ognize the signs. sound like you? call your cardiologist and ask about attr-cm. >> building a better bay area, moving forward, finding solutions, this is abc 7 news. stephanie: new developments overnight as police made an arrest after a man walked into a synagogue earlier this week and started shooting. the new details, including charges he is facing this morning. good morning, it is saturday, february 4. i am stephanie sierra. we begin with a storm and route to the area. francis is watching it for us. what is the latest on the timing? francis: it looks like it is coming earlier than we thought. we see lots of low clouds and fog over the bay area. we show you a live view from our east bay hills looking toward mount diablo.

temperatures mostly in the 50's. the showers arrive. we see a few pockets of them in the mid day and then have your showers in the late afternoon and evening. it could be heavy at times. it is a strong level one. it will turn to showers but a wet weekend ahead for the lunar celebrations. get ready for that and we have a quiet period of dry weather monday. stephanie: police made after a shooting that took place in a san francisco synagogue. video shows a man walked into the jewish center wednesday and open fire. no one was injured but police say expended casings found at the scene are being investigated as possible blanks. suspected gunman is not being identified. he's being held and the san francisco county jail on multiple charges, including disturbing a religious assembly. police say they believe the same man walked into a theater on

balboa street earlier that day and waved a gun at edeveloping , construcon exchanged in -- tu violent. police pulled over a person and they say the driver got out and started shooting, hitting the patrol car multiple times. police say the returned fire and the driver sped away. they chased him to a home near sinbadone officer was and is hospitalized. he suspected gunman surrendered and was taken into custody. today, increased security for the final weekends of the lunar new year celebrations are in full swing with events all around san francisco. today the chinese new year parade makes its return. it is known as the largest of its kind outside of asia and is expected to draw a huge crowd. this is the route on your

to leave early. a major backtrack in covid-19 policy. california will no longer require children to be vaccinated against covid-19 to attend school. the decision comes after governor newsom lifted covid restrictions throughout the state vaccine will be removed from required school vaccinations. state health officials are still strongly advising students get immunized to prevent the spread of the virus. his search is over for a mountain lion that attacked a five-year-old boy in san mateo county. the animal has not been found. the department of fish and wildlife say staff was not given permission to search private properties where the attack happened. they are concluding their investigation. jack got ahead of his mom and grandparents during a walk near half moon bay. that is when authorities say he was attacked by the mountain lion. jack has cuts, bruises, even a fracture.

thankfully, he is home from the hospital and his parents that he is going to be okay. a federal judge says he will lift a restraining order and allow a teardown of a well-known homeless encampment. the city plans to build affordable housing on which street and west oakland nearly mcarthur ms.. oaklander percentage of say they can start moving 30 residents into temporary shelters on monday but several on houston which street residents say they have no plans to move anytime soon. >> this is the only place i have ever felt like i belong. it is the only thing i have left to fight for. stephanie: oakland confirmed it has three places to move the which street residents. first, which street community cabins, the st. vincent depaul shelter, and the 6th avenue rv site and east oakland. it is the start of a new chapter in the south bay.

bob johnson was sworn in as santa clara county sheriff. he takes over in apartment that has been -- a department that has been rocked by scandals by his predecessor. amanda del castillo says the ceremony was about looking to the future. >> i am honored to be back to serve santa clara county as your 29th sheriff. reporter: marking a new chapter for santa clara county as bob johnson takes his oath of office. in front of a packed room of law enforcement and loved ones, the palo alto police chief sworn in after an early interim start. >> it was a blessing to start early and engage with the workforce and find out what we really need to do in the upcoming future. reporter: the future of a community craving decency and mutual respect. >>

worked hard to develop and i think we have any opportunity for santa clara county and our county to work to where we wanted to be. stephanie: it has been 12 days since the deadly shooting at two farms in half moon bay. as workers have made their return to work, they are sharing their expenses with us. the farmworkers who have asked to not be identified said they have been scared and nervous since returning to work. one worker says they have been trembling since they have been back at the farm. they also discussed working conditions saying they are paid minimum wage and it is hard to afford rent. today, some believers will a town hall focused on the mental health of the asian-american and pacific islander community following the shootings in half moon bay. the town hall is to give the community space to come together

smith began through the embattled tenderloin. born and raised in san francisco and living in this neighborhood. what is it going to take for this fentanyl epidemic to stop, to go away? >> treatment on the vent. reporter: they don't want treatment, a lot of them. >> no, you have to get yourself some help. >> i know, i am sorry. i am zoning out and getting worse. >> if it is getting worse, let me do something about it. reporter: you think they should be forced into treatment? >> no, but you don't give up on a person because they say no to it. you ask them the next day and then the next day. reporter: for jj smith, those next days off and turn into weeks and months. he posts many of his interactions with drug users on social media to show others that compassion can bring understanding. >> what is wrong, your arm?

