>> building a better bay area, moving forward, finding solutions. this is abc 7 news. >> i'm this house. i'm sure you're going to capture pictures of it, but it just sort of slid down the hill. >> a neighborhood on edge after a home begins sliding down a hillside, forcing a family to evacuate. good evening. dan: back home and others around it, now just -- that home and others around it, now just inches away from disaster. ama: our reporter talked to neighbors and shows us a similar concern in another neighborhood miles away. >> that house has been red tagged. >> tim can't believe his eyes.

>> what i see is a house that has slid down the hill. i think about my or neighbors -- poor neighbors. >> this is what it looked like before thursday's slide. here's what it looked like after. the house slid down the hillside. morson was working in his home office, directly across the street. >> i did not hear a thing. >> fortunately, the family that lived there is safe. an inspector was at the home late wednesday morning and told the homeowner the house was unsafe. there was already damage to the back patio. the backyard had started to slide. by noon the next day, the house ripped in half and the bulk of it slid down the hill toward the ravine below. >> it is astonishing. >> frank lives nearby. >> everyone is - nervous. >> a professor at san jose state university -- >> everybody needs to be aware of the risks of their own

property, and do what they can to make sure that they have good drainage and that they maintain any retaining walls or things that are meant to support and stabilize their property. >> in oakland, a retaining wall gave way, a hillside is sliding, an out a home is teetering on the edge. >> about a third of the retaining wall collapsed. we didn't hear anything. >> they worry about their home. >> if you see how the entire side gave away -- now i'm three feet from the edge. >> they hope help from the city or county will come before it's too late. >> this is a safety issue for my family. >> suzanne phan, abc 7 news. dan: such a shame to see. a one-year-old dog is home safe dr. being saved -- safe after being saved fro

rubble. no word on how the dog got trapped, but the owner had reported her missing earlier. she is home safe and healthy. ama: in the south bay, more than 70 horses at a local equestrian facility have lost their source of water because of storm damage. officials say they are having to take exhaustive measures to bring water to the animals. our news reporter, zach fuentes, has the details. zach: pam owns the business that is run on this land. >> 70 horses out here. mostly some border ho horses. zach: each drinks water 70 gallons per day. the main pipe has been broken due to falling trees. >> we've been on emergency water.

mother nature has helped a lot, filling up some of our troughs. zach: but it hasn't been enough. they have running water into the facility in the santa cruz mountains. >> we have probably 20 gallon totes of water. those will be emptied soon. it's just people bringing it from home or bucketing it from the stream to each individual water trough. >> her husband is usually able to make the trip to fix issues, but this time, there are so many trees down, they can't even get to it. the area that owns the confirmed that the water line was broken during the storms. they have trucked in 4,000 gallons of water, with more on the way. still, it's not enough water. midpen isn't acting fast enough to clear the downed trees or fix the pipe. midpen says it is the stable

operator's responsibility to distribute the water to the horses. midpen's staff will be assessing the water line for repair. one thing they agree on, while the pipe is down, efforts will continue to get water to the horses, driven by one simple but critical reason. >> if they don't drink, they die. >> zach fuentes, abc 7 news. dan: vice president harris was in southern california today to get a look at how that part of the state is saving water for the future. $12 billion is on the way for western states to invest in smarter ways to store water. v.p. harris: in a way that we can build up resilience and adaptation and do the kind of work that is happening right here. dan: the state water officials say they are pivoting priorities, coming out with the driest three years since 1896 to the wettest three weeks on record. the weather whiplash is challenging the state

infrastructure like never before. ama: developing news out of oakland, where the police chief has been placed on paid leave after reportedly failing to act on misconduct allegations by one of his officers. the oakland mayor is scheduled to discuss the matter tomorrow. tonight, we are hearing from city leaders. cornell barnard has more. cornell: there was a lot of community support. this community advocate, jon jones iii, has long supported the police chief. >> i felt like he was aware of certain elements that you have to be from here to understand. cornell: but his support is now wavering. armstrong was placed on paid administrative leave for dereliction of duty after he reportedly failed to take action on a surgeon who ripped the bumper off a neighbor's car -- on a sergeant who ripped the bumper off of a neighbor's car and later fired a gun in police headquarters.

