on demand on the abc7 bay area app. download it wherever you stream. back to that deadly house explosion and fire. an arrest has been made in the investigation. 53-year-old darren price of san francisco has been booked on multiple charges, including drug manufacturing. an active narcotics manufacturing levels found inside the house on 20 2nd avenue near noriega street. the explosion was powerful enough to knock two two homes off of their foundation and level 1 of as tim johns reports, we are learning more about what might have been going on inside the home when the explosion happened. tim: san francisco fire fighters lined up shoulder as rescue crews made a grim discovery thursday night, recovering the body of an individual who had been inside when an explosion went off here earlier in the day. >> i heard one of our neighbors did not make it out. zach: liz knows the people who

live in the home where the explosion happened. she was sitting in her car about to take her daughter to school. a neighbors home surveillance a block away recorded the loud sounds that everyone then heard. [explosion] >> i thought it was a bomb. i thought a bomb went off. my windows shattered in the car. it was a husband and disabled life and a home nurse, so the home nurse came running out and she was half charred, her back half all charred, hair charred, curled up because of the flames. tim: firefighters say one person died during the explosion and another was seriously hurt. a firefighter was also injured. after the explosion, this home was one of three that caught fire, according to investigators. drone video shot by a neighbor shows the black smoke billowing into the air. >> the house was on fire. all the house was on fire. i did not see much because i was

more worried about my mom, my dad and my dog. tim: firefighters say at least two homes were knocked off of their foundations, also sing at least three nearby homes and at least five cars were damaged by the blast that broke windows, had many cleaning up glass into the late hours. >> we are escorting people. tim: those living in 11 houses were able to go home, even though firefighters have not yet determined what caused the explosion. sadly, the loss of their neighbors still on the minds of many. >> it's sad to see, to think who were in that house. >> i hope the family is ok. j.r.: j.r. stone, abc 7 news. zach: that investigation into the narcotics lab is going to continue. the san francisco district four supervisor is responding to the arrest. he says dangerous manufacturing of drugs that blows up a house and causes death and mayhem in a

neighborhood is as serious as it dealing deadly fentanyl in an open-air drug market. both crimes should be prosecuted in san francisco. he also says he knows people have been traumatized by the incident and he is planning a town hall for those who live on the same street to heal from this tragedy. in oakland, friends and family of jen angel, a popular baker and owner of angel cakes, are hoping to use her death to call attention to social justice issues. she died when being dragged after chasing after some thieves who robbed her. her friends are putting their focus in restorative justice. they say jen witnessed acts of violence in her community and believed it all stemmed from systemic issues including poverty and racism. >> there is absolutely an opportunity for us to stand in her values and support the world that she wants by actually showing that something different than traditional policing and prosecution as possible and is how we can have accountability. >> he was always -- she was

always really forward thinking and mindful of ways that we could do better by our community. zach: a fundraiser was held in her honor last night. all proceeds are going to a gofundme account. the bakery is asking people to buy gift because as been so busy. a san mateo county judge has issued a gag order and half moon bay mass shooting case. the judge granted trial chunli zhao . it will prohibit attorneys, zhao and the sheriffs's office from talking about the facts and circumstances of the case. attorneys will be allowing -- allowed to discuss rulings and procedures deliberated in open court. it's been about a month since we saw the devastation in capitola following one of the many storms that slammed into us in california. this weekend, the town is turning a page and its recovery effort. amanda del castillo your tells us the community -- amanda del

castillo tells us the community is expecting a lot of visitors and hope they will enjoy a beverage or two. amanda: the sip and stroll overflowing with significant. up to 500 people are expected for the sold-out affair, the first big event since the brutal storms wrecked oceanside businesses. >> we are really hoping that the community is going to show up and support and get our village back to life and stroll around, spend some money in our local shops. amanda: doug conrad is the owner of capitola wine bar, located a short distance from the devastation. he and about 30 other business owners are participating in the event, with proceeds going to the capitola visual relief fund. >> the profits of the sip and straw went to various nonprofits in the area. this year, we realized that the need is right here in the village. amanda: the owner of craft gallery and craft gallery annex says the money will support the employees of the few businesses that have yet to reopen. >> the goal is to raise money to help the employees of those

businesses long-term employees be able to wait until those businesses open again and not have them go out and get another job, because you know how hard it is to get the right people, a chef, good weight people. amanda: among saturday's crowd, at least 30% are expected to be santa cruz county resfor -- 70%o be coming from the bay area and beyond. these are welcome statistics following concerns most think the villages closed. devon salter is hoping recent high-profile visits focused on the destruction do not deter others. >> people outside of our county just, they don't know what's going on they think that they can't come here and they can. we welcome them. we want them to come. amanda: he is reminding it's going to take a village to support capitola village. in capitola, i am amanda del castillo of, abc 7 news.

zach: will reopen the stricken, including a 10 mile stretch and big sur, another stretch toward mill creek also opened back up. this all coming after last month's storms turned one of them country's most scenic coastlines into a muddy, wrecked drive. big changes coming to caltrans starting this weekend. cruise will be working to electrify the track. they plan to put in wiring throughout the whole system starting with 20,000 feeanov francisco. >> you will be running a bus bridge so people who are depending on us will be able to get through the affected area. but if you're traveling between millbrae and san francisco, probably best to seek alternative routes of travel. zach: caltrain officials say the inconvenience will be worth it in the end. the electric fleet will be safer, faster while reducing emissions and improving air quality.

