says he is paying the price for the agency's mistake. >> michael has the man's frustrating story. >> criminals were using stolen identities. edt is trying to claw that money back, but often ends up going after id theft victims instead of the real scammers. >> you already took our money and now you will take more? >> he has been trying for years to alert the edt somebody use his identity -- identity to claim unemployment benefits. >> they kept coming after me. reporter: ronald's ordeal began in 2020 when his on -- when his employer got a notice defiled unemployment when he never did. the company replied ronald was working full time and ronald

filed a fraud claim on the edt website, saying someone used his name. he never heard back. >> two years later we have this surprised. reporter: without any warning, edt confiscated their tax refund last june. $6400 was gone. the irs said it was for unemployment fraud. >> how can it happen? reporter: the edt began garnishing his wages, ordering him to pay another $9,000. turns out the edt paid the scammer more than $15,000 even after ronald reported the fraud. >> it is hard. we are a single family income with three kids. i have a nine-year-old and four-year-old twins. reporter: we asked edt why they

did not stop the fraud after ronald reported it. a spokesperson said perpetrators have been extremely aggressive and we understand how upsetting it can be for victims trying to rebuild their lives. it took a few weeks, but edt finally did return their money. >> it did take stress off because that was a large amount of money. we are still grateful. if it wasn't for you, i think we would have been stuck. reporter: that is what we are here for. ronald was told that his fraud report was lost when they upgraded his computer system. they say they are working on improving communications to better prevent fraud. let's hope so. ama: to tonight story, massive layoffs in the tech industry, thousands of bay area residents have lost their

jobs. alphabet announced it is cutting nearly 12,000 jobs effective immediately in the u.s., that is 6% of its workforce. intel is laying off 545, 200 of them in santa clara. a tech expert on the impact. >> once sitting atop the financial mountain during the pandemic, a return to normalcy. the bottom line for giants like meta, alphabet and google are forcing employees to feel the heat. >> this is why you heard in 2022, we will it is an indication they are looking carefully at the bottom

line to cut costs. reporter: a professor says those cuts start with employees like we saw today at google. >> i have a lot of friends at google so i am worried about them. reporter: 12,000 employees from alphabet joined the other tens of thousands cut across silicon valley as they await budget decisions. increased the number of employees by 30%. they are doing what i call the great reset. they will go back to the 2019 era. even with the cuts, we are still above that level. reporter: these have a trickle-down effect because thousands of employees have less money to spend, leading to cuts in other industries. it is not permanent.

february. ama: tomorrow, oakland mayor sheng thao will talk about her comments regarding putting ron armstrong on leave. he is off the job for dereliction of duty after reportedly failing to take action on a sergeant who ripped the bumper off of a neighbor's car in a hit and run and later fired a gun inside an elevator at police headquarters. she was misconduct, and then thought that and won. >> one of the biggest cancers and law enforcement is that officers will not come forward and report misconduct. i report misconduct and i am fired for it. talk about undermining report. ama: armstrong is the department's 10th police chief in 10 years. opd remains under federal

oversight for the last 20 years. >> an abc7 news insider's looking into it. do you think armstrong will overcome this and stay on as chief? >> that would be very difficult. we are not talking about a beat cop who has done something wrong and goes on paid leave and then there is an examination. we are talking about the person at the top. once you have made the accusation there was dereliction of duty, it is tough to come back from that. that is not to say it is not impossible. this is a unique city with unique challenges, but this is probably the first step in a mutually agreed to exit or possibly resignation or was fired. ama: 10 chiefs in 10 years? what is really going on?

reporter: first, federal oversight of the department is tough. they are trying to shake up oakland pd. it goes back to the time when jerry brown was the mayor of oakland and opd, he said get out and clean up crime and they overstepped authority doing it. every two critical of whoever is chief and they often end up losing their job. second, the politics of oakland. they are at the forefront of a progressive political situation. at one time, many were talking about defunding the police. that has changed to recruit more police, but there is still the question of accountability and oversight. the third part, the street situation in oakland, which is tough. though armstrong was able to reduce homicides, taken

thousands of guns off the street, it is still a tight issue. it is like being on a trampoline. dan: let's talk about the oversight. how long is that expected to continue? reporter: how long do you have? it seems every time they are about to make it into the end zone and have the department declared clean, something happens and often leads to the exit of the chief and extension of the mandate from the feds. it is anyone's guess. this does not help. ama: what a start for mayor sheng thao, just coming into office to deal with this. reporter: she has support from people on the city council, but you are right. she is coming into a job she has never held before. she has an outgoing city administrator, the head of the homeless is gone and now her police chief is possibly exiting.

dan: tonight the university of california system is trying to attract transfer students after a task force told the uc system that they needed -- it has been easy. leanne melendez has more. reporter: for years californi families have complained, why are there not more spaces at the uc -- the uc's kids? they are improving the pipeline from community colleges to uc's, but there are challenges. putting more boots on the ground that california community colleges in an effort to recruit

more students. >> we will have to work with community colleges to reach students and rethink the pipeline in general. reporter: at a uc regents meeting, a plan was discussed, including putting more advisors at these colleges. they believe reaching out in person would convince some students that transferring to a uc is doable. >> students often do not conceive it as a possibility. i was one of those. the other thing is the financial peace, offering scholarships, packages. reporter: ucs face another challenge, how to enroll students from community colleges that have seen declining enrollment. enrollment at california community colleges dropped by 18%, the lowest level in 30 years.

