it is too bad drew is not here because i want to ask him about the weather. i said ask me, i here at 30 times the day. drew: you do. we have more live doppler 7 behind us. another line about to move in. it will bring scattered downpours and a brief burst of strong wind between 6:30 and 10:00 this morning. on the storm impact scale, a level two moderate scale. an isolated thunderstorm is possible. we are shaking this morning with the wind picking up. a wind advisory is in effect. rain and wind and isolated showers. the afternoon we will see more scattered downpours move through. temperatures in the 50's if not low 60's.

we also have a high surf warning in effect. 16 to 17 feet for most of us. we could see waves up to 30 feet high. we will go hour-by-hour. stronger storm tomorrow with flood watches. the pattern coming your way. all of the details in a few minutes. >> an investigation is underw after east palo alto officer was shot. it happened just after 11:00 last night. lena howland joins us live from the south bay. good morning. what is the officers condition? lena: we have learned the officer, a five year veteran of this department, is expected to be ok after being shot in the lower part of his body. he is receiving treatment for what the department is calling a non-life-threatening injury. this all started as a traffic.

-- as a traffic stop last night. the driver of the charger got out of the car and ran away and officers chased him. have officers -- as officers were struggling to get people into custody he fired a gun once. other officers were able to get him into custody in palo alto police say no shots were fired by their officers. they say the suspect was using what they call a ghost gun, converted to be fully automatic with a high-capacity magazine. ghost guns have been a major issue across the bay area over the past few years. to give you some perspective on the issue, according to the state attorney general, california law enforcement agencies seized 26 ghost guns but by 2021 that number had increased to 12,388. this is an ongoing investigation.

the interim police chief here told us this is a stark reminder of the dangers police face on the street every day and the ongoing dangers of gun violence. live in east palo alto, lena howland, abc7news. reggie: storm watch now and the positive signs from all of the rain we've been seeing at local reservoirs. in the east bay and the south bay reservoirs are rising and in marin all seven reservoirs are near or at capacity. >> the last time the reservoirs were full was february of 2019, so it has been a long time. reggie: we are not out of the drought yet. statewide reservoirs are still below normal route levels. experts say we would need constant rain through the year to make a bigger debt in our current drought conditions. >> there is concern roads leading to and from the monterey peninsula could be flooded out.

video shows the salinas river has overflowed its banks south of salinas. we shot this video along river road. caltrans closed the bridge because the water level was so high. this map helps explain it. the shaded parts show areas of evacuation warnings. there are already road closures in effect. if conditions get worse, roads into places like monterey could become inaccessible. the monterey county town is one of the areas officials are most concerned about. conditions are constantly changing. for now locals continue to hold out hope. >> we have a couple of sandbags laid out and will wait it out. >> the county has set up shelters for evacuees and local hotels are offering discounted rooms. officials are expecting flood

stage activity through at least sunday. reggie: details about two men found inside a home. investigators say it appears they died from carbon monoxide poisoning. the generator was found in the hallway with the power switch turned on. the men were found in separate rooms inside the house by a crew hired to remove a tree that had fallen on the house. >> we are hearing from the husband of woman who died in tuesday's storm. 44-year-old daphne was driving to work when she got stuck in high floodwaters. the dispatcher tried calling back but nobody answered. rescue crew started a search for her. a dive team found daphne in her car which was submerged in eight feet of water. her husband is overwhelmed with emotion and devastation. >> she leaves behind th

>> fire alarm bells rang in petaluma after a carport below people's homes burned overnight on braylon avenue. firefighters were seen trying to put out that fire as it rose to the patios in front of people's doors. you can see from the video at least five cars were engulfed. no word if there were any injuries or what may have started the fire. to developing news in the investigation of president biden's handling of classified documents. a special counsel is on the case after the second batch of documents were found in biden's delaware home. i was president biden responding after those papers were found? jobina: president biden and his administration insist they are fully cooperating with the investigation. merrick garland appointed robert hur to oversee the case. he was a trump appointee.

does good deadly crashes in 2019 prompted countries around the world to ground lease planes. most other countries allowed airlines to resume flying the jets in 2020 even as boeing worked to fix issues. china southern is the airline flying those jets today. it planned to resume flights in december for those flights were canceled as covid cases searched in china. this is a pivotal change because china is one of the top markets for airlines. reggie: metal detectors will be installed at a virginia elementary school where a student shot a teacher. that teacher continues to recover. the school board decided to install 90 metal detectors at every school in the district. before that metal attempters were used at middle and high schools but not elementary schools. the child who shot the teacher is being held at a medical facility. no charges have been filed against the parents. liz: the case against the man accused of murdering four ohio college students has been delayed until june.

