these locations continue to recede because look at where the rain is. it has pushed far south from monterey to san luis obispo. evacuations being ordered in santa barbara. here's where the cleanup begins. a number of reports of problems -- 105 -- one debris flow, 76 flooding problems and 28 damages from trees down. looking at alameda creek near niles, it will be below flood stage tonight, looking at a flood warning for coyote creek which continues to drop as well. as we get toward the guadalupe river, just expected to come down in the next few hours. we still have flood advisories for the entire bay area as another line of wet weather is headed our way and spencer has a look at that. spencer: we've got the flood watch in effect through tomorrow

afternoon because we have more rain coming and a wind advisory in effect tonight and tomorrow with the approaching storm. let me give you a look at the breakdown on the exclusive abc 7 storm impact scale. it ranks a level two, a moderate storm producing showers and gusty winds, thunderstorms possible. all the usual impact we have with a strong storm like this. it will start pushing in just before the morning commute gets underway with heavy downpours and strong, gusty wind and this storm will be with us through most of the day tomorrow. it will lose some of its structure in the mid morning to midday hours but this storm is a significant storm before it starts to wind down tomorrow night. i will give you a look a in my accuweather 7-day forecast a little bit later. dan: some of the worst flooding we have seen is due to the swollen san lorenzo river and

the santa cruz mountains. dion: dustin dorsey brings us some of the devastating images. >> a town underwater -- the devastating reality for elton and surrounding communities in the santa cruz mountains. >> this is bad. everything is so saturated. >> drone video capturing homes completely surrounded by water. the river hit its crest around 7:40 five this morning, the second highest mark in modern history dating back to 1937. water began to recede after that but residence in the area who did not evacuate have no place to go. >> we have a trifecta with the mudslides and trees down and flooding. >> sidney pico county -- pico mountain area in felton. elsewhere some iconic town sites

like the landmark covered bridge completely flooded. a notorious flood in 1982 was the worst ever for this area. the river hit 28.8 feet then. this storm has many similarities and she's concerned she will be stuck here for a while. >> there is one way out, so we are in here for the long haul. they don't often get to us. >> not many people will be getting in and out of the area due to other closures throughout the area. we tried several paths to get to felton but many roads like highway 17 at glenwood drive are shut down due to slides. brian was supposed to go over the hill for work but he says it is not safe to do so, especially on smaller roads. >> they have trees that will go down and get mudslides. when i went through mount charlie six years ago, i had a tree on one side of me looking straight down the cliff because it had been washed out and you will get up there and get pinned

if it gets shut down. >> know where you want to be when it rains like this. >> caltrans has not set a specific time when it will reopen but workers we spoke with today said it might be tomorrow. dan: emergency crews in sa cruz shut down a lane of traffic along highway one due to a logjam on the san lorenzo river. a northbound lane closed south of river street before noon to make room for crews to get in and remove all this debris. dion: a major traffic nightmare through the santa cruz mountains. house -- all southbound lanes are closed right now do to a mudslide at glenwood drive. this, is the evening commute direction. traffic is being diverted onto idlewild and summit roads and down to old summit road. dan: and a traffic mess -- look at this as flooding and fast-moving water have capitola

police warning residents to be prepared to evacuate. >> officers went door to door to warn homeowners. dan: there is a real traffic problem south of gilroy. these cars on 101 where you can see there is significant flooding. karina nova is in the newsroom following this. >> the situation is dangerous on 10 one in gilroy. santa clara county has issued evacuation warnings were people living near 101 and balsa road. sky 7 flew over showing us incredible video. this is in gilroy. this is the area of 101 and highway 25. the first floor of this house is underwater and you can see multiple cars submerged on this property. the water so high you can barely see two of the vehicles parked there. sky 7 showing farm buildings and equipment covered by water. this is a big loss for the

people who owned that expensive equipment. the flooding stretches all the way to the road. people driving on monterey and 25 risking their cars stalling in that high water and you can see that one driver needed some help getting through. not so lucky -- this has been causing a massive traffic backup on one southbound. earlier today, valley water address the issue. >> it is coming from one of the creeks in the county that is a hotspot and does periodically overflow. the reservoir is spilling and probably contributing to that. the good news is valley water staff and the eoc have been aware of this. they have been in contact with chp and chp was very aware and prepared to deal with that issue. dion: chp did partially block some of the roads in the area but people were able to get through despite the risk.

