america and there is nothing beyond our capacity if w>> biden's state of the union, taking action for the future. but the roadmap to getting there is a much more complex story. >> the president said it clearly. our democracy is at an inflection point. there are many issues we face and many that were addressed. ama: tim johns leads off our coverage. reporter: finish the job. that is the line we heard from president biden this evening calling on members of congress from both parties to come together not as democrats or republicans, but as americans to push his agenda forward. on a national scale the president was not shy about emphasizing his administration's accomplishments during his first two years in office. he highlighted the 12 million jobs created since january 2021

as well as the nation's 3.4% unemployment rate. he also touted legislative accomplishments, mentioning the chips act, his bipartisan infrastructure bill, and his inflation reduction act. biden also warned about the dangers of not raising the debt ceiling and urged republicans to join republicans -- to join democrats in doing so immediately. >> we are often told democrats and republicans cannot work together. we have proved the cynics and naysayers wrong. >> the bay at different in tonight's speech. he recognized brandon tsay, the 26-year-old man who wrestled a weapon away from the gunman in last month's monterey park shooting. he took the opportunity to call for actions on gun control. >> he saved lives. it is time we do the same. ban assault weapons now. ban them now. reporter:

about the importance of protecting american democracy. he highlighted the attack on paul pelosi as an example of the result of dangerous rhetoric against our institutions. >> just a few months ago, an unhinged assailant unleashed a political violence at the home of then speaker of the house of representatives nancy pelosi using the same language the insurrectionists used on january 6. tonight in this chamber is the man who bears the scars of that brutal attack. but he is as tough and a strong and resilient as they get, paul pelosi. [applause]

discussed during the address tonight was abortion and the overturning of roe v. wade. the president warning republicans not to pass a national abortion ban, saying he would veto it if it ever came to his desk. dan: thanks very much. recently retired congress member and abc 7's new political analyst jackie speier joined us to watch the spade and the ash the skate of the union -- to watch the state of the union. he discussed prescription drug prices, particularly insulin. >> instead of making the wealthy pay their fair share, some republicans want medicare and social security to sunset. i'm not saying it is a majority. [booing] >> anybody who doubts it, contact my office. i will give you a copy of the proposal. that means congress does not vote.

>> he stood in there but it felt like british parliament. >> it was our attempt at british parliament. we are not very good at that. i would say it in the end the way he turned that around and said can we all stand for seniors and make sure we are not going to cut medicare and social security was a brilliant move. and everyone stood. that was a good sign. one in 10 people is diabetic in this country and right now only seniors are benefiting by the law last year which now caps their actual insulin cost at $35 per month. everyone else is spending hundreds of dollars per month. diabetic patients now share their vials because they cannot afford to buy new ones. it is shameful and we really have to change that. >> w former congress member jackie speier joined the news team as a new political analyst. she has years of experience in washington and we look forward

to her insight and analysis on political matters. ama: arkansas governor sarah huckabee sanders delivered the republican response. she rose to prominence as president trump's press secretary and she is the first female governor in arkansas history. currently the youngest governor in america. governor huckabee sanders says she does not believe much of anything she heard from president biden. >> the biden administration seems more interested in woke fantasies than the hard reality americans face every day. most americans simply want to live their lives in freedom and peace but we are under attack in a left-wing culture war we did not start and never wanted to fight. everyday we are told we must partake in their rituals, salute their flags, and worship their false idols. all well big government colludes with big tech to strip away the most american thing there is, your freedom of speech. that is not normal.

it is crazy. and it is wrong. ama: you heard governor huckabee sanders there mentioned big tech . president biden did as well tonight. he took aim at social media platforms calling on republicans and democrats to fight the growing dangers. amanda del castillo you has the response from local tech experts. reporter: president biden taking a shot at big tech calling for bipartisan support for better industry regulations. he says now is the time to finally hold social media companies accountable for what he calls a, quote, experiment they are running on our children for profit. pres. biden: it is time to pass bipartisan legislation to stop big tech from collecting personal data on our kids. teenagers online. ban targeted advertising to children and impose stricter limits on the personal data companies collect on all of us. >> we have a problem in a virtual world. reporter: a san jose state

professor weighing in from the heart of silicon valley, not surprised by the president's tone. >> it is the responsibility of tech companies to look at people before profit. if they have this kind of mindset, they will understand you are dealing with human life. and the consequences will be huge. reporter: president biden's comments come after his wall street journal op-ed addressing what he called big tech abuses. tech experts say getting bipartisan support may be a challenge. >> on one side of the aisle there is a lot of concern about censorship and the perception the tech industry is pushing its political ideals onto the country. on the others of the aisle you have people who are worried about the spread of disinformation. extremism. the concern about the technology companies reaching into our lives. reporter: the president's attention to big tech following mention of mental health, making ties to social media and its

