today speech was more like a survivor getting past a ship wrecked without the distraction of covid and having a better picture of what it will take to get san francisco back on course. san francisco's persistent problems were highlighted at the top of the mirror speech. >> public safety concerns. a spiraling fentanyl crisis. empty offices. shuttered businesses. >> to overcome those problems mayor london breed said first and foremost the city must guarantee public safety. >> our residents are demanding that we build a safe city. that we build back our police force. we need to deliver for them. the push for full staffing has to be consistent and it has to be sustained. >> the mayor made it clear. in is still years away. the extra overtime will go to make sure officers continue walking beats and making more drug arrests. >> i want to make one thing very

clear. i am not ok with open air dru dealing in the city period. >> the mayor stressed public safety is crucial in bringing the downtown economy back to life. >> but even as we do, we must accept another tough fact. san francisco downtown as we know it is not coming back. you know what? that is ok. >> her plan called a roadmap for the future of downtown will include reforming the tax structure to make the city more competitive. pausing tax increases on retail businesses, hotels and others. offer tax breaks for three years for any company that comes to san francisco. a plan the office of economic and workforce development has been working on for months. >> i think in the past we sometimes did not have to work as hard and now we are in this

opportunity where we have to say what does make it distinct for a business or someone to work here as compared to other parts of the country or world and to put those things forward. >> moore housing downtown would help revitalize the area but overall the city must build 82,000 homes. breed called for removing the barriers to the building process and change nimby attitudes throughout the city. the mayor reminded everyone san francisco is the only county under the bay area that was able to reduce helplessness over the past three years -- reduce homelessness over the past three years. many residents see it as a never ending crisis. today she introduced a five-year strategic plan on homelessness. >> that will set clear goals for our departments and nonprofit partners which we will demand they meet. >> despite what she called a tough year years, breed assured san franciscans the city will endure and anything is possible. >> we create a world where young

girls from the projects can be mayor. >> so obviously the mayor see optimistic but there is also something called reality and it is going to be a hard 2023 and beyond for mayor breed. she is already asking departments to make deep cuts, budget cuts. the so-called golden goose for the city which was the tax revenue from downtown office spaces will probably never be what it was before. we are going to see that in the city's budget and gone are the federal funds. so it seems at this point mayor breed is adopting harvey milk's famous phrase you have to give them hope. >> things just are not the same. stay with us while we bring phil matier into the conversation. >> will we see san francisco get better with mayor breed's plans? >> we would possibly with her plans. as we know the mayor does not

get to wave a wand and have her way. she has to go through a thing called the board of supervisors. she has to go in front of the people at the ballot. oftentimes in san francisco we have lofty aspirations but not so realistic realities as leanne pointed out. the mayor wants to give tax breaks to downtown businesses. they come in and start new. she wants to put a pause on the retail taxes and restaurant taxes. whether or not that happens remains to be seen. she is facing a tremendous problem with the police department. already 500 officers down and 300 of those officers in that rank and file are set to be eligible for retirement come june. she does not just have to recruit police. she has to keep them as well. >> i would like you both to weigh in on the challenge of public safety. you shot this video of a blatant theft at a walgreens in hayes valley in june of 2021.

that got a lot of attention. even mayor breed reacted to it. how can we improve public safety issues like this? >> let me start out by saying i was not very popular after shooting that video with a lot of city officials. you know, the emperor has no clothes. sometimes we have to say that. it is not what people want to hear. with that said mayor breed had to address the issue of public safety. it had to be on the top of her speech, her address today because public safety is at the center. it is the heart of the recovery in san francisco. i can tell you without public safety you're going to lose tourism. it affects people, the economy, people coming into the city. it affects our economy, the recovery of downtown you want to you have to guarantee public safety. the mayor was clear today you

have to hire more police. >> anything you want to add to that? >> police is part of it and leann is right that there is also the culture of san francisco. it was interesting to know the mayor did not have so much new to say about the issue of public safety but she repeated what she has been saying the last year. we have all heard it. there must be consequences. there must be enforcement. we will not stand for open drug dealing. we are still seeing it. she has to change the culture of san francisco from the judges to police. she has a district attorney. this is more than just a policy issue. this is a mindset issue. it is interesting to see unlike past mayors who take up something and drop it and move on she is having to stick with this. >> it is a long way from here to there as you point out. mayor breed address the media directly in her speech today. let's listen to what she said. >> i want to say something to

two homes and damaged several others. half of the street is blocked off in the outer mission area and people are not allowed to go home. fire officials described the explosion as massive irking windows of houses and cars up and down the street. the impact was felt locks away, as far as 20 blocks away. this happened at 9:30 in the morning at 20 2nd avenue on noriega street. firefighter jean nicholson says she has never seen anything like this in 25 years. >> this blast was so long it took this house off its foundation and it destroyed the house to the left of it completely. that could have been its own second alarm fire. >> it was massive. investigators with san francisco fire, pg&e and the dea are working to determine the cause of this explosion in the outer sunset. >> the man accused of intentionally driving his suv over a cliff in pacifico with

his family in the car says he is not guilty of attempted murder. he entered the plea during a court appearance this afternoon. judge denied him bail and said he could not have contact with heavy members. he, his wife and two children were rescued after the vehicle went over a 250 foot cliff off highway last month. his wife and seven-year-old daughter suffered serious injuries. his four-year-old son had minor injuries. >> charged with three counts of premeditated and delivered attempt at murder for we believe the evidence will show intentionally driving his family off a cliff with the intent to kill them. >> his next court date is set for march 20. investigators say they are still awaiting a statement from his wife about the incident. >> new information from the abc7news i team about success -- about suspected sex trafficking near and oakland grade school.

a meeting is being for parents to talk about school security. are i team reporter stephanie sierra has the latest. >> ricardo h service all 15th street in east oakland for 30 years. his business is down the street from saint anthony's catholic school where young women some believed to be trafficked sex workers appear to be soliciting in front of the school. he told the i team he has seen more police patrols in the area since our story first aired a week ago but like many in the neighborhood he is worried it will not be enough. >> close their eyes. you call the police the police come to your door and what happened and the pimps watch everything. >> he says organized crime with pimps and gangs in the area has gotten much worse.

it is not just because the problem is visibly closer to home but the danger that comes with it. >> in the past year i see a lot of young women and nobody is doing nothing. >> several law enforcement sources tell the i team there has been a significant increase in gun violence in the area around east 15th street. a fear that resonates with vargas. >> the city needs to do more about it. >> since this interview more police patrols and new surveillance cameras are in the area. oakland's mayor has committed to take further action. >> i am shocked by this and as a mom it disturbs me. we are going to be installing diverters, street signs and similar steps to the. >> we know that alone will not solve this problem. data from the oakland police department is giving us a clear picture of this organized crime. police had 43 operations investigating human trafficking and prostitution last year. 95% of them took place along east 15th street or had a direct tie to the area.

all day since this happened on 20 2nd avenue by noriega street. multiple homes were damaged and destroyed and several people including a firefighter were injured. the cause of the explosion is still being investigated by the fire department, pg&e and the dea but we know one body has been found in the rubble. >> fema representatives are meeting with people in alameda county to explain how to apply for disaster resistance. it has been a week since alameda was added to the list of counties where people can get fema funds to recover from the recent storms. the money can cover things like temporary housing, home repairs, moving and storage expenses. the meeting is being held in dublin. alameda is one of four bay area counties where fema disaster assistance is available in addition to san mateo, contra costa and santa cruz. the deadline to apply is march 16. southwest airlines says its crew scheduling system will be upgraded tomorrow.