in the east bay, oakland zoo embattled police chief continues to fight to keep his job. he remains on administrative leave for his handling of an incident involving one of his officers. in an interview, the chief discussed of the letter his attorney sent to the city this week. in that letter, the chief asks the city that he be reinstated. >> we laid out arguments to say that, i provided a statement that was accurate, that was consistent and that we do not believe that any evidence in the investigation says that i did anything wrong. zach: the chief also responding to new reports released earlier this week saying he was not truthful when he said he did not know details about a sergeant's misconduct. he calls claim completely inaccurate. also and east bay, the eviction order at the wood stream in camden oakland is on hold again. a federal judge reissued a restraining order preventing authorities from closing the site. the city was supposed to start relocating the residence to

three other sites, including a cabin community, but the judge reversed course because the sites are not ready. in santa cruz, highway first wildlife crossing is now open. the new 80 foot wide and 80 foot long paths itself private property are floral road. wildlife will be able to cash off laurel road. wildlife will be able to use it. researchers spent 15 years studying mountain lions. they propose to the crossing project five years into their research. the leader of the project explains what sparked the idea. >> we wanted to do that before we started seeing genetic differentiation between populations on each side of the mountains. zach: land trust of santa cruz county and the california department of transportation were also partners in the project. land trust owns the land, which they purchased to convince caltrans to build the crossing. turn to a sweet story, a bay area woman who narrowly escaped death after a heart attack and double amputation.

>> i have reported numerous times about gift card scams, but what makes this different is that the particular store scammers have targeted. amy gets her internet service from comcast. the palo alto resident received a call from someone offering her 50% off if she signed up for another two years. the catch, she would be required to pay for the next full year of service up front. >> then i'm told, you have to do this by gift card from target. that comcast and target had made a deal. >> the caller instructed her to go to a nearby target store to purchase the cards. he told her if she did it within 100 minutes, they would throw anyone hundred dollars visa gift card. she was suspicious but decided to take the collar up on his offer. >> i really wanted to take advantage of the deal. as my friend said, i was money drunk, meaning i kind of wasn't thinking things through.

>> she purchased are the cards and submitted her card id and access codes, as required. she would later learn the scammer immediately drained her cards of its funds. the federal trade commission warned that target gift cards had become the favorite for scammers. target gift cards totaled $35 million in payments to scammers, more than two times more than any other brand of gift card. >> before the cards was even taken out of the wrapping, it was cashed out and spent at a target store. >> he says his family has had trouble with gift cards purchase from target at least twice. the latest when he purchased a $200 gift card from target for a friend. >> when they tried to use it, there was nothing in it. >> the ftc says scammers instruct victims to purchase gift cards of any kind from target more than any other retailer. we take these crimes very seriously, target spokesman brian harper to botta told us by mail. we have signs in our stores and

the pentagon is looking for answers after the u.s. military shutdown another flying object off the coast of alaska. president joe biden order the takedown. ty hernandez reports authorities do not know where the objects came from. >> the pentagon confirming friday an f-22 fighter jet shot down what they are calling a high-altitude object over u.s. territory. the unidentified object was first detected over the skies of alaska by norad thursday night using ground radar. the military says it was unmanned and appeared to be floating, but not being steered or propelled by the -- like the chinese spy balloon shot down last week off the coast of south carolina. >> the object was flying at an altitude of 40,000 feet and posed a reasonable threat to the safety of civilian flight. out of an abundance of caution and after recommendation of the pentagon, president biden ordered the military to down the object and they did. >> the object was shot down just

get supplies to those impacted by the earthquake. they call it an emotional time blankets, clothing and medical supplies. >> this earthquake was because of three faultlines, they are all going off at the same time. we are sitting on three faultlines ourselves here, so i think bay area people really kind of have an understanding about that. zach: turkish airlines is transporting donations free of charge from sfo to istanbul so the items can get there as fast as possible. hundreds of boxes have already been shipped. just from the bay area happening today in san mateo county, more help is on the way for folks on the coast impacted by the winter storms. several mobile registration intake centers are opening in the county. the first is open today at the honda fire station 57, a second open tomorrow and monday at the thaad adduct community center in half moon bay. a third site will open at the

san mateo county events . these recovery registration sites will serve as a one-stop shop option for anyone who needs more assistance through fema. at least 400 disaster relief applications have already been submitted. most of those on-site relief expansions have been completed -- relief inspections have been completed. >> everything from people who want debris removal because of the floods that can through, we've had teams trying to clear the logjams in the creek, we've had houses split because of trees that came through their houses, houses have the soil erode their foundation. zach: contra costa county and santa cruz county are eligible for fema assistance. the deadline to a place march 16. a portion of interstate 680 will be shut down all weekend. it is the northbound lanes of 680 between koopman road and sonoma boulevard. the closure ends at 5:00 a.m. monday. caltrans is replacing sections of the freeway and repaving it.
