across the city, along the peninsula, 101 getting a downpour from san mateo all the way down to mountain view. we wilhaveteadr rain move in as the morning goes on. the wind is a light in most areas but they will begin to pick up in the next couple hours. a wind advisory is in effect starting at 7:00. level two on the exclusive abc impact scale. between 11:00 a time where we will see the strongest rain and wind. reggie: thank you. a major computer outage at the faa has forced a pause on the partners all across the country until at least 6:00 this morning. the affected system sends hazards in real-time restrictions to pilots. gloria rodriguez is live in sf with the impact on travelers.

gloria: folks out here and a united employee says they are impacted by this, and a passenger here told me that her flight was delayed because of technical issues. the faa ordered airlines pause all domestic departures until 6:00 our time to allow the agency to validate the integrity of lights and safety information. the president's press secretary saying the president has been briefed and there is no evidence of a cyber attack at this point, but he directed the dot to investigate into the cause. the faa sends out hazards and restrictions to all commercial airline pilots. they are currently suffering a nationwide outage. united has delayed all domestic flights and will issue an update when we learn more from the faa.

storms in the bay area. walnut creek medical center has treated 11 patients for carbon monoxide poisoning, half the total that the hospital sees in the entire year on average. damage from the storms is adding up. santa cruz county officials say the price tag could surpass $100 million. in san jose, power outages are still an issue. the last update that pg&e released at 11:00 last night showed 22,000 people still didn't have power in the bay area. you can see the bulk are in the south bay and on the peninsula. lena howland is live in san jose with what we are seeing theire. lena: this is where strong winds because the eucalyptus tree to fall, taking a transmission down -- wire done with it. this also took down multiple

power poles and power lines, knocking out power to this neighborhood which is still in the dark. the downed tower and the damage it has caused, leaving businesses unable to taken customers. middle of the most expensive damage. the transmission tower collapse just behind his building. next door, the restaurant has a power pole buried in the roof. he said that he knew the parent was out at his business but didn't expect to see what he found, forcing him to cancel his appointments for the day. >> i didn't think it was that severe. when i got in, i knew it take more than a couple of hours to fix it. it will take a couple of days. lena: pg&e says the tree that

fell was next to the river, and ones that failed, it created a domino effect, taking down the transmission tower, which took down two more power poles. power is still out over 300 customers in this area. as for when it may come back on, pg&e says it may not be until after 11:00 tonight. reggie: thank you. two people were rescued from a car crushed by a tree at fulton street and 19th avenue. the fire department tweeted photos from the scene. the sunroof ■had been blowndown and there was an electrical wiring on the driver's side. the couple stayed in the car and waited to be rescued, and that likely saved their lives. kumasi: on the peninsula, and thousands out of their apartment

complex after the rain and wind river the part of their roof. this happened early yesterday morning in south san francisco. we were seeing that really intense rain and wind. most in the building have had extensive damage to their units and longings -- belongings. >> we heard a loud bang, we felt the building shake, and that water was pouring from everywhere. kumasi: water is still seeping from their ceilings, destroying carpets and flooring. authorities deemed the entire building uninhabitable, so that leaves residents with thousands of dollars in potential lost property and without a home. some people who live in the complex have set up a gofundme as they try to figure out their next move. reggie: major lanes through walnut creek have reopened. eastbound ygnacio valley road was shut down because of fallen trees and power lines.

the day clearing those roads. nearby residences and doctors offices lost power. kumasi: wet weather is creating problems on the roadways in sonoma county. it blocked bohemian highway. this is part of a second road collapse. you can see the dg into the banks of the russian river. about 60 trees have fallen since the rain started. reggie: in the santa cruz mountain, many felton residents are cleaning up a mess. parts of the town were underwater when thie san lorenzo river crested eight feet above flood stage. water poured into homes, leaving behind water stains. one homeowner says the amount of water from that flood was unexpected. >> is great living by the river.

not so great living in the river. we were expecting a flood but not this. reggie: most of these homes are raised, which limits damage to homes and garages. so far, no reports of any damage. drew: we are showing you rain has returned this morning. light to moderate for the morning commute, but as the day goes on, the rain and wind will pick up. we are highlighting that timeframe between 11:00 and five today for a rainy, windy afternoon. winter advisories go into effect shortly. by 9:00 we are already drawing out. rain beginning to move in off the coast. all of this will have to move the root. here is live doppler 7. a lot of moisture offshore. thankfully, this storm system today will not be packing thunderstorms, more of a rain

reggie: we are tracking developing news out of paris. police are on alert after a man attacked there at a busy train station this morning. one person is in critical condition. jobina: what we know is suspect was in critical condition after being shot by

several police officers. this happened at the station in paris. he started attacking people around 6:45 local time. after six were stabbed, officers shot the suspect. several officers were among the wounded. authorities say the suspect was stopped within one minute of attacking his first victim. they have not determined a motive but said the suspect made the weapon himself. kumasi: salesforce reportedly cutting 700 workers into san francisco as part of a mass layoff at the company. our media partners report that administration and sales and customer service job will be cut. since the pandemic, the company has been getting rid of some san francisco real estate, leaving many employees to work remotely. in total, they are cutting 10% of the workforce, about 8000

