, efforts intensified. this morning, floodwaters are in effect for millions of californians. the damage left behind after yesterday's stormed -- storm. and crash cleared. the golden gate bridge back open now after a big rig overturned, closing it off to dozens of drivers. good morning, everybody. it is sunday, january 15. i am liz kreutz. thanks for joining us. let's start with a look at the weather with meteorologist frances dinglasan. frances: dry weather now but we will deal with scatting showers moving through the bay area. we see some light rain moving through the north bay and even more moderate ceoderate across the chnd santhe light rain as yl across the golden gate bridge. it is a level impact one this

morning until this afternoon. generally will -- less than a half an inch. this afternoon through tomorrow morning, we ran up our storm impact to a level two, light hail and rain with isolated thunderstorms. 6:00 right now and 11:00 we will see some drying out. this area of low pressure starts to make its way through this afternoon into this evening, strongest through the overnight as it finally leaves tomorrow afternoon. here's another rainfall estimate to give you an idea, generally an inch for most areas. drier weather monday afternoon into tuesday. liz: thank you. along the peninsula, the rain is not much a concern today compared to yesterday, but the aftermath definitely remains an issue. high winds, heavy rain and

flooding has led to power outages and roadblocks. sinkholes are another big issue impacting cities from pacific at the pittsburg. abc 7 news reporter anser hassan checks in with people around the bay area. anser: the afternoon rain pounded the bay area but for surfers, the weather was almost perfect, says robert. >> high tide and barrels, bigger surf. for people who are experienced it is probably not an issue. , anser: offshore winds combined with heavy downpours continue to wreak havoc on land. a short distance away in pescadero, the road collapsed. it is this type of impact on infrastructure that worries pacifica resident jen bonta. >> it has been windy. there have been big waves. we have had trees down, the high school that my daughter attends had a power line come down near a campus and crushed a car. anser: from pacifica to pescadero, there have been power

outages, club storm drains, lightning, and flooding. >> i'm sure you are aware of all of the flooding. if you need to get out, we are clearing out the street. anser: in pittsburg, the resident's went door to door warning of a sinkhole dumping , more than a foot of water on residential streets and flooding this neighborhood. city officials warn if the nearby kirk kerkorian floods, -- kirk kerkorian, it could damage homes. >> at first, i was kind of worried about it, because i don't swim, you know, but now i'm just in my house, relaxing, trying to get it off of my mind. anser: back along the peninsula, flooding continues to impact residents since the start of the new year. >> it's just been crazy, on and off showers, a lot of landslides. our road is closed. anser: he works in construction. his big concern is highway 92, which is still closed due to a sinkhole. he says alternative routes add up to an hour to his commute, but more than inconvenient, he is worried about his family. >> kind of stuck. i mean, i hope it gets fixed

soon, because, i mean, for an emergency exit 92 is the only , one, yeah. anser: the chp does not know when 92 will reopen. in pacifica, anser hassan, abc 7 news. liz: this morning, we are learning an elderly woman died in san francisco's golden gate park last night after a tree branch fell on her near 30th avenue and jfk drive. all lanes are back open on the golden gate bridge this morning after strong winds because this semi-truck to topple over. the bridge was shut down in both directions for over an hour last night as crews worked to remove that truck. luckily nobody was hurt. ,caltrans does have a warning for drivers. a wind warning is in effect at the bay bridge, travel is not remmended. in the east bay, a large tree toppled on the highway 13 in oakland. initially, the tree was blocking both lanes heading both directions yesterday morning. there were some delays, but that tree has been cleared.

