this early edition of abc seven mornings. it is tuesday, january 10. drew: we had that line of heavy rain and strong winds move through here around 2:00 a.m. this morning with gusts up to 70 miles an hour and heavy wind -- heavy rain as well. there is that line that raced through here this morning. we are seeing scattered downpours in sonoma and napa county. a downpour about to move into hercules this morning. some lighter showers along the peninsula but we have some strong winds and more thunderstorm potential this morning. the winds are racing out of the southwest gusting 30, close to 50 miles an hour this morning. on the exclusive storm impact scale it is aev more scattered downpours are coming. the potential for a thunderstorm. the flood threat is with us. some gusty winds. even the possibility of hail.

sutro tower is bouncing around. the best chance of a storm between 6:00 a.m. and noon today. into the evening we will get a break in the wet weather but another storm arrives tomorrow. itweather in eight minutes. jobina: thank you. good morning. i thought i would start with this picture of the richmond-san rafael bridge because rain is starting to come down. we can see the droplets on the camera. be aware of any standing water and potential for spinouts. also some other areas. there does not appear to be any active rainfall at the bay bridge toll plaza. however it is so windy on the bridge, i experienced it myself. chp has issued a wind the big update this morning will be the large closure of highway 17 through the santa cruz mountains starting around highway nine has we opened. -- has reopened so that is some positive news. reggie: the town of felton in

santa cruz county is underwater because of severe flooding. it comes as the san lorenzo creek breached its banks. lena howland is in santa c county this morning. what are you seeing? lena: we were just at the roll block that jobina mentioned along highway 17. if you take a live look here at the roads, it has reopened. thankfully, chp officers w out checking the roadways because it was covered with downed trees making conditions quite difficult for folks to pass up here but they have determined it is safe enough for them to reopen this road. that is where we are right now just past the exit. this happens as there is still remaining threats of more trees continuing to fall along this highway. that is why we are taking this drive extremely slow and safely. this as folks across the

community of felton are waking up to their worst nightmare as much of their town is underwater from yesterday's flooding. take a look at this video capturing homes completely surrounded by floodwaters from the san lorenzo river. the river hit its crest of feet around 7:45 yesterday morning, the second highest mark in modern history dating back to 1937. this comes as this is a one way in, one way out of town. we spoke with one man who works in santa cruz county and was supposed to go over the hill for work but says it is not safe to do so right now especially on the smaller roads. >> they have trees that will go down over them. they will get mudslides. when i went through mount charlie six years ago, i had a tree on one side of me and i was looking straight down the cliff on the left side because it had washed out. lena: keep in mind there are two evacuation centers open for this

community right now. take a look at your screen. one is at the santa cruz county fairgrounds in watsonville. another is set up at cabrillo college. both areas are pet friendly and they also have rv parking. back here on the roads we are about 10 minutes or so from felton and we are hoping to give you a closer look at the damage as soon as we can get there safely. we are hoping to be there and show you a look at that within the next half-hour. reporting live, lena howland, abc7 news. kumasi: in the north bay a flood warning for the russian river was canceled but there is still flooding in that area. gloria rodriguez is an sonoma county with what is going on there. gloria: good morning. we are allies at willow road in sonoma county and you will see the road closed sign behind me. that is because the road behind

me is flooded. it is dark right now but if you look closely at the water gets to the second part of the top portion of that street sign and you just cannot drive any further because it is full of water there. they did cancel the flood warning for the russian river but low-lying areas around the river are already feeling the impact and we are heading over to guerneville but we have run into problems driving there this morning. a huge tree went down on river road in sonoma county blocking the road into guerneville. officials say it came down around 3:00 in the morning. crews have cleared the road and we want to show you footage of two cars submerged in floodwaters just outside of santa rosa. fire crews are helping to rescue the driver trapped in a mercedes. the road closure is drenching the surrounding venues and forcing residents to find other ways home. jennifer will go to flooding in

guerneville. she said she has had no power since wednesday and she is not the only one. >> we are used to power outages and stuff like that so we are hanging tough. there is a lot of support. we are riding through it. . it could be worse gloria: they are looking on the bright side. sonoma county district five district supervisor lynda hopkins say eyes continued to be on the russian river. it is expected to crest at just below 32 feet. in sonoma county, behind me that road is completely flooded so once you go past the street sign, you cannot drive any further because of the water on the roadway. that is what a lot of people here are dealing with. gloria rodriguez, abc7 news. kumasi: thank you. highway 101 in gilroy's back open after flooding caused major problems yesterday afternoon. look at this video showing one side of the highway totally covered in water.

