sunny weather and check this time lapse of the last glimpse of the sun this evening sunset in san francisco was officially at 5:16 pm with all the storms these past few weeks sunsets have been a rare sight because of the storm's president biden is scheduled to visit our state on thursday to see the damage along the central coast. an ace strain was held up for hours after a mudslide on the tracks this morning in niles canyon. no one was hurt the eastbound side of highway 92 is open. the westbound side is still closed because of a sinkhole on the way to half moon bay highway 13 in oakland totally reopened today after a landslide brought down a tree near moraga road the night before last and that is just a sample of the damage done by those non-stop storms. yes so much damage abc 7 news weather anchor spencer christian has been tracking it all for spencer. what's keeping you busy tonight? oh, well, we're busy tonight dan looking back first at those last 24 days. you talked about we've had 20 rainy days in the last 24 days

if you don't count christmas day, which is when the count started it's 20 out of the last 23 days, but of course it was dry today. so we're going into a drying off period that will certainly be helpful as we recover from all the damage from the storms. however, there is a rainy interruption on the way on the exclusive abc 7 storm impact scale the approaching storm coming. tomorrow late tomorrow ranks level one. so it's a storm of light intensity. it'll be a fast moving storm producing some light rain and some periods of downpours as well, but they won't last very long most areas will get less than half an inch of rain from this system, but we need to look at the timeline here. so for tonight partly cloudy skies, then tomorrow morning mid morning. we see the clouds thicken become more widespread this frontal system that's bringing the next rain will start sweeping through the north bay in the late afternoon hours and then into the evening hours other parts of the bay area by tomorrow night. it'll be out of here, which is good news. that'll lead us into a string of sunny days and nice sunsets. i'll give you a look at that. just a little bit later. i'm all right, we'll check back

with you. thank you spencer. despite the sunshine today more problems in the east bay hills, including mudslides and road closures abc 7 news reporter leslie brinkley talked to state insurance officials about mudslide insurance and leslie. it's usually a loss for the homeowner. it of other problems erupting up here in the east bay hills today in addition to the mudslide from yesterday. we had the road behind me grizzly peak closed for most of the day of various issues there. it's been kind of a mess up here because the soil is still super saturated. grizzly peak a major road that cuts along the tops of the oakland berkeley hills closed for much of the day between the steam trains and fish ranch road and early morning accident on slick roads ended up taking out a power pole and downing major transmission lines as crews work to repair the damage chp also

closed down the ramp from highway 24 at fish ranch road for several hours as mud and debris oozed onto the roadway. the travel difficulties came after a treacher's mudslide slammed into this berkeley hills home monday morning, the homeowners escaped and four other homes downhill of the slide. we're all so red tagged. there are still worries about the slide advancing with more potential rain on the way. you know, you just finished. modeling the house so it' to see it all go and we'll have to start again, but that's why makes it hard for homeowners who deal with mudslides homeowners policies generally exclude some kinds of earth movement and specialty brokers offering mudslide coverage are sometimes difficult to find if you live in an area like the berkeley hills an area that could have landslides it may not be covered

by your flood insurance or your homeowners insurance. we encourage people to look at private flood insurance, which may have some coverage for a landslide. so bottom slams into your home as you just saw you likely do not have coverage. there are some exceptions dan and alma. i was told today to check in with your individual homeowners policyholder. leslie what happens though when homeowners want to use insurance to cover mudslide damage because it's not always straightforward. that's exactly right. that's what i did today. i talked to as you saw there the california department of insurance. there are a lot of technicalities and a lot of it has to do with the composition of a debris flow and whether it's originating from flood waters or whether a fire might have triggered a mudslide or ase drenched mudslide likely is not

coverable. i was told by a local broker that there are some folks out there if you dig deeply to try to find coverage, but it's difficult to get if you can find someone to offer it and i was also told that you should check with fema because if you add flood insurance to your policy, there is a chance the federal government will cover a mud slide. they did that five years ago with montecito there were mudslides there and they made an exception and they did provide some coverage but it's unknown if they would. right now or going forward so a lot to check on reporting live in the east bay hills. i'm leslie brinkley abc 7 news. all right, leslie. thank you. well on this subject a massive mudslide stopped in ace train in its tracks today stranding more than 200 people for hours. it happened just after eight this morning near niles canyon road in sunol after about four hours another train arrived to rescue the stranded passengers from the ace five train.

