stephanie: police make an arrest after a man started shooting in a synagogue. do details, including the charges he is facing. good morning. it is saturday, february 4. a level 1 storm is in route to the bay area. frances has the latest. frances: the rain arrives this afternoon, but for right now we have low clouds in the area. a live shot looking down into san francisco and he could see the fog. here is the day planner. 7:00 a.m., fog temperatures in the 40's and 50's. then showers at midday. it will get heavy at times. temperatures will be warming up into the low to mid 60's for the inland in the bay area.

upper 50's at the the rain will be heavy at times, especially this evening and into the early morning tomorrow. and than it looks like the wet pattern continues through tomorrow evening before a string of dry days arrives. stephanie: police have made an arrest in a shooting that took place in in san francisco synagogue this week. a man walked into the jewish center on wednesday into been to fire. no one was injured. officers found casings on the scene, investigated as possible blanks. they think this is the same man who walked into a theater on balboa and waved a gun. he has been booked into the san francisco county jail on multiple charges, including disturbing a religious a the final weekend of the lunar new year celebrations is in full swing with events all over san francisco. the parade will make its return this year, the largest of its

kind outside of asia. it's expected to draw huge crowds. this is the route. you can expect several closures around the city. as tim reports, there is a different tone this year when it comes to public safety. tim: with the last year of the lunar new year upon us, preparations were underway friday night at union square were hundreds gathered for miss chinatown usa. >> we have been coming for over 16 years. tim: she says this is the biggest event yet, but the pageant is only one of several things happening this weekend. >> we have a record number of units for the parade and we have more than 100 vendors in chinatown. tim: on saturday, the chine new year parade will take over the streets of san francisco. it has long been one of the highlights of the social

but traffic getting into this it is expected to be chaotic. so if you plan on going, leave early. now to our covid-19 california will no longer require children to be vaccinated against covid to attend school. the decision comes after the governor lifted nearly all covid restrictions in the state. the vaccine will be removed, but state health officials are still strongly advising students to get boosters to prevent the spread of the virus. the search is over for a mountain lion that attacked a five-year-old boy. the animal has still not been found. the department of fish and wildlife says staff was not given permission to search the private property where the attack happened. now they are concluding their investigation. five-year-old jack got ahead of his family on a walk on tuesday. that is when he was attacked by the mountain lion.

right now he has cuts and bruises, even a fracture, but he is now home from the hospital and he will be ok. a federal judge says lift a restraining order to allow the teardown of a homeless encampment in oakland. they will be building affordable housing there in west oakland, near the macarthur maze. oakland representative stated they can start moving 30 residents into temporary shelters on monday, but several residents we spoke with say they have no plans to move. >> this is the only place that i have ever felt like i really belonged. and, um -- it' have left to fight for. stephanie: oakland confirms that has three places to move them, nearby wood street community cabins, st. vincent's, the 66th avenue safe site in oakland.

but the city is trying to get him into a program. reporter: he assures me that most of them are not from san francisco. what brings them here? >> some of them came here during the pandemic because they knew there was free access to drugs here. san francisco gives out a lot of assistance. reporter: then there are those like 19-year-old noah to have been lost to fentanyl for a while. he posted the time he sat him down to clean his face while he was nodding off. reporter: you tear up. >> noah is special to me because i have been working with him for so long. reporter: he is only 19. >> no kid that is 19 should be hooked on drugs as much as he is. reporter: your approach is man-to-man defense. is that practical? could other people do it? could the supervisor and his staff do it? >> yeah, it is easy. reporter: why don't they?

it has been closed for a month because of a sinkhole near the entrance, keeping visitors from coming inside. it's one of the many impacts we have seen from storms that hit the bay area this winter. we take a look inside of the zoo. reporter: after 35 days of waiting, the zoo is back open for business. >> we are looking forward to seeing everybody. reporter: this comes after a sinkhole from recent storms was blocking the vehicle insurance, foreseeing the zoo to close their doors until they could find a way to patch it up. >> hundreds of thousands of dollars for the repair, for that culvert and all the other costs we had to take care of in terms of the property, a half-million dollars a week of lost revenue. >> and people could not wait to get back inside to see the animals. >> the bears are always fun.

