>> abc7 liz: we come on the air with breaking news, a gunman opened fire after a lunar new year celebration in southern california. this happened in monterey park, a city east of los angeles. at least 10 people are injured. police confirmed the shooter was a man, but no other description of the suspect right now. he started shooting last night in a ballroom dance hall facility in monterey park. authorities say this too early to say if this attack was targeted or if the suspect has any connection to the victim. a man who owns a restaurant across the street told the "los angeles times" that someone rush into the business and told them to lock the door.

they also told him a shooter with a machine gun had multiple rounds on hand. that information has not been confirmed by police. the annual festival of monterey park is one of the largest lunar new year events in southern california. today's events have been canceled, with the suspect still on the loose. monterey park is a city of about 60,000 people with a large asian population. this is a breaking news story, and we will bring the latest information as an as it becomes available. we are also awaiting a news conference. we will bring that you as well. with all of that, we say good morning to all of you on this sunday, january 22. thank you for joining us. we are taking a live look outside.

liz: thank you. happening today president joe , biden is expected to sign a memorandum ensuring safe access to abortion. it comes on what would have been the 50th anniversary of roe v. wade. vice president kamala harris will announce that memorandum in florida today. she will speak on the steps in the fight for reproductive rights. the president could ask health and human services if there is a way to protect doctors from prosecution if they provide pills across state lines. closer to home, the battle over abortion came to the streets of san francisco yesterday. thousands of people gathered for the 19th annual walk for life march. >> if you are 100% pro-life without exception, let me hear from you. liz: anti-abortion rights demonstrators gathered for a rally. some became emotional as speakers shared their personal stories. supporters marched through the downtown market street and ended

at the embarcadero plaza. the co-chair says this year's crowd was motivated by last year's referendum protecting abortion in california. >> it is very heartening to see. i think people are motivated because of prop 1, and motivated to show that we are definitely here and we are not going to stop fighting for life. liz: all of the streets are now open following yesterday's march. across the street, a dueling counter protest in support of abortion rights took place. the san francisco's women's march kicked off their rally yesterday. demonstrators also gathered at the civic center to speak on abortion rights. >> the message is abortion rights and the fundamental rights for women and girls. liz: vice president harris' remarks today in florida, after that state approves a 15-week abortion ban without exception for rape, incest, or human trafficking. in santa rosa, stressing the importance of getting the un-housed into supportive

housing. this comes after a homeless man was killed on saturday after he was caught on fire in a parking lot. this happened along santa rosa avenue, not far from highway 101. as abc7 news reporter tara campbell reports, police believe the deadly opioids into the deadly opioid fentanyl was involved. tara: jose pacheco is pointing to where a homeless man caught fire and died early saturday morning in santa rosa, beside this dumpster. jose: it is pretty surprising, because, like, it happened right in our backyard right here, out of nowhere, you know? tara: reports of a fire in this parking lot just also santa rosa -- just south of santa rosa avenue began coming in after midnight. >> when officers and the fire department arrived on scene, they actually found the fire was actually one male, roughly 30 to 45 years old. it looks like he had accidentally set himself on fire. tara: sergeant christopher mahurin is the spokesperson for the santa rosa police department.

he said they have been able to piece together some of what happened through surveillance video. sgt. mahurin: he was using some sort of narcotic and was using a lighter to be able to likely -- to be able to light the narcotics, then he he slumped down, laid on the ground. tara: based on his response, they believe he was likely using fentanyl, the powerful opioid fueling the drug crisis in the bay area and beyond. sgt. mahurin: he had gels in his backpack that are used to light up, and keep warm. tara: they believe the residue of those gels caught fire. sgt. mahurin: causing it to heat up and smolder on his clothing. that ultimately turned into a flame while he was asleep. tara: this as sonoma county clears a homeless encampment, temporarily closing part of it down. the city of santa rosa also works to help the unhoused. sgt. mahurin: our goal is to get

them into permanent supportive housing so that hopefully, even if they are using narcotics and something goes wrong, at least they are in a safe environment, where these kinds of accidents will not take place. tara: tara campbell, abc7 news. liz: the search continues today for a five-year-old who was swept away by floodwaters. authorities say kyle doan went mi after he was overtaken by waters. crews will search today as water levels have dropped. yesterday crews and hundreds of , volunteers searched in san miguel and san luis obispo county's. everywhere given the large asian communities in the area. we start -- today is the lunar new year.