this one? >> yeah. >> he has an abscess. >> do you need to go to the hospital? let's go. reporter: smith keeps an eye on many of them as if they were his own kids. >> get a t-shirt and a coat. reporter:'s success stories are few and far between. >> how has it been at the shelter? >> it is a place to stay. >> i have been working with them for some time. soon he willnsitioning from the shelter into a program. reporter: most of them are not from san francisco. what brings them here? >> some of them came here during the pandemic because they knew there was more free access to drugs. san francisco gives out a lot of assistance. reporter: there are those like 19-year-old noah who have been lost to fentanyl for a while. he posted the time he set noah down to clean his face while he is not enough -- he is nodding

off. >> noah is special to me because i have been working with noah so long. reporter: he is only 19. >> no kid who is 19 years old should be on drugs as he is. reporter: your approach is man-to-man defense. is that practical? could other people do it? good for supervisor of this district and his staff do it? >> yeah, it is easy. reporter: why don't they? >> they feel as though this is a containment zone. let's keep everything here as it is. they just don't care. stephanie: department celebrated the graduation of the 190th basic academy. this brings opd to 714 officers the highest number in oakland since january last year but the

department is shortstaffed. the academy class as 16 men and four women. a woman delivered the valedictorian address and graduated with top honors. the oakland zoo is back open for business. it has been closed nearly a month because of a sinkhole near the entrance that kept visitors from getting inside. that is one of the many impacts we have felt from the storms that hit the bay area. lena howland shows. us a look inside of. zoo. lena: after 35 days of waiting, the oakland zoo is back open for business. >> lena: we are looking >> -- >> we are looking forward to seeing everybody. lena: this is after a sinkhole was blocking the entrance to the zoo, forcing the zoo to close it the doors until they could get patched up. >> hundreds of thousands of dollars in terms of repairing that culvert. not to mention the other costs of the zoo had to take care of

and the lost revenue, $500,000 a week. lena: visitors across the bay area could not wait to get back inside. >> the bears are always fun. lena: including the berger family which just bought an annual pass. >> we wanted to go in january for friends and family for his first trip. they reopened. we didn't know if that was going to happen so we are excited. stephanie: speaking of we have another one on the way and francis is tracking the timing. i know the models have fluctuated a little bit. francis: every model run, the rain starts to come in earlier. we noticed lots of raindrops on our camera lenses and we are sing a few hundredths of an inch in the east bay. sfo had

the rain could be heavy, at times there could be because the southerly winds and a slight chance of thunder. the thunder will be later tonight to early tomorrow morning. here is the forecast animation. elitist run shows more showers popping up around midday. 3:00, we see some of the heavier rain through the santa cruz mountains and scattered showers throughout the north bay and around the bay in san francisco. then you showers really get heavier. 6:00 this evening, especially in the north bay at south areas of origin and yellow. check out san francisco, it possibly could be dry for the chinese new year parade. the wind will be picking up and the rain will continue to move through tonight. you wake up to scattered showers tomorrow morning and it starts to taper off tomorrow evening. those pinks and whites are snow in the higher elevations. rainfall amounts range from a quarter of an inch to one inch depending on where downpours hit. they may hit your neighborhood.

it gives you any idea of the spotty nature of the downpours and the winds will pick up this evening, 30 to 40 miles per hour. there is a winter storm warning in effect this afternoon through tomorrow. avoid driving to the sierra at that time. gusts up to 60 miles per hour and up to three feet of snow. highs will be in the upper 50's to low 60's. tomorrow morning, most temperatures will be in the 40's. here is the accuweather 7-day forecast. a stormy afternoon and into tomorrow morning. and then we have quiet, dryer, and sunny weather monday through friday. this is still beneficial but unfortunately the timing is not great for the lunar new year celebrations. stephanie: that will be a tough commute for folks coming in for the lunar parade. the models are fluctuating. still expecting a downpour at parade start time? francis: right now it is saying

stephanie: smoke filled the air as a train derailed and erected in flames in ohio. multiple fires broke out along those tracks. it is not known if anyone was seriously hurt or what the train was carrying. more than 30 fire departments from three different states responded to this fire. over 90 were also underway. the epa says it was the air quality. millions of californians received a middle-class tax refund from the state.

