fight labor trafficking. reporter: it was 2018 when they were charged with human trafficking. the california attorney general said it all happened over the course of 10 years when they operated rainbow brite, a childcare and adult residential care company. the attorney general sang the family targeted members of the filipino community many of who recently immigrated. trafficking and deportation. they also made false promises to help people with citizenship. >> there was so much abuse in this case that reflects human -- dehumanization. reporter: the other three were found guilty of two counts of labor human trafficking and conspiracy to commit human trafficking. they were also found guilty in more than a dozen frauds. in the courtroom, victim representatives red impact statements, many saying they will still live in fear even if

they get the maximum sentences. when victims of the gumbos family went through labor trafficking, happens too often. >> the labor trafficking cases, it is really hard for folks to connect with a level of trauma that happens. with the labor explication and this form of trafficking. individuals carry this trauma for years. reporter: putting someone in a situation where they are exploited for their labor. >> it is not that someone is chained in a basement. it is folks that appear to have freedom of movement but they are not able to leave the situation that they are in without fear that there will be some repercussions. reporter: the south bay coalition to end human trafficking hopes that more victims can be rescued from similar environments and that the community knows what signs to look for to provide help. >> we can beat up standards rather than bystanders. it starts with being educated.

larry: jane epstein says she was sexually assaulted by a therapist at that chain during a massage in may of 2017. epstein and her attorney said there was a prior complaint that the owners of the business knew about but did not report. she also says the therapist was allowed to continue working. >> they did not tell me he had sexually assaulted another woman in 2013. instead, they knowingly sent me into a dark room alone with a known sexual predator. larry: be reached out to the owners of the business but have not received a response back. in 20 several women sued the massage envy chain alleging sexual assault locations across california, including burlingham. ana: in san francisco, a supervisor plans something

controversial. a city sanctioned red light district. the problem is prostitution activity has taken over several city streets, making those areas unsafe. abc 7 news reporter is live in the newsroom with details and reaction. suzanne: this is not the first time one has been considered in san francisco. there was a ballot proposition to a noise prostitution which failed. the idea is coming back. some people say the sex trafficking problem is the worst they have ever seen. >> it is constant. pretty much every night. suzanne: just across the street from where bertie lives, a constant problem. >> it is intense, in the morning, you still see them around, sex workers. soliciting. suzanne: the problem has gotten worse. residents at bethany center senior housing are afraid to go

outside after 5 p.m., because of what they see. >> see people walk with their little close. a lot of the time, you have people having sex outside of their homes. there are break-ins. it has just gotten more rampant. suzanne: the problem is abc 7 news reporter shone a spotlight on the issue, in city leaders took notice. >> we feel it has been very helpful, because it has brought a lot of attention to the situation. suzanne: many community leaders have to see the problem for themselves. >> she is very concerned right now. the last two weekends, we have walked out at night with some of the neighbors and last week we walked with assistant chief david lazar who was also shocked at the magnitude of the situation. suzanne: supervisor loves lidded -- legislative aide there is a

push now to create a sanctioned red light district. >> we want to push her state legislator to legalize sex trade in california. this would allow localities to regulate the trade and keep people safe. suzanne: there is no specific proposal right now and no location targeted. in a day or so, a big push to curb sex trafficking. these bright orange so-called water walls would go up at 21st and cap. >> it will be located on the south side of each block. so the block will be accessible to the north end. it will not be a through street. so somebody entering from the south will not be able to exit from the other end. suzanne: we reached out about this move, they released a statement saying the department is aware the issues of sex workers and the potential of human trafficking on cap street. the department is utilizing strategies to stop and disrupt the criminal activity while being compassionate to those

forced into the sex trafficking trade. ana: so the barricades will be going up this week. larry: attacking paul pelosi appeared in court today. the government told the judge they have prepared 16,000 pages of evidence, that includes bodycam video, surveillance footage, and fbi forensic results. authorities are also waiting for the release of the hard drives and devices. he will likely go on trial in the state first before a federal trial. the next federal court date is march 15. ana: the district attorney's office announced hate charges against the man accused of firing blanks inside a synagogue. surveillance video captured 51-year-old meat tree firing the gun -- demetri. he will be charged with two felony counts of making threats obstructing exercise of urgent,

as well as hate crime and multiple misdemeanors. the scheduled court appearance was delayed because of paperwork. larry: the man accused of opening fire on san jose police officers has been arraigned on four counts of attempted murder. he was in court for today's arraignment. he opened fire on officers during a traffic stop friday night. police returned fire and then chased him to a home where more gunfire was exchanged. authorities say he had been stocking police officers at multiple locations before that shootout. >> i don't think that any of the evidence that is in our statement of facts indicates that he was targeting particular police officers. but given his activities earlier that evening, he was looking for police officers. larry: one officer was wounded before he surrendered. ana: also in the south bay, an

effort to protect the un-house community from deadly traffic collisions. this comes on the heels of a crash that killed a homeless person. in the wake of the deadliest year for pedestrian fatalities, we have dustin who shows us what is being done. dustin: he records no one wanted to break in san jose were broken in 2022. most traffic and pedestrian fatalities in history. 2023 was off to a much better start, but the numbers are up. four lives claimed, two pedestrians. >> extremely disappointing and frustrating for us. dustin: people walking through the city, killed on the roadways. one on jackson avenue, the second in south san jose. he was part of the un-house community and lived in a nearby encampment. >> i almost got hit a couple times. riding my bike, people just don't look. you see them start up and then they look, or then they see you, hopefully.

