by the city of oakland immediately. it is a matter of justice, due process and a matter of fairness. i follow all policies, protocols and procedures. larry: the oakland police chief fighting to get his job back after he was put on paid leave. >> he was placed on leave after an investigation failed -- found he failed to investigate misconduct by officer. larry: he spoke for the first time today since placed on leave and we were there. reporter: chief armstrong is not mincing words. he is blaming the federal monitor for being placed on leave. >> i deserve to be reinstated immediately by the city. reporter: the oakland police chief making it clear he wants to return to his job. >> i should remain in my position and i did nothing wrong. i violated no policies. reporter: he called a news conference five days after he

was put on paid administratively by the mayor for dereliction of duty, after a report showed the chief failed to properly investigate misconduct by one of his sergeants, who allegedly left the scene of a collision and failed to report it. it seems argent discharged a gun inside of an elevator. strong said he followed protocol in both cases. >> i placed the officer on administrative leave as a result. but neither the department or myself as chief of police ever had the opportunity to actually participate in the investigative or disciplinary process, because it was adopted by the federal monitor, who to the investigation out of my hands so he could handle it himself. reporter: the opd has been on oversight for several years. armstrong claims the federal monitor, robert warshaw, has a self interest in the case. >> he has a clear self interest for doing what he has done, in

creating a crisis which would, if he is successful, extend the monitor ship where he earns quite a bit of money. >> this is a ditch effort to destroy the credibility of me, the credibility of this department, and to make the community believe that, again, opd is involved in some shady business and that is not what this is. reporter: it is up to the mayor to decide of chief armstrong stays or goes. over the weekend she said no decision had been made. we did reach out to the federal monitor for,, but no response so far. larry: this is really unusual to have a police chief holding news conference to try to get his job back. what does it mean? >> i have never seen it before. i have seen police chief's come and go. some get a pat on the back, others are shown the door.

some are quietly told to resign in order to avoid conflict, but i have never seen police chief hold a press conference saying, i am getting the bum's rush. we do not have the facts. we need to take a real look at this, because when you look at it there is not much here. i am being pushed out. larry: does his case hold any water? do you think he can get his job back? >> the first, does the case hold water? if you look at what he is being accused of, the accusations, it is a mishandling of disciplinary involving a sergeant on two separate incidents. but it did not involve the public, for example. it wasn't excessive use of force, taking a bribe or something like that. these are fractions within a department. the point is, even john burris, a civil rights attorney, is one of the chief critics of the

police department and it says this is not rise to the level of dismissing a chief. the second thing, will that still happen? that remains to be seen because the decision must be made between the mayor, the oakland police commission and in the federal monitor and judge who are overseeing the police department and brought the allegations up to begin with. larry: what about the city council? we saw a councilmember at the news conference. phil: he says right now what he needs is cops on the street into somebody to do something about crime, and he credits armstrong with doing that. others may not agree. but this comes in the wake of the defund the police, black lives matter, excessive force demonstrations over the years, so it is a flashpoint. now it is moving into the arena of politics. tomorrow, there be a rally in support of the chief. larry, we have moved into that great unknown, which is public

opinion and politics here as well. larry: the chief indicated that there's financial moves motives further government oversight. do we know about that? phil: oakland has to comply and make itself a better department, and in order to do that they have given a federal monitor, robert warshaw. he is under contract to get the department back on track. but every time he gets close to getting them back on track he has a list of complaints that say that things are out of compliance, we need a new chief. about every two years, if you have noticed, there has been a new chief in oakland. kirkpatrick was fired, she sued the city for wrongful termination and won. he's saying, look, what we have is people under contract who have a philosophical or maybe even a financial incentive for keeping the consent decree going, and that is it. larry: it seems a long way from

playing out. phil: it has a lot of moving parts, so stay tuned. liz: san francisco supervisor matt dorsey says action is needed to prevent a catastrophic staffing shortage at the police department. he plans to introduce a resolution tomorrow urging the adoption of policy, which matches recruitment bonuses offered by competing jurisdictions. he says it is needed because san francisco is continually outbid for new hires. the resolution urges the police commission to develop a plan for reaching the recommended staffing level of 2200 officers within 40 years. -- four years. larry: another home red tagged due to the threat of mudslides. ryan curry spoke with the homeowner just as he was leaving. ryan: on britain's loading the final boxes into his car before

he spends the foreseeable future at a friend's house. officials have called his home unsafe because it could go down a hill. >> we got red tagged on saturday. come sunday morning, it :00 a.m., we moved things out. ryan: the rain is continuing to pose problems here. one home already slid off its foundation. you can see the damage on the first home. this family has not been able to return yet. now there is another home being red tagged, and that family says they are at least happy to be evacuated before their home does slide down. >> they said they saw movement and they are concerned, so the event may not be over yet. so, they are just -- they are concerned for our safety. ryan: the city officials say they are focusing their attention on this street. each day, multiple crews inspect homes.

