inching along, not too badly, scattered showers still out there right now. here is a live look from the rooftop of our building in san francisco. but whether certainly still out there tonight. >> moran rain fell today. another good day for windshield wiper's. floodwaters r around the bay area. this is the soggy situation from the newly nonstop rain we have gotten. >> i want to make sure hearing this right. no rain tomorrow. is that direct? >> yes. hard to believe but you do get a break tomorrow to get out and enjoy. most of the bay area will be dry. i want to show you live doppler 7. things are beginning to ease. we still have wet weather out there. keep those umbrellas handy. as i get you into street-level radar, still some light and moderate showers here.

we go around to other parts of the bay area and you will notice run run richmond, berkeley, emeryville, oakland still damp out there. widening the picture. you will notice that steady -- that steady stream of moisture started out light for the bay area. rainfall intensity picked up. flood advisory's remain in effect for parts of the bay area because the ground is saturated and any rain that falls on top of it will cause potential for flooding. flood warning also going further river here until sunday morning. the current flood stage is 27.7. 1:00 tomorrow afternoon, expected to reach 29 point six. the flood stage is 32. minor flooding is possible. that number has been fluctuating. keep that in mind. the entire north bay under a flood watch. a level to on the storm impact scale. scattered showers. still possibilities of flooding, downed trees.

just a couple more hours of wet weather in the north bay and then the system winds down. the wind gusting to 35 at oakland right now, wind advisory remains up until 7:00 p.m. tonight. >> we have some video just into the abc 7 news room, showing the rescue of two men whose car was overtaken by floodwaters last night. it happened near hospital road in the city of hollister. the oakland fire department were there. you can see them using ladders to reach the men who were standing on top of the vehicle. ultimately the two men were brought to safety, no injuries, first responders are reminding drivers not to drive through floodwaters during these storms. not worth the risk. >> one woman found dead in her car after floodwaters engulfed an incident -- engulfed in sonoma county. she called 91 what is i she was grabbed -- she was trapped in her car, the floodwaters rising around her. rescue crews admittedly began

searching for her and tried to call her back. no answer. this morning, divers found her. >> they were able to find her car submerged in eight to 10 feet of water. sadly, she did not make it, she was inside her car. >> elsewhere in the north bay, one driver said the heavy rain made his car's get off the road on highway 12. and then a tree came down on this playground here. >> in the south bay, many parts of gilroy are still underwater days after highway 101 was shut down for hours because of major flooding. dustin dorsey is live in gilroy tonight. >> flooding is this creek you see behind me really coming through here at christmas hill park underneath this road here. a couple of days high as my head where i would be standing right now. the waters have started to receive from what neighbors are

calling one of the worst floods they have seen here in gilroy. >> when life gives you lemons, you make them annoyed. -- you make lemonade. the creek in gilroy crashing up along the road into christmas hill park. just a few days after it swelled up, flooding much of the area. >> it got up to about that cra in the road. when you have these atmospheric rivers like we had, they just keep coming and it fills up fast and it is just a massive amount of water. >> so much water that the farmlands on the outskirts of the city remain completely saturated. the road may flood, you have got that right. this area was highlighted as a point of concern for valley water and the storm held up on its end of the deal. >> we were totally surrounded all the way down past that other fruit stand down there with water. we held up really well here. >> while the garlic shop state

high, a different garlic icon did not. sky 7 captured the home where the first gilroy garlic festival was held, submerged in floodwaters that nearly took out the entire first floor. the home is now accessible but roads remain closed along some of the streets in the area due to continued flooding. even though this area had been forecast to flood, no one expected this. >> it was just crazy, the wind, everything, i have lived in gilroy probably about 50 years now. i have never seen it like this. >> a message we have heard a lot across the bay area recently. valley water tells us the reservoir continues to spill over. residents nearby the creek will still see high water levels that need to be prepared for localized flooding with rainy conditions continuing into next week. but thankfully we should not see a repeat of monday anytime soon. >> as far as our forecast goes and the way things are ■looking right now, it does not appear there are any significant