just a heads up, gallivan college put out an alert that castro valley road is flooding. the district encourages using online student services. if you need to go to campus, enter from the north side of sainte teresa. dan: let's go back out live to this area -- these are life pictures from sky 7 of that area near gilroy and 101 and highway 25. you can see all the flooding that has happened -- the water so high that it has covered vehicles and houses have been flooding -- a big loss for people who own farming equipment and forms in this area. the flooding stretches all the way down the road up and down this area near gilroy and you can just see how much water has come over the roadway and it is a real mess. there is more rain coming and this may get even worse. dion: it takes so much time for

everything to dry out. the guadalupe river is causing problems for san jose residents. dan: minor flooding was forecast for that area throughout the day. zach fuentes is live with an update. >> double cover the rain stopped earlier this morning and waterways like waterloo bay river have receded but if you look over my shoulder, the water is still high, attracting a lot of attention from passersby. even though the upcoming storm may be weaker, they have local leaders on alert. the headaches caused by the storm seen in the last week continue. the impact to the most recent one monday morning was nearly deadly for veronica who is unhealthy and living along the guadalupe river. >> we heard the branches like trees starting to want to fall and we are like oh my god and it was super high. >> not long after, she found

herself in need of help fast. crews were able to rush in and save her as the water continued to rise. >> they helped me get out of being right there where it was flooding and i'm really grateful. >> her rescue is not the only one that has happened since the start of the storm. >> our fire department engaged in a couple of pretty rough rescues being out in the channel with fast-moving water, helping to individuals get out of the guadalupe river. >> they say they started taking proactive measures ahead of the storm to minimize damage. >> an example is where we had to remove a large amount of sediment to ensure flooding did not occur in local residences. >> the san jose mayor says protecting the un-house and reminding them the evacuation order still under place in those areas will be the city's focus.

announcing the shelter information on loudspeakers in multiple languages. city leaders and nonprofits also going on foot to spread the news. some have taken them up on the offer to relocate to a shelter run in partnership with the red cross. >> we can have 99 residents and eight dogs. as soon as we reach 110 people, we will move to open the camden community center. >> despite the water rescues needed on high creek levels, officials say the work the community did ahead of the storms may have saved lives. >> we think we averted what could have been watched -- much worse. >> at the press conference, he said they were alerted to a death along the creek but a coroner's report has not come back confirming the circumstances surrounding that death. right now my the red cross shelter the city is operating will continue to stay open and possibly expand as needed. dion: a vital resource.

thank you very much. cleanup is underway in san bruno after a massive tree fell on a home. the tree fell from one yard on a neighbors home and crush their suv. >> nobody was hurt. it only hit the front of their garage, so all of the bedrooms are in the back, so we were all safe in that respect. dion: that is a relief. the tree fall cut power to about 700 customers in the area. pg&e expects power to be restored in the morning. dan: pg&e says they are making progress getting all online. utility is bracing for the next major storm which could bring even more outages. dion: much more to come. we will take you live to the north bay were flooding is a problem this afternoon.

continued to rain. it's unclear how any people might be cut off because of the closure in a rural part of western sonoma county. a lot of water overnight in a parking lot in petaluma at the edison ranch apartments on marina drive. though water is a couple of feet deep. it doesn't appear to be damaging any vehicles. dion: our crews are spread out across the bay area and we want to take a moment to liz kreutz. dan: she is in sonoma county with the latest on the situation there. >> downed trees, and flooding, all things folks here in sonoma county are dealing with. people are looking at what happens overnight, if and when the russian river crusts. flooding is receding in many parts of the county. but not without causing some damage. these cars got stuck and had to be rescued by first responders. this is the scene in sonoma county after the latest round of

storms overnight. just outside of santa rosa, two cars submerged in floodwaters. the santa rosa fire district having to respond, helping rescue the driver trapped in this reset -- >> this mercedes. >>those are nice cars and they are done. >> the road closures forcing them to find alternate ways home. >> we are going to go around. >> it is a similar scene at steelhead beach, normally the parking lot underwater by the rising russian river. >> what we woke up to was more of a mess. trees down, mudslides and folks trapped in areas where we had major road failures. >> the district five supervisor says eyes continue to be on the russian river, expected to crest early tuesday morning. low-lying areas are feeling the impact stopped in guerneville, john showed us his neighbors home -- the entire area flooded. >> to get to the stairs by boat.