a mudslide crashed into an open home. this happened yesterday at sereson avenue. fire officials responded to this call are -- call about the tree intruding into the home. charlene and her husband, the owner of the house, were home when it happened. charlene describe the moments to abc 7. >> my husband heard a big crash, and it looks like the tile that used to hold the mud that was up on the hillside crash into my house. liz: fire officials told the couple they had to move all of their belongings and evacuate, because another mudslide could happen. in berkeley part of claremore , avenue near tanglewood was shut down yesterday due to downed power lines. you see this tree created a tangled mess and knocked out power to nearly 700 customers. pg&e has since restored power. let's take a look at the current power outages around the bay area. right now, hundreds of people are waking up in the dark. those yellow and green markers

are some of the trouble areas. the largest areas were seen in half moon bay where 280 people have no power. if you've been looking at this map, you know this is a big improvement from the last couple of weeks. the state of california will receive more funding as communities continue their recovery efforts. president biden approved a disaster resolution which means people can get federal aid including temporary housing, home repairs. 49ers fans enjoyed a day at levi's stadium yesterday on top of a win over their rival the seahawks. many loaded up on rain gear, expecting to get soaked. abc 7 news reporter ryan curry was there with fans who into the dodging raindrops after the game ended. ryan: a mad dash for people wearing jackets and ponchos as fans leave following a 49ers victory.

>> i was prepared and praise god the weather turned out very nice. ryan: fans we spoke with who left the stadium said they did not even have to wear their rain gear during the game. >> if it rains, it rains, you know, we have no conol t all woed out.worked out. itas the lot as people wentded, ther n tot dampen their spirits. >> i came with a poncho and a puff coat, and i came with a mindset it is going to rain, so have fun. ryan: duane simmons says he was nervous for the rain first but also said he was fortunate to not have to endure it during the game. >> it started drizzling. it came down a little heavier. after that, it stopped, it was mellow, we got a little sun. that was cool, too. all in all, the rain was pretty good. ryan: hoping the rain clears for the 49ers to go further in the playoffs.

leaders with the and double-a cp -- naacp will discuss the down of an unhouse person. if you remember, i'm sure you do, the person who sprayed the man is the owner of an art gallery, and in honor of martin luther king jr. day, tomorrow, they will be asking the question, what would dr. king have done? foreign leaders say they want an apology and an investigation by the city and solutions for the mental health and homeless crisis. happening now, the national weather service is rising people to avoid driving up to tahoe, and this is why. these are the current road conditions in the sierra mountains. lots of snow has fallen and more is expected through the holiday. white out conditions were seen on interstate 80 on saturday, causing really low visibility and also spinouts. drivers were forced to wait out the storm or turnaround due to dangerous driving conditions. caltrans were out in full force, clearing the roads for families to hit the slopes. >> we are here for the kids to ski tomorrow. hopefully we will be able to.

>> i'm so excited because every year we go skiing a family thing , that we do together that i look forward to. liz: chp has closed interstate 80 from covax to the nevada state line because of low visibility. it is unclear when roads will reopen. if you have a reservation to look at the redwoods at near what, the park has delayed opening until 10:00 a.m. if power outages are discovered they will close for the day. tickets will be refunded. as rainfall continues to settle in, people living in guerneville, near the river, have been keeping a close eye on the river and have prepared to evacuate in case of flooding. they said the river would rise to 32 feet. the flood stage by this afternoon, however, folks may be in luck that it may not reach that level. we have experienced atmospheric rivers which are tricky forecast. hurricane -- helicopters have

been on call. brendan: loaded, locked, each time this crew aboard the hurricane hunter plane makes a drop, scientists on dry land get more data over the pacific. in atmospheric river times as much water as the mississippi river, streaming through the air out of the pacific ocean. >> a fire hose is a danger. brendan: a fire hose pointed at tens and millions of people, already soaked. california started with rain that was already heavy. widespread wind damage that is , what greeted the 53rd weather reconnaissance squadron when it arrived in sacramento with four

hurricane hunter aircraft. usually based in mississippi these are c-130 cargo planes, , tricked out to gather and transmit weather data. we were part of a small group of journalists allowed on board. up in the cockpit, pilot pete is -- peyton eustis is starting his eighth year for flying this unit. >> second year, maybe third doing atmospheric river. it is a relatively new mission for us. just like the name implies, we are used to seeing hurricane hunters over the atlantic. they give us stunning visuals flying into the eyewall hurricanes. >> we are not going to do that this like. even in the atmospheric river, we try to keep a distance from thunderstorms. brendan: but the mission is similar. when it comes to weather data, the pacific can be a big blue black box. >> something is happening to the system approaching the west coast. >> they do that using these, drop zones, which they shoot out the bottom of the plane. once they shoot the drop zone

