until noon tomorrow for all of the north bay. forecast. a dry day tomorrow, warmer than today. we will see some sunshine, although there could be light rain showers. level two on saturday. a series of storms begins all over again. kristen: these drenching storms and heavy snow in the mountains, they are good for the state's water supply. reservoir levels are at 84% of historical averages. yesterday, they were at 81%, and the number is going up. >> with the snowpack and additional storms coming, we expect continued gains in storage reservoir elevations. kristen: it is the 10th day in a

row of rain in the bay area, and as you can see -- the state is helping with flood control, and nearly half a million sandbags have been distributed through cities, states and counties. larry: hundreds of trees have come down across san francisco because of the storms we've been dealing with. crews have been trying to clear roads as well as sidewalks. kristen: leanne melendez is live in san francisco with a look at the cleanup. leanne: it is kind of hard to see, but maybe you can even though it is raining the. the two powerlines behind me run horizontally. those are 600 volts, very dangerous if knocked down. let me tell you. it was a mad rush to protect those powerlines. in the dogpatch neighborhood of

san francisco, this tree crushed a parked van. one of the heavy limbs the lines. >> we were getting lunch, and we heard this giant boom. the whole restaurant popped up. some people were like, like gunshots, and we saw the tree limb fall. leanne: crews were able to secure the giant limb before cutting some of the branches off. trees contai -- today to fall due to the saturated soil. this ficus tree was previously tagged to be removed, but part of it came down on this house and on the sidewalk. crews quickly removed what they could. in the russian hill neighborhood, the soil under the walkway was slowly being washed away.

crews had to use buckets to remove the mud on the hill. leanne: here in san francisco, we are use to the rain and rainy season, but the problem with this is it has been so consistent. the cruise that you see behind me, they have been working 12-plus hour shifts since christmas. kudos to them because they are exhausted. i want to share a quote -- it goes like this -- when you reach the end of your rope, tie a knot in it and hang on. sound advice for all of them. lyanne melendez larry: thank you so much. it is relentless, and we are grateful to the cruise for doing all that they are doing and trying to keep up. pg&e is scrambling to get power back to thousands of customers.

look at the environmental fallout. spencer: a key environmental law could be facing a challenge despite support from the biden administration, and environmental groups are warning that rolling it back could have a significant impact on san francisco bay. groups say the creeks and streams swollen by recent storms are the perfect example of a system that the federal clean water act was designed to protect, and interlaced web of seasonal waterways that flow into the san francisco bay. teams like this one from the san francisco estuary institute maintain a close watch on waters. >> if you can stop pollutants where they start before they wash into the bay, you can have a thriving bay ecosystem. once they get into the bay, it is hard to clean them out later. spencer: california's epa will

have a broader mandate to do that. rules finalized by the biden administration reconfirmed the agency's jurisdiction over many inland waterways. >> more than three quarters of the tributaries that flow into the bay are intermittent streams and creeks that are drive for large portions of the year or large portions of several years if we are in a drought. those creeks and streams returned when there is water. spencer: other wet also be affected, including a salt marsh on the bay of redwood city. while the biden administration's policy restores the clean water act, another major challenge could be months away. the group earth justice is helping to challenge a case currently before the united states supreme court. >> the worst-case scenario is that the supreme court takes an extraordinarily restrictive view

of the act. spencer: this suit is challenging the reach of regulations applied on a private property. environmental groups say it is a crucial test case. >> really weren't in the mind of congress at all. from my perspective, that would be flatly wrong. spencer: some observers believe california could be forced to legislate more sweeping laws at the state level, always with the possibility that those could be challenged and another wave of lawsuits october marked the 50th anniversary of the clean water act, which has been a subject of debate from the beginning. kristen? kristen: thank you.
