announcer: building a better bay area, moving forward, finding solutions. this is abc7news. >> an arrest following the deadly home explosion in san francisco. narcotics manufacturing lab in the house. how'd neighbors are reacting as investigators try to piece together what happened. good morning. i'm zach fuentes. we are learning about the man charged after a deadly house explosion in san francisco. sfpd says he is during price in san francisco. he is booked on multiple charges including involuntary manslaughter and drug manufacturing. an act -- actually illegal our connex manufacturing live was found in the house.

tim johns reports on what might have been going on inside of the home and when the explosive -- home when the explosion happened. [drilling noises] >> neighbors continued to clean up their homes friday following the deadly explosion in san francisco's outer sunset neighborhood area -- neighborhood. >> the extent of the glass in the house was unbelievable. it filled up -- filled up to garbage cans of glass. >> while residents are piecing together their lives, investigators are connecting the dots on what happened here. a parcel police report obtained by abc anchor dion lim sheds light on some of what we know so far. according to a victim statement, it's is a couple occupied house along with their two children who were at school at the time. the woman was disabled and often assisted by a caretaker who was in the basement doing laundry -- [explosion] -- when the exposure in

happened. the report said the caretaker made it out alive but she sustained major injuries and is treated at a local hospital. the man was arrested friday night and booked into jail on multiple charges. the woman is thought to be the one who has died. >> she did not have legs, her arms were up like this, and her body was completely charred. >> those nearby describe the pair as being private and almost keeping exclusively to themselves. also laying out conversations authorities had with neighbors. one saying they smelled marijuana from the house and recalled seeing the man hanging a plastic tarp over one of the couples doors. the report also stating narcotics were found inside of the home along with some unknown substance. on friday morning, authorities were spotted removing canisters from what is left of the home. we learned those canisters had a connection to the daly city bart station being shut down for hours during the day. after one of them began to leak. >> one of the items transported

started to hiss, the driver of the vehicle pulled over, called 911. >> tim johns, abc7news. zach: san francisco district four supervisor joel and gara zero responding to the case. he says dangerous manufacturing of drugs that causes death and mayhem in a neighborhood and blows up the house is as serious as dealing fennel and an open-air drug market. he also says he knows people have been traumatized by the incident and is planning a town hall in the coming days for those who live on the same street to help heal from the tragedy. in oakland, friends and family of a popular baker and owner of angel cakes are hoping to use her death to call attention to social justice issues. angel died after being dragged and chasing after thieves who robbed her. her friends are honoring her legacy by putting their focus in restorative justice. they say angel witness acts of violence in her community and believes it all stemmed from systemic issues including poverty and racism. >> there is absolutely an

opportunity for us to stand in her values and support the world she wants. i actually showing something different than policing and prosecution as possible and how we can have accountability. >> she was all his forward thinking and mindful on ways we could do better by our community. zach: a fundraiser would have -- was held in her honor, all proceeds going to a gofundme account and the bakery has been so busy it is asking people to buy gift cards. e's new detntthe investigationd death of tyre nichols. a former correction officer at shelley county prison at the time. thursday, 34 inmates were so disturbed by the beating they wrote and signed a letter to the corrections director. they describe the assault and

claimed officers were threatening them. he continued until he was hired in 2020. a san mateo county judge issued a gag order in the half moon bay mass shooting case. the judge granted it -- a request for the person charged in the case. attorneys will be allowed to discuss rulings and procedures in an open court. zhao will be back in court next month. -- next week. developing news this morning, the search continues through the wreckage of another unidentified object shot down by the u.s. military. this time above alaska. the china spy balloon was shut down last week. u.s. intelligence and the pilots determined the project was unmanned.

