>> building a better bay area, moving forward, finding solutions. this is abc news. >> the windy, wet weather continues with flood advisories for part of the bay area. we are tracking all of it. dan: thanks for joining us. as the rain continues we have team coverage for you. ama: suzanne is tracking the deadly budding. dan: we will begin patel. sandhya: it is let me show you live doppler 7. even though the rain has let up, we are still getting the wet

weather. in the last two hours, we have had moderate to brief, heavy rain. you are seeing steady, light rain in thas we take a advisories continue through this evening. we have a flood warning for the russian river. it is going until this weekend. it is expected to go above flood stage. minor flooding is forecasted for tomorrow afternoon. 3 p.m. tomorrow, it will be over the 32 foot, flood stage. most of the bay area is not under a lead -- not under a flood watch. letting the still possible, especially since everything is so saturated. creeks and rivers are running high. moderate level two storm. light to moderate rain, possibility of flooding

continues. gusty winds and down trees. 6 p.m., the focus is on the north bay. by 11:00 p.m., it is north of the bay area. a few showers may linger. winds are not terribly strong but it is gusty. gusts to 30 in oakland, 31 and half moon bay. we do have a wind advisory until 7 p.m.. the weather service is saying wind gusts could be 50 to 60 miles an hour. particularly, over the higher terrain and coast. i will be back with a closer look, coming right up. ama: thank you so much. across california, the death toll is now up to at least 19 people. four of those deadly incidents have been in the bay area. that includes the death of one woman who has found today -- she was found today in sonoma county. the woman died with her car was stuck in floodwaters. xenophon joins us live from sonoma county with details and more on the dangerous road conditions.

reporter: the rain has trenc santa rosa and the north bay area. it has made many areas dangerous. it has done so much damage. workers are scrambling to prevent any further fallout from the storm. it was a race against time to find 43-year-old daphne, who was stranded in her car. >> the vehicle is in floodwaters with people in the vehicle. >> sonoma department got the call around 10 p.m., yesterday. authorities rushed to the scene but could not find her before sunset. they went back up to look -- they went back out to look this morning. >> we were able to find her car submerged in eight to 10 feet of water. sadly, she did not make it. she was inside her car. floodwaters move very quickly

and it can be very deep. >> miles away, part of bodega highway submerged underwater. also near bottega, screws -- crews are scrabbling to build a bridge. residents are cut off because part of the road is underwater. rain break have for this driver. -- rain freaked havoc for this driver. fortune a, no one was hurt. in nevada, more weather related trouble. trees could be toppling over because of the exceptionally rainsoaked soil. >> here in santa rosa, this is one of many places where you can pick up sandbox. i knew distribution i open today at the former bank elting. that is the latest, suzanne phan, abc 7 news. >> p g and e crews have been busy all day. they are under a 16,000 customer

in the dark. a majority, about 13,000 are in the south bay. the outage map shows that the hardest hit locations include san jose, campbell and son -- santa rosa. dan: hundreds of homeowners and businesses have been in the dark for two days because they collapsed transmission tower. zach fuentes is live and has the latest on the progress that pg&e is making. zach? reporter: a bit of progress, despite the conditions that have been going on. the folks in them immediate area have been without power since 2 a.m.. they have been dealing with that and the traffic conditions. you see crews working the way and making fast progress. people say that progress cannot come soon enough.

pg&e crews, working around-the-clock the clock to fix this transmission tower, brought down by a tree. the work continues in heavy bounce of rain and extreme win. crews have been hard at work and businesses surrounding the tower are at a standstill. >> i don't know what i will do. mike hands or -- my hands are tied behind my back. the cars will be delayed a week or two. >> his garage, and the dark. like other business owners, his operations and customers continue to be impacted, each moment the power had been out. >> i cap pay my vendor -- i cannot pay my vendors. i cannot print out checks. >> it came down tuesday and yanked polls like this one and this one, seen on the ground in

front of this apartment complex. damage has left hundreds of residents without power for two days. >> my daughter had to spend the night and her friend's house because she cannot shower and the dark and she needs her phone. it is really quiet and peaceful. very dark. it is frustrating. >> they had both local crews and workers from out of state fixing the damage and -- in the bayea. >> we have a team helping us rebuild the transmission tower. it is happening quickly. these are experts that are cutting piece by piece, to rebuild the tower that was damaged. >> most businesses and homeowners have worked to stay positive. >> i cannot live without power but i like the dark. >> but you will be happy to have your power back? >> yes. >> pg&e says the outage cause could have been more severe. a lot of customers rely on power that comes from this fall transmission tower. they were able to redirect

electricity to most of them. it had been more than 2000 people in this area that had been impacted by the outages. at last check, more than 700 in this area near the willow glen area and san jose. they are expecting restoration at some point tonight. people here are anxiously awaiting their electricity coming back to their homes and businesses. >> i can only imagine. so much work pg&e has to do. further south, many parts of gilroy are underwater. days after highway when no one was shut down for hours because of the major flooding from the creek. dustin dorsey is live in gilroy. how are people doing there? reporter: people are getting restless with how much water they have had over the last few days. we are standing here w creek running right behind me. you wouldn't believe how many people are coming over to check out but the conditions are.