flooding risks over the next couple of days. >> of course, valley water is going to extend their emergency declaration for flooding. that is allowing them to have the resources to combat and respond to these wet and rainy days we are expected to have. that will be going into next week. they wanted to let everybody know that they are -- their sandbag locations are fully stocked back up. if you need them, now is the time to go and do just that. live in gilroy, dustin dorsey, abc 7 news. >> for a list of storm resourc like warming centers and shelters, go to abc7news/take action. >> hundreds of trees have come down across san francisco in these storms, crews have been out in force trying to clear them from roads and sidewalks. leah melendez is live in san francisco with a look at the cleanup. >> the cleanup tha

after christmas, here we are. another day of rain, it was just raining a short time ago again but again, as we all know what happens right after a rainstorm, trees fall. neighborhood, this huge tree crushed a parked van. one of the heavy limbs threatened to fall on the high power lines. >> we were getting lunch over at hard knocks and while we are standing there waiting to get served, we hear this giant boom crackling. the whole restaurant seemed to pop up. we thought it was like a car popping or gunshots. we saw the tree limbs fall down. >> crews were able to secure the giant limb before cutting some of the branches off. as anticipated by public works, trees today continue to fall due to the saturated soil.

on hyde street near tree was previously tagged to be removed. part of it came down this morning on this house and on the sidewalk. crews quickly removed what they could. in the russian hill neighborhood, the soil under the walkway was slowly being washed away. crews had to use buckets to remove the mud on that hill. >> i information with you i just got from the department of public works. they told me 104 tree incidents added to the queue in the past 24 hours. about 10 of those trees considered major. they fell on wires or on cars. no injuries. since new year's eve, about 13 -- 1300 -- 1300 trees because. we give it almost 1000 more sandbags today, the total now

san francisco alone, 1600 -- 16,000 sandbags. that is what they have been dealing with. leanne melendez. >> thank you, leanne. >> people in the peninsula are bracing for more storms. luz pena went to one of the most troublesome parts of san mateo county. >> it is a residential community nestled off highway 101 with more fear. >> we came back a night or tw nights after. we got flooded again. really flooded. it >> since new year's eve, elena and more than 80 neighbors have experienced two major floods. the first left mobile homes filled with more than 4 feet of water. damaged appliances still a sign of the chaos. and the uncertainty of what is to come. >> here, also carrying the inside.

the more you go to that wall, the more it is flooded. >> 236 residents have been displaced countywide since the beginning of the storms. many in shelters and hotels. aside from the coastline, the red cross believes this is the most problematic zone in the entire county. >> in this part of san mateo county, this particular mobile home park is one of the west impacted. not just the damage being done but psychologically, it is really hard because people have to leave and then come back. click the chp officers are also noticing concerning signs on the roads. this morning, officers closed off highway 92 after a 12 inch wide dig was on the verge of turning into a sinkhole. be back home. her bags are packed because rain is not stopping anytime soon.

>> this is a map of current power outages. about 13,000 customers are without power. down about 3000 from a couple of hours ago. 10,000 are in the so quick pg&e crews continue to work on a transmission tower that was brought down by euclid street in san jose. the collapse of this 137 foot tower also took down other power distribute impose including one that landed on the roof of a restaurant. local businesses are at a standstill until the tower is repaired. the owner of a nearby auto repair shop says he is unable to do any transactions. >> i can't even pay my vendors. there is nothing. i will shop is a dungeon. >> utility workers from other states are helping fix the tower and are assisting on other issues throughout the bay area. there is no date for when the tower will be fixed.

>> there is a lot of spoiled food out there because of power outages. the question is who pays for that, the person who owns the food? >> may be the utilities? fema? he is here to explain. >> here we go. some in the bay area have lost a small fortune. others who can't afford to lose much have lost too much. who pays when the weather strikes like this? >> open up your fridge light doesn't come on. that is a bad sign. your best move is to shut the door and hope your electricity comes back on quickly. if it doesn't and you have to throw away all this food, is there some help in paying to replace your lost? let's start with your utility company. a consumer group is >> i am hearing from those concerned that they have lost power and they want to know if they are compensated. what are the rules for that? >> of course, pg&e cannot charge

for electricity during the day that your power is off. however, because this is an issue that was not caused by pg&e, these major storms, atmospheric river, pg&e is unlikely to be out liable to pay for losses. >> what about the government? governor gavin newsom asked president biden to declare an emergency and he did. so far, fema is not setting up health centers like these from past disasters. i checked with fema and was told it is standing by to help as needed but there are no direct consumer programs today. that leaves it to your insurance company. we asked of the insurance information institute if a homeowner policy will pay. >> it may cover it. the thing you want to check on is your deductible. often times, that loss will be under your deductible.

