>> building a better bay area, moving forward, finding solutions, this is abc 7 news. liz: now at 5:00, efforts intensified. this morning, floodwaters are in effect for millions of californians. the damage left behind after yesterday's stormy weather as the week ahead looks a little bit brighter. and a crash cleared. the golden gate bridge back open now after a big rig overturned, closing it off to dozens of drivers. good morning, everybody. thank you for joining us here on sunday, january 15. i am liz kreutz. let's start with meteorologist frances dinglasan. frances, warm on the way today. frances: warm on the way but so much improved from yesterday.

here is a live look at live doppler 7 we saw a few lightning strikes off the coast of point brave, and we will see scattered showers throughout the day. more light rain is falling in the north bay, and a few isolated showers through the rest of the bay area, we are getting about a dozen strong reports of some flooding and reports of downed trees at this point. for the rest of this morning, until this afternoon, we are in storm level 1 on our impact scale, scattered showers, a few isolated showers, but most of all, rainfall will be less than half an inch. however, tonight, our storm impact scale ramps up to a level two. it will be moderate. this afternoon through early tomorrow morning, we can these summary downpours and some isolated -- we can see some brief downpours, and some isolated thunderstorms possible. rain falling through mainly the north bay come about by lunchtime, midday, starts to move out.

this is the next level system, 4:00, it starts to move and, as you notice, midnight, we start to see some heavier rain moving through and then clearing out by tomorrow afternoon. we have some dry days ahead in the accuweather 7-day forecast. liz: thank you. along the peninsula, the rain is not as much a concern today compared to yesterday, but the aftermath definitely remains an issue here high winds, heavy rain and flooding, power outages and roadblocks. sinkholes are another big issue impacting cities from pacific at the pittsburg. abc 7 news reporter andra hudson -- andra hassan >> it was perfect, says robert bellamy iue. rob: for experienced, it is probably not an issue. >> offshore winds combined with

heavy downpours continue to wreak havoc on land. a short distance away in pescadero, the road collapsed. it is this type of impact on infrastructure that worries pacifica resident jen bonta. jen: we have had trees down, the high school that my daughter attends had a power come near campus. anser: from pacifica to pescadero, there have been power outages, club storm drains, lightning, and flooding. >> if you need to get out, we are clearing out the street. anser: in pittsburg, the residents went door-to-door, dumping more than a foot of water on residential streets and flooding this neighborhood. city officials warn if the nearby creek floods come it could damage homes. >> at first i was kind of worried about it, because i don't swim, you know, but now i'm just in my house, relaxing, trying to get it off of my mind. anser: back along the peninsula,

flooding continues to impact residents since the start of the new year. rob: on and off showers, a lot of landslide spirit our road is closed. anser: he works in construction. his big concern is highway 92, which is still closed due to a sinkhole. he says turning of routes at up to an hour to his commute, but more than inconvenient, he is worried about his family. >> i mean, i hope it gets soon, because, i mean, for an emergency, 92 is the only one, yeah. anser: the chp does not know when 92 will reopen. in pacifica, anser hassan, abc 7 news. liz: this morning, we are learning an elderly woman died in golden gate park last night after a tree branch fell on her at 30 than ever you and jfk drive. all lanes are back open on the golden gate bridge this morning after strong winds

because this semi-truck to topple over. the bridge was shut down in both directions for over an hour last night as crews worked to remove that truck. luckily nobody was hurt. caltrans has an advisory for drivers, at the bay bridge, travel is not recommended due to high winds. in the east bay, a large tree toppled on the highway 13 in oakland. initially, the tree was blocking both lanes heading both direction yesterday morning. there were some delays, but that tree has been cleared. a mudslide crash into an open home. . this happened yesterday at sarah's and avenue. fire officials responded to this car about the tree intruded into the home. charlene and her husband, the owner of the house, were home when it happened. charlene describe the moments to abc 7. charlene: my husband crash, and it looked like the mud that was up on the hillside crash into my house. liz: fire officials told the

