short time ago from state emergency officials. their plan, to keep people safe as another strong system heads our way right now. good evening and thank you for joining us, i am dion lim. the bay area is waterlogged after four storms in the past week, and there are more ahead. we have live team coverage for you tonight. with first a look at when the latest round of rain will arrive. abc7news anchor spencer christian joining us now. we are not going to have a single dry day in the next seven days? spencer: sad to say that is correct. these storms have been relentless. on doppler 70 can see that right now we have the makings of another storm, the one coming in later tonight, just beginning to push the moisture on shore. this storm on the exclusive abc7 storm impact scale, it ranks level 3. late tonight into tomorrow we expect periods of heavy rain, as well as concern about matt's

lighting and possible wind damage as the storm will be accompanied not only by heavy rain, but by gusty winds. 9:00 tonight the storm will be pushing on shore already. it will intensify between 2:00 a.m. and 6:00 a.m. the morning commute will be a difficult and challenging one. we have a high wind warning in effect until 10:00 a.m. to 8:00 a.m. for the north bay, winds gusting to and above 60 miles per hour. a flood watch remains in effect through tuesday afternoon. in the sierra, it will be snowing, a winter storm warning in effect there until 4:00 a.m. wednesday. i will have a closer look at this storm and others that will follow in my forecast a bit later. dion: lots to keep track of, spencer, thanks. much of the bay area got another serious soaking overnight like here in the north bay, the storm and lightning and the overall chaos in the region is wreaking havoc. abc7 news reporter cornell barnard joins us live in forestville and shows as with every new round of rain comes

new cleanup concerns. all of that water behind you. cornell: so much rain, and more to come. we are on a road here in first built where runoff from the russian river has overtaken this road. we have just learned the sonoma county sheriff's office says the russian river at kernville will crest at 8:00 a.m. tuesday, but they say the flooding will not be as bad as 2019. but some residents have already been flooded out by the storm overnight. >> we got two feet of water, two or three feet of water in the garage. cornell: this was the flooding insight grace bernard's apartment in forest will after the storm moved through saturday night. grace says it happened so fast. >> i can see there is water rushing down the hillside so we were a little concerned. and then 10 minutes later, i , come back out there is a foot of water outside of my door. cornell: grace said she grabbed what she could and moved to higher ground, but sadly, she lost most of her belongings. >> i was worried about my clothes. i realized as it got higher, in a matter of minutes, he realized

they needed to get out my birth -- i realized that i needed to get out my birth certificate, my money, my computer. cornell: lightning lit up the sky, bringing thunder and heavy rain. winds blew down this carport on snyder lane, damaging the cards cars and in hillsboro, a possible lightning strike split this power pole in half, cutting power to a neighborhood. and countless big trees fell, like this one, which closed westside road in forestville. not far from that, a mudslide closed part of that road. in santa rosa, one person was injured after this tree fell on the car they were working on. check out this flooding on mark west station road in windsor. a few brave drivers plowed through, some cyclists included. the rain and floodwater has left many astounded. >> on the one hand, it's really good. we really need the rain and the water. on the other hand, it's extreme.

it is like this big extreme from droughts and fires to this, it's a lot to handle. cornell: firefighters say there is better news for the russian river, the flooding forecast could be lower than first thought, but all of that remains in flux. >> forecasted river levels at the flood stages continue to change because these are dynamic storms. river levels continue to fluctuate and we are continuing to monitor that. cornell: back at grace's apartment, few things can be salvaged, so she is looking for a new home, but offers this advice to others -- >> if you are near where flooding can happen, i would pack a bag, because it happens too fast. cornell: by the way, grace is no relation. firefighters say this is still a fluid situation, so anybody living near flood prone areas like the russian river should be ready to go and have a go-bag ready in case you need to leave the area. live in sonoma, i am cornell barnard, abc7 news. dion: some great advice from not only grace, but also those

firefighters. cornell, nice work. thank you for that. some residents from bodega are cut off from driving out of the neighborhood. take a look, the county send us photos of this road collapse. officials say salmon creek road was washed away during the latest storm. it is a one way in-one way out road, and they say it cannot be repaired before the next storm. governor newsom says the state government has mobilized resources to respond to flooding. power outages and major disaster also. he is now urging you to use common sense and avoid putting yourself in dangerous situations. gov. newsom: i mean, just a foot of water, and your car is floating. half a foot of water, you are off your feet. half a foot of water, you are losing control of the vehicle. we are seeing people go around these detours because they don't see any obstacles, they think everything is fine, and putting their lives at risk and putting first responders' lives at risk. dion: the california national guard has mobilized troops and

