enrollment ends january 31st. go to coveredca.com. announcer: this is abc7news. the bay area, san francisco's tower was hit by lightning as a storm rolled through, dropping hail. because more trees to topple over. dan: thanks for joining us, it has calmed down considerably tonight, but do have more rain on the way. >> our meteorologist this year the first look at the forecast. >> they keep coming but the storm brought strong thunderstorms. right now on live doppler 7 there are thunderstorms developing in the southern part of our viewing area. as we get down the street level, i want to show you where it's raining now. moderate to heavy rain around richmond park.

as we move down towards a stealth -- south bay we see showers developing right around evergreen. we are not quite done with this system. widening out, definitely saw the thunderstorms, the hail, heavy rain, sierra snow. it's a level one on our exclusive storm impact scale. isolated thunder. it becomes a to tomorrow, moderate strength storm with light to moderate rain. gusty winds, possibility of flooding, rep -- rough surf and down trees. there is a flood watch for solano county tomorrow morning through thursday morning. here's a look at the next storm on live doppler seven as we take you in on the timeline. you will notice that just as the morning commute begins, the rainfall starts to come in. there's more than rain with this forecast, i will be back with a closer look coming up. >> thank you. we really see thunderstorms in the bay area and many of you sent us pictures and video what it look like in your neighborhood and we really appreciate seeing them. our abc7news reporter spoke with

some of the people caught in the deluge. >> it on top of my car. about 6:16 a.m. in the morning on a tuesday. >> san francisco's tenderloin neighborhood was getting hammered with hail before the sun even came out. >> it is hailing, ladies and gentlemen. >> that from ashley mars, one of so many to experience the hail, the rain in the wind firsthand. >> i got up to go to the store, but it started raining, and said don't go, not just yet. it really poured down. so i said, no, i will lay back down because i was off today. >> lisa hammond lives in east oakland, no way she was leaving her home to go into weather like this, whether that included lightning strikes of the transamerica pyramid and sutro tower in san francisco, and thunder to go with that.

>> i was trying t store to get some salsa. i said, no, not right now, i'll go a little later. but then it started hailing. >> i think as a california girl we are used to earthquakes and we are used to the rumbling coming from the ground. when the rumbling comes from the sky, it kind of catches you off guard. >> laura of south san francisco says she walked into her yard and sunk three inches in the grass. says the strong winds are most concerning to her. >> even though the windows are pretty secure, i can still hear a little whistling. there was a little whistle coming from somewhere, the wind was so strong, it was finding its way into the house, i guess through any little crevice. >> those winds at this tree into a san francisco muni bus -- uni-bus near san francisco square. the driver said those on board were scared but got out ok.

the winds also sent this massive tree toppling onto a vehicle in san jose. >> it was coming down caps and dogs, if you will. >> with what seemed to be in endless supply of hail. something that hit our friend ashley mars again, but this time in the daylight. >> oh my goodness, look at all the sale. >> j.r. stone, abc7news. >> two people were rescued from a car crushed by a tree at fulton street and 19th avenue in san francisco. you could see power wires came down on top of that car, the san francisco fire department tweeted photos in detail saying live wires were on top of the car. crusade the sunroof window was blown out and there was an additional electrical arc on the driver side. the couple stayed in the car and waited to be rescued, essentially saving their lives. >> wait until help arrives, don't get out of the car. dozens of people in a south san francisco apartment complex are staying someplace else --

someplace else tonight after the wind ripped part of the roof of the building. tim johns spoke with several residents this evening and explains that most of them don't know where they are going to go, and they are now asking for help. >> i'm definitely in shock. it's a hard pill to -- to swallow. >> the past 24 hours have been a nightmare. >> we emptied out all of these bins. >> around 2:00 a.m. tuesday morning, part of their roof was ripped off the part -- top of their building by the storms hammering the bay area. >> loud thump, we felt the building shake, the next thing you know it's just water pouring from everywhere. >> the rodriguez family is in alone. most people in the building have had extensive damage to their units and belongings. everything from water still seeping from their ceilings, to destroyed carpets and flooring. >> the water on the mattress, it went through it, we got puddles of water right here. >> it so bad the entire building

has been deemed uninhabitable by authorities, leaving residents with thousands of dollars of potential lost property and without a home. >> as of now, we still have anywhere to go, last night we actually stayed at a shelter. >> rodriguez says it's not just about the residence properties now, it's about what happens next and where they go from here. we spoke with multiple families who live in a complex who told us their landlord hasn't been very helpful and hasn't showed up in person. one tells abc7news he offered to put them in another complex, but that it was so dirty and full of mold that they refused. we tried calling him ourselves, but when we identified ourselves as a news outlet, he quickly hung up the phone without answering our questions. >> it's definitely frustrating. i just don't understand why he can't just come. even some kind words like, i know it's a hard time, but here i am. >> for now, she and her family can only hope for the best. >> definitely don't know what

the next steps are what will happen tomorrow. don't know it's going to happen to all of our things here. major route through walnut creek reopened after being shut down for nearly eight hours because of falling trees and power lines. pg&e spent the day clearing those lines. nearby residents lost power around 2:00 this morning as did nearby doctors offices, many had to cancel patient appointments today. wet weather is creating road hazards in the north bay. a hillside in sonoma county surrender to all the rain blocking bohemia highway. part of the second road collapse. this is moscow road not far from downtown monorail. you can see edge crumbled onto the banks of the russian river below. monta rios fire chief says about 10 homes have flooded in 60 trees have fallen since the rain started. >> in the santa cruz mountains, residents are cleaning up a

