west wind and a live shot from mount tam shows wet weather and low clouds this morning. temperatures in the 40's and 50's. the sun sets at 5:37 and we will warm to the mid-50's in inland and bay area neighborhoods around the coast. it will be in the low 50's. tonight we will dry out and it will be cold and temperatures will be very chilly tomorrow morning. i will have those details in the seven-day forecast coming up. quads lunar new year celebrations continue today as we wrap up the holiday weekend. the annual san francisco chinese new year parade made her loud return saturday, the largest lunar new year parade outside of asia. in abc 7 reporter talks t handful of people out of the thousands that came out about what the event means to them. >> fire factors ward off evil spirits and after the cleanse they marched to

food, and plenty of entertainment for people of all ages. >> i just like getting to see people and eat all the fun food and be around everybody. >> the community street fair opens up again at 9:00 until 5:00 p.m. tonight. this morning authorities are investigating what caused an oakland restaurant to erupt in flames saturday night. the two alarm fire happened at yves waterfront in jack london square. no one was inside at the time of the fire and no injuries are reported. we are learning more about the man suspected of shooting in a san francisco synagogue last week. security video shows him walk into the schneerson jewish center wednesday and open fire, shooting blanks. no one was injured. cornell barnard spoke with congregants at the synagogue that say they feel some relief with news of his relaxed -- arrest, but still a lot of fear. >> we are still in shock taking

it in. >> members of the schneerson jewish center are still processing the events of last wednesday night. security video shows a man entering the center, pulling out a gun, and firing several rounds. >> people did not even leave their chairs. they were paralyzed with fear. >> it is believed shots fired were blanks. the sfpd arrested a suspect friday. sources tell abc7news he is 50 one-year-old dmitri mishin from san francisco. >> nobody knows who this guy is and nobody has seen him before. the fact he came in and spoke russian is very telling. it seems he knew where he was going. >> police believe he is the same man that walked into a theater on balboa street today before and waved a gun at employees. on saturday a police car was posted outside the small synagogue that serves mostly russian-speaking jews. finkelstein explains why it took the center 24 hours to call police. >> some people asked why it was

sparking multiple explosions near the pennsylvania border. efforts to contain the fire stalled last night because of concerns about vinyl chloride released into the air. authorities are concerned about how groundwater will be impacted. >> peoples use these streams and waters to feel -- feed wide stock, water field. a lot have well water in the outlying areas. if this gets into the water table it could be bad. >> short-term exposure to vinyl chloride can irritate eyes, nose, throat, and lungs and longtime exposure can lead to chronic liver and kidney problems. canada is sending military tanks to ukraine to strengthen their military capabilities against russia. the canadian defense minister tweeted a video of the loading process for a leopard two battle tank, the first of four tanks supplied to ukraine in the coming weeks. the number of canadian armed forces members will also be deployed for training purposes.

the defense minister says the tanks will provide ukraine with tactical advantages due to their "excellent mobility, firepower, and survivability. a stranded boat taking on water captured on video as it capsized off the coast of oregon during a coast guard rescue. you can see a giant wave forming as rescue swimmers tried to get a person off the boat. the wave crashes into the boat, forcing it to roll through the water, eventually landing right side up the coast guard says the waves were at least 20 feet high. the boater was taken to the hospital with minor injuries. in an effort to amplify the process -- voices of minority voters democrats are restructuring to presidential primary calendar. on saturday the democratic national committee approved a plan to change the order of their parties 2024 residential primary that bumps south carolina to first place strips new hampshire fits first in the nation status. some in new hampshire are against the measure.

down a chinese surveillance balloon with one missile. the american fighter jet brought down the balloon just off the coats -- coast of myrtle beach, south carolina. the u.s. government is hoping to recover as much of the surveillance device as possible. >> a dramatic scene unfolding 60-60 5000 feet above the air in the atlantic ocean. >> all of a sudden the whole house shook. it was like a loud boom. i ran outside and saw the neighbors. you just saw the smoke. >> navy and coast guard ships setting up a security perimeter as teams worked to uncover what was left of the payload from the balloon. >> looking for the sensor package underneath the balloon. the administration said this was a spy balloon. so, what was being used to spy? cameras? signal intelligence capabilities? >> balloon with a payload of

about the size of three buses traveled for three days, entered american airspace over alaska then headed over montana, missouri, and the carolinas. officials collected intelligence from the balloon as it drifted, at times of of sensitive military sites. the mission began just after 1:00 p.m. eastern saturday with the faa closing nearby airspace. >> i ordered the pentagon to shoot it down wednesday. they decided to do that when it got over water. within our 10 to 12 mile limit. >> antony blinken postponed his trip for china set for next week. >> the real question here is why the chinese decided to deliberately provoke the u.s., to go into sovereign u.s. airspace just before the first high-level meeting between two senior officials in years. >> today on this

number of cases we are seeing and the severity of the current version of the virus, it feels like it's time to move on. >> in a few weeks california will be moving on, ending its coronavirus state of emergency february 28. friday, the state is saying it will not require students to get to covid vaccine for school. >> kids will get covid the way they get rsv and the flu, that are -- that is more dangerous for them at this point and covid. it is a reality. but i think it will be ok for kids to go back to school regardless. >> in and either move away from pandemic protocols, the federal government announcing it is cutting off free covid vaccines this fall. testing and treatment will depend on insurance coverage. >> we probably will not see a huge impact in the population like we did ever before from covid-19. >> and infectious diseases expert at you cfs. >> even if there are scary new

francisco's neighborhood is known as a kid friendly street. neighbors have gone out of their way to make the street here more attractive. people used these stone benches to conduct outdoor meetings. but, for nearly -- nearly 20 years residents have had in place is being targeted by the department of public works after somebody complained 311. >> the city is asking us to apply for an encroachment permit on the sidewalk or remove the benches. >> there are plenty of encroachments throughout the city. he barks, scooters, homeless encampments to name a few. >> we want to make sure there will be no hazards, particularly for people that are visually impaired. if they are using a wheelchair, any issues like that. we want to keep travel safe for all users. >> one things the neighbors here have are unusually wide sidewalks. let's measure.

we measured from the curve to the benches in question. nearly 14 feet of available space. plenty of room for strollers and more. the notice given to neighbors specifies they must apply for a minor encroachment permit at a cost to them of $1400. >> no way will i pay $1400. i will take it down if i have to. >> it is similar to how the school board was dealing with renaming high schools during the pandemic rather than dealing with distant -- distance learning. it seems like a non-issue that is creating a lot of energy and use of resources for something that was not a problem in the first place. >> public works is working with neighbors and the local district supervisor to find a solution. in a statement ronan said the office is working with dpw to maintain the community atmospheric that means keeping
