brutal surf and flooding on january 4. >> the president took a look at the damage firsthand, announcing increased funding for the state. zach fuentes was there when air force one touched down. >> he joins us now with the latest. reporter: the president was set to land in mountain view at 12:10. he hit the ground running. he was able to see up close some of those areas that have been hit hardest by the damage. he got that firsthand look in his short prep act itinerary. the days events off to an earlier than planned start. air force one landed. president biden walking off of his plane to be greeted by governor gavin newsom along with anna eshoo. relaying the message she gave him about the damage done in her district and throughout the state. >> heavy and costly damage.

these are costs that no individual can afford to pick up themselves. you would have to be extraordinarily wealthy to afford that. i spoke to them about fema fema director that is really outstanding. i delivered my message. reporter: biden j and padilla along with the fema administrator, flying from santa clara county to santa cruz county. an aerial tour of the damage. this video showing a birds eye view of capitola. the president landed at watsonville municipal airport. from that point on, it was time to see the damage from the ground level. announcement approving that increase in disaster assistance for california.

>> to people in california i say it again, the country is here for you and with you. we are not leaving until things are built back and build back better than they were before. reporter: so those remarks you just heard from the president came in just under an hour ago. now he's heading back to watsonville municipal airport to get back on air force one. abc7news. larry: what will the increased data include? we are talking about hundreds of millions of dollars here. reporter: hundreds of millions of dollars that's desperately needed. you heard him say that 100% of the cost of removing debris and emergency shelter for evacuees is going to be covered by the federal government. the department of agricultural will be offering low interest loans. the small business association will be offering loans to some of the business owners. these are funds and assistance

that those people really need. bringing images to you guys on air. these people desperately need that and hopefully will be able to use that as soon as possible. larry: thank you. hopefully the money gets in their hands quickly so they can get the process started. the president is heading back to moffett field and then will ultimately stay back in washington, d.c. kristen: we will take you live when the president gets there to hopefully see air force one take off. [inaudible] in the at storm damage at point raise. there are hundreds of downed trees and even this recent landslide that was caught on camera. cornell barnard has a look at the efforts to repair the damage. >> watch it though.

reporter: part of the cliff gives way. the dramatic landslide was captured on tuesday. nobody was hurt. it happened near the al amir falls inside the point raise national seashore. >> it goes to show you what happens when the ground is saturated. gravity just takes place. there are failures. reporter: storm damage inside the park is still being counted. rooms were ripped off historic buildings. there were mudslides entry after tree after tree toppled during heavy rains and strong winds, impacting popular hiking trails. >> old pine trail. meadow trail. all of those are affected by the downed trees and the saturated soils. reporter: this is bear valley trail. several trees fell during the storms. alice and deb jones were venturing out. >> it's more rugged than it usually is.

the first time we did it, it was blocked. reporter: more than 300 trees fell. some of them are stacked up this composting company where they are being recycled. >> all day long, these trees are being shipped and composted. check out this pile. it's as high as a two-story building. reporter: will you be busy for the next couple of weeks? >> may be three months. reporter: landscapers are helping with the tree removal. an erosion at drake speech means elephant seals are being pushed into the beach parking lot. it's closed to visitors for their protection. if you are planning a trip to point raise, put it off. cleanup is still happening. >> i would say wait another week or so. when we have a better assessment of the trees that are down on the trail. reporter: abc7news.

larry: track fix reopened highway 116. a large rock slide sent boulders, tree limbs, debris down onto the roadway, forcing the westbound lane to shut down. drivers should stay alert for hillsides that are still saturated from the latest storms. the recent rain created serious let -- threats across the bay area. trains coming to a halt, families evacuated from their homes. suzanne phan takes a closer look at how long we will be dealing with landslide threats. reporter: check out this hillside in richmond. it sits above the sea cliff development. two weeks ago, the city manager proclaimed a local emergency due to heavy flooding. the families that evacuated from this area two weeks ago still have not been able to return to their homes. they've been able to pick up items and secure their belongings but there is no

telling when they will be able to move back in. >> until they secure the hill, they don't want to let any of the people back in. reporter: when the families were first evacuated january 3. >> the first thought, are we going to be evacuated? reporter: tom saw the crack when the evacuation order was first ordered. >> the crack was a couple feet wide. what you can't tell is how deep it is. reporter: 600 landslides have been reported statewide since december 30. this professor of geology believes that number is larger than that. >> all of the years rain all at once. 300% of the rain we just one burst. reporter: landslide after landslide. two days in a row of landslides slammed into the side of a train in niles canyon. >> i noticed the window. shattered on one of the sides.

