spending the afternoon touring storm damage along the santa cruz county coastline. dan: the president witnessed damage, an estimated $30 million at least, that number will no doubt go higher they continue tie seses. team coverage tonight, we begin with zach fuentes who was at many of fat field when the president touched down. zach? reporter: the president was scheduled to touch down at 12:10. he got here at 11:55 this morning, getting that up close look on his relatively short but packed itinerary today. the day's events off to an earlier than planned start start as air force one landed at many of fat airfield. president biden was greeted by the governor and other officials.

>> heavy and costly damage. and these are costs that no individual can afford to pick up themselves. you'd have to be extraordinarily wealthy to afford that. and i spoke to him about fema. and the fema director that is really outstanding. so i delivered my message. reporter: he flew from santa clara to santa cruz county. this video showing a birdees iyou of capitola. after the tour they are president landed at watsonville municipal airport greeted by local leaders there. from that point on it was time to see the damage from ground level. speaking with some business owners we spoke with following the devastating high surf. pres. biden: we're getting an aerial tour of the damage.

unlike when we did the aerial tour of the fires, it's not as obvious from the air just how much damage has been done. reporter: the tour all part of biden's announcement improve -- approving the increase in disaster assistance for california. pres. biden: i instructed my administration to bring every elment of the federal government together with the help of immediate needs to long-term rebuilding to do both. reporter: the president left santa cruz county via marine one back to many of fat field where he left on air force one around 4:30. >> the scale and scope of these floods is hard to understand unless you get out. that's why i couldn't be more grateful for the president to come out and take a look firsthand at some of the damage. reporter: a little more on the increased assistance promised by the president today. he's directed the federal government to pay 100% of the costs, a degree removal -- debris removal, sheltering erack wees for 60 days.

he directed the department of agriculture and small business administration to step up with things like low-cost loans and grants to help those people out. that is a lot of help many people we spoke with over the last few weeks can absolutely use. right now, live in santa clara county, zach fuentes. dan: capitola village is no stranger to devastating storms. the hardest hit area is always home -- always along the es pla naid, home to several restaurants and businesses. our reporter spoke with several business owners about the president's visits. reporter: you know these folks here, i think they felt something they haven't felt really in a while. that's a sense of hope. the president's visit was impact. for the hundreds of people that were able to see him and the business owners that he spoke with. they all hope today marks the start of the recovery here in capitola. devastation still surrounds capitola village after historic

flooding from days of storms. with a tip of the cap and a cheer from the crowd of a few hundred, a boost of energy from president owe biden as the road to recovery continues here on the coast. >> there's a lot of history here. i think it's important that he came and visited and firsthand seen what has happened to our community. reporter: this community was buzzing all day long in anticipation of biden's quick visit but it was also a bittersweet one for these girls who personally spoke with the president. >> it was great. >> it was a once in a lifetime thing but i don't think we'll ever -- we probably won't have to experience again hopefully. reporter: because no one wans to see this town hit by storms again, especially business owners. along with governor newsome, biden got to see the damage still left behind and spoke about what it will take to bounce back. >> he said we're going to help you out. i believe him. it was great to have him come out and show the support. >> support that these owners say gives them more motivation to

push forward. zelda's one was of the hardest hit restaurants along this strip. today the president stood where one of their outside patio once was. they hope a spring break reopening is in the cards. >> it's huge. he brought a sense of community. you could see the support he had here. we've all, the business owners have been supportive of each other. we all work together as a team. not just one of us trying to reopen, it's all of us trying to reopen. i think him being here was supportive of the community. >> the journey back will be difficult but this community says it'll be worth it. >> damage is insane. it's an insane amount of damage and it's nice to have the support of the president of the united states coming down and taking a view of what we have here. reporter: as great as it was to see the hundreds of people packing the street here's in capitola, it will be even better when all the businesses reopen

once again. live in capitola, dustin dorsey, abc 7 news. >> thank you, dustin. after capitola, the president took a short drive to a neighboring state beach where the pier to the landmark ship was torn apart by massive waves on january 4. abc 7 news reporter amanda joins us live from aptas with this part of the president's visit. amanda? reporter: only hours ago, president biden formally addressed that widespread damage across santa cruz county from right here at sea cliff state beach. since then weave spoke with visitors and residents who say the high profile visit brings with it a renewed sense of optimism. in aptas, the president met with first responders, state and local leaders who have all been hard at work. in the press conference that followed he thanked them for all they've done and commended the community for all they've had to deal. with seacliff state beach