out of this tube it deploys a , parachute. it will take 12 minutes to fall the way down to the ocean, sending data back up to the plane all the way. >> what is your temperature, westerly wind wind direction? we are dropping 25 to 30 knots throughout today. >> once that data comes on board, it is sent from the plane to the world by satellite. within 10 seconds, it is already in the weather models, to be used by forecasters and scientists, like anna wilson, who studies atmospheric rivers. >> they are not new, but we have only in the past few decades really been able to spot them with satellite. there is a lot of research ongoing to understand how atmospheric rivers may change with climate change. brendan: a lot of us out west grew up hearing about atmospheric rivers but by a different name, the pineapple express, because of where many of them come from. >> we are basically halfway to hawaii now. brendan: atmospheric rivers can basically happen all over the world, but the forecasted

landfall can be off by 200 to 300 miles. it is also hard to predict the amount of rain and when it is going to fall, all crucial information to keep reservoirs from flooding. part of the trouble -- the atmospheric river is around 10,000 feet and higher clouds can block satellite images. but drop zones can punch right through, measuring more information, and studies show that data helps. >> we can have as much as 20% improvement in the precipitation intensity forecast in the pacific northwest. >> i have been on a mission that is 12 hours, but we enjoy anything that is less than 10, i will tell you that. brendan: hurricane hunters are used to long flights. they will pass the time with push-ups over the pacific for at least a couple of months. in sacramento, i am brendan reutimann. liz: francis, let's get a check of the forecast now because it seems like we have good news. frances: we do get a few breaks and all this wet weather will

finally have a few dry days but for now we are dealing with scattered showers and moderate rainfall this afternoon into early tomorrow morning. here's a live look at doppler seven. we had some lightning off of point reyes. some moderate rainfall from north to south across the richmond-san rafael bridge making its way to the east bay. around 633 -- 6:37 and it will make its way towards brentford -- brentwood. the toll plaza, you can see more moderate rainfall. temperatures have been cooler, san francisco 52, oakland 50. santa clara, 46. san jose at 49. we see more light rain as we show a shot from emeryville, looking toward the macarthur

maze as people make their way toward the bridge. santa rosa, 47, napa 50. upper 40's through concorde and livermore. it is light until this afternoon, but scattered showers, rainfall generally less than a quarter an inch or a half an inch. this afternoon to early tomorrow morning, we switch it up to a storm lot -- storm level impact scale two. downpours and isolated thunderstorms possible, most likely moving toward monterey coast. here's a look at the forecast around 7:00, moderate rain moving to the north day and east bay. at lunchtime we get a break before this level two system moves in. it doesn't hit the north bay first. it will track farther south and bring rain to the center part of the bay and the south bay as it finally leaves the bay area

tomorrow. beach hazards still in effect, dangerous swimming and surfing conditions until tomorrow. there's a lot of debris on the beaches and water, and large waves. the coastal flooding advisory is in effect until 9:00 mainly due to the high tide. we are expecting high coastal flooding tomorrow. highs may be in the mid 50's in the bay. the winter storm warning continues in tahoe until tomorrow night. the forecast, with some dry days. the level two storm comes late this afternoon through tomorrow morning, and tomorrow afternoon we dry out until tuesday, a full dry day. another system, very light, looks like a chance wednesday night into thursday but this one depending on how far it tracks to the north, may not bring much rain.