>> the rain hammered here pretty bad and by 2:00 in the morning, this was completely like this. >> jennifer woke up to this flooding and says they are going on day seven without power. sean came by in shorts and flip-flops hoping to get an external battery charger for his phone. he says it's frustrating but they have gotten used to it. >> we are use to no power and power outages and floods, so we are hanging pretty tough and there is a lot of support. could be a lot worse. >> that is what we from a lot of folks right now, trying to keep positive. you can see the water has drastically receded today and tonight but as that happens, the water flows into the russian river and that contributes to the rise of the russian river.

all eyes right now on what happens overnight and whether it does crest. for folks in west sonoma they are dealing with power outages and flooding. there are community centers set up to provide people the resources they might need. dion: that is good reminders. the storm creating tough conditions in the sierra after several days of snow, it actually pay -- actually snowed at the palisades resort today. kirkwood ski resort closed today because of wind gusts that reached up to 100 miles an hour. dan: it was all a bit too much too soon but we need the weather and have been in a real pattern lately. more is coming. dion: spencer is standing by to talk about the timing. spencer: right now, a little bit of a break and we should use this break to prepare for the next storm which is only hours away. you can see at the moment, we

have calm conditions. the only place reporting even light rain is oakland and there's not much showing up on the radar. we had a few just seconds nice view from mount tam looking over the bay. clouds at various levels of the atmosphere and a little bit of blue sky. too bad we can't see it right now. temperatures at 57, 58 degrees. 55 at here's a view at the golden gate . cloudy skies but the skies are brighter in some areas. temperature readings in the upper 50's at santa rosa. livermore and concord, the mile spot at 60 degrees. looking across the embarcadero, we offer these forecast headlines as a break from the rain through this evening. rain and wind will return early tomorrow morning and we expect rain through the week.

it won't be a very stormy day but there will be some rain. a stormy day coming our way tomorrow on the exclusive abc storm impact scale come approaching level two. a moderate storm. look for showers and occasional heavy downpours. an elevated threat of flooding in downed trees. starting just after midnight, we will see the storm rolling in and it will be storming as the morning commute gets underway with areas of downpours, widespread rainfall and strong, gusty winds. that pattern will start to fall apart a little bit. it will be stormy but more scattered downpours and into the late evening hours, you see the storm will wind up and move out ahead of the next storm that comes in wednesday. rainfall estimates from the storm tonight and tomorrow, nearly half an inch in san francisco. most locations will have an inch

were just above an inch. that adds to the flood threat, so a flood watch remains in effect for the entire bay area. a wind advisory in effect with gusts ranging from 45 to 60 miles an hour. it could possibly unsecured objects and cause power outages. highest tomorrow mainly in the mid-50's. here's the accuweather 7-day forecast -- just a string of wet or partly wet days coming our way. tomorrow's storm will be the strongest one this week. only the north bay will see a few showers but someone in the day area will get some rain. dan: before we move on, you can track the rain on the abc bay area streaming app. dion: are you ready for some college football? dan: we will have a preview of the national championship game on espn.