>> the average deductible right now between 500 the weather. we need this break badly. after that, it sounds like sandia is back into the thick of it. >> we will enjoy tomorrow while it lasts. that is the way i look at it. let's look at the 24 hour rainfall so far. for the rest of was from the airport. the official site was not reporting. san francisco, 8907 inch, concord picking up just under a half-inch of rain. not bad. how are we doing? rainfall season is well above average. this is taking a look from october 1, sfo, oakland over 200% of the average.

santa rosa, 140 percent. san francisco, 188 percent of average. we will continue to see those numbers increasing as we have more storms coming. right now at live doppler 7, the focus of the rain is still in the north but parts of san francisco seeing some later showers. jamestown, avenue, brisbane. you will notice a light to moderate showers from napa, around sonoma and napa road. some of you will still need the umbrellas. as we look at the wider picture here, this is a storm system, you can see this deep moisture plume feeding into california. that is going to start to lift tomorrow and then just kind of park itself off the coast. that is why you get a break. it has been kicking up the surf. high surf advisory until 10:00 p.m.. expecting 15-20 foot breakers and that means you just want to be careful if you are going to be at the coast because of the recurrent risk of beach erosion.

it is still damp outside. level two storm winds evening, a dry, mild and mostly cloudy tomorrow. her neck storm arrives on friday. the current system an error exclusive storm and is still a two. scattered showers on top of the saturated ground means a possibility of flooding is still there. we will keep it as a two for now. nasty wind and the ground being soaked, downed trees are still a possibility. on friday, you get a level 1. a light and moderate rain. initially it starts out late in the morning, flooding concerns are there, there are still gusty winds and rough surf -- gusty wind and rough surf expected. tonight, still some showers while the focus of this computer model is keeping it in the north bay, i would not rule it out elsewhere. friday at 11:00 a.m., you notice the rainfall coming in. there will be some brief and heavy rain for just about one or two hours.

at 4:00, you will notice some downpours quickly. it is pretty much winding down. it will be out of here late friday night. rainfall totals through friday night, you're looking at a quarter of an inch in san jose. this is going to be one of those regular systems we expect around wintertime. not one of these 2, 3, 4 inch soakers. the 40's and 50's on those temperatures tomorrow morning. watch out for fog and some cloud cover the afternoon. you are looking at primarily 60's. a more mild day, mostly cloudy skies for thursday. accuweather 7-day forecast, savor the short break tomorrow because it all ends. friday we get our much needed rain. it is becoming a dicey situation with people around the state dying from these storms. we are still looking at the wet weather here. one on friday, two on a potential for thunderstorms. one on sunday. martin luther king jr. day.

we have some showers continuing. then on tuesday and wednesday, we are still looking at this. the wet pattern -- wet pattern does not look like it will let up except for tomorrow. >> things are looking state's water supply. the drenching we have been getting is making its way to reservoirs. state water officials say we will have a steep hill to climb. >> storage right now still where it was back in 2021 but better than where they were in 2022. in context, again, we have had by the deficit because of the drought. we are seeing steep inclines right now in storage. that continues as we see these storms that we could get back. >> statewide, reservoir levels are at 84% of historical averages. yesterday they were at 81%. >> more to come. will the oldest person serving in the u.s. senate seek another

chan and his wife hope they will never see again. >> i was shocked by this bill. i know exactly how distances. >> in november, his wife amber drove herself to the emergency department at el camino health. she was admitted and then transferred to the mental health inpatient clinic. >> the el camino hospital used the ambulance. >> amber told us on the phone she wanted to walk but was told an ambulance was required. despite the fact that the distance from the er to the inpatient clinic was approximately 100 yards away. >> i am shocked. >> a short trip that turned out to be a pricey one. >> i got a bill from royal ambulance and they charged me 2200 $55. my insurance already paid them $573.91. request more than $2200 for 100 yard trip? i went to go to the distance for