>> we got flooded again like , really flooding. >> you expect a little flooding but not to that extent. >> i can see there's water rushing down that hillside. >> 2, 3 feet of water in the garage. my daughter's room was decimated. it is not good, man. michael: across the bay area, rain poured into houses. >> we heard a big boom, got out, saw the hole in the ceiling, got out of the house, and called 911. michael: trees fell onto roofs. >> once the rain stops, contractors across the border going to be extremely busy. michael: nicole humber of bravo restoration in windsor says it is too much to bear for roofs, trees, and drainage systems long neglected during the drought. >> heavy rains in the middle of the night, wind is pushing water into every direction into every , nook and cranny of everyone's homes that nobody was prepared for. michael: thousands suddenly need repairs, straining the system. >> there are not as many

contractors and tradespeople, men and women, like there used to be, so everyone has already had a waitlist to get repairs done. it is crazy right now. >> i have been doing this for almost dirty years and i have never seen anything thing like this. michael: adrian contreras says those folks who did not think about maintaining their roofs during the drought are now pairing the price. >> you can put a tarp on it, but it is tough. >> the trees that sit out and have not been pruned for years acts as a sail, and the wind pushes against it until something has to give. michael: jeff says folks did not realize a drought had weakened their trees. experts say it may take months or more to get your repairs done, but line up a contractor now. the csl be website can help. type in your city and the type of work you need. it will show all licensed contractors in your area. for example, geyserville has zero license roofers, but nearby santa rosa has 42.

>> building a better bay area, moving forward, finding solutions, this is abc 7 news. liz: now at 6:30. the cleanup continues. how communities across the bay area are dealing with major flooding, mudslides, and other storm damage. plus, when to expect a break from the rain as you start your week. good morning everyone. frances dinglasan is in for lisa argen. what is it like? frances: light to moderate showers, scattered in nature. we have more moderate rain falling through vallejo and it made its way along the richmond-san rafael bridge through emeryville. quite a repor flooding reports and two trees down.

l ti afternoon withale is scattered showers, rainfall less than a half to a quarter of an inch. this afternoon to tomorrow, we ramped it up to storm level impact two, light rain with downpour -- moderate rain with downpours and isolated thunderstorms possible. you see the scattered showers moving east and this afternoon at starts to move into the north and south bay. what you notice is the center of the system tracks farther south so it will bring more rain to the central part of the day, especially around midnight to early tomorrow morning. this will get more rain in the central part of the bay instead of the north bay. this afternoon and evening, we dry out through tuesday, tracking our next chance of a rain shower winds a night into thursday. liz: new this morning, highway

92 in half moon bay is partially reopened as crews continue to make repairs on the sinkhole. one-way traffic control is in place on high when it into going eastbound highway 35. there will be some closures as crews continue to make repairs. take a look at this, large chunks of asphalt shifted until it hit the road. this was in pescadero yesterday. the worst of the weekend storm is over, but see behind is requiring a lot of cleanup around the bay area. the storm packed a punch in the north bay, toppling trees triggering mud and rockslides , while causing flooding and power outages. abc 7 news reporter cornell barnard has a look at some of the damage. >> the house shook a little bit and there was a pretty big explosion from the live wires hitting and a flash. , cornell: that is what gail carpenter heard and saw, the moment her 150-foot-tall cypress tree fell over highway 1, closing the road and knocking out power to a wide swath. is your power out?

>> oh yeah. it will be out for a while. i'm going to go to town and get some ice. cornell: most of the station is in the dark, but the bovine bakery found a way to stay open. >> he brought this generation -- generator from home so we had power for our window lights and the register, so we had the register going. cornell: the storm was fierce, with heavy wind and rain. check of the intersection of highway 12 and 121 in sonoma. it was closed after runoff from a nearby creek transformed it into a raging river. a cal fire crew came upon this rockslide on deer park road in napa county, and this mudslide closed portions of stage gulch road near petaluma. the chp telling drivers -- >> get out! cornell: in novato, armstrong avenue was flooded. roland p. west got trying to drive through. >> it just got so wet, it

stopped. the motor quit running and i could not restart it. cornell: the tree blocking roads commend this large tree fell in mill valley, closing marion avenue. first responders say after the rain stops flooding in mudslide , issues may continue. >> all of the runoff will continue to increase water flow, so that is always a concern within the 24 hours after a significant rain shower like we had. cornell: the upside of all the january storms, plenty of water falls and a few rainbows. that rainbow did not stick around very long. the chp says if you are out and about take it slow. , there's a lot of flooding on the roadways, including highway 101. in marin county, cornell barnard, abc 7. liz: the san lorenzo river briefly edged above major flood stage yesterday in the santa cruz mountains.