people. reggie: a catholic school in the outer richmond will reportedly close by the end of the year. according to the chronicle, it is because of low enrollment and financial issues. drop in enrollment and faculty on his predecessor. it is one of many parish schools in the city struggling with declining enrollment. kumasi: happening today, san francisco district attorney brooke jenkins will be sworn in. senator alex padilla will conduct the oath of office. jenkins was first appointed after winning the recall of her former boss jason putin in june. she declared another victory in november. reggie: san francisco groups are

officials say they are working to fix it as soon as possible but if you are flying today, check your flight before. drew: more rain and wind today. a level two storm on the storm impact scale. the highest impact will be felt between 11:00 and 5:00 today. jobina: we have a number of road closures due to weather impacts especially through the santa cruz mountains. a sig alert on northbound and southbound 9, stretching from felton to santa cruz. reggie: power outages are still persisting for people across the bay area although it is down today. 22,000 customers are still in the dark. kumasi: roads across the area have been damaged by storms including in sonoma county. at least two roads in that area were washed away yesterday. reggie: santa cruz officials say recent storms have caused $100 million in damage. governor newsom tore the area

yesterday. kumasi: many evacuation orders have been listed in santa barbara county after mudslides caused the damage in the montecito area. reggie: we are hearing from passengers on an amtrak train that were going from d.c. to orlando when they got stuck for more than 24 hours because of a derailment. >> in this morning's look, stranded on a train. >> we all had places that we needed to be. >> the amtrak autotrain, a unique training where passengers bring their car with them, traveling from d.c. to orlando arriving at its destination after being delayed more than 24 hours in south carolina. >> amtrak is not doing right by any passenger on this train. we are all upset. >> passengers exhausted and

frustrated. some train cars even running out of food. >> the selections are limited. the selection of beverages are becoming more limited. if this continues many more hours, i don't know if the food will hold up. >> we will hear more coming up at 7:00 a.m. kumasi: this morning, the consumer product safety commission is trying to downplay . there could be a ban on gas stoves because of health concerns. the rumor has been getting attention online. this comes after a medical report shows 13% of asthma cases in the u.s. can be linked to a gas stove. >> nitrogen dioxide is a concern. we know that it has adverse effects on the respiratory tract, respiratory illnesses, especially for sensitive individuals like children who could have asthma, as well as

responding being what he is saying about those classified documents found in an office. reggie: lightning, wind, we had it all. a look at some of the incredible scenes. kumasi: the storms continued today. drew is tracking when the heaviest downpours will be. reggie: did you see that carl the fog we did yesterday? drew: i said, how are you not going to add the 2022 lightning? some of the most impactful weather that we have had. on the other day in 2020. he called whatever yesterday is -- reggie: a really hot day. drew: while the day yesterday. thankfully, today, we are on storm watch, but this is more of a rainy, windy storm. level two moderate storm today. the worst condition between 11:00 and 5:00.

101, rain for the morning commute. light showers right now but the storm picks up in intensity the second half of the day. we will show you what is happening hour-by-hour in a few minutes. kumasi: back to our breaking news, the faa is working on fixing a computer failure that forests of the paws of all domestic flights across the country. gloria rodriguez is live at sfo. we just got an update on when these flights may resume. gloria: the faa says they are making progress. i spoke to some passengers who were impacted here. the faa sending out that notice, saying it is making progress following an overnight outage and that departures are resuming at various airports. they expect departures to resume at other airports at 6:00 our time.

that is about a half hour from now. the faa ordered a nationwide pause on all domestic departures after a computer failure impacted flights around the country. the faa says it is validating the integrity of light and safety information. the system affected sends out flight hazards in real time alerts to pilots. the white house press secretary says there is no evidence of a cyberattack at this point. president biden says they don't know the cause but they will find out. i talked to a passenger who said that her flight was delayed, getting a text saying it was a technology issue. >> i hope it is just a temporary outage due to the weather or something. i hope everything gets back in order soon. gloria: united airlines "with you have a system that sends out important real-time flight hazards and restrictions

being knocked down because of the wind, which also took down multiple power lines with it, knocking out power to this area. san jose was not alone with severe storm damage. santa cruz county officials say the price tag of the damage over the past several days could surpass $100 million. governor gavin newsom touring a village in capitola on tuesday for a look at the damage. he says he has been in touch with president biden who has declared a federal emergency declaration in at least 31 california counties. >> these conditions are serious and deadly. that is why it's so important people take care of themselves and use common sense as it relates to what they choose to do over the course of the next number of days until we are out on the others this. lena: meanwhile, thousands of people across the state are still without power. pg&e says they have more than

