together their lives, investigators are connecting the dots on what happened here. a parcel police report obtained by abc seven news anchor deon lynn sheds light on some of what we know so far. according to a victim statement, it is a couple occupy the house along with their two children who were at school the time. th oftst b caretaker in the basement doing laundry. [explosion] > when the explosion happened. the report says the caretaker made it out alive though she did sustained major injuries and is treated at a local hospital. the man was arrested friday night and booked into jail on multiple charges. the woman is thought to be the one who has died. >> she did not have legs, her arms were up like this, and the body was charred. >> those who lived by describe the pair as being private and keeping almost exclusively to themselves. the incident report laying out conversations authorities had

with neighbors. one thing they smelled marijuana coming from the house and recalled seeing the man hanging a plastic tarp over one of the couples doors. the report also stating narcotics were found inside of the home along with wiring and some unknown substance. friday morning, in abc seven news team spotted authorities removing canisters from the home. we later learned to those had a connection to the daly city bart station being shut down for several hours during the day after one of the canisters began to leak. >> one of the items transported started to hiss, the driver of the vehicle pulled over, called 911. >> tim john's, abc7news. zach: san francisco district four supervisor joe in rdo is responding to the case. he says in part "dangerous manufacturing of drugs that blows up a house and causes meth and mayhem in a neighborhood is is dealing -- as serious as dealing fentanyl in an open drug market.

he says he also knows people traumatized by the incident and is planning a town hall in the coming days. those who live on the same street to help heal from the tragedy. oakland now friends and family of a popular baker and owner of angel cakes are hoping to use her death to call attention to social justice issues. angel died after being dragged when chasing after thieves who robbed her. her friends are honoring her legacy by putting their focus in justice. they say angel witnessed acts of violence in her community as she believe it stemmed from systemic issues including poverty and racism. >> there is absolutely an opportunity for us to stand in her values and support the world she wants by actually showing that something different, that traditional policing and prosecution is possible and is how we can have accountability. >> he was always forward thinking and mindful of ways we could do better by our community. >> a fundraiser was held in her

honor last night, all proceeds going to a gofundme account. bakery has been so busy it is asking people to buy gift cards. a san mateo county judge issued a gag order in the half moon bay mass shooting base. the judge granted a request from the attorney, charged with -- journey -- attorney of someone charged in the case. attorneys will be allowed to discuss rulings and procedures in an open court. zhao will be back in court next month. it's been about a month since we saw the devastation following one of the many storms that slammed into california. this weekend, the town is turning a page in its recovery effort. amanda doubt custodio tells us the community is expecting a lot of visitors and hope those visitors will enjoy a beverage or two. >> the upcoming sip and stroll overflowing with added significance comes saturday, up

to 500 people are expected for the sold-out affair. the first big event since the brutal storms wrecked oceanside businesses. >> we are hoping the community will show up and support and to get our village back to life and stroll around, spend money in our local shops. >> doug conrad is the owner of a wine bar located a short distance from the devastation. he and 30 other business owners are participating in the event with proceeds going to the capital a visually -- village really fund. >> from the beginning, the prophets went to various nonprofits in the area, but this year, we realized the need is here in the village. >> owner of craft gallery and craft gallery and aches says the money will support the employers of the few businesses yet to reopen. >> the goal is to raise money to help the employees of those businesses, long-term employees, be able to wait until those businesses open again and not have them get another job

storms turned one of the most scenic coastlines into a muddy wrecked drive. big changes are coming to caltrain starting this weekend. crews will be working to electrify the track but there will be major disruptions. they plan to put in new wiring, about maybe once -- about services will be suspended between millburn and san francisco. >> people who are depending on us will be able to get through the affected area but if you're traveling between this road and san francisco, probably best to seek alternative routes of travel. >> caltrain officials say the inconvenience will be worth it in the end, we will hold them to that. the electric fleet will be faster and safer while reducing emissions and improving air quality. caltrans begins electrified service plans in 2024. a lot of amenities to be expected. now we are going to get a quick check of lisa with the forecast.

this so-called slow speed condition -- collision happened around 10:00. in the east bay, oakland's embattled police chief continues the fight to keep his job. armstrong remains on administrative leave for his handling of an incident involving one of his officers. in an interview for our newscast friday, the chief discussed his letter the attorney sent this weekend in the letter the chief asked the city he be reinstated. >> we laid out our arguments to say that i provided a statement that was accurate, consistent, and we do not believe any evidence of the investigation says i did anything wrong. >> the chief also responded to new reports released earlier saying he was not truthful and he said he did not know about a sergeant's misconduct. he calls the claim completely inaccurate. also in the east bay, the eviction order of the wood street in oakland is on hold again. a federal judge reissued a restraining order friday preventing authorities from

survivors is over. now it is focus on finding potential bodies buried underneath the rubble workers in turkey are still trying to pull survivors from collapsed buildings after a seven-year-old was rescued. crews say she was buried for more than 120 hours. bay area muslim and turkish groups are coordinating efforts against supplies for those impacted by the earthquake. they called an emotional time as workers work to pack supplies. >> this earthquake was because of three fault lines, all going off at the same time. we are sitting on three fault lines are self here. i think bay area kind of have an understanding about that. zach: turkish airlines is transporting donations free of charge to istanbul so items can get there as fast as possible. hundreds of boxes have been shipped just from the bay area. there is new details into the

investigation into the death of tyre nichols. one of the former memphis officers was charged in the case and is now accused of taking part of the beating of a prison inmate in 2014. demetrius haley was a correctional officer at shelly county prison at shelley county prison at the time. authorities say 34 inmates were so disturbed by the reported beating they signed a letter to the corrections director. in the letter they described the assault and claimed the correctional officers were threatening them. haley continued to work for the corrections division until he was hired by memphis police in 2020. happening today in san mateo county, more help on the way for folks on the coast impacted by the winter storms. several intake centers are opening across the county. the first registration center is open today at la honda fire station 57, the second open tomorrow and monday at the community center in half moon bay. a third sigh opens today and will stay open until for gory 16. that is at the san mateo county event center. these recovery registration

sites will serve as a one-stop option for anyone who needs more assistance through fema. county officials say 400 disaster relief applications have been submitted. most of those on-site relief inspections have been completed. >> it's everything from people who want debris removal because of the floods that came through. we had teams in place trying to clear the logjams of the creek. we had houses split in two because trees coming down through their houses. houses that have had the soil erode their foundation. >> contra costa and santa cruz counties are also eligible for assistance. you don't want to miss the deadline, march 16 if you want to apply. a portion of interstate 680 will be shut down all weekend. we will show you this map now of the affected area, the northbound lanes only of 680 between this road and sent all boulevard in snow. caltrans is doing this because of replacing sections of the three way and repaving it. southbound lanes stay open. another closure is scheduled for the same area in weekend.

as the morning goes on and sun comes up, a lot of traffic on the roads. it's a busy weekend for some. i want to tell you about this, new this morning. nevada's governor declared a state of emergency due to a gas pipeline leak in southern california. the pipeline delivers unleaded and easel fuel to gas storage facilities in southern nevada. county officials say the leak is not impacting the supply, people are still lining up a gas stations out of fear but the governor is urging people to avoid panic buying while waiting for updates and repairs. in santa cruz, highway first wildlife crossing's the 80 foot wide and long paths its own private property. wildlife will be able to safely use the underpass which keeps them from entering the highway. so we win. researchers from uc santa cruz spent 15 years studying on lines in the area. five years into their research they proposed a project. a professor who led the project explains what sparked the idea. >> we wanted to do that before