campaign to attract more students. >> so much of community college can come free to those who apply for financial aid which is why we put the focus there and saw a 15% increase compared to a year ago. reporter: instead of focusing on all 116 community colleges in california, uc is trying to do outreach at 65. they serve a high number of low income students. leanne melendez, abc7. ama: parklets the pandemic, but new worlds in san francisco trumping businesses to close the outdoor spaces. liz spoke to business owners about the changes. reporter: in the north each neighborhood, parklets are the

heart of little italy. >> that is my lifeline right here. it is a convenience for us as well as the customer. a nice attraction, looks european. reporter: frank opened his restaurant a month before the pandemic. having 30 stay open. >> a little astroturf, chairs and tables, and the structure. reporter: next door, the owner of the grill has two restaurants with parklets. he spent $90,000 to build them. starting april 1, business owners with parklets have to pay more. the city will charge for the space. businesses can apply for a maximum of two parking spaces, but there are exceptions are the

first has a one-time fee of $3000. additional spaces, $1500. also $2000 per registration. they noticed a 25% decline in applications. >> some folks opted not to submit an application. we got over 700 applications for post-pandemic parklets. reporter: even though there is a half fee for those w certain amount of receipts, and issue is cost. >> some have decided the outdoor location was not making sense for them. some have to make significant modifications. they may have looked at the numbers and decided it does not make financial sense. reporter: for now enjoy the parklets that are open before they disappear. dan: all over the bay those

>> building a better bay area, moving forward, finding solutions. this is abc7 news. >> house. i am sure you will capture pictures. it slid down the hill. dan: i house slides down a hillside after the land beneath gives way. the family evacuated the home wednesday, a day after the house started to slide. ama: their home on cedar lane has been condemned and there is concern for those around it. we go to another neighborhood facing a similar situation. >> this house is yellow tide, that one, red tide.

i see a house that slid down the hill. i think about my poor neighbors. reporter: this is his neighbor's house on cedar lane in orinda, what it looked like before thursday's slide and after. before, it slid down the hillside. morrison was working across the street. >> i did not hear anything. reporter: fortunately, the family is safe. and inspector was at the house late wednesday morning and told the owner the house was unsafe. there was damage to the back patio. the home started to slide. by noon the next day, the ripped in half and the bulk slid into the ravine below. frank darling lives nearby. reporter: everyone on the hill is concerned with all this rain. a jose state university -- >> everyone needs to be aware of

the risks on their property and do what they can to make sure they have good drainage, and maintain any retaining walls or things meant to support and stabilize the property. reporter: in oakland a retaining wall gave way, the hill slide is sliding and a home is teetering on the edge. >> about a third of the retaining wall collapsed. we did not hear anything, it just collapsed. reporter: this mother and her daughter very worried about their home in oakland. >> the entire side gave away. now i am three feet from the edge. reporter: they need help from the city or county before it is too late. >> this is a safety issue for my family. dan: it is going to be a beautiful weekend, but you may want to think twice before heading to big sur. a large portion of hiking and

attractions are shut down. highway 1 remains closed from monterey county the san simeon. and most of big sur's sites are off-limits. crews working to repair roads after it was damaged by the latest storm. officials hope to have it reopened next week. ama: damage caused by the storm has left 70 horses at a south bay facility without their regular source of water. exhaustive measures being taken to get animals the water they need. reporter: this is bear creek stables in los gatos. >> 70 horses out here. a lot of border horses. reporter: each horse drinks 10 gallons of water a day. each water has a trough, but since the start of the storms, the pipe that brings in the

water has been broken, due to fallen trees. >> we have been on emergency water a couple weeks. thankfully mother nature has helped us as far as filling troughs. reporter: but it is not enough, so they have been bringing in water from the santa cruz mountains. >> we have probably a couple 20 gallon totes of water and those will be emptied soon. it is just people bringing it from home or bucketing from the stream. reporter: she says her husband is usually able to make the difficult trip to the pipe to fix issues, but this time there are so many trees down they cannot get to it. the mid-peninsula the land and confirms the water line was broken during storms. they have trucked in 4,000 gallons of water with more on the way, but it is not enough or

fast enough to clean the damage and fix the pipes. they say it is the stable operator's responsibility to provide water to the horses. mid-pen while the pipes are down, efforts will be made to give water to the horses. >> if they do not drink, they will die. dan: vice-president kamala harris in southern california today to see how they are saving water for future use. she says $13 billion is on way for western states to invest in smarter ways to store water. >> if there is anyway we can build up resilience and adaptation and do the kind of work that is happening right here. dan: state water officials are pivoting priorities coming out

dan: lunar new year is this weekend, which means shoppers are getting ready for past devotees in chinatown. ama: one of the highlights bakery that has been around nearly a century. reporter: hard to imagine a business around for 98 years would have many secrets, but eastern bakery in san francisco's chinatown has its share. there is the secret recipe behind its coffee crunch cake or its famous moon cakes. another secret is not so secret if you listen to the owner greet visitors. orlando, the chinatown bakery, speaks perfect spanish.

and there is a reason for that. he was born in peru, to the u.s. with his family when he was in his 20's. besides spanish he speaks english and chinese. >> i speak cantonese. reporter: it is an immigrant success story. his family opens golden gate bakery, which makes delicious egg custard tarts that have such erratic hours created a facebook page to let people know when it is open. after a 1996 speech in san francisco, then-president bill clinton popped in for a moon cake. >> it is good to have a president, the most powerful man in the world, come to visit you
