>> now from abc 7, live breaking news. liz: we, not breaking -- we com on the air with more breaking news, a gunman opened fire after a lunar new year celebration in southern california, killing 10 people. this happened in monterey park, a city east of los angeles. at least 10 people are injured. police confirmed the shooter was allroom halltion facility in monterey park. authorities say this too early to say if th atarget or if the s any connection to the victim. a man who owns a restaurant across the street told the "los angeles times" that som

will announce that memorandum in florida today. the fight for productive rights -- reproductive rights. the president could ask health and human services if there is a way to protect doctors from prosecution if they provide pills across state lines. closer to home, the battle over abortion came to the streets of san francisco yesterday. thousands of people gathered for the 19th annual walk for life march. >> if you are 100% pro-l without exception, let me hear from you. liz: antiabortion rights demonstrators gathered for a rally. some became emotional as speakers shared their personal stories. supporters marched through the downtown market street and ended at the embarcadero plaza. this year proceed crowd was motivated by last year's referendum protecting abortion in california. >> it is very heartening to see. i think people are motivated because of prop 1, and motivated

to show that we are definitely here and we are not going to stop fighting for life. liz: all of the streets are now open following yesterday's march. across the street, a dueling counter protest in support of abortion rights took place. demonstrators also gathered at the civic center to speak on abortion rights. >> liz: remarks today in florida come after that state approves a 15 week abortion ban without exception for rape, incest, or human trafficking. in santa rosa, stressing the importance of getting the un-housed into supportive housing. this comes after a homeless man was killed on saturday after he was caught on fire in a parking lot. this happened along santa rosa avenue, not far from highway 101. as abc 7 news reporter tara

campbell reports, police believe the deadly opioids into the deadly opioid fentanyl was involved. tara: jose pacheco is pointing to where a homeless man caught fire and died early saturday morning in santa rosa, beside this dumpster. jose: it is pretty surprising, because, like, it happened right in our backyard right here come out of nowhere, you know. tara: reports of a fire in this parking lot just also santa rosa avenue began coming in after midnight. >> when officers and the fire department arrived on scene, they actually found the fire was actually one male, rough to 45 years old. it looks like he had accidentally set himself on fire. tara: sergeant christopher is the spokesperson for the santa rosa police department. he said they have been able to piece together some of what happened through surveillance video. >> he was using some sort of narcotic and was using a lighter

to be able to likely narcotic, maybe he slumped down, laid on the ground. tara: based on the mahomes response, they believe he was likely using fentanyl, the powerful opioid fueling the drug crisis in the bay area and beyond. sgt. mahurin: he had gt his backpack that are used to light up, heat up and keep warm. tara: they believe the residue of those gels caught fire. sgt. mahurin: causing it to heat up and smolder on his clothing. tara: this as sonoma county clears a homeless encampment, temporarily closing part of it down. the city of santa rosa also works to help the unhoused. sgt. mahurin: o get them into permanent supportive housing so that hopefully, even if they are using narcotics and something goes wrong, at least they are in a safe environment, where these kinds of accidents will not take

place. tara: tara campbell, abc 7 news. liz: the search continues today for a five-year-old who was swept away by floodwaters. authorities say kyle delwin went missing after he was swept away. crews will search today as water levels have dropped. crews and hundreds of volunteers searched in san miguel. a unique art exhibit is open in san francisco that features work marking the end of the year of the tiger under the chinese zodiac. all of the artwork features a tiger theme and was created by tattoo artists. it is a collaboration. both local and international, are featured. each presents ideas and expression of the mythology, lower, and melisma the tiger. the year of the -- lore symbolism of the tiger.

today is the lunar new year. given the bay community, there have been celebrations everywhere, and abc 7 news anser hassan starts things off in oakland. >> fire in the hole! set off in oakland's chinatown could welcome the year of the rabbit. >> also bringing in goodyear. anser: carl is president of th oakland chinatown chamber. he says oakland, especially chinatown, can use a bit of good luck. >> the year of the rabbit brings good luck to everyone but also community. this is to keep us all together as a city. anser: saturday afternoon, huge crowds gathered for oakland's lunar new year bizarre. >> a stuffed animal for 2023. anser: are you excited about the