right now, low line. you can see it's moving pretty fast. a few days ago, water above my head. residents are calling at some of the worst flooding they have ever seen. when life gives you lemons, you make lemonade. when life gives you a rushing creek, you fish. they creek crashing along the road. just a few days after is swelled up, flooding much of the area. it was up the road. when you have these rivers like you had here, they just keep coming. it fills up fast. it is a massive amount of water. reporter: so much water that the farmlands remain completely saturated. this area was point of concern for valley water. the storm held up on his end of the deal. >> we were totally surrounded, all the way down past that other

fruit stand on their. but we held up well here. >> the garlic's -- the garlic chopped stay dry but a different garlic icon did not. sky 7 captured the home with the first gilroy garlic festival was held. submerged in floodwater that nearly took up the entire first floor. the home is now accessible but roads remain close along some of the streets in the area due to continued flooding. even though this area had been forecasted to flat, no one expected this. >> it was crazy. it was the wind. i have lived in gilroy 50 years now. i have never seen it like this. reporter: a message we have heard a lot across the bay area. valley water tells us that the reservoir continues to spill over. residents nearby the creek will still see high water levels and need to be prepared for a glass flooding, with rainy conditions continuing into next week. thankfully, should not see a repeat of monday anytime soon.

>> as far of -- stars are forecast go it does not appear there are any significant flooding risks over the next couple of days. reporter: valley water announced they have extended their emergency flight declaration. that is as a result of continued rain going into next week. that allows them to have the proper funding and have the resources to respond to any other potential flooding and be able to clear out rivers plenty of debris has been cruising through it. dustin dorsey, abc7news. ama: coming up, the emotional and psychological toll of the storm heard we at the impact of people that have been forced to evacuate multiple times. dan: one day after katie porter announced her bid for senator, diane feinstein could also make

dan: barbara lee appears poised to run for the senate. a source says that the open democrat told colleagues that she will run for the seat currently held by diane feinstein. she will make a formal announcement when it is appropriate to do so. feinstein has yet to announce her plans for 2024, but at the age of 89, it is widely expected she will not seek reelection. >> the board of supervisors approved a recount and the mayoral race on tuesday. they plan to hold the county to their word. the naacp held a news conference today. on monday, she tower was

inaugurated. after days of inserting, ring choice meeting gave her an edge over lauren taylor. concern about how boats were counting intensified last month, when the registrar uncovered errors in the school board race. residents are concerned voting is too confusing to be fair. >> i wanted thank the county for taking up this fight. they were able to see the conversations that took place and that the system is not working for us. if you want to be fair, fair election. ama: alla mia -- alameda is considering holding another election dan: the coalition to end bias police stops is putting pressure on city hall. that comes as the police commission is voting on whether to limit certain traffic stops.

many believe they target people of color. >> these same low level stops are carried out against people of color. dan: city leaders urging the commission to vote yes, on this new policy. the bow is scheduled or 5:30 p.m., this evening. ama: take a look at images from a dramatic rescue in hollister. cruz moved quickly to save two men, trapped in their truck, which was overtaken by floodwaters. fortunately, no one was injured in that rescue. those two men are home safe tonight.

again. they said you need to get out you are on your own risk. reporter: since new year's eve, alanna and more than 80 of her neighbors have experienced two major floods. the first left mobile homes field with more than four feet of water. it damaged appliances uncertainty of what is to come. >> they got in the inside. the more you go towards the water them -- the wall, the more it is flooded. >> residents have been displaced since the beginning of the storms. many at shelters and hotels. red cross believes this is the most problematic zone in the entire county. >> in this part the worst impacted.

many storms. sandia katella here. sandhya: they keep coming. i want to show you live doppler 7. the rain is getting too light in that. cannot rollout the area -- the possibility of flooding. let's get to north bay, around sir francis drake boulevard toward richmond parkway. you are seeing light showers. towards oakley, cellars avenue, redwood, wet weather out there. the focus of the heaviest rain has been across northern california and parts of the north bay. you can see this moisture directed across that region. it is raining in the sierra right now. a storm has been kicking up the surf. high surf advisory until 10 a.m. on saturday. 15 to 20 footreers are

expected, which means rip currents and dangerous swimming conditions. 40's and 50's on your temperatures. the evening commute has not exactly been easy. you can see the raindrops are falling. the roads are wet. a level two storm winds down this evening. mostly cloudy tomorrow. our next term arrives on friday. this is a level two, ma because light to moderate rain will bring the possibility of flooding. the gusty winds could down trees. be careful. 6:00 the focus is in the north bay as we head towards 8:00 p.m.. it lifts on out of here. 11:00 p.m., there could be a few isolated showers. list of the activity is gone. rainfall totals expecting a a third of an inch for tonight. this will turn to snow and this year. the snow level will be dropping. we have a winter weather advisory until 4 p.m., tomorrow.

that becomes winter friday afternoon until tuesday afternoon. by sunday night, we are talking about 3540 -- 4500 feet. gusts, 50 miles an i would hold off on travel. wait until the storm has passed. 40's and 50's on your temperatures in the morning. it will be mostly cloudy and there will be patchy fog out there. be careful if you are commuting. at least it will be dry. you get that break that we all need. 50's and 60's on the temperatures for tomorrow afternoon. 65 san jose. 63 in oakland. 61, san rafael. 61 in half moon bay. here is a look at the forecast. that break is for tomorrow. temperatures coming into the low to mid 60's. a level 1 storm for friday. we bring the rain and wind back again, saturday.