muddy mess. part of the town got flooded when the san lorenzo river swelled to nearly 25 feet high. that's eight feet over flood stage. it nearly matched a record set 40 years ago. water poured in a homes leaving behind water stains and mud. one homeowner said the amount of damage from the flood was simply unexpected. >> it's great living on the river, it's not so great living in the river. we were expecting a flood, but not like this. >> most of these homes are raised. that limited damage to lots of residents garages and lower levels. fortunately there are no reports of injuries, just a lot of property damage. governor newsom visited santa cruz can't -- county for first hand look at the damage. county officials estimate the price tag could exceed $100 million for the north in san jose, they are dealing with downed power lines. here's our abc7news reporter. >> a community effort underway to clean up parts of santa cruz county wreck and recent

rainstorms. governor gavin newsom touring capitola village tuesday. were just last week a rain swollen socal creek pommel popular oceanside businesses. >> central coast, nothing like it anywhere in the world. >> that iconic coastline now transformed. newsom says he's been in shut -- in touch with president biden who declared an emergency declaration in at least 31 california counties, commending residents here for their action. >> we will need that continued community spirit in order to get through what might be one of the worst winters we've had on record. greg's this encompasses another beach town torn apart by mother nature. he points to two feet of rainfall in the coastal area over the last 10 years as residents brace for more bad weather. >> there's people that just in the last storm suffered damage. there's people still building out of the storms for new year's eve and a little bit into earlier january and people haven't yet experienced day and

with the upcoming rains, we expect more flooding and damage to come. >> we know it isn't just the coast, strong winds sent this giant eucalyptus tree into a 137 foot transmission tower, taking it down to the cities willow glen neighborhood early tuesday morning. the towers toppled power lines and power poles. >> we have over 5000 personnel. this is the biggest response to any storm in pg&e's history. it's a massive effort. >> pg&e says it will be days until the mingled towers replaced. much longer for repairs across santa cruz county. >> these conditions are serious and deadly, that's why it's so important people take care of themselves and use close, common sense as it relates to what they choose to do over the course of the next number of days until we are on the other seida of this. power outages in the bay area.

crash last thanksgiving day, drive-by video of cars stacked up in the year per brain at tunnel eastbound on the bay bridge in a traffic jam that lasted hours. but, bay bridge surveillance video now shows how it started. the 76-year-old lawyer from san francisco so -- told the chp is white 2021 tesla model s was in full self-driving mode when it suddenly deployed the brakes. a total of eight vehicles crash. nine people injured, including a two-year-old boy. he is a reporter for the intercept to first obtain the surveillance video on the california public records act. >> the humanity struck me. i was concerned for the individuals i saw described in the report. it was a situation where i knew how the movie ended and it was just kind of watching in horror. >> hours before the crash tesla ceo elon musk announced the launch of the full self-driving beta version that he called a major milestone.

but, there are growing number of reports of the tesla technology unexpectedly slamming on the brakes. >> there's a time of having to test it out and work out the kinks. and if we are all guinea pigs and they are testing it out on the same roads that we are all driving on and not in controlled settings, if something goes wrong, we will experience that in real time. >> national highway traffic safety assigned a special crash investigation team to look into wap and. they are investigating dozens of incidents involving advanced driving systems from volvos, cadillacs, hyundai, genesys and cruise but mostly tesla. i reached out to the owner of the tesla, the lawyer from san francisco it, and others involved in the thanksgiving day crash. i want to ask if any of them are considering a lawsuit against the company. i will report when i find out. for the icing, dan noyes, abc7news. >> governor newsom laid out his latest eight budget proposal today. because as california braces for

22.5 million dollars deficit this year. to make up for that, cuts on the horizon. 300 $50 million will be cut from two programs to help first-time homebuyers. nearly $3.1 billion will be cut from transportation and climate programs. that includes reducing investments in the states moved to lower emission vehicles. it will take effect july 1. orange county democratic congressman katie porter announced she is planning to run for senate. she seeking the seat held by dianne feinstein, who has not said whether she will seek another term. feinstein is 89 years old. >> roads in montecito and santa barbara county have been ravaged by the recent series of storms. a large portion of the road you see here, just swept away. evacuation orders were lifted tuesday after they were put in a place yesterday on the fifth anniversary of the 2018 mudslide that killed 23 people. a stretch of highway 101 from santa barbara to ventura reopen this afternoon. but close due to flooding.

11:21. so, watch out, don't be surprised if you definitely run into some gusty winds. street-level radar down in the south bay, blossom hill road, coyote road sees some light to moderate showers. rain fell so far, not bad. many areas were in that half an inch to over an inch category in places like santa rosa, san francisco, oakland. 42 hundreds of an inch in san jose, 40 500s of an inch in livermore. how are we doing? measurable rain, 13 of the last 17 days. taking a look at the calendar for december and january, all of the green boxes indicating measurable rain, so it has been trending wet compared to dry. as far as the reservoirs go, they are still running below the total percent of capacity, looking at 26 to 67% of total capacity for don pedro. definitely need more rain.

this one is going to go down in the record books for san francisco and you look at the 15 day timeframe. it's the third wettest day going back to 1849, which is the gold rush, over a foot of rain between december 26 and january 9. the last two wetter times were back in 1866 and 1862. a live view, snow is on the ground right now, it has lightened up as you will notice on live doppler seven. winter storm warning remains in effect until 4:00 a.m. tomorrow. eight to 22 inches of snow at 2500 feet. we see it at 3500 feet, light accumulation. high surf advisory until 2:00 a.m. tomorrow. 15 to 20 foot breakers bringing the risk of break current sand beach erosion. 40's and 50's on your temperatures right now, we still have slippery roads as we notice from the golden gate bridge cameras. level two storm arrives in the morning, brief, heavy rain in the afternoon, wet into next week. level two on our exclusive