odds are they don't, and so many gets hit. dustin: none has pedestrian deaths tripled from 2019 to 2021. shawn is trying to do what she can. she has encampments handing out headlamps to residents to keep them safe while moving around at night. >> the whole goal is to make people more visible. so that hopefully people will get run over less. we specifically have targeted areas where people are getting hit the most. dustin: the department of transportation has tried similar outreach programs in past years. two of san jose's biggest problems are meeting, traffic safety and homelessness. they have also handed out equipment and install temporary signage. the department wants to hear from the community about what best suits their needs. >> signs of success are when we have a successful conversation

and explain to them the dangers that are out there, and we get their feedback on what we can do to improve. dustin: they will also be meeting with un-house residents at a homeless health and safety fair to further address those needs. larry: in oakland, we learning more about a robbery earlier this week. it happened in a parking lot near the wells fargo on webster between 20th and 21st. today, employees of angel cakes confirmed thought the shop owner was the victim. according to the chronicle, the thieves blocked her car and one of them smashed in her passenger-side window and stole something from inside. she tried to chase the thieves down, but got caught in the doorway and then was dragged 50 feet. she is still in the hospital in a medically induced,. so far, no word of any arrest. ana: oakland mayor her plans to tackle sex trafficking. she detailed the cities work with community programs and the

police department. >> we are going to be installing diverters, street signs, and similar steps. the environmental designs to make sure that cars can't come in to just sit in the middle of the street. ana: her comments following the i team investigation on allegations of increased solicitation near a school in east oakland. one reason stemmed from construction pushing sex workers toward more residential areas. city officials in the fbi plan to install more street cameras. the mayor plans to reach out to organizations to help the victims. larry: coming up, an update on brock purdy. ana: mask mandates will be returning to parts

larry: brock purdy will have surgery in two weeks to have surgery on his elbow that he injured. the good news, recovery is expected to take six months. that would put brock purdy on track with a return positive news, but we have to wait and see what the doctors find when they go in for that surgery. ana: in the north schools have reinstated the indoor math policy. it comes amid an increase in covid cases, but so far the public health office says no clusters of cases have been reported. leanne is in the newsroom with more. leanne: this information to the public health office expecting that their names not be given out. there is that trust factor. what we do know is that the way schools deal with covid cases has completely evolved. when covid began, one case would

be enough to close the entire school. now it is only a matter of reinstating the mask mandate. despite covid cases going down marin county, four elementary schools reported clusters of covid cases prompting an indoor mask mandate. >> we consider it a school-based outbreak after at least 5% or more students are infected. leanne: the increase in cases is somewhat surprising, 80% of kids five through 11 in marin county are vaccinated against covid. >> the key point about the vaccines is that they are preventing more severe illness. i think this is more a treatable to the natural ebb and flow of the virus as it moves in our community. we end: the public health office has not given out the names of the schools because they want to honor their confidentiality agreement. as of last week, there were 53 cases reported all marin elementary schools.

while there are cases among middle and high school students, there hasn't been an outbreak among older students. the marin county office of education says these outbreaks are to be expected. >> the virus travels the way it does, it could be in a sports team or performances or classrooms where a student picks it up at costco and brings into the classroom. leanne: health officials are not concerned about a potential spread, because covid waste water levels continue to go down. in the meantime, the only thing that can be done is to remind students to take the necessary steps to limit the spread. things continue to improve. in may 2020 two, marin county reported 20 outbreaks at the schools. today, they are reporti clusters at the elementary school level. leanne melendez, abc7news. leanne melendez, abc7news. larry: with gold bond...

ana: in the east bay, pittsburgh will create a new skate park. the park the at the corner of civic and railroad avenues behind city park. it will include a skate plaza, pumper act, and other improvements. the city agreed on for $35,000 for design costs. just under its $500,000 budget. the rest will be paid with possible grants. larry: a new mystery restaurant will take over the former clubhouse in san francisco. the national recreation area won't say who the new owner will be, although the national park service says the new lease will start this year. this popular landmark from the 2001 film princess diaries overlooks ocean beach. due to the venues historic nature, the design will stay the same. it will be announced in the upcoming months. ana: can't wait.