year of the rabbit? >> i would rather it be a dragon, but yeah. anser: across the bay of san francisco, the golden state warriors hosted a lunar new year event of their own. the lunar new year is celebrated by the chinese diaspora as well as other east asian cultures, such as in korea and vietnam. the rabbit is the fourth 12 animals of the chinese zodiac. according to legend, last year's year of the tiger was about impulse and action. the year of the rabbit is a bit more cheer, -- chill come about self reflection, peace, and you date. >> for people to come together, be in each other's space on common ground, and celebration is especially crucial. anser: the lunar new year kicks out 15 days of festivities, and for many, cultural pride. >> with covid, with anti-asian hate, things are looking more

here is a live look from our abc 7 camera, looking out over the tower today, lit up. everyone is getting ready for the day game. in atlanta, a police car erupts in flames as protesters are put in handcuffs. what originally were demonstrations over plans to build a police training center turned into violence and chaos. tensions have been high since a protester was shot and killed at the proposed training site earlier this week. people have been throwing bricks and setting off fireworks. several businesses have been damaged, and multiple protesters have been arrested. the family of 29-year-old tyer nichols will speak at a news conference tomorrow after nichols died being pulled over by police. five officers have been fired in connection with this debt, for failure of duty to render aid. police pulled him over for reckless driving after

ran away to he complained of having shortness of breath for he was eventually taken to the hospital, where he died a few days later. >> police activity is on except the bull, no matter who is the victim and no matter who the officers are. >> our lives be the same again. we just want justice for our baby forever. liz: nichols' cause of death and he tells about his injuries have not been released. in the north bay, a woman has died after she crashed her car into a backyard poolin san rafael on saturday. she swerved through a fence and into the pool. officers rescued her from the tesla but she did not survive. the reason for the crashes not known at this time. we are working to find out if the car's autopilot was engaged. in the east bay, passengers will notice changes when they use b.a.r.t.'s 19th street station in oakland.

federal and local leaders joined for a ceremony to mark the completion of a station upgrade. those changes are designed to expand capacity, reduce crowding, save energy, and make it more difficult for people to skip paying the fare. it renovated public restrooms and additional elevator. there's a redesigned concourse with new energy-efficient led lights and public stallations. lawmakers say there is one huge benefit for riders -- >> it increases opportunity. on average, a household can save approximately $10,000 annually by taking public transit. additionally, our transit deal with the existential problem of the climate crisis. liz: the renovation process started in 2014. in fremont, more than 260 guns were turned in during a gun buyback event held by fremont police. they offered $100 for each

handgun, rifle, or shotgun. they offered $200 for assault weapons or ghost guns, no questions asked. typically all weapons turned in are melted down. in san francisco, the iconic ferry building is about to get a makeover. abc 7 news reporter leah melendez has a look at what this means for visitors. leah: at no point upcoming renovations will the ferry building be closed to the public. >> they will be able to work with existing tenants to be sure they can stay in place, and enhancements are just a sign of them investing in the waterfront and helping with economic recovery. ngavailable st leases the nding inorg.ommodating outside, along the embarcadero, there will be a canopy structure to enjoy outdoor dining at any time. the ferry plaza will also be

where everything is festive, lit up for the niners. chilly this morning but not as cold could we are sunny and windy this afternoon. the dry pattern for the next seven days, looking at the warmer days as we get into about wednesday, thursday, and friday. there's a look at our wind pattern, you will notice out of the wind here, the pattern, the winds build, the colors indicate winds anywhere from 25 to 35 miles an hour right through the day. this will continue right along the coast through the overnight hours, and then as we get to 7:00, still very breezy out there. it is going to take through the afternoon for the winds to calm down, but we have another sunny day, a sunny week ahead. beach hazard statement continues through this afternoon. wave heights building. they were six feet yesterday come up to 9, 10 feet. increasing the risk of strong rip currents out there. with that, we still have our king tied at 11:10 this morning.

liz: in the east bay, a rear winter warning about mosquitoes. there are 23 confirmed issues of mosquitoes in the county. our recent storm dumped water in places people may not expect, and officials are asking people to check buckets and other containers, dumped the water, and scrub those containers. the county says they already have some mosquitoes that are active with more to follow as the seasons change. all over the bay, hundreds of trees, some large, some small, came crashing down because of the storms. it is a huge problem. how can you tell if a tree in your yard or on your street is vulnerable or in danger of falling? abc 7 news dustin dorsey got tips from the experts.

