♪ >> building a better bay area, moving forward, finding solutions, this is abc 7 news. >> after a mudslide slams for the second day in a row. more rain is on the way. good evening, thank you for joining us. >> officials are addressing concerns passengers might have. we are worried about of the corridor after back to back mudslides. >> begin with spencer christian for details on the rain that could complicate the situation and compromise the area more. spencer: here is a look at live doppler 7. lots of moisture building up in the north bay now and most of

this is just moisture in the atmosphere but there may be a drop or two beginning to hit the ground. it is a level 1 storm approaching on the storm impact scale. a fast-moving cold front will move through and bring periods of light rain and a few downpours. most of the activity will be in the north bay until 9:00 or so, then we expect the storm to sweep southward and push out of the bay area before the morning commutes begins. if things stay should be ok. i will have the full forecast later. >> thank you. tonight ace train service has been canceled until at least monday after a mudslide hit a train around 5:30 this morning injuring three people. it is a near repeat of what happened yesterday in nearly the same exact place on niles canyon road. we have a reporter there where it happened and he joins us live.

>> crews are out here right now working to inspect the line and clear what happened. we came out to show you cruise hard at work here. union pacific owns the track that the a's train runs on and they have been working out the date since it first started since 5:30 this morning. when we last reported they said they expected operations to be back to normal today but factoring these reported injuries, what happened today and set up being worse. >> it is a nearly identical scene to the one at the day before, and a's train stuck on the tracks between fremont and pleasanton because of a mudslide. startling 223 people on board the train. >> i have fallen asleep in boom. i was woken up. it was rainfall that the area has been seen.

this is what passenger saw inside after the impact. >> everybody was saying we hit a tree. then we saw the mud up against the window. >> i was asleep. it sounded like we had a vehicle or something. it was so powerful. >> passengers were stranded for several hours just as they worked the day before but this most recent incident had one major difference. >> there were three passengers who experienced some minor injuries due to the incident. >> do you know anything of the nature of the injuries? >> no, not at this time. >> union pacific cruise conducted a full track inspection and brought in equipment to clear the corridor between another train comes through. but that same process, done the day before. >> what do you have to say to passengers who may be afraid or worry about a potential next time? >> that is a reasonable concern.

two mudslides back to back is a little bit unprecedented for us. one of the things that passengers should know is that both from the union pacific side as well as the rail commission who owns and operates the a's train, the safety about passengers is our number one priority. as we assess the corridor and the safety of operations, we have the passengers safety at top of mind. we are not going to initialize operations unless we know the corridor is safe. that is our top priority. >> it is incredible to see these crews up as high as they are on the mountain right now. construction equipment on the tracks as they continue to work to clear this. service will not resume until at least monday. the passengers today are helped with alternate transportation to get to their destinations. there are four trains going from

stockton to san jose and for trains in the afternoon comingcs service to get to and from their jobs. some of the commuters telling us they have to take location days because they cannot get to -- vacation days because they cannot get to work. >> the president will be in the bay area tomorrow to to our communities damaged by recent storms. president biden will to work santa clara and santa cruz counties to assess what additional federal support is needed. over 500 fema and other personnel have been deployed. >> our heart is with all the families in the communities that are hurting and all the brave and heroic first responders. >> the white house has already approved a major disaster declaration clearing the way for federal funding including assistance to those whose homes have been damaged and destroyed.

>> the white house expanded the declaration to include monterey county. homes and businesses were all significantly damages. a fema expert explained how the declaration frees up money to help families. >> we can provide funding for lodging expenses like those who may have evacuated their home and went to a hotel. we may be able to provide home repair assistance, home replacement assistance, for those who have lost their home totally. >> monterey county is working to set up an in person local assistance enter for home and business owners to access resources. they hope to open it this weekend. you can always check the weather on the abc seven bay area streaming app. we have live doppler 7 all available on a roku, roku.

>> the bike still on the ground at los banos and 160 five ave 100 65th avenue. the driver of the other car backed up into the motorcycle and took off. no word yet if he has been cost. >> it is not a new trend for bay area residents but this time a twist. a reporter shows us the damage into different neighborhoods where three dozen cars were broken into. >> an alarming an unbelievable sight to see. three suspected thieves smashing car windows. one after another on wood street in west oakland around 7:15 tuesday morning. 20 cars were hit according to one neighbor. >> everyone having their passenger-side window smashed. >> someone smashed his car

window but did not get anything. >> unbelievable. the fact it happened during daylight and it seems like there is more or less in the city. >> neighborhood and the marina district, neighbors say someone smashed windows of at least 17 cars. it happened on two blocks on filbert street. his car is now on the -- in the shop. >> this is not what we are expecting. even though we have insurance, we have to pay out-of-pocket as well. >> he lived in san francisco for more than two decades and this is the first time his car was broken into. the break-ins happened the night before a previously scheduled town hall safety meeting. >> it is very frustrating and it is area at now. >> he worked -- she works at this dry-cleaning business. >> it was like every other car a

window was broken. >> she already knows what not to do. >> that is one of the things people always tell me. do not leave anything of value in your car. >> we reached out to city leaders in oakland and san francisco to ask about the break-ins. they responded quote car break-ins of this scale are what happens when we are 500 to 600 officers short. i am doing all i can including allocating funding to keep residents safe. >> we have seen violent crime on both bart's and muni and now a local business is offering a self-defense workshop specifically for those who take public transit. luz pena spoke with the instructor. >> images of people being robbed or attacked while taking public transit like this 79-year-old woman in san francisco who was kicked in the stomach in a

>> a hearing over the ongoing debate around homeless encampment sweeps has been postponed until february 3. a judge granted a restraining owner -- restraining order. the judge could allow the city to clear the entire site to make room for an affordable housing project slated to begin construction there. >> homelessness is still a major crisis and is going to take a lot of work to find real solutions.

much of this moisture is moisture in the air showing up as green on the radar but there is a light rain in santa rosa now and in other parts of northern sonoma county. here is of you looking out over san francisco. 53 degrees in the city and across the bay in oakland. mid 50's and palo alto, santa clara and half moon bay. the storm coming down from the north and you can see it is cloudy there. 52 degrees in santa rosa where the rain is hitting the ground. mid 50's in novato, napa, concord and livermore. the approach to the toll plaza at the bay bridge, these are the forecast features. a brief period of rain. clearing begins before the morning commute. we can expect dry sunny days for the next several days. the approaching storm on the impact scale is a level 1. it is a fast-moving storm. it will produce light rain,

brief downpours, notice it is raining into the north bay already. it will sweep southward over the next few hours and start to push south of the golden gate into san francisco and down on the peninsula and over to the east bay later tonight. but it will be all over by mid early morning hours before the morning commute begins. we will have at least partial clearing by about 4:00 or 5:00 a.m.. rainfall totals under half an inch across most of the area. coastal flood advisory from 6:00 a.m. to 3:00 p.m. not because of rainfall but because of the high tide. we are talking about maybe some minor coastal flooding in low-lying areas. overnight lows in the mid to upper 30's inland. low 40's elsewhere. here is accuweather 7-day forecast. once the rain pushes out of here in the wee hours of the morning we are in fort sunshine tomorrow and honey for the next seven
