo cannot reopen until the road is safe. employees are using a back road for now to care for the animals and they say all of the animals are safe and well. as you prepare for more rain, we do have a list of storm resources for you. it includes sandbag locations, warming centers and shelters. go to abc7news.com/takeaction. still ahead, election error. how an oakland school board candidate is filing a lawsuit after alameda county announced him the winner and took it back. live look outside this morning. clear right now, no rain. we will check in with lisa on when we can expect that rain.

line is finally over. muni trains operate on the new route today. you looking at the map from the website. muni cars will run every 10 minutes, monday through friday, from 6:00 a.m. until midnight. a ribbon-cutting ceremony starts today at 12:30 at the sunnydale station between sunnydale and bayshore avenue. in alameda county, mike hutchinson is filing a lawsuit after the registrar found a mistake in the election results. hutchinson is now claiming victory as the declared winner is days away from being sworn into office. ryan curry has more. ryan candidate mike hutchinson is taking action to win his election. he filed a lawsuit to get a judge to overturn the already certified election results and declare him the winner over other candidate, nick resnick. >> we have filed in alameda county superior court requesting a judge throughout the incorrect

certification and certify the correct election results, which would make me the winner. ryan: the already certified votes show resnick as the winner. the registrar said before new year's eve the rank-choice voting was not configured properly. we reached out to their office for further comment and not heard back. hutchinson says based on the correct results, he is the winner. >> we voted to use rank-choice voting. the city has laid out the process and formula that is supposed to be used to calculate that. and that is now what has been corrected to produce these results. ryan: there is a sense of urgency coming from hutchinson and his legal team. on monday, oakland is set to inaugurate duly elected officials which, as of right now, is set to be resnick. in a statement on his campaign website, resnick says, "we question the validity and integrity of the results provided by the registrar. if there were mistakes the first

time, there is a chance there are mistakes the second time. the initial results ensured accuracy and no errors were noted." supporters of hutchinson are calling on resnick to concede before monday. >> he is what our students and community need. i am here to support him and i am here to ask nick resnick to do the right thing. he needs to step down. ryan: both candidates say they acknowledge there will be no change in the results until the courts decide. ryan curry, abc 7 news. liz: this year the bay bridge light installation may not be so bright. unless $11 million are donated from an updated installation. if nothing is done to revamp the lighting be turned off in march. live look at the bridge. the chronicle report the man behind the lights is looking for donations to create an even better version.

sturdier lights would be used that would stretch to both ends of the bridge. right now, it is too expensive to maintain the worn-out led lights. let's get a check outside. not much rain right now but more to come. lisa: we are looking out toward the east bay where we are well over where we should be this time of year in terms of precipitation. a couple of system headed your way will bring another couple of inches. we will talk about the strong systems headed our way and look at the week ahead, next. liz: also, the last thing the buffalo bills expected was to see teammate damar hamlin in a meeting. larry beil explained the reunion.

liz: the warriors looking for a win tonight after a loss to the pistons earlier this week. the orlando magic are coming to san francisco to play at home tonight at 5:30. turning to the nfl, a spectacular recovery by damar hamlin, who was in critical condition after collapsing on the field during a game against the bengals. sports director larry beil has an update. larry: good morning. from fighting for his life to a zoom call with teammates. the recovery by damar hamlin is truly beyond what anybody could've hoped for given the scary scene we witnessed monday night. his heart stopped and he had to be resuscitated twice. doctors thursday night removed his breathing tube, so now he can talk.

that was a surprise as he made a zoom call into the meeting. >> they stood up right away and clapped for him. he yelled some things to them and it was a pretty cool exchange. the thing that makes me laugh as he did this to the guys.