well union pacific cruise cleaned up the mess and checked the tracks for safety george mcelroy. one of the riders was clearly frustrated. i'm just disgusting because i just wasted a whole day, you know sitting on that train and potentially, you know, we could have been in jeopardy. miles canyon has been affected by the rain and mudslides in the past few weeks. we are glad to say no injuries from today's incident a nonprofit center in san mateo county still cleaning up mud from the storm that hit new year's eve more than two weeks ago abc 7 news anchor deon lem traveled to the venture retreat center near pescadero to see just how much mud they're dealing with. imagine a title wave of mud so fast and fierce you can see how high the levels were up to the side of this lodge now ever since new year's eve volunteers have been working tirelessly to the bone digging themselves out trying to salvage what they can and they still need so much help

from the community tonight. i've never experienced. anything like the force and how quickly you know, things could be normal and all of a sudden complete tragedy said among the majestic redwoods of pescadero venture retreat center is a nonprofit for those in search of a slice of peace in an otherwise chaotic world. it's been here since 1965. there's been so many wonderful healing groups here, but never did janelle bartlett who volunteers her time running the center imagine the chaos that unfolded new year's eve. it looks like somebody open to dam coming out of it. what coming out of the house in what felt like an instant the storm's wrath mixed with mud penetrated their main lodge and surrounding grounds displacing a visiting group overwhelming so much. so much work to be done and shovel by shovel step by step armed with whatever tools they can find volunteers have been

so that's kept us very busy. was this storm one of your busiest times ever. it was robert a paulinar has been working around the clock recently as a certified arborist for san jose tree services, but his work is not done. the sunshine has returned, but the risk hasn't gone away, right? that's right. that's because the ground is still soaked from nearly three straight weeks of rain. a pollinar says owners knowing what to look out for can lower the risk of damage. the first red flag is structural issues within your tree. so if there's trees that we're not growing correctly that had some decay in the in the trunk or had root damage. those are the first to go you can spot this by looking out for branches that split off or going different directions. they could snap where they attach very common with eucalypt. trees based on their their weight of the branches mostly is their branches are so heavy and if there's any weakness in the attachment it will fail but that doesn't mean you have to live

investors. timothy lefevre and ken matson to build a plaza in boise springs. this community is very very mobilized veronica annapolis started wake up sonoma to be a watchdog of lefevre matson owned and managed projects and properties in sonoma valley the partnerships lefevre and mattson have purchased dozens of properties annapolis and other residence question the volume of purchases and are concerned. they're not being developed quickly enough all along. we've been saying to separate the plaza slash community gathering place from the idea of collaborating with fluffy for madison's who are developers who don't develop following community meetings highlighting those concerns supervisor susan goren tells abc 7 news. she spoke with matt's in last week and terminated any agreement on scoping and community outreach regarding a potential plaza location in parking lot next to the post. this in a statement warren said it is increasingly apparent. there is not a base of support for this potential collaboration. i think she called it right?

it's a start. it's a start well wake up sonoma considers the terminated agreement a victory members say there's more work to be done. there's a lot that we need to educate. this community about and this land grab that's going on, but we've at least stopped this one. they want greater transparency from lefevre and mattson about their plans for the other properties purchased around sonoma if you want to be part of this community you have to work with it in an email statement to abc 7 news a spokesperson for la fever mats, and and it's related entities rights quote the goal of the springs plaza development team was always to explore this project in partnership with the initial advocates of the plaza a county and the community. we understand that the dream of the plaza is still alive and it is disappointing that the public may be denied this community gathering space and that supervisor goren may be robbed of her legacy of seeing this project to completion. what we are hoping is that susan goren will come to the table and speak to not only wake up sonoma

grout drought stricken now today, it looks like this snowpack green and lush and we've been elevated out of the worst categories of drought and that's the good news of the rainfall. here's a lot of view from sutro tower looking out over san francisco where right now 52 degrees and we have temperature readings in the low fifties at oakland, palo alto san jose at bay santa clara 48 degrees and a nice clear view from the east bay hills camera looking westward across the bay 50 degrees right now at both fairfield and santa rosa 52, novato and concord 49 and napa 47 at livermore and the view from our rooftop camera. looking toward the bay bridge we present the forecast headlines partly cloudy and chilly overnight, especially in the inland valleys level one light storm is coming our way tomorrow evening. it'll move through quickly and we can expect dry sunday pattern beginning on thursday the approaching storm on the exclus. of abc 7 storm impact scale is a level one a storm of light intensity. it'll be a fast moving storm sweeping through tomorrow evening producing light rain brief downpours less than a half inch of rain in most locations.