it was cracked. then we saw nothing but tree limbs everywhere. reporter: it blanketed the tracks. heavy equipment had to be brought in to clear away the landslide. professor newton expect more to come. the threats of landslides can last weeks if not months after a rain like this. >> the ground is very saturated and heavy. water is very heavy. when it is soaked in and when you get them pushing out, those are going to be a really prime risk until they dry out. reporter: abc7news. kristen: a search is underway for a missing person believed to be in the waters near pacifica. the north county fire authority is assisting the coast guard in the search. the missing person hasn't been identified but the disappearance was reported at about 10:30 this morning. authorities are asking the public to stay clear of the area while the search is conducted.

larry: king tides have returned to the bay area. the national weather service says tides as high as 70 -- seven feet are possible. this round of king tides is expected to rollout by tuesday. kristen: we thought our issues with water were done for a while. larry: not quite yet. king tides are the last thing we need right now. spencer: that's true. the next -- last storm didn't affect our flooding situation. it's not the rain that's responsible for the coastal flood advisory. it's the king tides. the highest astronomical tides of the year. flood advisory in effect until 3:00 monday, affecting low-lying areas along the coast. the weather is clear because a strong high-pressure system is building offshore. we call it a storm blocker because it blocks the approaching light storms from coming into the bay area.

larry: david crosby has died. he was a founding member of the birds.

crosby's wife confirmed his death after a long illness. he battled a series of health challenges including three heart attacks, a liver transplant, diabetes, and tendinitis. he was 81 years old. a new twist involving a wild police chase. a drunk driver stole an suv and led officers on a pursuit, crashing it off a hill in the twin peaks area overnight. investigators confirm this was the same range order -- rover reported as missing by the city. kristen: he spoke about his growing concerns of doing business in the city. reporter: home to luxury cars in san francisco, a suspect broke into the jaguar land rover dealership late tuesday night. >> they broke in. they raided the place. they stole a range rover and drove it through the side of the building. reporter: pushing the brand-new range rover through an overhead garage door. the general manager called san

francisco police wednesday morning at 8:00 to report it but they never showed up. >> multiple calls throughout the day. email to the mayor's office in chief of police. no response. reporter: it wasn't until the next morning, police getting back to him for the first time. >> informing me that they acquired the vehicle but it was badly damaged. reporter: the dealerships stolen range rover is the same one which is -- a suspected drunk driver rammed into a police car. driving off the road and falling down a huge hill in twin peaks. landing on another parked car. >> this could've been stopped 24 hours ago easily. we could have recovered the car yesterday. reporter: this isn't the first time his calls for help have gone unanswered. calling a half dozen times for the past few weeks with multiple

disturbances to his business, some even violent. now forced to keep the front doors to his business locked for safety even during business hours. >> clearly they are understaffed but it's not acceptable. at the end of the day, it's the business owners. we don't feel like we have any rights anymore. it's tougher and tougher to do business in the city. reporter: abc7news. kristen: extreme drought is now completely gone in california. for the first time in nearly three years. you can see on the left, today's drought map. there's a white spot that means no drought at all. compared to last week. there's a lot more yellow which is just dry. on the right, the red shows extreme drought back in october. what a difference. larry: we are making progress. you get this question 50 times a day.

when will the drought really be over? we had three years with virtually no rainfall. spencer: we are not going to forecast that the drought will be over anytime soon. the weather has lifted us out of the most severe category. we are happy with where we are right now. here's a look at something that will help us maintain sunny skies. a big ridge of high pressure building offshore. it actually deflects approaching storms, especially light ones. we call it a storm walker. clear skies for the next several days. we are looking at a coastal flood advisory in effect for 3:00 monday. king tides, the highest astronomical tides of the year over the next couple days. minor coastal flooding in low-lying areas is a possibility with those conditions. blue skies over the bay and embarcadero. 52 degrees. 51 at san jose.