couple they had to move all of their belongings and evacuate, because another mudslide could happen. part of claremore avenue near tanglewood was shut down yesterday due to downed power lines. you see this tree created a tangled mass and knocked out power to nearly 700 customers. pg&e has since restored power. more funding if communities continue recovery efforts president biden has approved a disaster declaration. that means residents in hard-hit areas like santa cruz county as well as merced and sacramento can get temporary aid for home repairs to help people recover. you can track the rain, wind, and flooding forecast on the abc 7 bay area streaming app. we have the latest outlook and live doppler it is available on roku, apple tv, fire tv, and google tv devices. 49ers fans enjoyed a mostly dry day at levi's stadium saturday, on top of a win over the rival

seattle seahawks. many have loaded up on rain gear, expected to get soaked. abc 7 news reporter ryan curry was there with fans who into the dodging raindrops after the game ended. ryan: a mad dash wearing jackets and ponchos as fans leave following a 49ers victory. >> i was prepared, and thank god the weather turned out very nice. ryan: fans we spoke with who left the stadium said they did not even have to wear their rain gear or during the game. >> if it rains, it rains, you know, we have no control over it. it just all worked out. the whole game worked out. it was perfect. ryan: you could even call them lucky, because right as the game ended, there were downpours in the parking lot as people went to their cars. it still did not dampen their spirits. >> i came with a poncho and a puff coat, and i came with a mindset it is going to rain, so have fun. ryan: duane simmons says he was nervous for the rain first but also said he was fortunate to

80 from covax to the nevada state line because of low visibility. it is unclear when roads will reopen. as rainfall continues to settle in, people living in kernville, -- have prepared to evacuate in case of flooding. the flood stage by this afternoon, however, folks may be in luck with the latest workout this morning shows it is not going to reach that level. we will see. we are seeing dramatic rescues not only in the bay area but across the state. in laguna hills, a woman had to be airlifted out of an overflowing creek. she was seen hanging onto a tree in fast-moving water. rescue crews used a helicopter to drop down and pulled her up. nationwide, the south has also been impacted by tornadoes touching down on seven states, leaving -- killing at least nine people one o many of them

alabama. julia jackson knows one of them. yulia: just threw them down. all you can do is just pray. it hurts so bad to see my community like this. liz: now forecasters say the storm that has already claim 17 lives in the west ha is now moving inwards. bringing snow to the northeast later this week. a series of storms we have experienced here are atmospheric rivers, tripping -- which are tricky whether systems are forecast. the same weather equipment the fly into hurricanes are here in northern california. a reporter >> loaded, locked, this crew aboard the hurricane hunter plane makes a drop, scientists on dry land get more data over the pacific. >> cutting across the on-deck circle river right now. >> an atmospheric river moves 25

times as much road water as mississippi river, streaming as much air as the pacific ocean. a fire hose pointed toward tens of millions of people in the west coast. people who are already soaked. california started the year with rain that turned deadly. floods from broken levees, widespread wind damage. that is what greeted the 53rd weather reconnaissance squadron when it arrived in sacramento with doctoral hurricane hunter -- four hurricane hunter air craft. these are c-130 cargo planes, tricked out to gather and transmit weather data. we were part of a small group of journalists allowed on board. up the cockpit, pilot pete is starting his eighth year for flying this unit. >> second year, maybe third doing atmospheric river. it is a relatively new mission for us. >> as the name implies, we are used to seeing hurricane hunters

over the atlantic. they give us stunning visuals flying into the i was of hurricanes. we are not going to do that this like. >> even in the atmospheric river, we try to keep a distance from thunderstorms. >> but the mission is similar. when it comes to weather data, the pacific can be a big blue black box. >> something is happening to the system approaching the west coast. >> they do that using these, drop zones, which they shoot out the bottom of the plane. once they shoot the drop zone out of this too, it deploys a parachute. it will take 12 minutes to follow the way down to the ocean, sending data backup to the plane all the way. >> what is your temperature, wind direction? >> we are dropping 25 to 30. >> once at within 10 seconds, it is already in the weather models, to be used by forecasters and scientists, like anna wilson,