it took some drivers hours to navigate onto gilroy city streets. drivers explained the feelings they had trying to get to their destinations. >> it is crazy. it is crazy. we were checking the phone. is closed everywhere. i have never seen it like this. kumasi: other people we spoke with had similar reactions. drivers navigating both north and south directions had trouble getting to their destinations late into last night. reggie: let's take it to the sierra. a live look from the lake tahoe camera and the snow is coming down. a winter storm warning and high avalanche dangers in effect until tomorrow morning. right now chains are needed from between bridges to meyers on highway 50. palisades had to shut down multiple trails because of lightning. kirkwood also had to close yesterday because of wind gusts that reached 80 miles an hour. while you were on the go this week, we are giving you important alerts to your phone just like this one to the

abc 7 news app. it has to forecast right down to the neighborhood. download the app and enable push notifications. kumasi: flash flooding in los angeles county. fire crews rescued four people in chatsworth from a large sinkhole. a car fell into the sinkhole first than a pickup truck after that. the two people trapped underneath the truck were brought to safety. they only had minor injuries. people in the pickup truck were able to escape on their own. a 15-year-old charged with murdering a security guard last wednesday is denying all charges. according to our media partners the boy appeared in the juvenile justice center on monday. his defender denied all charges on his behalf. she requested a gag order aimed on limiting press of public knowledge of the proceedings. the court ruled the boy would continue to be detained at juvenile hall. reggie: governor newsom is set to unveil the state's latest

budget proposal. this all comes with a possible shift in tone as experts are protecting a tough economic forecast in the new year. jobina: governor newsom is excited to lay out the latest budget proposal this morning in just a few hours in a live news conference. according to experts the government is projected to face a large $24 billion deficit. this comes after last year's $100 billion surplus. if the deficit is revealed during the news confence tshi morning, the governor will offer solutions to fill the gap in the budget. this proposal will prompt lawmakers to negotiate for a balanced budget which is required by law. the shortfall does have the potential to affect funding for a bunch of high priority projects including transportation, health and human services and unhoused relations projects. those are among those in jeopardy with the newly proposed deficit. kumasi: saving lives.

in new blood donation center is opening in the east bay. reggie: the big stars coming to napa valley later this year and when you will be able to get your ticket. but first, here is drew. drew: let's get an update on the reservoir. you are looking at the sixth largest reservoirs across the state. since last week we have seen a gain of 5% in total capacity in a lot of our reservoirs. the top five are not even half full. dawn pedro is doing the best. it is more than half full. it can take more rain and we have more rain on the way. a wind advisory still in effect across the region. the wind is very active, because the enclosed to 50 miles an hour in spots. we are likely seeing more trees coming down as the morning goes on and more downposur m through. here is the initial line that moved through around 6:00 a.m. it probably woke you up. scattered showers right now but more downpours are on the way.

the key factor in getting prepared is the effort to clear storm drains especially in flood prone areas. >> we fortunately have a lot great residents in san francisco taking responsibility and clearing out drains on a regular basis, not just once when a big storm hits but just in general. but we also have a lot of city workers, the department of public works workers and folks from the public utilities commission clearing out various storm drains on a regular basis. reggie: the mayor also talked about the federal disaster declaration from the white house. she is hopeful that i will free up funds to reimburse san francisco for some of the expenses the city faced in the wake of the new year's eve storm that flooded some roads and businesses. kumasi: on the peninsula residents at a mobile home park are dealing with water. belmont mobile home park flooded for the second time in two weeks. residents in the park that borders highway 101 say the water started to rise when the

pumps failed and they still were not working as of yesterday afternoon. the water spilled across the street and into a gym the owner says that because an estimated $200,000 in damage. >> it was so much lifted the mats from the front of my gym all the way to the back of my gym. kumasi: he says he doe understand why the property owner has not addressed that problem in 10 years. reggie: damar hamlin is back home in buffalo. another huge step in his remarkable recovery. the 24-year-old arrived at buffalo general medical center yesterday after being discharged from the university of cincinnati medical center. it comes one week after he went into cardiac arrest and collapsed on the field. kumasi: the red cross is opening a new donation center in oakland. it is located at the corner of kail's and college avenue and
