[laughter] drew: we deserve this. we are going to get it today. sunshine through live doppler 7 this afternoon. dry this morning. a bit of fog in santa rosa. that's our only problem spot. it is chilly this santa rosa. 36 in palo alto, boca coming in at 39 degrees. certainly take the layers with you. our oakland airport camera showing you it is a quiet morning, thankfully, when it comes to the weather. here's how the day shapes up, a ton of sunshine. 7:23, it is a bright day, cool in the low to mid-50's. showers returning to the forecast. i will show you that forecast coming up in a few minutes. jobina: developing news, police looking for the suspect they say stole and a billets and drove it all over the bay area.

the ambulance was stolen just before 7:00 last night in the area of 47th and irving. paramedics were bringing a patient to the rig when it suddenly took off. the driver led the chp on a chase through san mateo and alameda counties. they ditched the ambulance in oakland. painfully, the medics and patient were not hurt. reggie: 23 people dead from the storms across the state. the white house says president biden will visit the area this week to survey the damage. his federal emergency relief from last week has now expanded to assist 41 of california's 58 counties, including everyone in the bay area. jobina: in the east bay, multiple homes are under the threat of mudslides. that's where we find abc 7 news reporter lena howland for which homes are red tagged. lena: good morning.

we are about as close to the neighborhood where it all happened as we could get with cell reception, when a mudslide slammed into a nearby home unexpectedly yesterday morning. because of that, other neighbors had to be evacuated for their own safety. five other homes were ready tagged. marjorie says her husband woke her up early in the morning yesterday to tell her that they had to get out of bed, as a wall of mud pushed into their living room. ugly fire says there was a broken water pipe high up in the area, where the mudslide first started. they luckily escaped with their dog, but their home is now red tagged, as emergency crews went door-to-door to warn other residents to evacuate in the park hills neighborhood, which is on a steep east-facing slope. >> by the time i got out, the mud was already covering the back kitchen door. you could hear the

could hear the mud pushing into the house, breaking the doors. lena: the fire chief tells us that geologists will work with building inspectors and those from day to know college, where the water leak was originally found. then, they might have a better idea on the timetable involving those red tags and when those folks might be able to come back home. now, just a day later, officials still fear the mudslide could be moving back downhill. fire officials say residents of nearby communities next to this one were warned to be ready and prepared in the event that they need to leave quickly because of this. live in the berkeley hills area, lena howland, abc 7 news. reggie: lena, thank you. you can see a trail of mud spilling down the hillside and onto the street. crews shut down parts of

claremont avenue to clear the road of debris. jobina: in the south bay, the widespread storm damage as blocking chances to get out and enjoy local parks again. san jose's popular park is one of those closed right now. it is described as a box canyon, where the sides are very steep and objects could slide down even in dry conditions. >> the area is very soaked with the rainwater. we can still see mudslides, landslides, rock slides coming down. jobina: even the temporary hollywood-style sign that celebrated the parks 150 years in 2022 is no more. there is a lot to do before the park can reopen, and that includes assessing unknown damage on every trail, clearing out narrow trails by hand, and even bringing in heavy equipment to do the job. reggie: on the peninsula, a

stretch of highway one at the peninsula is back open. you can see just how big this boulder was that toppled onto the road and why it clogged it. lanes were blocked for several hours. the chp called for heavy equipment to be brought in and they removed the boulder. jobina: rock slides, mudslides, pavement giving way. the atmospheric river has taken a serious toll on our roads. now we know just how much. there have been more than 500 landslides across the state since december 30. that's according to the california geological survey, which share this map with us. as you can see in blue, there has been a cluster of landslides in the bay area. why is california prone to this? geologists say the state has relatively young mountains. that means much of the steep terrain is still in motion and covered in loose rocks and soil that can easily slide away. reggie: cruise across the bay area are cleaning up and assessing damage, including at the golden gate national

recreation area. there is an old military structure on the beach in san francisco and it slid down a nearby bluff. park officials say the structure tumbled off a cliff yesterday morning, likely because of the saturated land. >> we actually did a study to see, could we stabilize in place some of these structures, especially some of the gun positions? it was just so prohibitively expensive. reggie: no one was hurt in the slide, but officials remind visitors to be careful in the area. jobina: the lake tahoe area is now just a sheet of white. local ski resorts say they got several more inches sunday night and into monday morning. chains are now required on both interstate 80 and highway 50 through the region. for the latest information on the weather and local road closures, head over to our website. we have everything you need to know about the storms on abc7news.com.