>> we have a public works crew that first thing in the morning flies a drone over the properties. ryan: they say that soil separation -- saturation and wind playing factor. once this family got notice, they had to quickly act. >> we did not have time to pack. we just said, take that, take that. ryan: third driveway already has damage after their neighbors house fell. he says they have lived here for 30 years and are hoping that their home stays intact. >> the damages so massive, that the engineers are shaking their heads saying, we do not know. ryan: ryan curry, abc7 news. larry: is santa cruz, crews are working to shore up a road damaged by storms. you can see a large part of the road and sidewalk missing there. that road has been closed as

they tried to rebuild the hill. we will have a look at this massive project coming up at 5:00 p.m. liz: ace train service is bac on track today after being shut down for mudslides. reporter: morning commute train back on track for hundreds of passengers who depend on them to get to work in the south bay to the east bay, some as far as stockton. >> i think it is good. reporter: it comes after not one, but two mudslides hitting the trains on tuesday and on wednesday. this san ramon passenger was there for tuesday's crash. >> became to -- it screeching halt. we knew that something happened. they said we had been hit by a tree. reporter: after it happened in the same place on wednesday, it hurt three people and left hundreds stranded for hours.

ace train operators decided not to take any more chances, and said that they would not resume operations until they could be sure that the corridor was safe, forcing commuters to come up with a plan b for the rest of the week. >> with going back and forth, there is usually traffic in the morning and not much time. it takes about an hour and a half. reporter: a busy nil road has since been reopened in both directions. and from above, the debris has been removed. all crews working on inspections ahead of each train. it's still quite the mess surrounding the tracks, leavin passengers holding their breath at that history does not repeat itself for a third time. >> i thought about it this morning. hopefully it is safe. reporter: crews will continue with track inspections ahead of

liz: the abc7 i-team has learned about recent bike thefts tied to organized crime. larry: our reporter is getting a closer look at what is happening here, how the victims are getting help. it is not like these people are leaving their garages wide open for anybody to walk up into. so this is a little more sophisticated. reporter: that is recommend these victims had their garages locked, many with enhanced security precautions. these groups are breaking into garages across the north bay, east bay and san franciso. they are organized, fast and using a common technique. >> i came out the garage door and ice on them running down the driveway. reporter: brett is installing a new security system, after his $3000 mountain bike stolen

in december in the middle of the day. >> i had been robbed within two minutes. reporter: he reported it to the police, but days later. >> somebody saw it on marketplace. reporter: that was brian, the cofounder of bike index.org, a nonprofit that works with police to help consumers recover stolen bicycles and track down people involved. >> the first thing i do is i go through, i found your bike, i found your bike. and we figure out what to do. reporter: and he did. a man selling a bike that looks like his. >> i knew it was my bike. these are my pedals i the aftermarket tires i put on. reporter: this theft is believed to be part of an organized crime ring stealing high-end bicycles across the east bay and parts of san francisco. this video shows a group taking off with bikes from a home in

the panhandle last august. the same thing happened to boris last week. >> all six bicycles were stolen. reporter: he lives in the debose triangle neighborhood. his bicycles, worth around $30,000, gone. >> i was targeted. reporter: and the pattern seen with the burglaries locally involve suspects breaking into a garage by puncturing a hole in the glass and using a rod to pull the emergency corridor. >> they cited coathanger in through the plastic molding, looking to grab the corridor. reporter: victims are reporting suspects who drive off in a white van or suv after casey in the neighborhood. he says between 1-6 people are usually involved. >> how quickly are they selling? >> superfast. really fast. we have seen stolen bicycles go in an hour.

reporter: the people reselling often turn out to be familiar faces, like in mcnamara's case. >> we have seen him twice. once in december of 2022. we saw him lift and sell a stolen bike. reporter: the person that posted an ad to sell this bike did the same thing with these taken from a snowy valley garage last year. >> this is a straight up job for some people, robbing people, selling the bikes, and moving them from state to state. reporter: investigators say the crime rings are using social media to track their victims. in some cases victims posting photos of their bicycles on instagram just days before the thefts. part of the problem is that thieves are able to sell on many websites. california does not have a law in place that requires websites

to verify a seller's identity, which means little recourse for the victims. liz: it is fascinating to see how this unfolds. it's so sophisticated. clearly there is a reason they want the bicycles. they are worth a lot of money, so how much money is being lost here? reporter: investigators have indicated many of the suspects have between $60,000 of bike inventory at any one moment. that's more than your average bike store. that, plus the fact operations move so quickly the inventory is gone within hours. liz: wow, thank you. in the meantime, we have an update now in san mateo county. we are now learning at least four people have been killed in shootings at separate locations in half moon bay. this is from the sheriff's