who studies atmospheric rivers. >> they are not new, but we have only in the past few decades been able to spot them with satellite. there's a lot of research i'm going to understand how atmospheric rivers may change with climate change. >> a lot of us out west grew up hearing about atmospheric rivers but by a different name, the pineapple express, because of where many of them come from. >> we are basically out near hawaii right now. >> atmospheric rivers can basically happen all over the world but there forecasted landfall can be off by 200 to 300 miles. it is also hard to predict the amount of rain and when it is going to fall, all crucial information to keep reservoirs from flooding. part of the trouble -- the atmospheric river is around 10,000 feet and higher clouds can block satellite images. but drop zones can through, measuring more information, and studies show that data helps your >> we can have as much percent improvement in the intensity forecast in the

pacific northwest. >> i have been on a mission that is 12 hours, but we enjoy anything that is less than 10, i will tell you that. long flights. they will pass the time with push-ups over the pacific for at least a couple of months. in sacramento, i am brandon. liz: all right, frances, let's get a check of the forecast now. we are keeping an eye on tuesday, where we are meant to get some dry weather. frances: finally. we will start to dry out tomorrow afternoon, but before that, we have some scattered showers to deal with throughout the day, and then we have another final storm moving in this afternoon, late this afternoon and this evening, all the way in through early tomorrow morning. i will show you how it looks right now, live doppler 7 over the next few hours for as we free it, light rain moving over parts of the north bay moving in toward san francisco. as we zoom in a little bit tighter, does the precipitation rates are much lighter, near 1/10 of an inch in some of the

heavier spots. here's a look from exploratorium at the san francisco skyline, where temperatures are little bit cooler overall around the bay area warning. san francisco, 52. oakland 50. half moon bay milder, 54 degrees. this time, we are looking at one in san rafael. light rain reported in santa rosa where it is currently 46. no votto is also 46. livermore at 48 degrees. right now, we are at a storm level 1, like through this afternoon with scattered showers, a few downpours expected but generally less than half an inch, maybe a quarter an inch for many areas. later on, like this afternoon, early evening, through early tomorrow morning, we will see light to moderate rain, our storm level impact scale will be a 2, and we will could see isolated storms and brief downpours.

here is the forecast animation. morning hours, we see scattered showers, even by midday, it starts to clear, but then here is that level 2 system that starts to move into the north bay around 4:00 p.m. the difference with the system is that targets the central part of the day instead of the north bay, which is what we have been see and with a few systems. 7:00 tomorrow morning, it starts to exit the bay area, 4:00 mostly dry, and continued dry conditions extend through wednesday morning so far. here is a look at the rainfall estimates until tomorrow afternoon and evening, you will see generally anywhere from a quarter of an inch to even one inch and a half in some spots. you could see downpours that may bring some areas a little bit over that. beach hazard statement in effect until 9:00 a.m. tomorrow. be extra careful, dangerous swimming and surfing conditions, and there could be some storm to be -- storm debris and the beaches and the water.

getting emergency help right now, but what about permanent repairs? contractors talk soon 7 on your side about what is in store for residents. abc 7's michael finney has advised. >> we got flooded, like really flooding. >> you expect a little flooding but not to that extent. >> i can see there's water rushing down that hillside. >> 2, 3 feet of water in the garage. >> my daughter's room was decimated. michael: across the bay area, rain poured into houses. >> we heard a big boom, got out, saw the hole in the ceiling, got out of the house, and called 911. michael: trees fell onto roofs. >> once the rain stops, contractors across the border going to be extremely busy. michael: nicole of brava restoration windsor says it is too much to bear for roofs, trees, and drainage systems long neglected during the drought. nicole: heavy rain, wind, pushing every direction into every nook and cranny of

