moving forward finding solutions. this is abc 7 news. and good evening. thank you for joining us. i'm dana ashley today. we're learning more about yesterday's massive explosion that destroyed two homes killing one person and severely burning another abc 7 news reporter suzanne fawn has the latest on the investigation and how neighbors are dealing with this disaster. investigators are still trying to determine the cause of this mysterious blast as for the people who live and work in this neighborhood many of them are still badly shaken some of them face thousands of dollars w of repairs and others can't move

in because their home is considered structurally unsafe. construction crews are working fast to board a broken windows and doors all along 22nd avenue between noriega and moraga a massive blast thursday damage homes and vehicles along the entire street check out the surveillance video during the explosion a door was blown off its hinges and glass shattered what you see happen at liz nguins home. she lives one door down from the epicenter of the blast within the car. one house away so my windows windshield shattered. the fire chief says the blast was so intense. it was felt nearly 20 blocks away neighbor guano lives directly across the street from the home that exploded all the door faces through the broken all the windows faced the street broken. inside like some don't know what caused the explosion crews have been removing heavy loads of evidence that's raised lots of concerns

and questions. we hear the rumors that are out there. we see the rumors that are out there. we all saw the canisters coming out of the building, which is something that's unusual to come out of a residential home structure fire. so many canisters some filled with unspecified liquids all now trucked away. we had cylinders. we had 50 gallon. drums. we had buckets with chemicals in them. those items are all going to be evaluated by our fire investigation task force and our members with dph we did have members from our hazmat team out yesterday rendering all those chemicals and products safe for this incident meanwhile because the city has red tagged their home people like this woman karen lay can't return others like liz nguyen are still wondering what to do her damage car was towed away as for the person who died in the fire neighbors say she was a disabled woman. the woman's caretaker managed to escape following the explosion but remains in the hospital because a serious burns like a movie that's all i can say

because she was charred she was on fire, but she was charred when i saw her like her whole half back was all her clothes off. nothing there tonight. we still don't know the name of the person who died in the explosion as for the investigation it may take weeks for them to determine the cause of this explosion in the sunset suzanne fawn abc 7 news. and we are now learning that the investigation is tied to a scene in daily city that sparked evacuations and three closures of bart stations abc 7 news reporter ryan curry joins us live now with more on that part of the story ryan. yeah, good evening here city. this road was closed off throughout most of the day. the good news is that it is now reopened for traffic flowing. the truck was carrying evidence from that house explosion on its way to a secure processing facility. that's when drivers in the truck noticed something possibly could have been wrong. they called 911 that led to a hazmat situation throughout the day here.

on the corner of unipero sarah and john daly boulevard a robot is inspecting the back of this box truck where authorities believe flammable gas is leaking out of a canister one of the items that was being transported started to hiss the driver of the vehicle pulled over called 911 which initiated a hazmat response for a substance within one of the cylinders collected the san francisco fire department confirmed. that truck was leaving the house that exploded it was on its way to a secure processing facility when the driver heard that is some sound this vehicle was taking a direct route from that incident to the secure crime location prime evidence location in san francisco. the truck is parked right near gaines city park, the station had been closed all day with no train stopping for most of the day first the road was closed so i knew something was going on and i checked the bart app and i saw that many of the rights heading into the city workload

canceled surrounding the station were numerous emergency crews from san francisco police and fire departments to hazmat cruise from san mateo county all trying to prevent that truck from exploding. we took the due diligence collectively to ensure that if there was a hazard we would be able to have all the resources in place to mitigate that officials did determine what kind of gas was possibly leaking in the back of that truck. they suspected it could have possibly been butane or propane. however due to the fact this is an ongoing investigation. they are not selling us. what type of gas it possibly was. we're live here in daly city ryan curry abc 7 news. all right more to come ryan. thanks very much moments ago, san mateo county judge issued a gag order in the half moon bay mass shooting case judge elizabeth lee granted a request from the attorney for shun lee zhao who's charged with killing seven people at two locations last month. the judges ruling will prohibit

attorneys zhao and the sheriff's office from talking about the facts and circumstances of the case, but attorneys will be allowed to discuss rulings and procedures deliberated in open court. shao will be back in court next week. honoring a beloved oakland baker by using her death as an opportunity to highlight social justice issues. it feels like there's absolutely an opportunity for us to stand in her values and support the world that she wants. hours after her tragic death was announced friends and family of jen angel released a plea that if the people responsible for her death were caught they are not to be locked up but to be offered restorative justice, certainly, it's request. we don't hear often from the loved ones of crime victims abc 7 news reporter unser hassan spoke to jen angel's friends and has more the long lines outside of angel cakes bakery in oakland. oh to the popularity of the products and the creator jen angel.

