leronne armstrong has been placed on paid administrative leave for dereliction of duty. this is after armstrong failed to take action on a sergeant who ripped the bumper off of a neighbor's car during a hit-and-run accident. sergeant later fired a gun in the department elevator. those details were released in a report that investigated alleged misconduct by opd in relation to the federal oversight of the oakland federal to -- oversight of the oakland police department. they were warned of the actions taken in a private session and they talked to j.r. stone about it. >> the hope going forward is that the community can see this as a part of the city's efforts to address transparency in all city departments. >> when we are talking about

accountability and transparency it is a logical course of action to have an outside, independent investigated -- investigative process. gloria: it is that process that those with the anti-police terror process saying that they need true and independent oversight. a group of civilians that hold police accountable. this is the first big challenge that the newly elected mayor is facing. shane towel -- they say that the decision was not taken lightly but it is critical for the safety of the community that the trust and confidence between the department and the public. kumasi: bay area are or calling for transit funding to avoid service cuts. lena howland is joining us to explain. lena: because of the state's major budget deficit the

proposed -- proposed budget the first $2 million in transit funding. scott weiner says that budget does not address the devastating fiscal cliff that transit agencies are up against. he says that this is not the time to make cuts as agencies are already up against their own shortfalls from ridership levels not returning to pre-pandemic levels, rising operating costs and federal emergency relief funds set to run out for some. without state funding to address these existing budget shortfalls he worries that many agencies including bart could be forced to implement age or service cuts resulting in agencies reject -- raising fares or slowing down capital projects. in his letter to the state he says "bart could be forced to cut multiple lines of service as early as 2025" and ivanka -- and

is calling on state lawmakers to provide sorely needed transit operating funding. in his letter he said "we understand the state is projecting a budget shortfall and different choices must be made. however allowing transit systems to unravel what have long-term, and possibly devastating impacts on california's transportation system and climate goals." the current plan vows to make no cuts to public schools and committed millions more in funding to combat the state's homeless and opioid crisis. reggie: thank you. google's parent company is cutting nearly 12,000 jobs worldwide. that is about 6% of the workforce for the mountain view based company. the ceo said he takes full responsibility and said that the company rapidly expanded its headcount in the last years for

different economic reality than what we face today. the job losses will impact several teams including recruiting and corporate functions as well as engineering and product and they will impact u.s. staff immediately. microsoft announced a layoff of 10,000 employees earlier this week. the federal government will play a big role in the recovery from the recent storm damage. president biden was here yesterday getting a look at some of the hardest hit areas including the santa cruz coast. the president thanked first responders have been hard at work and directed the federal government to cover 100% of the cost of moving debris and emergency measures like sheltering evacuees and paying overtime for first responders for 60 days. >> the people in california -- to the people of california i say again, the country is here for you and with you, we are not leaving until things are built back better than they were before.

reggie: alec baldwin faces what a lot of people see as rising charges in the fatal shooting of ace and photographer on a new mexico movie said. jobina has the latest. jobina: prosecutors announced they are charging alec baldwin with two counts of involuntary manslaughter of -- during the shooting on the "rust" movie said. the incident resulted in the death of halyna hutchins. baldwin's prop gun somehow fired a live bullet, killing her and wounding the movie's director. he and the armor of the film now each phase eight -- face 18 months in prison and $5,000 in fines. the charge also includes a revision that could result in a mandatory five years in prison sentence because of the --

elected mayor and city administered puts oakland's leadership front and center. mayor said this decision was not taken lightly but we believe that it is critical that we build trust and confidence between the department and the public and to move forward in a safer and stronger oakland. reggie: lawmakers are pushing for more funding for public transit. funding has become a big battle as some agencies are projecting severe cuts. lena howland is live in pleasanton with that. lena: scott weiner says failing to provide transit agencies ■like bart with operating funding as they are still recovering from the pandemic is not an option. governor newsom's proposed budget defers more than $2 million in transit funding. without that funding to address

-- existing shortfalls, transit agency -- the senator worries that many will be forced a moment service cuts resulting in agencies raising fares or slowing down capital projects. he says this is not the time to make cuts as agencies are already up against their own shortfalls from ridership levels still not returning to pre-pandemic levels and rising operating costs from inflation and federal emergency relief funds set to run out for some in the coming fiscal year. in his letter he said that the service cuts that would lead to fewer mobility options for californians, increased driving, congestion and greenhouse gas emissions undermining the climate goals. as for bart in the bay area, he says that if the budget was forward as is they could be forced to cut multiple lines of service as early as 2025.

lena howland, abc 7 news. reggie: our commitment means focusing on issues on race and social justice. a san francisco committee is now proposing a $5 million reparation payment to each black resident in the city and the big question is can the city afford that money. here is tim johns. tim: a one-time 5 million-dollar payment is what could be coming to each eligible black resident in san francisco if the proposal put forward by the reparations committee is accepted, a big step in correcting historical injustices, --. >> systemic oppression and the system that have worked against folks. tim: this goes beyond financial compensation. they also include topics like housing, education and closing the racial wealth gap. >> to understand the businesses that were forced to close

because of eminent domain or redevelopment, or even just the folks who were not allowed to buy property. tim: to qualify they would have to be 18 years or older and have been identifying as black or african-american for at least 10 years and meet two of eight additional criteria. >> the big challenge is how do we get to a number and then i think the next challenge will be where does that money come from, who is responsible for that. tim: questions that the chairman of the san francisco republican party also has. >> it seems ludicrous on the face. tim: he opposes the proposals and has serious doubts on how they would be amended and if the city could afford to do it. >> the city had a 14 billion dollar budget more or less, proposing to spend $50 billion so just financially, it does not make any sense. tim: he says he thinks the recommendations would be vastly unpopular among a majority of
