about mayor. he tells us what can be next for the chief. >> i have heard rumors like people say this is going to be the end of chief armstrong. >> oaklands new mayor began by separating fact from fiction. speaking for the first time about the decision to place police chief armstrong on paid administrative leave for alleged dereliction of duty. >> our goal is not to be punitive. it is not a disciplinary action to chief armstrong. this is an opportunity to more fully review the findings of the reports and let our oversight bodies act. >> armstrong was placed on leave after reportedly failing to take action on a sergeant who ripped the bumper off of a neighbor's car during a hit-and-run accident. the sergeant later discharged a gun in an elevator inside police headquarters. >> i want people to understand under this administration, there

will be no different kind of treatment. whether you are the chief or rank-and-file. >> the investigation a possible setback for the negotiated settlement agreement. federal oversight in place for 20 years following past cases of brutality and misconduct. >> i knew maybe an hour. >> she learned about the chief's investigation on our before it was made public on thursday. >> for a new mayor, a heck of a welcome to city hall present. in an explosive report, no heads-up it was coming. it was made public the minute she heard about it. she finds herself in the spotlight and in the crosshairs at the same time. >> i was surprised to hear we are putting the police chief that we are trying to work with on administrative paid leave. >> councilman noel gile doesn't support the move. others calling for independent oversight during the chief's investigation. >> we need a group of civilians

who can hold the department accountable. until we have that, we will see this over and over again. >> will chief armstrong keep his job? >> until we have the full picture to review, i cannot stand here and tell you there has not been a decision made. >> in oakland, cornell barnard. >> former oakland city council person and the mayor's former opponent is speaking out against her decision to place the police chief on leave. loren taylor released a statement saying "after reviewing the 16 page investigative report, i have come to the conclusion the decision to put the chief on adam this trait of leave was excessive and if i were mayor, i would not have done it. taylor went on to say he feels the level of discipline doesn't match the nature of the infraction. a three car crash injured five people on highway 101 in cloverdale. black ice on the roadway because the trailer with a pickup truck

attached to it to spin out. two other cars also crashed attempting to avoid the incident. all five patients were taken to the hospital with minor to moderate injuries. california highway patrol says water from this month's storm ran onto the highway and caused the slippery conditions. they cautioned drivers to slow down, especially when black ice is hard to see. king tides are pounding parts of the bay area this weekend, causing minor coastal flooding. king tides are swapping some low-lying areas, like these spots which typically flood. about 10:00 this morning at just over seven feet. the epa says king tides can happen when the orbits and alignment of the earth move and the sun combined to produce the greatest title effects of the year. for the latest on the king tides and the really cold temperatures, let's get a check with france's jean blessing. how long is the freezing cold going to last? >> not expecting freezing

temperatures. it is still going to be a cold night. let me show you live doppler 7 and satellite image. a system to the north will bring winds to the north. slight offshore flow and more cloud cover. that will mean temperatures are not as cold. most temperatures are in the 50's. we even have 61 in cloverdale. we even have a warm up in the accuweather 7-day forecast coming up. overnight, temperatures dropping. tonight in the 40's. grab a jacket if you are heading out. tomorrow, temperatures drop. cloud cover and winds. that is why we will not get as cool. temperatures in the 30's for parts of the north bay and the east bay. cloud cover also insulating us a bit. you mentioned the king a coastal flood advisory for the low-lying areas. generally around peak high midday tomorrow and monday.

more about that warm up in my next full report. >> looking forward to that. in the north bay, a woman died after she crashed her tesla into a backyard pool. she was driving down point sam pedroza when she veered through a fence. the reason for the crash is not known. we are working to find out if the autopilot feature was engaged. we will bring more details as we get them. developing news. a massive search underway for -- san miguel for a boy was swept away by floodwaters. he's been missing for nearly two weeks. the sheriffs office tweeted pictures of his search. the boy was carried away as his mom's suv was overtaken by floodwaters. she told investigators his last words to her were "mom, it is ok, just be calm." the battle over abortion came to

the streets of san francisco. thousands arrived for the 19th annual walk for life march. the antiabortion rights demonstrators gathered at the civic center plaza for a rally. then marched into downtown on market street. the cochair west coast said this years crowd was motivated by last year's referendum protecting abortion in california. >> very heartening to see, i think people are motivated to show that we definitely are here and we will not stop fighting for life. >> multiple streets were shut down, several bus routes also affected. travelers should still avoid market and mission streets until the area is clear. on the other side, a counter protest in support of abortion rights. san francisco women's march started at 11:30. m and is also gathered at the civic center. with the rise up for abortion

groups as the message is to stand up for reproductive freedom. >> we could always -- >> the message is to rise up for abortion rights and rise up for the fundamental rights of women and girls. >> the rally comes a day before the 50th anniversary of roe v. wade, which was overturned by the supreme court june of last year. a celebration today for a major renovation of a station. the changes made in an effort to make your ride safer and more comfortable. elon musk has some new proposed changes for twitter, including a fee for users. what he has in mind.

have the responsibility to give back. love, dad. >> in the east bay, a rare winter warning about mosquitoes. there are 23 confirmed species of mosquitoes in the county. vector control says our recent storms dumped water in places some people may not expect. officials are asking people to check buckets and other containers. dump the water and scrubbed the containers. the county says they already have mosquitoes active with more to follow as the seasons change. passengers will notice changes when they use bart's 19th street station in oakland. federal and local leaders joined officials for a ceremony to mark the completion of station upgrades. the changes are designed to expand capacity, produce crowding, save energy, and make

the bay and central coast, areas highlighted in yellow. gusts up to 40 miles an hour. higher elevations in the passes. gusts 50 to 60 miles per hour. forecast animation it shows strong winds from the north, 20 to 30 miles per hour. fairfield, san francisco, oakland, and continues into monday morning. tonight, we will be dropping into the 30's once again. no freezing temperatures. our coolest spot santa rosa, in fairfield. mid-30's in the east. concorde, livermore. low to mid 40's. we have that cloud cover and slight increase in wind. that is why temperatures will not be as cold. tomorrow, we warm up into the upper 50's. winds pick up in the afternoon. even though we are getting more sunshine, generally upper 50's