everyone's homes that nobody was prepared for. michael:ddly ed repairs, straining the system. nicole: there are not as many contractors and trade women, lid to be, so everyone has already had a waitlist to get repairs done. it is crazy right now. >> we have been here for almost 30 years, and i have never seen anything thing like this. michael: adrian cutrer us says those folks who did not think about maintaining their roots during the drought are now pairing the price. adrian: you can put a tarp on it, but it is tough. the trees that have not been trimmed for years acts as a sale, and the wind pushes against it until something has to give. michael: jeff says folks did not realize a drought had weakened their trees. experts say it may take months or more to get things done. but line up a contractor now. the csa website can help. type in your city and the type of work you need. it will show all license

>> building a better bay area, moving forward, finding solutions, this is abc 7 news. liz: now continues to how communities across the bay area are dealing with major flooding, mudslides, and other storm damage. plus, when to expect a break from the rain as you start your week. good morning, everybody. thanks for joining us here at almost 5:30. frances dinglasan is here with the forecast. more rain on the way. another break inside. frances: we are seeing dry weather in the accuweather 7-day forecast. we are dealing with some scattered showers throughout the bay area, and we will be dealing with that throughout the morning hours.

as we freeze it, we will see more rain falling in the north bay and some moving toward san francisco right now, and there you can see the precipitation rates are a lot lighter. the storm impact scale for most of the morning until this afternoon, we will see a level one. there still a possibility of thunderstorms, we had a lightning strike earlier this morning near point brave. rainfall generally less than half an inch. but then, later this afternoon to this early evening through tomorrow morning, like to moderate rain. we will bump it up to a storm impact scale level 2 with some brief downpours and isolated thunderstorms. here is the rest of the day to you can see by midday some showers moving through. then 4:00 this afternoon, it starts to move in. it will be heaviest actually around the midnight hours, early morning hours tomorrow morning, so it is a bit wetter. but in the north bay, we see drying early on and then it clears out monday afternoon fit

we finally have monday afternoon into tuesday, that should be dry and possibly even into wednesday morning and afternoon. we'll tell you about another final system trying to make its way back into the accuweather 7-day forecast. liz? liz: ok, frances, thank you. new this morning, highway 92 in half moon bay is back open. one place on high when it into going eastbound highway 35. there will be some closures as crews continue to make repairs. take a look at this, this is in pescadero yesterday. the worst of the weekend storm is over, but the damage you can see behind is requiring a lot of cleanup around the bay area. the storm packed a punch in the north bay, triggering modes and rock slides while causing flooding and power outages. abc 7 news reporter cornell

barnard has a look at some of the damage. >> the house shook bit, and there was an explosion, live wires hidden, and a flash. cornell: that is what gail carpenter heard and saw, the moment her 150 foot tall cypress tree fell over highway closing the road and knocking out power to a wide swath. is your power out? >> oh yeah. it will be out for a while. cornell: most of the station is in the dark, but the bakery found a way to stay open. >> for register, so we had the register going. cornell: the storm was fierce, with heavy wind and rain. check of the intersection of highway 12 and 121 in sonoma. it was closed after runoff from a nearby creek transformed it into a raging river. a cal fire crew came upon this rock slide on deer park road in

napa county, and this mudslide close portions of the road near petaluma. the chp telling drivers >> get out ! cornell: in the votto, roland p west got trying to drive through. >> i running, and i could not drive. cornell: the tree roads commend this large tree fell in mill valley, closing marion avenue appeared after the rain stops, flooding in mudslide issues may continue. >> all the runoff is going to continue to increase water flow, so that is always a concern within the 24 hours after significant rain shower like we had. purdy the upside of -- cornell: the upside of all the january storms, plenty of water falls and a few rainbows.

