ama: slammed that a new report looking at police reform in the city. what it identifies that needs to change and the key issues to address. good evening. larry: san jose is the largest city in the bay area in terms of population but has only about half the number of police officers as san francisco. that's the tip of the iceberg when it comes to things that the city needs to fix. amanda del castillo spoke with the new mayor who was one of the people receiving nf on the report card. reporter: when it comes to decisions on policing, sacred heart community services says city council has failed. it's grading reflected in this year's city council report card. with all but one council member who served under the former mayor receiving nf. >> we are often

police department. the other solutions that we want to see happen are going to have to happen by workers that are not sworn officers who work for the city. reporter: the second report card of its kind using its report card to address why they think so many are struggling. a great elected officials on how they vote on a number of issues including housing, homelessness, immigration, and policing. among their priorities, ending the criminalization of homelessness and investing in mental health response. it's a matter the new mayor agrees with. >> we need to do a better job of differentiating our response to different kinds of calls for help. agree with sacred heart's assessment. he says the number one demand from residences adequate police staffing to improve response times.

a reality he believes should not be set up in opposition of community policing, proper oversight, and accountability. president biden addressing law enforcement and earn community trust, speaking of ways to help them succeed in keeping the public safe. >> hearing the president say, it's time for us to look at a more comprehensive approach to this, why are we doing the same thing over and over again? we are not making any progress. reporter: sacred heart standing by its assessment, saying it's a message to policymakers about community expectations. >> this city council can make a very impactful change. there's no doubt that there are areas where we can continue to improve. nobody is satisfied. to rank it as an f is unfair. reporter: abc7news. larry: should sex work be legalized in san francisco? at least one county supervisor

is making the push to create a red light district in the city. red light district where sex work would be allowed. >> what we want to do was to push our state legislature to legalize the sex trade in california. this would allow localities to regulate the trade and keep people safe. larry: there's no specific proposal on the table right now and no specific location targeted yet. this isn't the first time the city has been considered. in 2008, there was a ballot proposition to decriminalize prostitution but it failed. ama: the man accused of attacking paul pelosi appeared in court today. 16,000 pages of evidence have been prepared.

release of suspect david depape 's hard drives and devices. he will go to trial in the state first before a federal trial. his next federal court date is march 15. in a synagogue last week. the 51-year-old firing the gun inside a synagogue in the richmond district. he will be charged with two felony counts of making threats, obstructing exercise of religion. the scheduled court appearance delay -- today was delayed because of paper issues. larry: marin county elementary schools reinstating the indoor mass policy. for elementary schools brought back the indoor mask mandate to some of their classrooms. there's been dozens of covid cases despite 80% of marin kids

having already gotten vaccinated. 53 cases were reported last week . the marin county office of education says this is to be expected. >> the virus travels around the way it does and it could be sports teams or performances or classrooms where a student picks it up at cosco and brings it into the classroom. larry: there have been cases in some middle and high schools but no outbreak among the older students. health officials say they aren't worried about a spread in what -- since wastewater levels are declining. stopping the covid vaccine mandate for foreign travelers coming into the country. this is one of few restrictions still in place. travelers haven't been required to test negative since june of last year. the senate has to vote before any changes are made. ama: a couple weeks ago, bart warned it could be in a dire financial situation soon. now muni is sounding the alarm.

services in san francisco could be cut by 25% because of the projected massive budget shortfall. tim johns has the potential impacts and what needs to be done to keep muni from going off the tracks. reporter: they say the wheels on the bus go round and round. but soon, many of these wheels could be stopping. according to new projections by the san francisco municipal transportation agency, the city's transit operator could be facing a -- a deficit as high as $214 million by. a scenario that could force it to drastically cut services. >> residents, service low income people, people with disabilities, seniors who rely on public transportation will be impacted significantly as their transit options will be cut. reporter: the executive director of sf transit riders. she says the problem is multifaceted.