suffered significant damage to its pier, seawall and campground. elsewhere the community saw severe flooding, downed tree, power outages and more. the beach town battered, one of the hardest hit by recent storms. local impacts added to the estimated $100 million plus price tag on destruction. >> it's nice to get the attention from washington. nice to have a vice president who, this is home for her. so she knows where we are. she's going to be familiar with all the water issues. and all of the water management issues that are kind of a basis of this situation. >> no one was expecting all this devastation to happen. it is nice to like figure out a plan, how we can plan better for the future. reporter: looking forward the president said part of rebuilding includes rebuilding better, stronger, including investing in stronger infrastructure to withstand

extreme weather event, finding ways to improve resiliency to prevent future damage. the recent storms no doubt changing the face or at least the water front of this iconic santa cruz county destination. many we spoke with today say they're anticipating more help ated after today's historic or i should say high-profile visit from the president. live in aptos, amanda del castillo, abc 7 news. karina: the national weather service said tides as high as seven feet are possible through the weekend. that could cause minor coastal flooding in low-lying areas. this round of king tides is expected to roll out by tuesday. dan: traffic open tonight in both directions just west of monterio. a large rock slied sent boulders, tree limbs and debris on road forcing the westbound leap to shut down no one was hurt, that's the good news. drivers should stay alert for

hill slides, a still -- still saturated from the latest storms they could give way. karina: families were forced to evacuate their homes and a landslide hit a train twiesms ababc 7 news report suzanne vaun takes a closer look at the threats of land sliedz. reporter: check out this hillside in richmond, it sits above the sea cliff development and is covered in massive tarp. two week ago the city manager proclaimed a local emergency due to heavy flooding. the 15 families that evacuated this area two weeks ago have not been able to return to their homes. they have been able to pick up a couple of items and secure belongings but there's in telling when they be able to move back in. >> until they completely secure the hill, they don't want to let any of the people back in. reporter: linda lives right across the street from the landslide threat. when the families were first evacuated january 3 -- >> the first thought is, are we going to be evacuated?

reporter: tom saw think crack in the hillside when the evacuation order was first orders. >> the crack was a couple of feet wide. what you can't tell is how deep tsms. reporter: the california geological survey said 600 lan sliedz have been reported statewide since december306789 a professor of geology believes the number is larger than that. >> all our year's rain all at once. we just had in some places 200% or 300% of the rain we expect in just one burst. reporter: that's leading to landslide after landslide. two days in a row a landslide slammed into the side of a train in niles canyon. >> i noticed, just the window. it got shattered. one of the sides. it was all cracked. so then we saw nothing but tree limbs just everywhere. reporter: the mud and debris blanketed the tracks. heavy equipment had to be brought in to clear awea the landslide. proftszor newton expects more to come. he said the threat of land

sliedz can last weeks, if not month, after a rain like this. >> the soil is very saturated, very heavy. water is very heavy. so when it's soaked in and you get clay soils that expand and start pushing out, those are going to be a really prime risk until they dry out. dan: let's move on to other matters, oakland police chief has been put on administrative leave for dereliction of duty. we're told he failed to take action on a sergeant who ripped a bumper off his neighbor's car and fired a gun in a department elevator. the report was released in relation to the federal oversight of the oakland police department which ended last year after two decades. just minutes ago, oakland mayor released a statement saying the city made the decision after viewing the report released yesterday connected to federal oversight. we'll have more on the store oi on abc 7 news at 11:00.

dan: safe con sums sites are the subject of a new report called "injecting hope." karina: the creator of the documentary joins us now. you've been getting feedback from local leaders about "injecting hope," what are you hearing since it was released a few weeks ago? >> i was up in vancouver, canada, this summer shooting this documentary. it's home to the first safe injection site in north america. i went up there to see if it could help build a better bay area and now local leaders are reacting. >> that documentary so humanized the experience of those going through addiction. it left me with, i think, more energy to continue to work to help them and to solve the problem. >> district attorney brook jenkins is talking about "injecting hope," the abc 7 original documentary is a gritty, on the ground look at the drug overdose crisis in vancouver, canada. its streets easily mistaken for

san francisco's tenderloin district. and it is home to the first safe consumption site in north america, established nearly 20 years ago. >> i think your documentary specifically showed us what help they need. >> the mayor's office responded to the documentary with this statement, reading in part, safe consumption sites are located in over 100 cities worldwide and have proven effective in both saving lives and benefiting the surrounding community. however, the mayor has been pumping the brakes on safe consumption sites, citing legal concerns. but wednesday she announced a possible work around. asking the board of supervisors to make way for privately funded sites. >> i don't think there's a debate about the value of what happens in an overdose prevention facility. it's what's happening outside of it. >> supervisor dorsey said vancouver may not be doing enough, saying the open air use

dan: tonight san francisco's department of emergency management is estimating the storms caused more than $40 million in property damage. luz pena spoke with a city official who said residents could get grants to help pay for the repairs. reporter: san francisco is not even dry and the bills are already piling up. >> the water coming up destroyed the city. i don't know this time, don't do nothing. reporter: amule has lived on 17th and folsom for 52 years. this area is below sea level.