those details were reported. oakland's new mayor and the city administrator made the call to place armstrong on leave. both were unavailable for an interview, but said in a statement, "the decision was not taken lightly, but we believe it is critical for the safety of our community that we build trust and confidence between the department and the public.we must have transparency and accountability to move forward as a safer and stronger oakland." >> i was surprised to hear that we are putting a police chief that we all are trying to work with on administrative paid leave. cornell: councilman doesn't support the move -- the councilman doesn't support the move, but others are calling for independent oversight. the opd remains under federal oversight, on going now for 20 years after past cases of brutality and misconduct. >> i've been on the council for 10 years. i've seen 10 or 11 shootings

already. cornell: the former police chief calls it a setback, fired for reporting alleged misconduct. she filed a lawsuit on her termination and won. >> one of the biggest cancers in law enforcement is the sole issu e that officers won't come forward and report misconduct. i come forward and report misconduct, and i'm fired for it. you talk about undermining report -- rapport. >> armstrong vowed to get opd out from under federal oversight, but many feared this could extend it. it's unclear if armstrong will keep his job. >> whether he is fired or not, not my call. i understand if it happens. we have to be clear. we have to stop firing and hiring people. cornell: cornell barnard,, abc 7 news. ama: there have been 10 police chiefs in oakland over the past 10 years. in 2013, jordan stepped down, citing medical reasons, was

replaced by anthony to reveal, who lasted just two days. a federal overseer was about to oust them, first. a sex scandal rocked the department. there were a series of chiefs who lasted just days. and ann kirkpatrick was chief from 2017 to 2020. she was fired and successfully sued for wrongful termination. karen allison was acting chief for less than two months -- darren allison was acting chief less than two months. susan was replaced by armstrong. dan: the mayor of antioch is now serving time for a 2022 dui charge. the mayor will spend one day in the work alternative program in martinez. he was also ordered to complete a three month dui diversion

program and three years of probation. he was pulled over by chp and cited for driving under the influence in march of last year. ama: a former 49ers player , smith changed his plea. he initially pleaded guilty at his arraignment after a judge offered him a 16 month prison sentence. the football star was arrested and charged with dui in 2021. he allegedly tried to bribe a driver he hit to not call the police. his next court date is march 16, where he will be sentenced. dan: elon musk, ceo of tesla, took the stand inside a san francisco courtroom today. he is facing a class-action lawsuit for a tweet he wrote in 2018, regarding the electric car company going private after securing funding from an investor. an attorney says the tweets cost investors billions of dollars and were false. the lawsuit is expected to last

through the beginning of february. ama: a new court filing has revealed elizabeth holmes, founder of theranos, attempted to leave the country nearly a year ago. holmes booked a one-way flight to mexico on january 23, 2022. the flight was canceled after the government contacted her legal team. holmes was convicted of defrauding investors. she is set to begin her 11 year prison sentence in april. dan: after the break, improving the pipeline from california community colleges to the uc system. we will tell you about the plan and one of the biggest challenge that it faces.

number of out-of-state students. u.c. is planning to expand its outreach to increase the number of students who transfer from community college. our senior education reporter is in the newsroom with more. >> this has been a complaint of many california families. why are there not more spaces at the uc's for state kids? last summer, a task force came up with recommendations for how to improve the pipeline from the community college to the uc. let's see how they are doing. the university of california system is proposing to put more boots on the ground at some of california's community colleges, in efforts to reap -- enroll more students. >> a lot of it comes down to communication, working with them to reach the students and rethinking the pipeline in general. >> an outreach plan was discussed, which could include putting more uc academic

advisors at these community colleges. david johnson believes reaching out in person would convince some students that transferring to a uc is doable. >> a lot of times, students don't even conceive of it as a possibility to attend a uc. i was the students. i thought the uc's were for the smart kids. the other thing is the financial peace, offering scholarships -- piece, offering scholarships. >> but the uc's now face another challenge, how to enroll more students from community colleges that have seen declining enrollment. collectively, enrollment at california's community colleges dropped, at one point, by 18%, the lowest level in 30 years. merritt college quickly pivoted and started a college for free campaign to attract more college students. >> so much of community college can come free to students who apply for financial aid, which is why we put the focus there

remain shut down -- fort point in san francisco will remain shut down after it was damaged by the latest storm. officials hope to have it reopened next week. ama: this group of baby mountain lions, caught on camera having fun, brighten up any day. the baby cubs were seen running around a pleasanton ridge. the gold spots on their fur blend in with the grass and sunlight for protection. park officials remind people to use caution and awareness around wildlife and parks by keeping your distance. possible coyote-wolf hybrids or coy-wolves were spotted in el dorado on wednesday. residents caught the unusual creatures, i can't stop staring at it, roaming the neighborhood. experts say they were most likely man-made, put together to make a hybrid.

a genetic test could confirm exactly what the species is. >> we ran this through the science advisory board, the pictures and video. they do agree that it looks hybrid, but without genetic testing, a hair snare or something, we will not know for sure. ama: fascinating. there has been speculation that the recent storms and wildfires may have affected the animals' sanctuaries, bringing them into the area. project coyote has sent pictures to the california department of fish and wildlife. dan: after the break, taking a positive approach to a hurtful act. how the leaders and artists in one community are turning an act of vandalism into an opportunity.