kristen: president biden has just arrived via helicopter back to moffett field in the mountain view area. this is after he toured capitola and aptos. ravaged by recent storms and he's now going to be flying air force one on his way back to d.c.. larry: the president appeared to be stunned at the extent of the damage done in capitola. especially the peer which has been obliterated. so many businesses have been impacted by this. it's one thing if you see it in television. when you walk the grounds, you see all the destruction there. it makes an impact on you. kristen: he commented that it could take some time. maybe even years before it's totally recovered. he committed aid and announce the opening of seven disaster relief centers, system centers to give out aid. there's the iconic wave that presidents always do when they reach the top of the stairs.

kristen: the ferry building is about to get a makeover. larry: we have a look at what this means for visitors. reporter: at no point during the upcoming renovations will the ferry building be closed to the public. >> they will work with the existing tenants to make sure that they can stay in place. the enhancements are a sign of them investing in the waterfront and helping with economic recovery. reporter: the port leases the

>> building a better bay area, moving forward, finding solutions. this is abc7news. larry: concerned surrounding the u.s. economy have hit new heights after the treasury department announced the government has reached its debt limit. the treasury department is telling congress to act quickly and raise the debt limit before this turns into an economic

catastrophe. the white house is calling on congress to raise the limit without conditions but republicans want spending cuts. the debt limit is $31 trillion. >> the markets have enough stress as is. we add a potential government default, that could really send markets down to extreme lows. larry: the treasury secretary plans to make cuts to federal retirement plans to keep the government from an economic downfall until june. kristen: london breed is urging support for a plan to bring safe injection sites to the city of san francisco. but the city won't pay for it. this news comes as the city's health department release numbers on overdose deaths. 620 last year which is down by 20 from the previous year. the all-time high was 2020 with 725. one often cited alternative are

the subject of a new abc 7 original documentary injecting hope. kristen: tara campbell joins us now. larry: you've been getting a lot of local reaction. what is the reaction? reporter: i went up to vancouver to shoot this documentary. vancouver is the home to the first safe injection site in north america. i was up there trying to understand if this could help build a better bay area. some local leaders and politicians have seen the documentary and are reacting. >> that documentary, so humanizing the experience of those who are going through addiction. so it left me with more energy to continue to work to help them and solve the problem. reporter: brooke jenkins is talking about a be -- injecting hope. it's a gritty look at the drug overdose crisis in vancouver. it streets easily mistaken for san francisco's tenderloin district.

it is home to the first safe consumption site in north america, established nearly 20 years ago. >> i think that your documentary specifically showed us what help they need. reporter: london breed's office responding to the documentary with this statement reading in part, safe consumption sites are located in over 100 cities worldwide and have proven effective in saving lives and benefiting the community. the mayor has been pumping the brakes on safe consumption sites , citing legal concerns. wednesday, she announced a possible workaround, asking the board of supervisors to make way for privately funded sites. >> i don't think there's a debate about the value of what happens in an overdose prevention facility. it is what is happening outside of it. reporter: matt dorsey says vancouver may not be doing enough, saying the drug use and tense show san francisco needs to do even more. >> these aren't popular.

i've seen polling. i'm willing and brave because it's the right thing to do. we do have to be serious about winning public support for this. reporter: neighborhoods must themselves be safe. the da agrees. >> when you look at wellness hubs and the safe consumption sites, make sure they aren't a magnet for the dealers. reporter: pointing to the no longer operating tenderloin center, established under the mayor's emergency declaration in 2021. it became a the factor safe consumption site andreescu me from neighbors. >> we have to strategize how we are going to protect those who need to come into those spaces and make sure that the areas surrounding our no-fly zones for dealers. reporter: at the state level, lawmakers passed a bill this summer that would have paved the way for safe consumption sites