irs within the next month would come out with some really. reporter: norman golden says if the irs believes the payments are meant for economic relief, they. >> would qualify for a>> tax break it has to be for the promotion of general welfare. there is very good argument it would qualify. it was at a time when it was going to counteract inflation, higher gas prices. reporter: no ruling yet, even as taxpayers are filing returns. golden ctantgof potentially huge tax revenues. california spent more than $9 million under the payments -- million dollars on the payments. >> you think of any average tax rate, that will be a lot of money the federal government will lose out on. reporter: if you got a $700 payment and you are in the 25% tax bracket, you would have to

authorities are monitoring two surveillance bulletins from china, one hovering over the u.s. what we are learning about people to's path -- about the balloon's path. we are starting out this as a level one storm is headed toward the bay area. francis is tracking it for us. francis: good morning, everyone. this system is coming in earlier than we thought. we are already seeing raindrops. lots of gray skies, we had to do with some a dense fog this morning. temperatures right now mostly in the lower 50's and the showers start to up more in the afternoon. it will get heavy at times, especially this afternoon and evening. temperatures top out in the low 60's to upper 50's and than this rain will bring a gusty winds this evening. anywhere from a quarter of an inch to half an inch, i will let

you know when the rain is expected to hit you. stephanie: new detai investigation of the death of tyre nichols. -- we are going to turn to breaking right now. president biden is making his first public comments about a surveillance balloon from china hovering over the u.s.. just asked if there were plans to shoot it down and he said "we are going to take care of it." the balloon is headed into north carolina. the new york times is reporting the air surveillance is coming on the heels of a classified report from congress last month outlining incidents of adversaries using advanced technology to spy on the country. derek dennis has the latest. reporter: this is the balloon not only the pentagon is tracking but also americans on the ground. >> what is that?

reporter: the pentagon confirming this is a spy balloon from china floating 60,000 feet in the air. it entered american airspace over alaska and flew into southwest canada before dipping over billings, montana. >> we assess it does not pose a physical or military risk to people on the ground. we are continuing to monitor and review options. reporter: the pentagon says the balloon is expected to linger above america for a few days. officials say it is big with a technology pay the size of three buses. a u.s. senior official says it appears to be equipped with high resolution cameras and solar panels. it is traveling above the range of air traffic but has been spotted by pilots. >> it looks like it is way up there, maybe 50,000 feet. reporter: china insisting the balloon is a civilian airship used for research, research, meteorological purposes and

deviated far from its planned course. the pentagon says that is not the pace -- not the case. >> we know this is a blue and and has the ability to maneuver. we have communicated this is violating u.s. airspace and international law and this is unacceptable. reporter: antony blinken postponed a planned trip to beijing. >> we concluded conditions were not conducive for a conductive visit -- for a productive visit. a congressman -- reporter: a congressman from montana tweeting, "shoot it down." but the white house saying that could injure people on the ground. the pentagon confirming there is a second chinese surveillance balloon in the sky flying over south america. stephanie: investigation into the death of tyre nichols. a sixth memphis police officer has now been fired.

investigators say preston hemphill was let go for multiple violations and improper to his reduce. preston hemphill will not face criminal charges at this time. those five police officers are facing multiple charges including second-degree murder. two memphis fire department ent's had their licenses revoked. a tennessee board determined they failed to give critical care to tyre nichols. he was beaten by police january 7 and died three days later. a sacramento community is celebrating the life of tyre nichols. he was a sacramento native who was also a photographer and skateboarding enthusiast. the sac ramp skate shop is hosting an event so people can skate in his memory. the oakland unified school district and rob skate academy are also honoring tyre nichols.

in new york city, city officials have enacted -- enacted code blue which helps bring residents into shelters. the national weather service has issued a winter storm warning for lake tahoe. the storm is expected to pack two feet of snow. when costs are expected to reach over 100 miles per hour. the nws advises people to avoid travel. the monsanto c lawsuit from 17 bay area cities. those who filed the suit 20 chemical maker to clean up pollution that seeped into the bay waters which led the state to advise against eating several types of fish. the company is accused of knowing the risks associated with certain chemicals but not curving production. the uss hornet museum will

providing free surgeries to low income and uninsured adults. 22 people will be offered free surgeries today at walnut creek medical center. more than 60 physicians and staff are volunteering their time. patient referrals are coming from more than 100 community health centers. free surgeries will be offered again later this year at other northern california kaiser permanente hospitals. the former oakland unified school district headquarters will become a place for foster teens and young adults. it is urgent building is between 2nd avenue and 11th street. it sits across from the academy where 20% of their student population is in foster care. the 96,000 square-foot building will host up to 100 foster teens. the building flooded indicated go. now the space will offer job training and transitional services for youth. the mayor who was once on housed

it is part of a multiethnic art project called "how i keep looking up." at the heart of the project, immigrant women from chinatown and he mission district. the artist tells us this was a project to bridge different languages and cultures. >> these artworks give us hope. reporter: hope at a time when the community is heartbroken due to tragedies at monterey park and half moon bay. these immigrant artists offer healing and hope. >> all of these flags have beautiful stores behind them that we want to share them not only in times of tragedy but in times of togetherness and celebration. >> it is a testament to the resilience of our communities because we always continue to look up. francis: -- reporter: whether they are chinese or latino, these artists share stories of residents. >> this map represents me and my story.