under a 2021 agreement, the city is required to invest up to $600 million to fix overflow issues here and in two other neighborhoods. but it hasn't happened. samuel drew an arrow to mark how high water levels got in the last series of storms. >> this time it's 10 inch more high than the last time. the problem is the pipes. reporter: that same problem impacted businesses like stable cafe which had to close for multiple days according to a worker. some residents are losing hope in the city. >> everything is destroyed. this is the third time. reporter: today san francisco's department of emergencying in the released their property damage estimates. they said, quote, our initial estimates are $25 million in public and private property damages and $21 million in damage to city-owned property outside of the county.

you think the city was unprepared for this? >> i think initially we were unprepared. reporter: the supervisor represents a district in the flood zone. >> our office has grants up $5,000 for businesses impacted. rebuild together will work with families and individuals that are making less than $120 -- less than 120% of area median income to repair their homes. reporter: as mold is beginning to grow now, some worry more storm damages will mean a longer wait time for past issues to get fixed. >> it doesn't stop unless you actually have an engineering solution. reporter: according to san francisco's department of emergency management, this estimate is projected to change with more properties being reviewed. now the city is also seeking federal and state reimbursement. in san francisco, luz pena, abc 7 news. dan: coming up next, an exclusive report from the imp

>> building a better bay area. moving forward, finding solutions. abc 7 news. dan: we are getting an exclusive look at evidence from a case that stunned and made headlines across the country. a wealthy woman accused of killing the father of her two children. karina: but in 2019, a jury found tiffany lee not guilty and gridlocked over the guilt of her boyfriend. reporter: it took us a long time to gain evidence to the -- access to the evidence and the court order. now we see how the case went so wrong for prosecutors. tiffany lee told investigators her family in china is worth between $50 million and $100 million and she worked in san mateo county real estate.

police said she broke up with the father of her two daughter, keith green, in october to have 2015, and moved him out of her hillsborough mansion, seen here on video taken by the dishesms started dating a man she described as green's marijuana dealer and moved him into the mansion just a month after green left. tensions were building between tiffany, her ex and her new boyfriend as heard on recordings that became evidence in the murder case. >> he wants cop him killed. >> he said that, if i ask keith he'll say yes. >> we'll send you recordings. >> tiffany lee with kavi, argues with keith green's friend jasmine. >> in front of you i'm asking him. did you say you'll have kav killed? ok. but why? why? >> keith green complained kavi bayat was interfering h his relationship with his kids. this shows kavi calling one of

>> the call ended abruptly. >> always the hangup. reporter: just three days later, keith green disappeared. his cell phone found in san francisco's golden gate park. tiffany left a message on his voice mail. >> i guess you're missing or something? give me a call back when you hear this. reporter: while his friends and family searched for him, the san mateo county sheriff's office called in tiffany for questioning. she made a shocking accusation about keith green, the father of her children. >> in the beginning when we first broke up, he wanted $20 million for each kid, asked my mom, my mom said that was ridiculous. >> after she described the tensions between her, keith green and her new boyfriend, the investigator asked -- reporter: she said she met keith at the pancake house the night he disappeared to discuss their

daughters abgive him a car seat. she claimed to have driven away leaving him in the parking lot but police tracked the cell signals for both their fens -- phones to her hillsborough mansion. >> he was in the car with you, tiffany. >> he was not in the car with me. >> how did his phone stay within your car without him? >> he was not in the car with me. reporter: at trial, prosecutors claim tiffany li drove keith to the mansion where kavi shot him. the couple's bodyguard said the couple arrived at his apartment complex with keith green's body. >> they pulled up in the car. kavi was in the back seat. keith was dead. reporter: they say bayat flashed

a handgun and ordered him to dispose of the body. >> as you're heading north in your car with keith green's body in your trunk what's going through your mind? >> what's going through my mind? you can't read about it, it's true. >> he found a turnoff and rolled out the body. nearly two weeks later, keith green's badly decomposed remains were fun in a field as evidence foe oh toes show. prosecutors question why tiffany seemed to show little emotion when detectives came to the mansion and broke the news to her. >> we found keith's body. not necessarily, we didn't find it. but another agency found keith's body. so i wanted to let you know that, kind of as a courtesy. reporter: the defense said her normal sing-song voice did change. 10 days later, tiffany li,
