because it has brought a lot of attention to the situation. reporter: many community leaders had to go out and see the problems for themselves. >> she is concerned about the situation right now. with that the last two weekends we have walked out at night with some of the neighbors, and at last week we walked with the assistant chief, who was also shocked at the magnitude of the situation. reporter: a supervisor's legislative aide says that there is a push to create a sanctioned red light district. >> what we are wanting to do is push our state legislature to legalize sex trade in california. this would allow localities to regulate the trade and keep people safe. reporter: there is no specific proposal and specific location targeted said a supervisor, but in a day or so a big push to curb sex trafficking for sure on one street in the mist in district. barricades will go up at 21st and cap.

says it will monitor the flow in make adjustments as needed. anchor: thank you. have you heard of iso, a deadly drug showing up on the streets of san francisco. tara campbell tells us it is more powerful than fentanyl and has local leaders sounding the alarm. reporter: a new deadly opiate a showing up on the streets of san francisco, and it is poised to push the drug overdose death toll even higher. >> it is a stronger analog of fentanyl, so it is scary. reporter: jackie berlin is talking about iso, a synthetic opiate 20 times more potent than fentanyl, and she fears for her son. he has been battling drug addiction for more than a decade. >> he told me iso was on the streets right now, and he is staying away from it. reporter: she says trying to stay away from it is not enough.

cory has come too close to comfort. >> he said he accidentally got a little bit, which i am really concerned. reporter: iso into other illicit drugs, dea labs showing it makes with fentanyl and heroin and pressed into counterfeit prescription pills. >> i want to make sure san francisco is set up to know what we are dealing with. reporter: supervisor met the receipt responding on san francisco's streets. >> i have heard from people who are knowledgeable about it that iso, a new more potent opioid, even more addictive and deadly than fentanyl, is starting to arrive in san francisco. reporter: the supervisor sending this letter to the medical examiner in support of bolstering its work. >> i want to make sure the office of the chief medical examiner has everything that it needs to test for every potential drug that may be out

there and that is costing the lives of anybody in san francisco. reporter: he says closely tracking the drugs causing accidental overdoses will be key in combating the crisis. >> i want to make sure ocme the ability to test retrospectively to see if there is anything that has already arrived that we were not aware of. anchor: a woman is seeing the owners of a massage location. jane epstein says she was sexually assaulted by a therapist at that chain during a massage in may of 2017. epstein and her attorney say there was a prior complaint about the therapist at the owners knew about but did not reported to police. she says that the therapist was allowed to continue working. >> he did not tell me he had sexually assaulted another woman in 2013. instead they knowingly send me into a dark room alone with a known sexual predator. anchor: we reached out to the

owners of the business but have not received a response. in 2018 several women sued the chain alleging sexual assault at multiple locations across california, including that location. second anchor: the men accused of opening fire on a group of san jose police officers has been arraigned on attempted murder charges. luis cantu is in cour an arraignment. he fired on officers during a traffic stop on friday night. police return fire and chased into a home where more gunfire was exchanged. one officer was shot before cantu surrendered. the police chief said he had been stalking officers for hours at three different locations before the shoot out. anchor: developing news now, the suspect charge in the attack on then house speaker nancy pelosi's husband appeared in court to discuss newly released evidence. stephanie sierra was there in

the courtroom and spoke with legal experts about what is next. pres. biden: the home of that then speaker house of representatives is a stuff and strong as they get. my friend paul pelosi. reporter: the day after president biden condemned the attack on paul pelosi during the state of the union, the suspect walked into federal court to learn the government has produced 16,000 pages of evidence in the criminal case against him. this includes newly released body camera video. u.s. capitol police surveillance footage answer -- and forensic results from a search. they are still waiting for images of his devices but are interested in setting a trial date. >> i think the trial will be some time off. reporter: mike weikel is a former public defender. he says before that happens he will need to be evaluated. >> defense attorneys are duty-bound. the court is out to get it to make sure the court before them is mentally fit to undergo a trial. reporter: he says our recent phone call of the suspect made

to another new station made for no remorse for his actions indicating he should've been more prepared was significantly hurt his case. how damaging is that phone call in his case? >> very damaging. did you know what it was wrong that you did? the only defense for insanity is that you did not know what was wrong. this hurts any defense especially if you cannot consider the insanity of the person. reporter: a federal insanity defense at trial is known to be difficult to prove in any case, especially one like this with mounting evidence and repeated confessions. depapp is facing a charges in federal and state court that carry life sentences. if you make it to trial rikel says this struck his defense to misinformation. >> it will have a lot of jury appeal to point a finger someone else. the question becomes is it reasonable for this person to rely on that. reporter: de papp is due back in