along quad loop river. the rain has eased for now, the two keywords in that sentence, for now. dion: spencer christian joins us with the forecast. there are some breaks this week. spencer: they are brief breaks and we will welcome then but we have so much more rain coming our way on several consecutive days. it is calm right now, but coming our way is a storm on the exclusive abc seven storm watch scale, a level two that will start pushing in overnight tonight. downpours and gusty winds possible with this system. here's the forecast generation. notice how quickly the storm surges on shore. going to be slow and slick. the storm may lose a little structure but it will be with us in to the evening tomorrow. another storm coming our way followed by another one on

wednesday. that's why we have a flood watch in effect through tomorrow afternoon and a wind advisory that would be in effect tomorrow night until 4:00 tomorrow afternoon. just know long break in sight for a while. dion: alameda creek is in the east bay and rapidly rising with the national weather service protecting it will crest at 7:00 tonight. dan: the biggest concern is in niles canyon and sunol. >> as you road was closed or has been closed for the last week because of problems, because of flooding, because of mudslides. behind me, it is still closed but it is getting a little more treacherous as these recent rains and the runoff are causing conditions for those in this deep canyons back there between where i am standing in fremont

and over in sunol. what locals call their rambling creek is now a roaring tributary down kyl care road in sunol. sinbad creek flows into alameda creek which is more like a rapidly flowing and rapidly rising river now. >> the local fire department and law enforcement have been in our community urging locals to evacuate. if they are elderly or have any kind of medical conditions where they cannot get out, potentially if there is a mudslide. >> in these steep canyons, there are many hazards that could block an exit route from fallen trees to mudslides. it has been bad since new year's eve. >> it was four or five feet higher than this. it goes right to the top of the rock embankment there. this is where we can keep an eye on it from where we live and see how much it is rising.

francisco have felt the impact of the storms. as leanne melendez found out, custodians working round-the-clock are working hard. >> miguel is the first to at mckinley elementary. the veteran custodian makes or any type of flooding or leaks are addressed for students arrive. at lunchtime, he discovered another leak in the school cafeteria. >> we want to start coming this way along the wall. >> think about where the roof is, the cafeteria wall is way down there. >> all the water on the outside has somehow managed to seep into the foundation. >> we' top of all the problems, taking preventative action as sars putting sandbags and buckets to contain the water coming in. >> the worst of the flooding

happened on new year's eve. water collected right here, flooding the kitchen on the others of this door. since then, more leaks have popped up. >> the new year's one, that is when it collapsed down because it was so wet and these are getting wetter and wetter and we are just putting buckets and waiting for them to fall and keeping kids away. >> many schools have been experiencing similar problems with custodians working overtime and getting creative. when this classroom was flooded after water came in through the door, he dug a mini ditch to force the standing water on the outside to flow back into the ground. >> a lot of the issues we are able to fix until the rain stops. just taking all the preventative action. >> he says he's looking forward to the end of this very wet season. >>

possible solutions to drug overdoses on the streets of cities like san francisco. dion: could the answer be as simple as providing people a place to do drugs? dan: tara campbell just replete -- just completed a new documentary, an in-depth look at the steps one north american city is taking to end drug overdose deaths. >> you better not be in a rush. >> darwin fisher knows the streets of vancouver's downtown east side and the people on them like none other. he is longtime senior manager at insight. it is where drug users can go to be supervised while injecting. >> insight allows you to have real relationships with people who are marginalized almost out of existence in the society. >> since openg in 2003, insight has supervised more than three point 5 million individual injections and there have been more than 6000 overdoses.

global bc. >> bcs provincial health officer has declared a public health emergency because of a disturbing spike in overdose deaths. >> overdose prevention sites got the go-ahead in 2016. >> in the first three months of this year alone, the coroner's office reported over 200 deaths. at this rate, the total for 2016 could exceed 700 or 800. >> the same year, it declared a state of emergency in response to the drug overdose crisis. a state of emergency still in effect six years later. >> even though it has been eight terrible toll, over 10,000 people since the start of the emergency, it probably would have been too it a half times higher if we had not put in place these services. >> the latest data shows over one year, 3200 overdoses were reversed at vancouver's safe injection and overdose

prevention sites. >> it's much easier to open overdose prevention sites. they don't have to meet all the federal requirements. many are operated by peers who have been trained at we've seen no debts at any of those sites. >> karen is one of those peer support workers. >> just being able to support somebody in their journey of where they are, where they are at -- it's an easy place to say you can just quit, you can't. >> she knows the fear and frustration all too well -- trapped in the cycle of addiction more than 30 years. >> i sold myself on the street. i was sliced up and left for dead. >> fast forward 15 years i'm walking down the street and i see this fellow overdosed. i look at him, i recognize him.