an infusion of federal money from the covid era is coming to an end. she believes issues like more people working from home and safety concerns have contributed to numbers falling below pre-pandemic levels. on a normal day, you can't count the number of buses you see here on san francisco's market street. if these economic projections become reality, there might be 25% less of them in just a few years. >> which can create a death spiral. they cut service so fewer people ride so there's less fare revenue so they have to cut more service. reporter: scott weiner has been fighting to avoid that from happening for months. he's been pushing governor newsom and the california legislature to include funding to help public transit agencies avoid fiscal cliff, a tough sell and a year where lawmakers expected deficit of over $20 billion. >> the governor had a tough budget proposal to make and he proposed cutting $2 billion in transit capital funds. reporter: finding some solution

is important because public transit can impact us all. >> we start seeing transportation as a means to connect to other priorities that communities have. housing, food justice, jobs. reporter: abc7news. larry: sad news out of alameda county. one of the supervisors has died. the board announcing the death of supervisor richard by who serve for 10 years representing district two, including his hometown of union city. he was an advocate for mental health programs, at risk use -- youth. no word on cause of death. his passing comes a little more than a year after the death of another supervisor who was hit and put -- killed by a car. last december, a street in san lorenzo was renamed in her honor. ama: concern is growing over a new synthetic opioid showing up on city streets that's 20 times

more powerful conventional. the drug is called iso tonight is seen. dealers are reportedly slipping it into other illicit drugs, it is showing up in daa -- dea labs. san francisco dorsey calls the revelation troubling and has sent an alert to the medical examiner's office. >> i want to make sure that the office has everything it needs to test for every potential drug that may be out there that is in the lives of anybody of san francisco. ama: he wants to make sure the medical examiner has the ability to test for the drug retroactively as well. he says tracking the drugs causing accidental overdoses is the key in combating the crisis. tara campbell has covered the drug overdose crisis extensively and just put together an abc 7 original documentary titled injecting hope.

house in santa rosa. it was completely empty. jennifer lee posted this seven second video on tiktok showing her dad leaning against the counter. she wrote, it makes me so sad to see my parents wait for customers to walk through the door to eat at their vietnamese restaurant. she added music so the clip sounds like this. ♪ >> i think a lot of people left because of the pandemic and the virus. i think i felt really sorry for them. reporter: it was that video that got quite a response. three weeks later, the place is packed. >> his daughter was on tiktok pleading to the public to help her dad because he ran out of business because of the covid thing. it broke my heart. >> my dad always talked about how he stressed and tired of just waiting around or we have

to close early. i just made the video to help them out a little bit. reporter: as of late wednesday, the video has racked up more than 900 87,000 viewers -- thousand views. this shows that tiktok, instagram, and youtube videos aren't just used for entertainment video -- purposes anymore. they are used to get information. >> all of us came out of the pandemic discovering that the restaurants that we used to go to may not be open anymore. i huge percentage of them just disappeared in the last couple of years. so finding a restaurant near me is one of the top search terms. reporter: as for jennifer's dad who went from waiting to packing bags, he says he is grateful for the support. >> a lot of people from the community came out to support us . i'm really grateful. reporter: abc7news.

ama: the clubhouse will become a new mystery restaurant. it isn't spilling the beans on who the new owner will be. the new lease will start this year. this popular landmark from princess di rees overlooks the ocean beach. due to the history of the venue, the look and design will stay the same. it will be announced in the upcoming months. larry: new details on that surveillance balloon shot down by the united states over the weekend. the pentagon says it was part of a wider effort by the chinese government. u.s. officials say that balloon tracked over sensitive sites and it's part of an entire fleet of balloons. a nato official added, they've seen increased activity by balloons over europe. the u.s. is well aware of this program. over the past few years, balloons have traveled over fort or countries. >> senior administration officials are on the hill this week and we shared information

narrows. many are searching in silence to listen for any cries for help. we spoke with a bay area man who has family and friends in the region. he says people are searching for survivors without the government's help. >> this is very dangerous. they try it without knowledge of how to do this. they could be hurting people inside the rubble, inside the debris. ama: killed in the quake. more than 70 countries are sending aid as people are left without elect for city, food, and water. acting governor visited capitola today. could alaka's and local officials assess the storm damage and the city's recovery efforts. she met with local business owners and month's storms. governor newsom is in washington for meetings. capitola was hit hard in early