the president gave the order to shoot it down friday morning. >> the object was flying at 40,000 feet and posed a reasonable threat to the safety of civilian flight. >> they admitted they ordered it shutdown before they learned everything about it with some senior officials saying it is the small -- size of a small car and others describing it as cylindrical. it has been a month since we saw the devastation in capitola following one of the many storms in california. this week in the town is burning -- turning a page and its recovery effort. amanda del castillo says the community is expecting a lot of visitors and hope they will enjoy a beverage or two at the same time. >> the upcoming capitola vid -- village sip and stroll overflowing with added significance. saturday, 500 people are expected for the sold-out affair. the first big event since the brutal storms wrecked oceanside businesses. >> we are hoping the community

will show up and support and to get our village back to life and stroll around, spend money in our local shops. >> doug conrad is the owner of a wine bar located a short distance from the devastation. he and 30 other business owners are participating in the event with proceeds going to the capitola village relief funds. >> from the beginning, the profits went to various nonprofits in the area, but this year, we realized the need is here in the village. >> the owner of craft gallery and craft gallery and aches says -- annex says the money will support the employers of the few businesses yet to reopen. >> the goal is to raise money to help the employees of those businesses, long-term employees, be able to wait until those businesses open again and not have them get another job because you know how hard it is to get the right people. >> among saturday's crowd, 30%

are expected to be santa cruz county residents, 70% of people are said to be coming from the bay area and beyond. these are welcome to stats following concerns most think the villages close. capitola reef owner devon salter is hoping recent high-profile visits focused on the destruction do not deter others. >> people outside of our county just don't know what is going on. they think they cannot come here and they can. we welcome them. we want them to come. >> another business -- soldier and other business owners are reminding it will take a village to support capitola village. in capitola, i'm amanda doubt custodio, abc7news. zach: a portion of interstate 680 will be shut down all weekend and this is the effective area, northbound lanes in snow. the closure is at 5:00 a.m. monday. caltrans is releasing stress and -- sections of the freeway and repaving. southam lanes will reopen.

big changes are coming to caltrain's starting the -- this weekend. they will electrify the track but there will be major disruptions. they plan to wire one million feet over the system. train service will be suspended between here and san francisco. >> we will be running a bus bridge so people depending on us will be able to get through the affected area, but if you are traveling through here and san francisco, probably best to seek alternate routes of travel. >> caltrans officials say the inconvenience will be worth it in the end because the electrically will be faster, safer, while reducing emissions and producing a quality. -- reducing air quality. -- reducing emission producing air quality. nancy pelosi will speak in san francisco's museum of modern art. this is all happening on international day of women and girls in science. she will be joined by an

zach: the death toll in turkey and syria has surpassed 25,000. rescue crews are still working to find survivors of monday's 7.8 quake. in the past they rescues were broadcast on turkish television. more than a family of three and family of five. survivors were trapped under the rubble for more than 130 hours.

incredible. votto's governor declared a state of emergency to a gas pipeline link in southern california. that pipeline delivers unleaded and diesel in gas storage facilities. officials say the leak is not impacting the supply, people are lining up at gas stations out of fear but the governor is urging people to avoid panic buying while waiting for updates and repairs. the energy company kinder morgan says "appropriate regulatory agencies have been notified in the investigation into the cause and quantity of the release will be conducted. we are working closely with customers on potential impacts. we will find you updates. ided w shuttbu inurt after lax. according to the airpo it hiter. four people were taken to the hospital. the slow speed collision happened around 10:00 last night. in the east bay, embattled police chief continues the fight to keep his job.