office, according about the shooting that they are responding to. joining us is supervisor david kanab. thank you for joining us. we are just getting this information now. what can you tell us about the shootings? david: unfortunately, after we come out of monterey park, it looks like in the half moon bay area, as you mentioned, the sheriff's office in san mateo county -- it does look like we may have four dead, and may be more. this is really a tragedy in light of what is happening. this is an incident that we are all shocked about. and to be quite frank with you, didn't think could happen. obviously, the sheriff's office provides shared services to the city of half moon bay, so we are monitoring this as it develops.

liz: is this an active shooter situation right now? is the suspect still on the loose? what do you know about that? david: you know, i cannot confirm right now. i will say that the situation is fluid. the san mateo county sheriff's office will provide some details on what has happened. but in light of these mass shootings, we have to remain vigilant. it's shocking to see this happen. and, hopefully, we can find -- once the details are worked out -- out exactly what happened and why. liz: we have a map of the location. can you tell us about the area? it's an unincorporated what do you know about these two locations? david: when you look at mountain mushroom farm, you will see 92.

just up 92, that is where that huge sinkhole was. this is more located as you are going to enter the city of half moon bay. it's unincorporated, the area, so you have mountain mushroom farm and concorde farms. those are primarily agricultural areas, honestly. and as you move to the west, then you would enter the city of half moon bay. it's right there on the border. liz: ok, what about businesses and folks who live in the area, should they be on lock down? what is your advice to people in the area? david: i think that obviously if you can stay-at-home, stay-at-home. this is an active investigation. as you can imagine, with these situations they are rather

chaotic, so let your sheriff's office work through the detai of what happened. and we should be getting an update rather soon on what exactly happened. liz: again, is this active? do we know if there is still in active scene or active shooter? david: my understanding is it's not an active shooting, my understanding is right now there is going to be an investigation. the sheriff's office is working on it. with the information i have, and it is subject to change, this does not appear to continue to be an active shooting scene. liz: that is good to know, but obviously a scary situation. our news crew is on the way. david, thank you for joining us. david: thank you. liz: ok, we will

larry: we have an update on breaking news in half moon the san mateo county supervisor was with us for a few minutes and said that four people have died in separate shootings. this is a look at one of the scenes. one person is dead, another person and are three people in critical condition, we are told, at mountain mushroom farm. and south of downtown half moon bay, a different group of three people dead. that is the second scene at rice trucking. we are told that holy family's children center has been on lockdown since this afternoon. we are slowly getting more details on the situation, which the investigation is ongoing and details are changing around-the-clock. liz: in the meantime, we will move on to the deadly shooting

in southern california during lunar new year's another person has passed away, marking 11 victims, all in their 50's and 60's. larry: the gun was registered to a suspect who had a limited criminal history. here's the latest. reporter: the death toll in the mass shooting at the star ballroom dance studio now at 11 after one of the 10 people injured passed away. what caused a 72-year-old huu can tran to go on a shooting rampage at a lunar new year celebration is still a mystery. but we are learning more about the deceased suspect. he lived in a mobile home park in a 55 and up community. on sunday night, police served a search warrant. >> he would stop to pet your dog. everybody around here thought

that he was a quiet guy, you know? people are stunned that he was involved. reporter: a longtime acquaintance telling us tra a regular at the dance studio in monterey park, but did not have many friends and distrusted everyone. he would offer women free dance lessons. domestic violence is one of the scenarios that law enforcement is looking at. the investigation is ongoing. >> the sheriff's homicide detectives are working around-the-clock. reporter: a longtime acquaintance also saying that tran frequented a dance studio in alhambra where two people took hi goings away shortly after the monterey park shooting. although tran has no criminal history, he visited the police department weeks ago, alleging poisoning allegations involving his family in los angeles happening about 10 or 20 years

ago, but he never returned it to the station with documentation regarding the allegations. in monterey park, residents still struggling to understand how it happened. >> it is traumatic, being so close to it. it brings a feeling like, oh my gosh, these people never knew what was coming. larry: the suspect is riverside county and court filings show he was divorced in 2006. his ex-wife says she met him 20 years ago at star ballroom, saying he could be quick to anger but she said he would not get violent. a longtime acquaintance told abc7 he was not aggressive, but he did distrust everybody and had hate towards people. liz: more from the man who prevented the attack from claiming more victims. 26-year-old brandon tsay talked today on gma about overcoming his own fear to disarm the