larry: things it did not go quite as planned during a scheduled court hearing today for a man accused of firing blanks inside his san francisco synagogue last week. ryan curry tells us what happened and the charges he now faces. reporter: good afternoon. moments ago the district attorney called the actions of 51-year-old demetri mission, the man arrested for that shooting, as deplorable saying they

threaten those who are at the synagogue at the time of the shooting. mission has been formally charged with two felony counts with hate crime allegations. she says her office has received information that this was indeed and activate. surveillance video shows mission farming goes around in the synagogue last week. leaders with the center described it as alarming, leaving much of their congregation in shock or it they also called it an act of hate. mission as been normally charged with those i just mentioned as well as other misdemeanor charges as well. district attorney jenkins said mission not only hired a blank rounds but the settings at the time. investigators deem it worthy filing these hate crime allegations. >> there were certain terms used that may have required research on the part of law enforcement to understand what the meetings were as well as social media posts that were revealed to us. that is how we arrived at the

conclusion that this was in fact a hate crime. reporter: mission was scheduled to be in court today, that his appearance has been delayed due to a transfer issue. he has had to make his appearance later this week, possibly as early as tomorrow morning. officials at the synagogue said they have not adjusted or delayed any of their services following what happened last week. they say they are still open to the public. they have mentioned to me and made it clear they do not want this action to intimidate them any further. amanda: thank you. a long-awaited project is finally underway in san francisco. the better market street project phase one started on monday. expected delays heading to and from a portion of market street. the area stretches from octavia to stuart. the controversial sidewalk level bikeway has been scrapped. other pedestrian and motoris improvements are expected.

the first phase of the project is expected to be $60 million. larry: on the peninsula more help on the way for people impacted by the winter storms in san mateo county. lena howland has a look inside new fema resource center set up for flood victims. reporter: as folks across san mateo county continued to pick up the pieces from letting weeks later, fema is stepping into offer a helping hand. this after the county was added to the major disaster declaration, giving residents who had damages or losses from the storms the option to apply for federal help. >> you never know what assistance is available to you. file and find out. reporter: david with the department of emergency management says so far there have already been around 400 applications put in for disaster relief for the county, with completed site inspections. >> is everything from people who want debris movie mogul --

removal. we have had houses that were split into two because of trees coming down to their houses. houses that have had the soil around their foundation. reporter: to reach a larger crowd the county is opening up three mobile intake centers where staff can answer questions about disaster assistance through fema and help with the registration process. the first one is that a unified district board room open to 8:00 until 5:00 on wednesday and at :00 until 7:00 on thursday. there is another one on friday and saturday at the la honda fire station 57. >> some people are not internet savvy, so it is helpful for them to have someone to guide them through. reporter: a full disaster recovery center will open on thursday in the event center in san mateo or at least the next week to serve as a one-stop shop for any victims needing more

amanda: you may have to feed the meters more often when you park in san francisco to help offset and expected a big budget deficit from the san francisco municipal transit authority. when $1 billion in financial aid runs out they could face a shortfall of $130 million in 2025 according to the chronicle. fda says fair are returning slower than expected. they could expand meters in residential parking permit zones. larry: in the north bay big changes could be coming to bus service in marin county. the marin independent journal reports they are proposing canceling or consolidating some routes, reducing trips and removing the express routes. according to this report agency officials blamed the ongoing driver shortage and current traffic conditions were these proposed changes.

a public hearing is set for march 6. amanda: time for consumer news. larry: michael finney is here with the headlines. reporter: was over the state of the union address. the president yesterday it used it to tout his case for the junk the prevention act. the act focuses on hidden surcharges and fees parading as taxes. the act was first announced by the white house on february 1. it targets add on fees often hidden from consumers, including resort fees at hotels, service fees on tickets to concerts and sporting events as well as cable, internet, and cell phone charges and fees that are not disclosed until the bill arrives. at the president says credit card late fees are also on the chopping block. a federal program providing unemployment assistance to victims of major disasters is now available to residents of alameda and another county.

[booing] anybody who doubts it, contact my office. i will give you a copy of the proposal. amanda: a response gop lawmakers protested and shouted at the president it you probably heard somebody say liar. despite efforts from speaker kevin mccarthy to shush his fellow republicans. some people think this was a brilliant attempt to buy biden to corner republicans into saying on national tv we do not want to cut entitlements.

what are your thoughts? what strikes you about that? spencer: it was interesting to watch, but i would rather see a more respectful -- even if you disagree with what any president is saying, it takes you back to when congressman joe wilson screamed you lied to president obama. this outrages me. you can do your rebuttal after the president's speech and saying i disagree with this, that and the other, but i think it is really childish behavior. amanda: what's been said mentioned there, wilson got rebuked even by republicans. larry: it would be nice if parties, we could elevate the conversation to something more respectful. especially during a state of the union address. a lot of times a coach will use the opponent's aggressiveness against them, and in this case elke had to do was let out there . we are all in agreement.
