moderate showers moving in. scattered in nature at 10:00 a.m., it's a level two. light to moderate showers tomorrow. possibility of thunder and areas of flooding. it is definitely going to continue to kick up the surf. 15 to 17 footers. a high surf advisory until 10:00 a.m. saturday. we have a flood watch going up saturday morning until monday afternoon for the entire bay area. more flooding is certainly possible. we will take a closer that stronger saturday storm coming right up. ama: crews have reopened a stretch of state route 84. niles canyon road between mission boulevard and fremont is again open to traffic.

as seen from drone view seven. it's overflowed its banks south of salinas. we shot this video along river road. the bridge is closed because the water level is just so high. officials warn that roads leading to and from the monterey peninsula college could be flooded out. this map helps explain why. the shaded parts of the map show areas of evacuation warnings and orders that run right along the salinas river. there are already some road closures in effect. if conditions get worse, roads into places like monterey could become inaccessible. quentin's has the latest on how people living nearby are getting ready. >> this is spreckels, a town of more than 600.

>> there is no access to the coast right now. you will need to make a u-turn here. dan: that was the roadblock people faced trying to get to monterey. roads were closed after the salinas river overflowed its banks, topping out above 30 feet. it overflowed highway 68 as wel as highway one. communities all along the salinas river flooded. ama: the oakland zoo says it will stay closed through the rest of the month while crews worked to repair a massive sinkhole. the zoo says it doesn't expect to open until early february. originally it hoped to reopen by january 17. the new year's eve storm resulted in a 10 foot wide sinkhole that's blocking the road to the zoo's main interests. -- main entrance. the animals are all safe. congressman eric swalwell toward damage and alameda county from

the recent series of storms. he visited with public works crews. a major roadway collapsed into similar lorenzo creek over the weekend. he was calling for millions of dollars to reimburse repairs already made to damaged infrastructure. >> this is a storm unlike anything we've seen in our lifetime. we know that another storm is on its way and so the damage that we are looking at today could be worse. ama: it could dollars to repair a recent storm damage and the number is expected to go up as storm continue. dan: break means a chance to assess the damage from the last storm.

trying to remove this giant 100 foot pine tree from janine wilson's backyard santa rosa. it toppled after heavy storms. >> we saw ceiling and got out of the house and called 911. >> nobody was hurt, but about that hole in the bedroom ceiling. here's what it looked like. janine says she's been concerned about that. and the saturated soil around it. >> i was looking to see where the tree removal companies were because i was starting to get worried about it. they've been working nonstop since new year's eve. >> being right after the other one, it's kind of one of those deals. this is our third job already. >> it must be overwhelming. >> yes.

district's financial shortfall initially plummeted -- prompted plans to close last year. leanne melendez covered those initial plans and she's covering this big change. she's in the newsroom for us. why the reversal? >> the change because three of the newly elected board members campaigned on the promise that they would reject the school closures. they wasted no time they voted without even having a fiscal impact analysis. the schoo based on a statement in the resolution stating that ousd is not in financial crisis. the district is projecting budget surpluses on all years of the multiyear plan. there is some truth to that. oakland unified has one-time moneys from the state and could cover the cost of keeping those schools open. but the funds are expected to

eventually run out. here's an interview we did earlier in the year with former board member chante gonzales. >> the county office of education on the state have been quite clear that we cannot continue to use one-time funds to pay for ongoing operating expenses of the district. >> oakland unified to finally pay off the $60 million loan received 20 years ago by the state and that puts them in a better financial position. in order to get out of receivership, not only do they have to pay off that debt, but they have to demonstrate that they are being fiscally responsible. my conscience and presented the resolution. >> we had already budgeted money for welcoming schools. schools that would be absorbing students from the closed schools. the resolution we passed yesterday gives us the option to reallocate that to offset any allocated closures -- costs.

recently certified as having a positive budget for the first time in 20 years. they liked what they heard and they ran with it. dan: is there any possibility this food could be overturned? >> yes. the district continues to be in partial receivership. that means there is a trustee has to approve their finances. the trustee could say i don't think keeping those schools open is a good idea from a financial standpoint. i'm told that trustee has never used that power to overturn a decision when it comes to their finances. dan: it would be unprecedented. ama: the postal service unveiled its nuclear -- lunar new year stamp. they museum to celebrate design which marks the year of the rabbit. the lunar new year begins

the current stage it will rise above the flood stage of 32 feet but barely. salinas river is under a flood warning until sunday afternoon. currently it is that 22.2 feet. 6:00 a.m. flooding is expected. you will notice 24 feet above that flood stage. winds will pick up out of the south. the winds pick back up again saturday morning. you will notice costs over 40 miles an hour. 5:00 tomorrow be some scattered showers with this initial storm. pockets of moderate rain we continue into the evening and scattered showers continue. saturday morning heavier rain falls at 9:00.

fire battalion chief about what you should and should not do if you find yourself in a car surrounded by water. >> it's a dramatic rescue reflects the dangers of reaching floodwaters. as water levels intensified, oakland fire crews and other agencies saved two adults from being submerged along with their vehicle in hollister on tuesday. >> people don't realize how deep water actually is and how strong and powerful it is. it doesn't take much to have the water go over your wheel well and the amount of pressure coming from these fluids. -- floods. >> on wednesday in sonoma county , a 43-year-old woman was found dead inside her submerged vehicle. authorities are still searching for a five-year-old boy. his mom says they were on their way to school when their car got swept away by floodwaters.