according to the national weather service, the river hit 21.8 feet at noon. the river then quickly receded by the next reading 15 minutes later. it is currently below the moderate flood stage, and no word on any damage. santa cruz county has issued a mandatory evacuation for areas surrounding the river. it is as water continues to rise due to rainfall. multiple evacuation orders have been reduced to evacuation warnings in parts of santa cruz county. residents can seek shelter at at -- at cabrillo college and fairgrounds. roads are now back open in monterey county after flooding earlier this week. the salinas river reached flood stage on thursday. it peaked friday morning. the river has since dropped. this decreases the chances of it flooding over the bridge. earlier this wee mtey county s issued evacuation orders in some areas, and crews are still cleaning up that major damage.

governor gavin newsom is reminding the state to be vigilant as it faces widespread flooding, power outages, and other damage. abc 7 news reporter jessica harrington talks to people who have been forced out of their homes in merced county, waiting for repairs. jessica: a handful of friends and family members were hard at work at his parents house late saturday night in plan not a. his parents have been on vacation in mexico this week, so parents and siblings rushed to the home when they heard about the flooding. >> just couldn't say anything. jessica dirt and grass show just : how high the water got inside. in the last few days, they have been working around-the-clock to clear it out and clean it up. a few streets away, the martinez family was preparing for more rain and potential flooding. earlier this week, water got inside their home and on the carpet. late saturday night, president biden formally declared a major disaster in california, opening the door to federal aid for those who have been hit the

hardest. the governor explaining prior to the announcement how the declaration could help those people and businesses who were impacted. gov. newsom: direct relief, direct payments, sba loans, and other things will present themselves is what we will try to work on and provide it, to the extent we can, for state and the counties that have been affected. jessica: esmeralda says top of mind are kids out of school because of flood damage. >> we did make the plea today that he provide flexibility with the department of education to ensure that kids get some instruction over the coming weeks. jessica: the governor reminding people to stay vigilant and listen to warnings from officials until these storms have passed. gov. newsom: we will get through this and come out the other side more resilient. liz: that was jessica harrington reporting. the governors suggested people start totaling up the damage from the storm and keep any receipts for repairs so you will be ready. newsom is calling on all resources to help with cleanup. inmates who have been fully trained as firefighters have

liz: welcome back. here is a live look from our abc -- our exploratorium camera looking out over the san francisco skyline. hope you are having a nice morning and staying dry. in nepal, at least 68 people are dead after a yeti airlines passenger plane crashed on sunday morning. the flight carrying 72 people was on its way from the capital to the resort town pokhara.

according to flight tracker, the aircraft had an old transponder with unreliable data. all of nepal's air carriers are banned within the european union because of safety concerns. according to officials sunday's , crash was nepal's deadliest since 1992. the national weather service has issued a beach hazard statement through 9:00 tomorrow morning a.m. for the entire central california coastline north of santa rosa, south to big sur. this is what things look like in pacifica. one couple tells us they have been on edge. >> a lot of trepidation, and we are very anxious. we have been watching very carefully, sort of holding a vigil here for the waves. liz: people are warned about storm debris in the water and of course dangerous waves. we have seen numerous water rescues across the state with people stuck in their cars, deep in floodwater. the oakland fire department has some tips to avoid scary flood situations. first, avoid driving in heavy storm conditions. if you have to drive, know where

you are going. try to find the yellow and white lines on the road. if you can't see the street, the water levels are too high. >> i think people don't realize how deep water actually is, and how strong and powerful it actually is. it doesn't take much to have the water go over your wheel well and the amount of pressure from these flows. liz: if you get stuck, call 911 and stay inside your car. if it does get inside, roll down your windows. the last option is to swim out. to avoid all of that turn , around, don't drown. raining this morning in the bay. frances: rain over emeryville and oakland, moderate rain moving over the east bay in the next hour and then we have a moderate storm returning this afternoon through early tomorrow