myself. >> amber was being transferred to the building directly next to the emergency room. it took me less than a minute to walk there. that is what amber wanted to do. she says she was told she had to take an ambulance. >> i was so shocked >> he was stuck sorting this out for five days as both agencies pointed fingers at each other. he says a manager at royal ambulance told him you have to pay for this bill. then the er desk at el camino health. >> she pointed me to her manager to get an explanation and nobody answered. i left her a message. she never called me back. >> you called el camino hospital how many times to sort this out over the past five days? place 1, 2, 3, 4, 5 click the abc 7 out to el camino health and royal embolus but both agencies

were unavailable for on camera interview. el camino have told the eye team if a patient arrives in our emergency room and it is determined they need care that is required in a building not connected to the hospital, professional medical transport is required to ensure patient safety. el camino health funds the service and the patient should never receive a bill. >> i got the bill. course the hospital added we have since been in contact with royal ambulance and they have rectified this matter. >> did you get confirmation from el camino hospital that they will cover the rest of that payment? >> none yet. even this morning, they are still pointing me to royal ambulance. >> will ambulance told the eye team the insurance plan under -- plan underpaid of the claim. ultimately, portion of the bill as a courtesy prior to any contact with abc 7. in the end, the bill sent to chan appeared to be a mistake but by the time el camino health

told the eye team the situation was resolved, chan said he still had no idea. >> it should not take i was on the phone or the intervention of a new station to get a hospital to corrected their billing. >> this is the executive director of consumer watchdog. >> how often do you see cases like this where consumers are overcharged for a bill that is wrong? >> it happens all the time that patients are overcharged or get unjustified bills. patients are billed for procedures that never happened. patients are billed for charges they legally are not required to pay. price as barbara explains, it takes looking at the bill and not just paying by reflex to find those discrepancies. if this happens to you, get a full accounting from the hospital, make them itemize when each charge is for. state law requires hospitals to let patients know if they qualify for financial assistance. >> all too frequently, that is a

page on a form, the patient's were there in the middle of an emergent medical situation and they end up with a huge bill. >> charged upfront, forced to ask questions later. this brings us back to chan's case, while his wife was not eligible for financial assistance, they still ended up with a big bill. >> i think it is very unfair. >> one hour after our interview -- and i'm >> i got a call. it was from royal ambulance. they said the bill has been cleared. i don't own anything. >> he says he finally got some closure. >> thank you so much. clicks and tip to look out hospitals may bill for what is called out-of-network charges. you can tell because they are often expensive but can be challenged. the good news is we have some protections in place in california to avoid the situations, getting overcharged. climbs on top of a medical

jazz, rock, even punk. the rock and roll hall of fame's death came six years to the day after that of fellow music legend, david bowie. he was 78 years old. >> investigators are searching for a motive in this morning's stabbing at a paris railway station. prosecutors say the suspect used a homemade metal hook to attack six people here. the suspect was shot by police at the train station and is in critical condition. although one of the victims have been released from the hospital. prosecutors say they are looking at the facts and have not determined whether the attack was a terror attack. >> back at home, flights across the united states are slowly getting back on track after an faa computer system failure, forcing the agency to issue a ground stop today. that is the first since 9/11. all domestic flights and those headed to her out of the u.s. could not take off for a couple of hours. officials lifted the ground stop around 6:00 this morning but the damage was done.

so far, more than 10,000 flights delayed, more than 1300 canceled. the faa says there was a glitch in the system that provides pilots with safety information for airports. one aviation analyst we spoke with says this exposes a weakness in that system. >> over time, it has grown from a system that jeff had. one that has so much information that it has to be guarded all the time. it has to be accurate. vice president biden says there is no evidence of a cyber attack at this point but the cause of this malfunction is still under investigation. >> we are on our 10th straight day of rain. tomorrow, we finally get a break but sandia has a lot more storms in the 7-day forecast. >> people just getting literally flooded out. it is miserable. >> it is. seeking shelter from the storm. seeking shelter from the storm. see how you can help those who ♪