she has this lemon cupcake that has like a lemon curd in it with a raspberry on top. it's like by far my favorite emily harris spent the week at the icu with her friend. jen angel died on thursday from injuries. she suffered following a car break in your wells fargo bank in downtown oakland on monday. she was like 50 feet by getaway car after she tried to chase down the thieves. we're really trying to orient towards her brilliant life and actually that she's not a person that would support the policing and imprisonment of the people who harmed her family and friends say that angel saw many instances of violence in theft as related to larger systemic issues around poverty and racism in her passing their focusing on restorative justice something they say was central to angels teachings heels. like there's absolutely an opportunity for us to stand in her values. support the world that she wants by actually showing that something different than

traditional policing and prosecution is possible and is how we can have accountability it won't stop you, but it will make you pause and to think about your own mortality nina joiners a small business owner a new angel from the small business collective. she says she's troubled by yet another violent death in oakland. what was encouraged by angels commitment to oakland and a lot of certainly activists work as we're doing small business work at the same time. she was always really forward thinking and really mindful of ways that we could do better by our community stevie stasionis from the friendship with angel also through business networks. she says angel was a leader focused on social equity years before became more mainstream friday night. they're hosting a fundraiser. the proceeds will go to a gofundme set up an angel's honor if anything like maybe the positive that comes out of it. is that she like reignites some of that spark and puts even more of a spotlight on the work that needs to be done. you'll complete police department. we're not available for comment

towards tomorrow 5 am the most widespread of those showers a mix of snow and showers over mount hamilton 8 o'clock tomorrow. we'll still have some damp roadways. i'll let you know when this is out of here and what's in store for sunday coming up dion. okay. we are watching that closely sandia. thanks over the north bay. where the driver of car is dead following a collision with a smart train in novato authorities. say the southbound number 17 train hit the vehicle at the hamilton parkway crossing just before 11:30. none of the 28 passengers or crew aboard the train were hurt smart train shut down service and set up a bus bridge around the scene the same crossing was the site of a non-fatal crash back in december. so i'm outraged this afternoon from people living along a stretch of caps street in san francisco's mission district. they're upset over the barricades install today at the north end of each block making each one a dead end between 19th and 22nd streets the city did that to try to prevent vehicles from cruising up and down the

the race for dianne feinstein's seat feinstein plans to announce whether she'll run for re-election this spring democratic representatives adam schiff and katie porter have already announced their intentions to run for that seed. california taxpayers got some really great news today from the irs. the federal government will not tax those middle class tax refunds after all. yeah sounds pretty good seven on your side michael finney joins us now with this nice way to start the weekend. whew right now you can file taxes too. i mean, this is a very big deal california have been waiting weeks to find out if the irs will tax her inflation relief payments made by the state of california. the irs now says, no it will not the state issued more than 16 million payments in california's ranging from $200 for some of those people who are single up to 1,050 for families millions receive 1099 tax forms through the mail saying, must report the payments as income.

however the irs ruled today you won't have to pay taxes on that income. the irs just issued just minutes ago a notice that taxpayers in california will not need to report the payments on their 2022 tax returns. the irs is not going to tax on these payments. so no taxes on payments the irs indicated the payments qualified as either disaster relief or for the good of general welfare now for families in a 25% tax bracket you're looking at a savings of about $250, so nothing to sneeze out great over audience members. ahhhh. this just came in very light excellent right michael. thanks. all right. well the irs city of oakland's computer systems have been hit with a ransomware attack and it's scope and severity is still not known. unfortunately. the mayor's office says the

city's core functions are not affected. that's 911 fire and emergency resources and financial data, but the cities information technicians did take affected systems offline and the public should expect delays in service officials say they are working with law enforcement to investigate and deal with this attack. how much more to common including improvements coming to caltrain in? frequent and cleaner greener trains but to make those changes there will be service disruptions starting this weekend what you need to know after the break.

well a heads up for caltrain riders brand new electric train cars are on the way. yeah, that is the good news. but before they get here, the rail needs to be updated and that means service disruptions beginning this weekend. yeah abc 7 news reporters act fuentes has the story. the caltrain as you know, it will look a lot different come 2024. we're gonna be launching electrified service next year, which is gonna allow us to run trains more frequently. and in addition. these are brand new trains.

they're gonna be cleaner. they're greener. they're more comfortable. they're quieter. they're better in every way the project first broke ground in 2017 and has seen delays. but caltrain says they're on track to come online next year something passengers are looking forward to with the old in with the new everyone is ready for new but the work to get the new up and running will cause some disruptions. we're going to be shutting down train service between millbrae and san francisco. this is gonna be happening this weekend and a few more weekends coming up probably 31 weekends in for 2023 caltrain says the shutdown will give them time to get a million feet of wire up throughout its entire system this weekend alone. they estimate getting 20,000 feet up. it will be running a bus bridge. so people who are depending on us will be able to get through the affected area. but if you're traveling between millbrae and san francisco it probably best to seek alternative routes and trans travel caltrain service is 20,000 people during the week and close to three to four thousand on weekends though. it's a smaller number. it's still a lot of travelers