suspect a script and right now. he started shooting around 10:20 rig last night in a kind of ballroom dental facility in monterey park. authority status too early to say if the attack was targeted or if the suspect has any connection to the victims. police described those scary moments when they arrived on scene. >> we have multiple patients at this time. we are still looking for more. >> we have 10 unresponsive inside and we have a few that are killed, not breathing as well. >> at this time, our number is 16, four in the lot, 12 inside the organization. liz: that is from when lapd arrived. videos posted on social media showed people being loaded onto structures and placed into ambulances. other photos show bloody and damaged victims being treated by monterey park fire fighters in a parking lot. the annual today street festival in one report is one of the largest lunar new year events in southern california.

dereliction of duty just moments before released to the public. abc 7 news cornell barnard was at the news conference and tells us what could be next for the chief. >> i heard rumors like people saying well, this is going to be the end of chief leronne armstrong. cornell: oakland mayor sheng thao began by separating fact from fiction, placing police chief leronne armstrong on paid administrative leave for alleged dereliction of duty. mayor thao: this is not to be punitive, this is an opportunity to formally review the findings of the report and let our oversight body act. cornell: armstrong was placed on leave after reportedly failing to take action on a sergeant who ripped a bumper off a neighbor's car during a hit-and-run accident. that sergeant later discharged a gun in an elevator inside police headquarters. mayor thao: i want people to understand that under this administration, there will be no, you know, different kind of treatment, whether you are the

chief or rank-and-file. cornell:cornell: the investigation a possible setback for the lapd's negotiated settlement agreement, federal oversight that has been a place for 20 years, following past cases of brutality and misconduct. mayor thao said she had learned about the chief's investigation just an hour before it was made public on thursday. >> for a new mayor, this is a heck of a welcome to city hall, in an explosive report, she had no heads up it was coming, it was made public the minute she heard about it, she finds herself in the spotlight, in the crosshairs at the same time. >> we are putting the police chief, that we all kind of work with, on administrative paid leave. cornell: a councilman does not support the move. others are calling for independent oversight during the chief's investigation. >> we need a group of civilians who can hold this police department accountable. until we have that, we will see this over and over again. cornell: going forward, the

biggest question remains -- will chief armstrong keep his job? mayor thao: so until we have the full picture to review, i cannot stand here and tell you there has been a decision made. cornell: stay tuned. in oakland, cornell barnard, abc 7 news. liz: former councilperson and sha mayor shane chow -- mayors sha thao's opponent said i f the decision excessive, and if i were mayor, i would not have done it. he went on to say he feels the level of the discipline does not match the nature of the infraction. more classified documents were found at president biden's home in delaware. according to mr. biden's personal lawyer, the fbi found six new documents during the more than 12-our search on friday. abc 7 news reporter ty hernandez has the latest. tai: six new documents were

found during the department of justice search at president joe biden's wilmington, delaware home. some of the items they back to when the president served in the senate, and others during his time as vice president. the agents also took handwritten notes for mr. biden's years in the obama administration. the attorney says the search started just before 10:00 friday morning and wrapped up around 10:30 that night, adding it was voluntary. members of the present's personal legal team and the white house counsel's office present. the president and first lady were not there. biden's lawyer issuing a statement, saying in part we have attempted to balance the importance of public transparency where appropriate with the established norms and limitations necessary to protect the investigation's integrity. we will continue to do so throughout the course of our cooperation with doj. the first batch of documents were found in november, at a

found at president biden's home. you can watch it at 8:00 this morning right here on abc 7 news . eight trains connecting stockton to san jose will be back in operation. train services were canceled since wednesday after multiple mudslides impacted the trains. the first mudslide happened tuesday and the other on wednesday. . both happened in niles canyon in southern alameda county. thrhundreds of passengers were impacted and three were injures. rider, passengers, and committee members are rallying against sexual abuse. they are demanding policies that protect drivers and passengers for lyft and uber. they say so far, the companies have discounted the abuse. the really will take place from 10:00 until 11:30 a.m. still ahead on abc 7 mornings, air tag to the rescue. . how the apple technology helped fire fighters save a one-year-old puppy from a storm drain.