has four rescue helicopters on standby, including one here in the bay area. ambulance strike teams have also been activated around the state. drivers are being asked to postpone travel if possible. over in the east bay, 60 residents in castro valley were waiting for a giant eucalyptus tree to be removed so they can get their power back on again. the tree fell onto a home in sandy road yesterday, pinning a man underneath. firefighters spent almost one hour trying to rescue him. his wife and four children were able to get out safely. >> if he hadn't been on the couch right where he was, or if the whole family had been there, it would have been worse. -- it could have been a lot worse. dion: quite a close call. the tree fell through the house and onto the street bringing , down power lines. pg&e estimates the power should be back on as soon as the street is cleared -- they are expecting that will be close to 9:00 tonight. residents say they have complained to city about the

massive trees that run along the creek behind their homes, and the threat of them falling. crews stabilized a landslide threat to homes in richmond today. that was threatening homes in richmond today. a crack was discovered on a hillside in the sea cliff neighborhood tuesday, and 15 homes had to be evacuated. the potential slide area was secured with tarps to prevent future damage, but they blew off last night because of the high winds. crews have now secured them with sandbags. the city manager says the evacuation order will remain in effect until further notice. and check this out, it toppled tree took a big chunk of saturated storm with it. -- saturated soil with it. fortunately, the downed t not cause any damage or injuries. all of those downed trees and high winds are causing power outages across the state take a look, pg&e's online map shows the trouble spots.

at one point, there were more than 180,000 customers without power, a majority of those in sacramento where roughly half of the city woke up in the dark. here in the bay area, more than 20,000 pg&e customers are without power, including 7400 in the north bay. flooding concerns in the south bend now. today, the national weather service issued a flood warning for the guadalupe river. minor flooding is forecasted for that river, including the almaden expressway tomorrow. and the city is warning residents about potential flooding near ross creek and pat atencio creek. also today the nava river is exited to reach moderate flood stage. as you prepare for more rain this weekend, we have compiled a list of storm resources for you which include sandbag locations, warming centers and shelters. just had to just -- -- just had been met to abc7news.com/takeaction. a first for president biden, he

dion: storms have brought a lot of snow to the sierra. check it out. this is what you can expect if you plan on driving to the mountains. currently, chains are required on all vehicles heading eastbound going to the tahoe area between kingvale and the donner lake interchange. there are no chain restrictions on highway 50, but caltrans warned this all could change, and you should be ready to put the chains on if they do. and a winter storm warning is in effect for the greater tahoe

area through 4:00 a.m. wednesday morning. take a look at this video from palisades tahoe ski resort, you can see heavy snow is falling. 6-eight inches expected tomorrow through tuesday night. two to five feet could fall above 7000 feet. there may be even more than five feet on the sierra crest, west of lake tahoe. wind gusts up to 60 miles per hour are expected, with waves reaching up to four feet on lake tahoe. you can't even see anything to ski! [laughs] spencer: you can't. driving conditions will be tough because of white out conditions. it is tough to travel. here for us, it's rain and wind. let's take to live doppler seven. conditions are calm and quiet in the bay area at the moment but you can see how much, moisture is building ahead of the storm that is just hours away. looking over san francisco, we have temperature readings in the upper 50's in san francisco and oakland. palo alto, 55 in half moon bay.

clouds will be at lower rate and getting sinker lick -- getting sicker later in the evening. upper 50's in napa, concord and livermore. 53 in fairfield. overview looking over the embarcadero from the rooftop camera, a level three strong storm will be pushing in overnight into tomorrow morning. we expect rain and showers to arrive on tuesday and more, periods of rain through to the next weekend. the approaching storm on the exclusive abc7 storm impact scale is a level 3. strong storm. later tonight into tomorrow we can expect moderate rainfall, increased threat of flooding, much and possible wind damage. by 9:00 tonight it will be pushing on shore. it starts to really intensify after midnight, and about 5:00 a.m. just as the morning, is getting underway. it will be raining heavily.

many areas with strong gusty winds, gusts up to 60 miles per hour at times. the storm will quickly push out of the bay area by early to mid afternoon tomorrow. a high wind warning is in effect from 8:00 till 10:00 tomorrow morning for most of the bay area. until 8:00 in the morning for the north wind gusts will hit or exceed 60 miles per hour or even higher in the higher elevations. a flood watch remains in effect for the entire area through tuesday afternoon. rainfall estimates from the approaching storm, from just over one inch to three inches, so it will be able to storm. in the sierra, winter storm warning through 4:00 a.m. wednesday, more snow, especially above 7000 feet. and here in the bay area, showing you what is coming our way later in the week, wave after wave after wave of light to moderate storms. a few bricks here or there, we might see some sunshine briefly but basically it will be able to week. overnight lows mainly in the low