that rambo did not stick around very long. the chp says if you are out, take it slow. there's a lot of flooding on the roadways, including highway 101. in marin county, cornell barnard, abc 7. liz: and take a look at this. the san lorenzo river briefly edged near major flood stage yesterday in the santa cruz mountains. according to the national weather service, the river hit 21.8 feet at noon. the river then quickly receded below that 15 minutes later. it is currently below the moderate flood stage, and no word on any damage. santa cruz county has issued a mandatory evacuation for areas surrounding the river. most evacuation orders have been reduced to evacuation warnings and santa cruz county. residents can seek shelter at the college and fairgrounds. roads are now back open in monterey county after flooding earlier this week.

the salinas river reached flood stage on thursday. it picked friday morning. the river has since dropped. this decreases the chances of it flooding over the earlier this week, the monterey county sheriffs office had issued evacuation orders in some areas, and crews are seeing that major damage. governor gavin newsom is remind the state to be vigilant as it faces widespread flooding, power outages, and other damage. abc 7 news reporter just get parenting talks to people who have been forced out of their homes, waiting for repairs. and family members were hard at work late saturday night. his parents have been on vacation in mexico this week, so parents and siblings rushed to the home earlier this week. dirt and grass show just how high the water got in side. in the last few days, they

been working around-the-clock to clear it out and clean it up. if you streets away, the martinez family was preparing for more rain and potential flooding. earlier this week, water got inside their home and on the carpet. late saturday night, president biden formally declared a major disaster in california, opening the doors to federal aid for those who have been hit the hardest. the governor explaining prior to the announcement how the declaration could help those people and businesses who were impacted. gov. newsom: direct relief, payments, sba loans and other things will present themselves is what we will try to work on and provide it to the extent we can state and the counties that have been affected. jessica: esmeralda says top of mind our kids out of school because of flood damage. esmeralda: we did make the plea today that he provide flexibility with the department of education to make sure the kids get some instruction over the coming weeks. jessica: the governor reminding people to listen to warnings from officials until these storms have passed.

gov. newsom: we will get through this and come out the other side more resilient. liz: that was jessica harrington reporting. the governor suggesting people start totaling up the damage from the storm and keep any receipts for repairs so you will be ready. governor newsom is calling on all resources to help with cleanup. inmates who have been fully trained as firefighters have been working for days to clean up debris in the sacramento area. crews have been cutting down trees and helping out calfire. still ahead on abc 7 mornings, beware at the beach. the national weather service issuing another beach hazard statement until tomorrow morning. a live look outside right now, looking out over the bay bridge. there is a wind advisory in effect, so please be careful if you are driving over the bridge this morning. we will check in with frances again when we get back.

rosa 46, napa fairfield, 48, livermore at 48 degrees. cooler this morning, anywhere from 2 to 11 degrees cooler. we had clearer conditions overnight, like when we woke up yesterday. right now, we are on a storm level impact scale 1 through this afternoon, scattered showers, isolated downpours. rain generally less than 1/4- inch, to less than 1/2-inch. tomorrow, early, we will see a storm level impact scale 2, light to moderate rain with brief downpours, and an isolated thunderstorms possible mainly toward monterey in the overnight hours. here's a look at the forecast animation, so 6:00, you will notice rain mainly in the north bay. by 11:00, you start to see a little bit of a break, as some of those scattered showers move to the south and east. here's another low that comes in this afternoon and this evening, and it could be have yet times. those areas of yellow, orange,

and red. it will be moving through. the center of this low-pressure cuts through the bay area, as it exits monday afternoon. so here is one model of rainfall estimates. i want to emphasize one model, because we have had quite a range of rainfall rates. we are expecting generally less than half an inch today and possibly another inch tomorrow. that one is slightly overestimating it. a beach hazard statement in effect until 9:00 tomorrow. dangerous swimming and surfing conditions, and that is because we are also expecting some storm debris on the beaches and in the wa in montereythere's a coastal fl advisory, and this is because of high tides, until 9:00 tomorrow morning, where we are expecting model coastal flooding along low-lying areas highlighted in green around the bay and around the coast. flood watch in effect through tomorrow afternoon because of that last system moving through. highest today will be mainly in