average this time of year. 2:00 p.m., nothing but sunshine. take the son -- take the sunglasses with you. tomorrow, a cold front that will bring the return of rain. it is a quick moving system and it will be out of here first thing thursday morning. this is a level one it is a fast-moving system. brief downpours and rainfall brings a half-inch to most areas. we will time all the storms and show you how much rain you can expect where you live, coming up in a few minutes. >> we go to the richmond-san rafael bridge. things are moving nicely at a great clip. it is about an eight minute drive in the eastbound direction. we do have roadwork walking the shoulder and a lane headed toward the east on richmond side. it's pop down to san jose. that is 280 at the 17-880 crossing.

reggie: developing news in florida, at least eight people are recovering after getting shot at a crowded mlk day event. one of them is in critical condition. officials say more than 1000 people were at a block party in fort pierce when shots were fired after an "disagreement" of some sort. police believe there were multiple shooters. developing news in new mexico, police arrested a former republican legislature candidate for directing a series of drive-by shootings, targeting the homes of democratic lawmakers. they say he was the mastermind behind the shootings. they claim he pulled the trigger during one of the attacks. he lost his state legislature

race in november by a landslide. officials say he was angry at the outcome. >> at the end of the day was about a right wing who did the most extreme thing you could do, which is turn to violence. reggie: officials are wearing about a rise in political violence across the country. this comes just months after former speaker nancy pelosi's husband was attacked in their san francisco home. jobina: now to the devastating passenger plane crash in nepal. a copilot on board was a widow who had lost her husband to another yeti airlines crash a few years ago. the pilot got her training with the insurance money left behind by her husband's death. her body has not been found yet. other bodies that have been recovered are being returned back to their families.

the aircraft's black box has been sent to france, which is where the plane was manufactured, to find out where it crashed -- why it crashed. reggie: with yes -- with last year's volatile housing market, we take a look at what we can expect this year. many would-be buyers and sellers got sidelined last year. from the spring of 2020 to 2022, home prices went up nearly 40%. mortgage rates are relatively high, causing some homeowners to reconsider selling. for now, competition is high for fewer homes on the market. >> we are not seeing 15 offers on one home at this point. we are starting to see prices come down a little bit in certain markets. i would not say it is necessarily a buyers market yet, but i would say it is a pretty even market between buyer and seller. reggie: experts say avoid the spring selling season. that is the advice every year. they sell for a seasonal premium, when buyers are committed to getting it done. jobina: as the latest covid

solutions. this is abc 7 news. reggie: now at 6:30, g newsom declares an executive order to help millions in the state recover from the storm. jobina: rescue efforts as high waters strand dozens and one east bay neighborhood. they could finally get relief today, as dry conditions are expected. reggie: big prices that won't break the bank. where in the bay area you can go right now to find much lower prices. jobina: good morning, everyone. it is tuesday, generally 17. reggie: first, we check in with me meteorologist drew tuma. drew: a nice-looking tuesday. totally dry out there. clear skies, a bit of fog in parts of the north bay. santa rosa down to 1.25 miles. tsith great visibility. temperatures the culture starts to the month. conquered at 37, 36 in palo alto. several layers needed as you step outside this morning.

take the sunglasses, but the umbrella can be kept it home. here's how the day shapes up. nothing but sunshine. sunrise at 7:20 three, temperatures in the 40's. we will climb into the low and middle 50's, but rain returns to the forecast. we will talk about that in a few minutes. reggie: governor newsom is adding more support for communities affected by storm damage grid he assigned that she signed an executive order. in the east bay, all the recent heavy rain has triggered a major mudslide in the berkeley hills. at least five families have been forced out of their homes because of the mess. abc 7 news reporter lena howland is live without these homeowners are doing. lena: five homes in this berkeley hills neighborhood were red tagged yesterday. those homeowners were told to leave for fears of another mudslide hitting this area. this was the scene yesterday

morning, when a wall of might pushed into a living room of a berkeley hills home. homeowners and their dog were able to get out safely, but that slide is now putting other homes in danger. paul chang owns a house below her this mudslide happened. his is one of the five that have been at red tagged and unsafe to live in for the time being. >> i'm right next to their house. in fact, if the mud keeps sliding, it will probably hit my house or that house down the street. i have tenants who with their. they called me this mning saying they had been evacuated. lena: berkeley fire officials say they are making some progress after finding a broken mudslide first started. but it is still unclear when those red tags might be removed. keep in mind, officials fear the mud could keep moving downhill in this area and that's why fire officials have warned residents in nearby neighborhoods to be