impacts on school-aged children. pres. biden: let's do more on mental health especially for our children. when millions of young people are struggling with bullying, violence, trauma, we need better access to mental health care at schools. dan: the founder of half moon bay farmworker advocacy group a loss attended president biden's state of the union address. hours before, it representative met with alex padilla who tweeted this photo along with the words, quote, she is an inspiration and it was an honor to meet her. in the wake of the half moon shooting, -- it was a message of hope the founder hoped to take to the president. >> community, that we do not leave them behind again, that we highlight a narrative of human rights for farmworkers. antooonbu to e it hernaez arrias

guest at tonight's event. ama: you might have spotted these black pins worn by democrats to highlight calls for police reform. particularly after the death of tyre nichols whose parents were in attendance and applauded by the president. the pins have the year 1870 written in white, the first known instance of police killing an unarmed free black person in the u.s.. dan: there was a tense moment between mitt romney and george santos. santos appears to be trying to move to the aisle to shake resident biden's hand before the state of the union address. romney says something to him and they appear to exchange words. romney reportedly told santos, i would be embarrassed. afterward the utah senator was asked about what happened and is clearly not a fan of the newly elected embattled new york congressman. >> they are going to go through the process and hopefully get

>> for all your children who are exploited and enslaved. reporter: candles lit tuesday night outside st. anthony's church in east oakland as dozens prayed for outcomes and solutions after seeing this. recent images of young women outside of st. anthony k-8 grade school appearing to solicit themselves for sex. >> tonight we gather as one with an urgent need for radical solutions. reporter: abc 7's stephanie sierra first showed you these images in her eye team report. she featured rosa vargas, a concerned parent who again on tuesday said women are still out there near the school at all hours of the day. >> we need to start putting surveillance cameras to monitor closely and to have the evidence on hand to start prosecuting. reporter: while this vigil did focus on the problems, there was also a spotlight placed on the solutions. ♪

>> it is through these efforts that the city of oakland will now be setting up traffic diverters on east 15th. reporter: sadly the deputy says when they were on their way to this event at saint anthony's, they came across a 15-year-old girl from southern california on a nearby corner. >> that young lady from southern california is 15 years old, being brought down to the police department to receive wraparound services and hopefully be placed in a situation where she can actually address the trauma she is experiencing. reporter: oakland chippy police chief james beer says last year 169 people were arrested on prostitution crimes. eight kids were rescued but the deputy chief believes more needs to be done community to address this issue. >> we are not going to arrest our way out of this problem. we have to come together. we are just one small piece in the answer to this problem. reporter: j.r. stone, abc7news.

ama: our abc7news i team's stephanie sierra has been covering this from the start by hearing from parents, city council members, and catholic school leaders. you can find the investigation on abc7news.com. dan: staying in oakland, developing news of a police department shakeup. community members rallied to get police chief armstrong reinstated. >> he is fighting for his job and we are here to support him and fight along with him. dan: community organizers are calling the mayor to reinstate the police chief who has been on paid leave since january 19. supporters say the longer the chief is not in his role, the more oakland's streets are unsafe. his legal team released a note today which remains confidential asking the mayor to reinstate him. the mayor told abc7news she is sticking by her decision. >> this is an ongoing investigation.

we take the allegations very seriously. dan: according to investigators, armstrong was put on leave for possible misconduct. he insists he followed all policies properly. ama: a mountain lion was spotted in rohnert park over the weekend. you see it creeping around this neighborhood driveway. the homeowner who had the security video said this was early saturday morning along fairway drive. that is near the fox tail golf club. she added the big cat did not cause any damage. this was just a few days after the scary attack near half moon bay. last week a mother saved her five-year-old son from an attack while they were on a trail. the boy is now recovering. dan: a key focus in our work to build a better bay area is on climate and the environment. two state senators have introduced a bill with the health of all californians in mind. they say by cleaning up the air we breathe. they are zeroing in on the roads millions of us drive on like the bay bridge toll plaza.

the bill aims to lower the carbon pollution emitted by asphalt. research shows caltrans use of asphalt generated roughly 174 million tons of greenhouse gases statewide in 2020 alone. if past this bill will fund incentives to caltrans contractors who use lower carbon forms of asphalt in order to reduce pollution. let's turn our attention now to a fabulous looking forecast. ama: spencer christian is here with that. you and the weather. spencer: i will take that couple met. here is a look at what's going on with satellite radar. showing a mass of clouds out to see moving in our direction. it is not likely to bring us rainfall but i will show it to you because it will have some impact on our weather later in the week. looking out over san francisco, clear skies. 52 degrees in the city, mid 40's