downpours and there will be gusty winds with a slight chance of thunder tonight and into the early morning tomorrow. by lunchtime, some pockets of rain are popping up, some showers. and this afternoon we will see heavy showers move through the peninsula and san francisco. check out 6:00, we will start to see the first wave of rain moving into the east bay. then another wave hitting parts of the north bank. we can see some heavy rain near pescadero and the santa cruz mountains, that is the orange and red. those are they downpours. we have a main line of rain moving through tonight, later around 9:00 p.m., then tomorrow morning it is turning into scattered showers, which will continue throughout the day as the storm exits to the east. rainfall estimates are from a quarter of an inch to one inch, dependingn t dnpours ande frany area up to a half-inch.

stephanie: take a look at this. smoke filled the air as a train derailed and erupted in flames and east you can see multiple fires broke out along the tracks. it was not known if anyone was seriously hurt or what the train was carrying. we know that three different fire departments responded overnight. overnight evacuations were , underway in this area. the environmental protection agency said it is monitoring the air quality. closer to home, millions of californians received a middle-class tax refund from the state last year.

personal misconduct, and improper taser use. he will not face criminal charges, unlike the other five officers. those five are facing multiple charges, including second-degree murder. also two memphis fire department , emts had their licenses revoked over tyre nichols' death. they both failed to give critical care to nichols. nichols was beaten by police on january 7 and died a few days later. today, a sacramento community is celebrating the life of tyre nichols. nichols was a sacramento native , who was also a photographer and skateboarding enthusiast. the skate shop is holding the event so people can skate in his memory. the event will be joined by tyre's friends and family. and the oakland unified school district is also honoring nichols. they will hold a series of free

weekly skateboarding classes for students. it will start today. the event will involve an informal tribute for nichols. now the balloon identified by , the pentagon is a surveillance balloon from china is still hovering over the u.s. right now. there have been discussions about shooting it down. but for now it is moving toward , the east coast. a senior defense official said it appears to be heading toward north carolina. abc news reporter derek dennis has the latest. reporter: this is the balloon the pentagon is tracking, as well as americans on the ground. >> what the heck is that? >> that is not the moon. reporter: the pentagon confirming this is a spy balloon from china floating 60,000 feet in the air. it first entered american airspace over alaska and then flew into canada before dipping down over billa. >> we assessed that it currently does not pose a physical or military risk to people on the ground. for now, we are continuing to monitor. and review our options. reporter: the pentagon says the

balloon is expected to linger above america for a few days. officials say it is big, with a technology bay the size of three buses attached. a senior u.s. official said it appears to be equipped with high resolution cameras and solar panels. it is traveling above the range of air traffic but has still been spotted by pilots. >> we got that balloon insight. looks like it is up 50,000 feet or so. reporter: china is insisting the balloon is simply a civilian airship used for research, mainly major logical purposes -- meteorological purposes and it deviated far from its planned course but the pentagon said that is not the case. >> we know this is a chinese balloon and it has the ability to maneuver. we have clearly communicated that this balloon is violating u.s. airspace, international law and this is unacceptable. reporter: secretary of state antony blinken postponed a planned trip to beijing. >> we concluded conditions were not conducive for a constructive

immigrant women as san francisco gears up for this year's chinese new year's parade. here is suzanne phan. reporter: the city of san francisco is ushering in the lunar new year and its much love traditions. the parade will include 16 immigrant women marching with men like selena. >> [speaking non-english language] reporter: and lup ecial croscultural multi-ethnic, multilingual art project called, how i keep looking up. at the heart of the project, immigrant women from chinatown and the mission district from the chinese and latino communities. the artists say this project was a chance to bridge different languages and cultures across an expansive city. >> the beautiful artwork gives us so much hope. reporter: at a time when the community is heartbroken because of tragedies.
