russian river. we have seen the storms hit santa cruz county with san rafael underwater. you might 20 take any alternate route if you live in those areas. reggie: more than 92,000 pg&e customers don't have power this morning. that is then -- that is the least number we have seen since these storms hit. crews are working to restore power to those areas. a lot of these outages are happening in santa cruz county. there is a lot happening in the south bay. it is not just us in the bay area affected. the decorations are underway of in minnesota. floodwaters swept away a five-year-old boy and his storms are being blamed for at least 14 deaths. kumasi: there is good news for people in sonoma county. the flood warnings canceled for the russian river but those in the area are not out of the woods yet.

flooded spots of roads in sonoma county. road closures are still in plac because of heavy rain this morning. kumasi: santa cruz county has been among the hardest hit parts of our region. many near the town of felton were underwater. lena howland is live with how it looks now. felton where this community is not only mostly waking up in the dark without power but they are waking up to a muddy mess after most of the water from yesterday's flooding has receded. another issue this community is running into is roadblocks. just like you see this one set up. santa cruz county's deputies are blocking off part of highway nine because they say the road is not safe to pass because of downed power lines and trees down all over the road. moments ago we saw caltrans crews going in with plows to

reporter: you heard there from a resident, a lot of residents dealing with power outages. in sonoma county, they have some information on their websites for those residents who had to leave their homes because of athletic. reggie: highway back open after flooding caused major problems yesterday. sky 7 is assuring one side of the highway totally covered in water. it took some drivers hours to navigate on a gilroy's city streets. drivers explain the feelings they had as they tried to get to their destination. >> it is crazy. we were checking a phone, it is closed everywhere. a risk, sure, but i have never seen it like this. reggie: drivers navigating both north and south directions had trouble getting to their homes they'd into last night -- their homes paid -- late last n

the water began rising when the pumps in the back of the property failed and they still were not working yesterday. the water got so high it spilled across the street and into this gym. the owner said that costed that cost $200,000 in damages. >> mats that are it lifted them from the back all the way to the front. reggie: he doesn't understand why the order of the property has not addressed this problem. kumasi: mayor london breed has issued a disaster declaration. that will help the city responded to the damage. from these storms this is in preparation for the rain we will continue to see next week. she says a key factor in being prepared is a joint effort to clear storm drains, especially in flood prone areas. >> we have a lot of great

residents of san francisco taking responsibility and clearing out the trains on a regular basis, not just once when a big storm hits. we also have a lot of city workers, department of public works workers and public utility's commission out there clearing out various storm drains on a regular basis. kumasi: mayor breed also talked about the emergency disaster declaration from the white house. she is hopeful that will free up funds to reimburse san francisco from the damaged interfaces that -- damag faced that flooded roads. ite reggie: a live look from our lake tahoe camera, a winter storm warning and high avalanche dangers are --chains are needed. the palisades had to shut up multiple lists because of lightning. kirkwood also had to close because of wind gusts that

we thought this was a good time for a minders. this is 101 in gilroy yesterday. some people decided to drive through standing water and did not make it. you should never drive through standing water. let me show you why. this is an extreme example, but six inches of water will reach the bottom of most passenger cars causing you to lose control and install. one foot of water will flow to many vehicles. one thing that is going in this last video, the headlights on. if you have your headlights on, windshield wiper's should be on. if your windshield wipers are on, your headlights need to be on. this is the law. if you are driving like this and it is moderate rain, hydroplaning is common. water just has to be over 1/10 of an inch for your vehicle to hydroplane. if you take your foot off of the gas rather than slamming on the brakes and noticed your