jose. through the lunch bag initiative, they make sandwiches and donate them to shelters and churches which distribute them to the on house. the teens took their fundraiser online and were featured as gofundme heroes. >> initially, they raised around $1300. while that sounds like a smaller amount compared to these giant campaigns, they are making a huge impact in their communities. that shows that any amount of action that you take can make a big difference. i hope that inspires other people to see that they can really make a big impact if they just start. >> when we first started this gofundme, i was only expecting us to get maybe a couple donations of five dollars here and there. when we got featured on gofundme heroes, it exploded from there. 15,000 in one day. reporter: they are inspiring others. >> these people are exactly the

larry: alec baldwin is facing charges in connection with that deadly shooting on the set of rest. prosecutors announced involuntary manslaughter charges against baldwin as well as the films armor hammer -- hannah guiterrez. the assistant director has accepted a plea deal and served six months probation, admitting negligence. they were doing a move me and baldwin was one of the stars as well is one of the producers. he grabbed a gun and supposedly was playing around, shooting people. now you have this criminal case

as well as civil charges that are likely to come. there's a debate among lawyers as to whether alec baldwin would actually do any jail time because the armor is the person that is responsible for handing out the guns and making sure that they are not loaded. that's really the person that's on the hook for this. kristen: but they have the same charges. he is 18 months or something like that. it remains to be seen whether prosecutors will prove that he had culpability. he's always maintained that he just held it. >> they did testing and they said there's no way that the gun could have gone out -- off without him pulling the trigger. i'm interested to hear what comes out of that. they were saying, we want people to come shoot movies here and not feel like we don't have safety as top of mind. so that's one of the signals they want to send. like, you come here to shoot a movie and you don't have to worry about things like this happening in the future. kristen: we interviewed gloria

allred today. she represents someone who has a civil suit against baldwin. her client worked on the set and is still suffering from emergency distress. baldwin still facing civil cases as well. a new feature on instagram is called quiet mode. it's designed with the mental health of teens in mind. metta rolled out the new feature that lets users silence their notifications and alerts friends they are taking a break. metta says instagram will go a step further and prompt younger users to activate the feature at night. who think this is a good idea? >> it sounds like a good idea. can you get kids to actually activate the no alerts? larry: i suppose that's always going to be the challenge. the fact that they've even come up with this suggest that they realize what's obvious, this is a real problem. kids, adults, a lot of people are addicted to these devices

and just cannot stop scrolling and looking and checking and all the alerts. so it's a step in the right direction. >> kids, eight out of 10 kids say social media is how they stay connected. they say at nighttime, turn it off and give yourself a break. the next morning, check in with your friends. any little bit of help goes a long way. larry: i was reading a story about somebody that through digital detox for two days where, no phone, no nothing. they said, it was fantastic. just to be totally disconnected. >> did for the mental health. larry: food standard official in the u.k. says cake in the office could be just as detrimental to your health or secondhand smoke. [laughter] all right. it isn't just cake either. the official says bringing any type of junk food into the office to share creates a harmful temptation to coworkers.

dave's hot chicken open friday in oakland. it began as a late night pop up and expanded to dozens of restaurants across the country. as we mentioned, they are hot. spicy levels from mild -- it's like your storm scale. all the way to reaper which is number five. larry: joining us now to talk about this is george almeida, the store owner. shouldn't you be named dave? >> [laughter] i guess i should have been. i will leave that. kristen: you have a lot of fans. i want to show off how the chicken looks. some of it looks rather than others. what makes them so hot? >> it depends on the spice that you like. anything from mild to reaper. the reaper has the carolina pepper. some people say it's the hottest pepper in the world.

if you are confused about the real id deadline, you are not alone. listen to this. the dmv got confused. in a newsletter, the agency said the deadline is this may. it's actually may 2025. that's two years from now. last month, the deadline was pushed back due to pandemic related delays. half of eligible californians have applied for real id's so far. amazon is shutting down its charitable giving program called amazon smile. the program allowed arizona customers to designate a charity to receive donations based on purchases made on the website. the company said in part, the program has not grown to create the impact that we originally had hoped. now $400 million of donated was donated since 2013. the program officially ends on february 20.