so we'll start the forecast animation 11 am tomorrow at which point we'll see the skies becoming cloudier and then in the late afternoon, this cold front will start to sweep through the north bay just as theng com iunrway and it'll swey southward and eastward. so it'll hit all parts of the bay area, but it should be over and pretty much out of the area by about 11 o'clock tomorrow night and that will start a string of dry days and sunny days on thursday, but let's talk about the storm and what it'll leave behind right around the the bay here, san francisco oakland hayward san mateo those locations will get right around a quarter of an inch of rainfall farther inland san ramon about 4/10 of an inch up in napa nearly half an inch and not so much down in the south bay just over a tenth of an inch and places like mountain view and san jose on we go to the sierra sierra where winter weather advisory will be in effect from pm tomorrow to 4 am thursday, we expect another half foot to about a foot of snow there a wind gusts only up to about 35 miles per hour. so not the whiteout conditions that we've seen with previous

storms in the sierra overnight under partly cloudy skies low temperatures will drop into the mid-30s in most inland valleys low 40s right around the bay shoreline and on the coast and then tomorrow's highs under increasingly cloudy. skies will be mainly in the mid-50s very narrow range about 53 53 to 55 degrees in most location. here's the accuweather seven day forecast and thursday will be the start of another dry pattern and that's going to continue into next week sunny days all the way through the weekend and into early next week with gradual warming not a significant warm-up. we'll have highs in the low 50s in inland areas on thursday and friday into the mid-50s over the weekend. not much warmer than that, but i guess we won't complain about that right? we've got the sunshine coming out. so let's enjoy let's dry out and recover. thank you. well our recent wave of storms unleashed flood water in communities all over the bay area and now a new report suggests the threat could expand in the future and the problem

isn't isn't just from above but below powerful storms offer clear evidence of how vulnerable parts of the bay area really are to flooding. but now a new study is raising concerned about a kind of double threat right underneath our feet. it's being driven by sea level rise. that's literally pushing saltwater inland and raising the water table and its potentially threatening to undermine the system of levees and sea walls that protect our shoreline. they're definitely vulnerable. the is running under them. so even though you have a levy you're still gonna get flooded from below as the groundwater rises chris may with a pathways climate institutes and ellen playing with the san francisco estuary institute analyzed groundwater data for low-lying areas in four counties, san francisco, marin, alameda and san mateo, they're mapping suggests. that key infrastructure will be increasingly vulnerable to being flooded from below especially during big storms.

most of our infrastructure is within six feet of the ground surface. and so we're talking about, you know, very sewer lines both wastewater and stormwater sewers in some places buried electrical lines all sorts of different things that are under the ground in the case of water systems. they say water entering broken or degraded pipes could overwhelm capacity increasing flood risk during storms the report also raises concerns about former military or industrial sites in areas like hunters point richmond and alameda where rising groundwater could push toxic materials to surface because as that groundwater rises it can cause that cont. amination with the level rise expected to accelerate as glaciers melt the report suggests an urgent need for resilient solutions, including expanded tidal marsh and horizontal levies in place of shoreline development that vegetation and it drinks the groundwater and so really

fresh start act. it went into effect on january 1st abc 7 news reporter lose. pania spoke to the senator behind this bill who says many will get a clean slate in life. new year fresh start and that's exactly what thousands with criminal records throughout california could get when you look statewide. it's by many thousands of people who maybe for for years or decades have been trapped in poverty because they have a criminal record that they can't get cleared senator scott wieners behind the fresh start act which allows for the complete removal of any sign of a criminal conviction for many people's records something that in many cases was dependent on pain restitution. this says if you've done your time and you are eligible for having your record clear for expungement that the fact that you owe restitution is not going to be a barrier to that. we're not getting rid of the restitution debt, but we want to help people get their records clear so that they can get a job in san francisco the public

defender's office track down 1300 people who might be eligible for a clean slate, but you won't be easy. this is not something everybody just gets to walk in and they get you know, a free expungement. there are checks on that. there's checks from the district attorney's office and from the court to make sure that this person really has been rehabilitated at first the district attorney's office was not on board now in a statement they said in part moving forward. we will be in full compliance with the fresh start act and not consider outstanding restitution as a review petitions. yet of this law, is that a judge still needs to review each case and ultimately decide if a person's criminal record should be cleared some of the more common felony cases that will be eligible for relief. maybe especially drug possession. there may be some burglary cases, even though each case will need to be reviewed

individually. some crimes won't be erased registration as a sex offender. those are still not going to be eligible most likely inside francisco loose loose pena abc 7 news. president biden is facing increasing scrutiny over his handling of classified documents following his two terms as vice president under president obama last week five more pages of classified materials were found in the president's delaware home. this comes after 10 classified documents were found at his private office in washington dc as republicans demand more answers. the public is questioning the transparency of the white house from a security perspective. there's nothing to be gained by disclosing details of the investigation from a political perspective transparency is key. house republicans have requested visitor logs from biden's home. however, the white house says they likely don't exist since the us secret service doesn't keep visitor logs at private residences.