shooter. >> my first thoughts were i was going to die here. then something came over me and i realized i needed to get the weapon away from him. when i got the courage, i longed at him with both of my hands, grabbed the weapon and we had a struggle. we struggled into the lobby. he was hitting me across the face, bashing the back of my head. i was trying to use my elbows to separate the gun away from him, create distance. at 1.i was finally able to pull the gun away from him. liz: a remarkable story. he says after taking away the gun, he called the police while the suspect walked out. his body was later found, the suspect's body, inside of his van after a standoff with officers. larry: at 5:00, we will hear from aapi leaders on the issues of racism and hate facing the

community and the impact of the shooting and with a hope will change going forward. these events are sobering reminders of the total of gun violence, whether you have lost a loved one or have been a victim yourself, or you are feeling the emotional weight of these incidents. there's ways you can get help. visit our website. liz: in the wake of that mass shooting, lunar new year celebrations here are taking on a different feel. safety measures are being ramped up ahead of the upcoming festivities. the director of the chinese new year festival and parade in san francisco talked about earlier. >> we definitely are coordinating with the police department to increase security. our parade marshals are told to communicate with the police officers on the street. we have different safety precautions taking place.

afternoon. larry: officials say authorities told them that they are searching for a man in a red suv. the sheriff's office tweeted earlier, saying that the sheriff's office is responding to a shooting incident in the area of highway 92. earlier, we spoke with david canepa. david: unfortunately, after monterey park, it is looking like in san mateo county, the half moon bay area, the sheriff's office, which is san mateo county's sheriff's office, it does look like we have four people dead, maybe more. this is a tragedy in light of what is happening. and this is that we are all shocked about. and really, to be frank with you, we did not think could happen. so, obviously the sheriff's office provides shared services

do obviously have product and cash on hand. we do not know that that is necessarily the case, but we know at least one person is in custody now, we believe in connection with these shootings. liz: we did see a heavy police presence moments ago. many police cars going towards this location where they are now. and we know that four people have died, three people in critical condition right now from these two shootings in half moon bay. a manhunt was underway for the suspect and now it appears that somebody is in custody. larry: as you can see, we are getting drips of information and trying to pass them on as quickly as possible but honestly law-enforcement is more concerned with catching who is responsible. and at some further time they will have a news conference and go through all the details. liz: we want to clarify that when we were interviewing the supervisor, he did later tell us

-- failing faster then we can replace them. reporter: millions is needed to keep them running for decades. >> we are fundraising, trying to get patrons who can provide $1 million each to get us to the $10 million mark. reporter: he is hoping to raise enough by march to replace the lights. >> march 5 is when they will go dark. so the sooner we get the funds, the sooner the lights will come back. reporter: he says they will be brighter with 48,000 new lights. >> if we can double the number of leds, we can make them accessible for the entire bay area. reporter: until then, davis says much more help is needed. >> it is a philanthropic moment for the bay area. reporter: part of the plan to replace the lights is to raise $1 million with public crowdfunding. that fundraiser will kickoff on

larry: continuing breaking news covered in half moon bay. four people have died at separate shootings. liz: we know that three people are also in critical condition on their way to stanford a medical right now. we want to get an update from our reporter on the scene at the mountain mushroom farm in half moon bay, one of the two shooting locations. gloria, what can you tell us? gloria: where off of 92 and there's heavy police presence here. they taped off the area and not long ago we saw enforcement vehicles take off with their sirens going to miss it we are trying to get more information about that. behind me, some of the workers are still here. there are farmers that police have been talking to. a coroner is also now on the

scene. sky 7 captured a video of with a person in handcuffs. it's not clear if it is connected to this case, but we know that four people have died in two separate shootings and sources tell us that one person is dead and three people are in critical condition at mountain mushroom farm on san mateo road or state route 92. south of downtown half moon bay on highway one, there are three people dead at the second scene, at rice trucking. center has been all locked down since about 3:20 p.m. this afternoon. and official essay authorities said they were searching for a man in a red suv. the sheriff's office said earlier that the sheriff's office is responding to a shooting incident with multiple victims in the area of highway 92, in the half moon bay city

limits. earlier, i was at the sheriff's office and i spoke with the pio who said they will be speaking with the media, they will give us more information but they said it will be a little longer. so we are waiting to get more information about what is going on. but you can see again there is heavy police presence here with the crime tape up and a people who appear to work here still on the scene. we did see a coroner and at several law enforcement officials rushing out of here with their sirens blaring. that's what we know so far. back to you. larry: ok, thank you. we also just saw a man with police with guns drawn being taken out of his vehicle. it's unclear if that was the man who was taken away in handcuffs. so we will get updates. liz: sources have said that the suspect is a man in his 50's.
