the blast and the fire destroyed two homes and killed the wife of 53-year-old dear in price. he now faces manslaughter and drug manufacturing charges. we are told the man in the video is price. his neighbors say they are stunned by the accusations that he allegedly operated a drug lab in the home. >> i am in shock. how can you do this type of business with your wife who is disabled and you have kids there? reggie: the neighbor whose home was also destroyed said she smelled gas before the blast. she is grateful that her family wasn't home at the time but she says they have lost everything they own. a gofundme campaign has raised more than $30,000. kumasi: supervisor hillary ronen is expected to introduce a plan to sanction a red light district and legalize sex work in san francisco.

barriers say the attempt has become a hazard. drivers have been seen riding over the barriers and sex workers are allegedly spilling over into nearby streets. we are expecting to learn more about the city's plans for preparation payments to black residents impacted by decades of systemic racism. lena howland is joining us outside where that meeting will be held this morning. leana: detailed look at what's on civil rights leaders are calling some long-overdue solutions, now calling on the city of san francisco to adopt in order to address systemic racism. the solution start with a one time $5 million payment which could be coming to each eligible black resident in san francisco if the proposal put forward by the city's reparation committee

is excepted. to qualify, san francisco residents would have to be 18 or older, identified as black or african-american on public documents for at least 10 years, and meet at least two of eight additional criteria. the san francisco human rights commission told us in january this would be a big step forward in correcting historic injustices, but they say the committee's recommendations would go beyond financial compensation. they also include topics like housing, education, and closing the racial wealth gap. >> the systems that have worked against folks especially in san francisco, the big challenge is how do we quantify and get to a number? then the next challenge is where that money comes from, who is responsible for that? lena: not everyone agrees with the plan. a spokesperson for the san francisco republican party told us in an interview that they

reggie: happening today in oakland, the u.s. marshals service will unveil a plan to resolve the crime. they have made arrests in 21 homicide cases in northern california including oakland. investigators have not revealed which homicide cases but the suspects were wanted for serious violent offenses including homicide, sexual assault, and armed robbery. kumasi: bicyclists in the east bay are raising concern over apparent targeted attacks. they say drivers are intentionally getting close to cyclists, trying to hurt them. if you look at this video, you can see what they are talking about. there is a passenger opening their door onto the biker.

working to find the motive behind a shooting at michigan state university that left three people dead. campus activities and athletics are canceled until at least tomorrow. jobina has more about how students in class at the time got out safely. jobina: three died and five are hurt after a shooting in two separate locations on the michigan state university campus. we just learned in the past few minutes at all three people killed were students. the five people hurt are in the hospital in critical condition. the suspect has been identified as a 43-year-old man. investigators say he was not a student, faculty, or staff member at the university. students described the scary moment as they heard gunshots. >> i see the people jumping in my direction, i am jumping down flights of stairs, everyone is freaked out. >> people just started running to one side, so we ran out. there were cops there and they

mass shooting in parkland, florida. 14 students and three faculty members were killed at marjorie stoneman douglas high school in 2014. a public memorial is being built to honor those people. a former student pleaded guilty to the shootings. he was sentenced to life in prison without the possibility of parole last year. reggie: a man who drove a u-haul truck on the sidewalk through new york city is appearing in court today. sidewalks as people trying to jump out of the way. the 49-minute nightmare finally ended when a police officer was able to pin the vehicle against a building. they say he was emotionally disturbed and appeared to be living in the truck. a motive is unknown but they have no evidence that this was a terrorist attack. san francisco leaders are

carolina governor nikki haley officially announcing her candidacy for president. she is the first major republican to challenge donald trump 402024 gop nomination. haley previously served under the trump administration as an ambassador to india. kumasi: also new this morning, a new inflation report shows prices slightly slowed last month. in january, inflation was at six point 4%, down from 6.5% in december, but higher than predicted. inflation cooled from a 40-year high in june. this comes after last month job report found 517,000 positions were added, exceeding expectations. reggie: the berkeley mayor his sights on a run for the senate in 2024. the mayor filed paperwork to form a campaign committee for the election. he will be vying for the seat held by nancy skinner.