prepared and ready to leave quickly if needed. live in the berkeley hills area, lena howland, abc 7 news. reggie: thank you. pittsburgh residents getting rescued from floodwaters. the fire water rescue team was called in. they helped 12 people out of one neighborhood. they got them out by boat. one driver also had to be rescued. evacuation's remain in place for 19 homes in the area. >> the fire department and our patrol personnel decided they need to go door-to-door and tell them water is rising and we want to recommend they evacuate. we knocked on 19 doors on ventura and on harbor, and we asked them to evacuate. reggie: flooding his people -- is keeping people from their homes. one whole area is. authorities say an underground water channel broke on saturday and the creek crested again sunday night. pittsburgh police say to expect harbor street to be closed until

at least tomorrow. jobina: california's departmen ofer wat 21 locations around the that are still at risk of flooding, in the wake of more storms over the weekend. one of those is the salinas river. they say it isxp engtiecit -isoe will be stronger, as all the water works its way through watershed. that means local flood managers near the river and many other parts of california will be busy this week. >>ntng agencies will need to maintain and inspect their levies for any damage that may have occurred as the waters came up against the levies for so long, and evaluate long repairs that may be necessary. jobina: the department of water resources sata snowpack is at epic levels, but that could cause flog inodhe tin all reggie: that snow melts. south bay, reservoirs through santa clara county are full. people are trying to go see it.

crews had been working to clear debris and blockage throughout the county. onf o for those who manage the local waterways would be to draw down the reservoirs, to stop this billing. it is all very unfamiliar to longtime residents. >> i just can't remember ever saw this. that is why it is such an epic and exciting time. >> it has been so dry that this is exciting. reggie: valley water says it expects the spilling to stop in the next two days and the other reservoirs in a week or two. they cannot keep reservoirs totally full because there could be more will be releasing some of that water until the spring, when we typically don't expect as much jobina: you have been dodging all those potholes out there. hate to break it to you, the gee worse aftll aer she ts.tosky 7 g potholes on highway 101 in redwood city. in san francisco, the public works department reports an average of 600 potholes per

month. the department says it has already surpassed that number in just the first 13 days of this month. however highways are already saturated with potholes, we know this. in many cases, the cracks were already there, so the rain is just making it worse. >> we are playing catch up right now. we just got this big rainfall, so a lot of the pavements that got cracked when we did not have enough, the water is getting in, pieces are popping out. jobina: we are talking about how you can feel it in your bones sometimes when you hit the pothole. reggie: i worry about breaking my car. jobina: t tire, but the whole axle. reggie: do you everything, did i just break myself? jobina: yes. i just learned this. john harvey is the director of the uc pavement research center. in his lab, they are testing materials to help roads less longer. it has hired worse -- it has

higher recycled content. in the north bay, they are facing a long road for the cleanup effort, but showing some signs of progress at highway 37 between 101 and atherton avenue is back open this mni.re tha24 s because of flooding. late saturday, the nevada river ran over levy. that led t to heavy flooding across the highway. high tides also contributed to the problem. caltrans crews say it could take days to pump out all the water. >> it's a low spot, a road that travels through a marsh. water is always going to want to collect there. jobina: in sonoma county, parts of highway 121 near highway 12er flooding. marin county, cleanup continues at an apartment comp x ain mudslide damaged it week, displacing all of the lt peopleo live there. we spoke to one resident who

just went to check on his apartment yesterday. he has been living in a hotel. >> my wife and i were in our bedroom and we thought we heard thunder. it wasn't. it was a tree cracking and hitting the apartments back there. reggie: volunteers with the american red cross are helping assess the damage. it could be months before some of these residents are allowed to return. while our storm surge has caused to mitt's damage all across the bay area, there is a silver lining in san francisco. wildlife ecologist jonathan young says the water has brought the watersheds lowering back to life. that includes a newly created pond on the south side. stor much of the year and will likely be a critabalat for the chorus frog, a species that was nearly extinct in the cit wasy unreintroduced in the presidio. >>yhe t going to start laying their eggs. the first warm we get, -- warm night we get, we will get ts