7 roof camera. in atlanta, a police car erupts in flames as protesters are put in handcuffs. what originally were demonstrations over plans to build a police training center turned into violence and chaos. tensions have been high since a protester was shot and killed at the proposed training site earlier this week. people have been throwing bricks and setting off fireworks. several businesses have been damaged, and multiple protesters have been arrested. the family of 29-year-old tyre nichols will speak at a news conference tomorrow after nichols died days after being pulled over by police. five officers have been fired in connection with this death for failure of duty to render aid. police pulled him over for reckless driving, nichols then ran away.

police say another confrontation happened. he complained of having shortness of breath for he was eventually taken to the hospital, where he died a few days later. >> police activity is on except the bull, no matter who is the -- unacceptable, no matter who is the victim and no matter who the officers are. >> our lives will never be the same again. we just want justice for our baby forever. -- our baby brother. liz: nichols' cause of death and he tells about his injuries have not been released. in the north bay, a woman has died after she crashed her car into a backyard pool in san rafael on saturday. she swerved through a fence and into the pool. officers rescued her from the tesla, but she did not survive. the reason for the crashes not known at this time. we are working to find out if

the car's autopilot was engaged. in the east bay, passengers will notice changes when they use b.a.t.th strt ation in oakland. federal and local leaders joined for a ceremony to mark the completion of a station upgrade. those changes are designed to expand capacity, reduce crowding, save energy, and make it more difficult for people to skip paying the fare. it renovated public restrooms and additional elevator. there's a redesigned concourse with new energy-efficient led lights and public art installations. lawmakers say there is one huge benefit for riders -- >> it increases opportunity. on average, a household can save approximately $10,000 annually by taking public transit. >> additionally, our transit can deal with the existential problem of the climate crisis. liz: the renovation process started in 2014. some construction was completed late last year. in fremont, more than 260 guns were turned in during a gun buyback event held by fremont police. they offered $100 for each handgun, rifle, or shotgun. they offered $200 for assault weapons or ghost guns, no questions asked.

liz: in the east bay, a rare winter warning about mosquitoes. county officials say there are 23 confirmed issues of mosquitoes in the county. our recent storm dumped water in places people may not expect, and officials are asking people to check buckets and other containers, dumped the water, and scrub those containers. the county says they already have some mosquitoes that are active with more to follow as the seasons change. all over the bay, hundreds of trees, some large, some small, came crashing down because of the storms. it is a huge problem. how can you tell if a tree in your yard or on your street is vulnerable or in danger of falling? abc 7 news dustin dorsey got tips from the experts. dustin: during our recent storms, one type of damage seemed constant across the bay area falling trees. robert: for our clients, it is terrifying, falling on their house, wondering if it is going to fall. that keeps us very busy.

dustin: was this storm one of your busiest time ever? robert: it was. dustin: robert apolinar has been working around the clock as a certified arborist, for san jose tree services, but his work is not done. the sunshine has returned, but the risk has not gone away, right? robert: that is right. dustin: that is because the ground is still soaked from three straight weeks of rain. knowing what to look out for can reduce the risk of damage. the first thing is structural issues in your trees. robert: if trees were not growing correctly that had some decay in the truck or had root damage, those are the first to go. dustin: you can spot this by looking out for branches that split off or go in different directions. they can snap where they attach, very common for eucalyptus trees. robert: based on the weight of

of the report and let our oversight body act. cornell: armstrong was placed on leave after reportedly failing to take action on a sergeant who ripped a bumper off a neighbor's car during a hit-and-run accident. that sergeant later discharged a gun in an elevator inside police headquarters. mayor thao: i want people to understand that under this administration, there will be no, you know, different kind of treatment, whether you are the chief or rank-and-file. cornell: the investigation a possible setback for the lapd's negotiated settlement agreement, federal oversight that has been a place for 20 years, following past cases of brutality and misconduct. mayor thao said she had learned about the chief's investigation just an hour before it was made public on thursday. >> for a new mayor, this is a heck of a welcome to city hall, in an explosive report, she had no heads up it was coming, it was made public the minute she heard about it, she finds

excessive, and if i were mayor, i would not have done it. he went on to say he feels the level of the discipline does not match the nature of the infraction. more classified documents were found at president biden's home in delaware. according to mr. biden's personal lawyer, the fbi found six new documents during the more than 12-our search on friday. abc7 news reporter tai hernandez has the latest. tai: six new documents were found during the department of justice search at president joe biden's wilmington, delaware home. they announced the discovery on friday saying, some of the items they back to when the president served in the senate, and others during his time as vice president. the agents also took handwritten notes for mr. biden's years in the obama administration. the attorney says the search started just before 10:00 friday morning and wrapped up around