a judge said his primary hearing date for june 26. he must stay in custody until then. his lawyer wanted more time to see the evidence come in even though he is still in custody police are asking for any leads in this case. reggie: the u.s. intelligence community says reports of ufo sightings for military personnel are on the rise. the government have received over 350 reports since march 2021. roughly half of those have been identified as drones, balloons, birds, or debris. the other sightings are not explained. the government has renamed the objects as unidentified aerial phenomena on. they need to workshop that a little more. liz: that is too hard to say. reggie: they appear to have unusual flight characteristics or performance capabilities, adding more analysis is required.

reggie: do details about what will happen to elizabeth holmes after she is released from prison. according to documents from tmc she has been ordered to undergo mental health treatment. you also have to submit to dna testing. she was sentenced in november to 11 years in prison and three years supervised release from defrauding investors of her blood testing company. she is due to report to prison in april. the couple accused of trying to kidnap an infant also known as baby brandon will be sentenced in court today. authorities arrested the couple after video of the kidnapping in san jose was released. the video shows the man walking with the baby while the video was in his car seat. they have pleaded guilty to all charges, including four attempted kidnappings.

i just learned it was friday the 13th. i feel like this year has been off to an ominous start. drew: it has been. at times it is like enough, we get it, we are flooding. we see the threat of that today and next weekend. our storm is already moving on shore in the north bay. you can see scattered downpours. a brief burst of strong wind. a wind advisory in effect until 10:00 a.m. 23 is the current wind in the city. on the abc 7 storm impact a level does to moderate storm today with rain and wind. that will transition to scattered showers and the threat of a thunderstorm later on this afternoon. we take you outside. you can see it shaking as the wind picks up. rain and wind this morning. isolated showers around lunchtime, and then downpours redevelop. by 4:00, that is your best

chance of finding a thunderstorm. if wood does we could see but it will not be as widespread of a threat we saw earlier this week. this weekend a stronger storm will move in. we have a flood watch in effect. we will show you the storm and that storm in a few minutes. reggie: any east palo alto police officer is recovering after being shot during a traffic stop. lena howland is live with what we know so far. lena: a five year veteran of the police department is expected to be ok after being shot in the lower part of his body. as for the suspect, he has been safely taken into custody and the scene only about two minutes from the police department has already been cleared. this started as a traffic stop for a vehicle code violation on a dark colored dodge charger just after 11:00 last night. the driver got out of the car and ran away and officers chased him.

as police were struggling to get the suspect into custody, he pulled out a gun and fired once, hitting one officer. other officers were still able to take committed custody and police say no shots were fired by their team. they say the suspect was using what they call a ghost gun converted to be fully automatic with a high-capacity magazine. ghost guns have been a major issue across the bay area over the last few years. east palo alto interim police chief said this is a stark reminder of the danger police officers face in the ongoing dangers of gun violence. we must never forget the risk our police officers take every time they leave their families to serve our community. this is an ongoing investigation and it is still unclear what the vehicle code violation was and why that driver was pulled over

in the first place. live in east palo alto, lena howland, abc 7 news. liz: as we continue our storm watch, the salinas river has hit flood stage. the veer is the flooding will cut off the monterey peninsula and turn it into an island. something similar happened in 1995. gloria rodriguez is live in the newsroom with more. gloria: multiple agencies are now keeping watch, they are monitoring the creeks, waterways , and rising salinas river. the footage shows flooding near the river yesterday afternoon. parts of monterey county remains underwater. there are several road closures in the area. some areas are already surrounded by water and the river is still rising. that is why officials have issued an evacuation order for the small town of sprinkle and beyond. >> this is a slow-moving event.

this will not occur at the same time. >> we have a couple of sandbags laid out and will just wait it out. >> the resident you just heard from says she and her family stay. check out this video from our abc7news archive from the 1995 flooding that hit the monterey area. numerous communities along the salinas river flooded then. cal fire has been posting abo the strong possibility flooding could cut off areas on the river road and peninsula. near big sur road between the salinas valley and the monterey peninsula remains of primary concern. liz? liz: on the peninsula, a portion of highway 92 is closed after us in opened up in san mateo county. the chp close the lane after 12 inch dip was on the verge of collapsing.

liz: this morning there promising signs in the fight against cancer. the american cancer society has released its 2023 cancer report and it shows we are making progress on some types of cancer that impact millions of people every year. gloria rodriguez is in the newsroom with the findings. gloria: one of those promising signs, cancer deaths have gone down 33% since 1991. here are a few other things that are highlighted. there has been a major drop in cervical cancer for women between the ages of 20 and 24, a 65% reduction from 2012 through 2019. attributes this to the hpv