armstrong remains on administrative leave for his handling on an incident involving one of his officers. in an interview, the chief discussed his letter his attorneys sent this week. chief asked the city he be reinstated. >> we laid out our arguments to say that i provided a statement that was accurate, consistent, and we do not believe any evidence in the investigation says i did anything wrong. zach: the chief also responded to new reports released earlier saying he was not truthful and he said he did not know about a sergeant's misconduct. he calls the claim "completely inaccurate." there is good news for california taxpayers. the irs decided it will not be taking extra taxes on inflation relief payments. the state issued more than 16 million payments to californians ranging from $200 for singles up to $150 for families and millions received a 99 tax forms originally saying they have to

report the payments as income but with the irs ruling yesterday, it says the funds qualifies relief so you won't have to pay taxes on the income. happening tomorrow as you might already know, super bowl lvii kicks off in glendale, arizona. patrick mahomes and jalen hurts are making history super bowl sunday for the first time in the super bowl. the game will feature two black starting superbikes for the first time. of course you can see rihanna's were stayed -- return to the stage for the halftime show but before that an all-female flight crew will fly over the stadium for the first time ever. and another first, others jason and travis kelce he will suit up for the game on opposing sidelines. a lot of exciting things this super bowl except -- are part of it. very bitter about it. because this morning, we have rain coming down and still do in some spots where didn't want to let up but as you see the rotation, it is counterclockwise, most activity offshore, but we have this little town just north of hercules called rodeo. they pick up almost a half inch of rain. here is san francisco, the western edition. you can see the light rain showers here, around chinatown as well. further to the south, the bayview, 280, bayshore, certainly wet weather north of wrist pain. toward the coast here, montero, it has been wet around highway 1 and over into mount templeton, higher elevations, temperatures below freezing. we have had a little snow, mate -- mount st. helena in the north bay. you see the bigger picture, how spotty in nature the shower activity is. we have raindrops on the lens where temperatures are mid 40's. 40 oakland, 47 it -- 47 san

jose. a little sun glint on the water, being mid-50's but a chance of thunderstorms toward the noon hour here as this low is pretty unstable and sinks to the south. 47 santa rosa, 44 by the delta. we have a cooler afternoon and store so some rainfall totals over a third of an inch around pen field, mount diablo, around half inch, then half moon bay to around .1 inch by now, but you can see a third inch around santa cruz mountains and of course the cove looking at the snow. piling up a couple inches. sunny and warmer tomorrow, below average, temperatures return as soon as tuesday and wednesday. quickly we get into partly cloudy skies, already seeing sunshine. the rest of the day, -- the rest of the morning i should say. the next few hours as the system sinks to the south, highs in the 50's, northeast winds keeping a

zach: welcome back. in sports, there was an unexpected turn for the warriors in the season filled with distractions. abc 7 sports director larry bei has this morning's sports. larry: good morning. gary payton the was back in the second warriors facility

yesterday. all seemed right with the world until he failed the physical. now the doves have decisions to make. go through or hate reverse. payton had off-season surgery from an abdominal injury and did not play from portland until last month and back from 15 games, 22 minutes against the warriors wednesday. this was a four team trade. league rules say it cannot be modified so either the whole thing is off or the doves take payton back as is. one report indicating gp two could be out for three months. the warriors think that is an exaggeration. first indication something was out of whack here came with coach steve kerr meeting the media. >> i'm not at liberty to talk about it -- anything with the trade until it is finalized, so i cannot talk about it. go home. [laughter] larry: doesn't like the giants it feel like the giants with carlos correa all over again? hard to imagine any scenario where james wiseman returns. imagine what is going through his head.

you never know. warriors will decide this weekend yay or nay on if they go through it it and hope payton's injury is not that serious. speaking of the warriors, warriors versus lakers tonight, tip-off 5:30 on abc 7 followed by the afternoon game with highlights and interviews. we are counting down to super bowl lvii. andy reid featuring an old eagles team, used to coach the eagles for years. nick sirianni was once on the staff. reed did not retain him in 2012. jalen hurts has been dealing with a shoulder injury, patrick mahomes got the sprained ankle but moving well here. hurts knows these opportunities are special. >> any individual out there that puts on a uniform and has this opportunity to play this game, we put so much work into it. everybody wants to be the best but there's only a select few to take the steps and take advantage of these moments and and definitely -- these moments and opportunities. and definitely work hard for moments like this and opportunities like this.