5000 personnel working to get the power restored in impacted areas. they claim this is the biggest response to any storm in their history. they also added, it will be days before this transmission tower here in san jose will be replaced. according to their outage map, more than 300 are waking up in the dark without power because of this mess. it may not be restored until after 11:00 tonight. reggie: thank you. in southern california, the recent storms have ravaged roadways in montecito and santa barbara counties. a large portion of the road here got swept away. evacuation orders were lifted after being put in place on monday. that was the fifth anniversary of the 2018 mudslide that killed 23 people. a stretch of highway from santa barbara to ventura reopened.

kumasi: strong wind is also a concern for people everywhere. strong wind sent this tree into a san francisco muni bus near times square. a writer said that people were scared but they got out ok. the wind also sent a massive tree on top of a car in san jose. don't forget, you can always track the rain and everything you need to know about the forecast on the abc 7 bay area news app. it is available wherever you stream. reggie: developing news this morning, president biden is speaking about the discovery of classified documents found in a private office in washington, d.c. he says he was surprised that records were found in that office. jobina: he spoke about the documents while in mexico for the north american leaders of summit.

he suggested they were brought to his former office without his knowledge. abc news learned that there were about 10 documents inside of a locked closet, some marked as top-secret. it appears mr. biden did not personally ask for the documents to be moved from the white house. president biden: i was to learn that there were any government records taken there that office. i don't know what is in the documents. jobina: president biden added the boxes were immediately turned over to the national archives once they were found. the white house says it is fully cooperating with the investigation happening here. these were from his time as vice president. it is not known exactly what kind of information they contain. reggie: the man seen in his viral video spraying down a homeless woman with a hose is now explaining why he did it.

two days to a homeless shelter. two days in jail, and then they drop them on the street. >> when she refused to move and resisted help, he sprayed her down as a last resort. >> it is a very sad situation. she is very psychotic. >> this is not the first time we have seen methods to deter congregating. st. mary's cathedral installed sprinklers as a way to prevent sleeping in doorways. in 2019, clinton park residents installed boulders to keep the homeless away. homeless advocates say that while service can be slow at times, there are better ways to deal with these situations. >> 311. looking up diffe health services that are not in san francisco.

some places provide services where they may be able to come out to a person in crisis. >> despite the threats and phone calls for interviews, he is not apologizing yet. >> i find it hard to apologize when we have had no help in this situation. >> if you want people to respect you, you have to respect them. reggie: this incident happened outside a lounge next to an art gallery. a partner there is says they want to make it clear, they are not affiliated with the gallery, and they been receiving threats as a result of that video. kumasi: in the east bay, the city did not get a key piece of funding for the -- grant money could have been put toward waterfront upgrades regardless of future plans.

this is a critical blow to the terminal development. the mega program is help to secure funding. reggie: transportation commission will talk about a program to replace the lights on the bay bridge. a nonprofit that operates the lights needs to raise $11 million to replace the current lights with new energy efficient led bulbs. the current lights have some breakage and are too expensive to maintain. the lights will be removed in march. new lights could be installed in september if they can raise the money. the bay area toll authority would continue to pay to maintain those lights. kumasi: bed that and bankrupt. the store announcing more store closures. reggie: the big winners at the golden globes. first, check on the weather with drew tuma. drew: we are on storm watch.

live look at the golden gate bridge, like showers falling. the storm will pick up in intensity as the day goes on. live doppler 7. you see a lot of light green on your screen. have your showers offshore. you can see this plume of moisture. an area of low pressure spinning counterclockwise, pushing all of that moisture in our direction. thankfully, we are not tracking thunderstorms today, but the flood threat and the wind threat is still there. like showers as the commute is underway. by lunch, showers will pick up. the downpours continue through the afternoon. a flood watch in effect for the north bay today. this is the highest probability to see flooding today. really everyone should be on guard to see flooding on the roads today. today, a level two storm. temperature is the 50's today.

kumasi: bed, bath & beyond is planning to close three more stores in its latest round of downsizing as the company considers filing for bankruptcy. the san leandro location would be closing down. there are still eight locations in the bay area. reggie: newly released surveillance video shows a chain reaction crash on thanksgiving all caused by a tesla. a san francisco attorney says he was driving his 2021 tesla model x in full self-driving mode when the brakes went out. the crash involved eight cars and injured nine people, including a two-year-old child. this video was first obtained

through the california public records act. hours before the crash, tesla ceo elon musk announced the launch of the full self-driving beta version which he called a major milestone. governor newsom is laying out his state budget proposal as california braces for a $22.5 billion deficit this year. to make up for that, cuts are on the horizon. $350 million will be slashed to help first-time homebuyers. nearly 300 billion dollars from transportation and climate programs, including reducing investments in the move to zero emission vehicles. the proposed budget takes place july 1. katie porter has announced she plans to run for senate. she is seeking the seat currently held by dianne feinstein, who has not cited by the she will seek another term. feinstein is 89 years old. kumasi: the mega millions
