tonight, another round of frost advisories and freeze warnings. jobina: neighbors impacted by the explosion and fire in the sunset neighborhood will come together for a private town hall tonight. city officials hope to connect residents with information and resources to help them move forward. we spoke one-on-one with the sole survivor of the blast, an interview you will only see here on abc 7 news. lena howland is at the sight of the explosion with the reaction. lena: despite caretaker for thewa h bin me ct wife, who was sittingn living re explosion. lisa, who requested we only use her first name, is an immigrant from thailand who overcame many personal challenges, once too

painful to share with the public today. one of her greatest joys was working for darren price and caring for his paralyzed wife the last five years. investigators have not provided a cause for the explosion, which leveled the home along 20 2nd avenue and destroyed nearby homes. price was arrested and charged with manufacturing drugs, child endangerment and manslaughter. lisa maintains she has no idea how this could have happened. >> he told working as a contractor, that is all i know. i'll keep it i did not want to bother anybody. na lisa is suffering burns to her head, torso and hands, which can no longer be used.

all of her positions it possessions and livelihood are gone. a community group has set up a gofundme so she can start rebuilding her life. at last check, it has raised more than $17,000. the city will be holding a private town hall this evening at 5:00 for neighbors on this block that have been impacted by this explosion. city departments will be offering different resources and information to help the neighbors move forward. lena howland, abc 7 news. reggie: a san francisco supervisor is taking a step she hopes will lead to the legalization of prostitution in the city. the board consider the resolution that urges a san francisco state lawmakers to introduce a bill that would legalize prostitution and decriminalize sex work. she admits this is not something that will happen overnight. >> it will take probably many

became an organ donor. friends, family and medical personnel lined the hall as she was taken to the operating room. she was severely injured while trying to stop thieves who broke into her car. she died from those injuries. oakland police have not announced any arrests. up to 70 people will benefit from the donation. jobina: really powerful photos. this morning, the police are trying to figure a motive for a mass shooting that left three students dead at michigan state university. ariel anderson, brian frazier and alexandra runner killed in the shooting. five students were injured and we are learning more about some of the survivors. one student is a woman who survived the sandy hook shooting in 2012, now she is a senior at michigan state. >> the fact that the being in both of those places for two mass shootings is

unfortunately not as unlikely as we think it is for other people, as well. enough is enough. it needs to end. jobina: authorities believe the suspected gunman had plans to attack other locations in michigan, colorado and new jersey. he had no ties to msu and was found dead with a self-inflicted gunshot wound hours later. after more than half a century in public office, dianne feinstein says she will not seek reelection next year. 89-year-old got her start in politics in san francisco, she was elected to the board of supervisors in 1969 and went on to become the city's first female mayor. her legacy was cemented in 1992 when she became the first female senator elected in california. she is the longest-serving woman in u.s. senate history. >> she is a legend. a legend in california is the

jobina: the city of oakland is declaring a state of emergency over a ransomware attack. it allows the city to speed up what it needs to bring services back online. they say it was most likely from a phishing email. response times are slower, but opd claims its ability to respond to emergency calls is not impacted. the oakland mayor has announced new initiatives as part of her campaign to promise to make public safety a top priority. her plan involves collaboration between the police and business leaders. the acting police chief says the department will reintroduce foot

jobina: seven things to know this morning. the future of the police chief armstrong is up for discussion at tonight's commission meeting. armstrong was placed on leave by the mayor last month after a report accused him of violating his duties. armstrong has denied any wrongdoing. reggie: for the first time, we are hearing from the woman who escaped fiery home explosion in san francisco last week. she was severely burned on her head, torso and hands and says she was a caretaker for the woman who died in the blast. you can see her interview on our website. jobina: prayers and vigils were held across michigan last night for the victims killed in monday's shooting at michigan state university. three students died, police say the gunman had no connection to the university but did have a history of mental health issues. reggie: senator feinstein has

was something miss program? reggie: they do not think the weather is to blame. the pilots were veterans and had more than 25,000 hours of flight time combined. united says they received additional training after the incident. jobina: turning to the multiple high-altitude objects that hovered across the nation in recent weeks, there is no information about the objects flying over both the u.s. and canada. fighter jet pilot audio has been released to the public. there are calls from capitol hill for more answers from the white house. ike ejiochi reports from washington. ike: this morning, new information surrounding the chinese spy balloon. u.s. officials tell abc news the spy balloon, which was intended for surveillance, may have been inadvertently blown over the u.s. mainland way unusual weather conditions. according to the washington post, u.s. military and intelligence agencies have been tracking the balloon for nearly a week, watching it as it lifted

we have warmer weather moving in over the next couple of days, we will talk about the forecast in a few minutes. jobina: a special meeting is set for tonight for the oakland police commission, they will discuss the future of the police chief who was suspended and is on paid administrative leave following an accusation of misconduct. gloria rodríguez is in the newsroom. gloria: the oakland police commission is setting up a discipline committee to try to take control of the case against armstrong. they are police chief on paid administrative leave for dereliction of duty for his handling of misconduct allegations involving an officer in 2021. new documents give details about chief armstrong's response to a hit and run incident involving an open sergeant, where the sergeant fired a gun inside opd headquarters. armstrong's handling of the case

has been questioned. a credibility assessment saying investigators did not find him to be credible, because he knew of information that had not been discussed in a meeting. the chief firing back to allegations. >> that is a completely inaccurate statement. we have the recorded stateme we have read the reports and we know that no one in the investigation said they advised me, regarding this particular case. gloria: many in the community want armstrong to stay on his chief. the police commission has the power to set up discipline committees in special circumstances to make final decisions about whether or not a police officer, including the chief, should be punished for violating city rules. the oakland police commission special meeting starts at 5:30 in the evening, they are going into closed session but are required to report any actions that were taken during the

for another mass shooting faces sentencing today, a self-professed white supremacist is expected to get life in prison after pleading guilty to killing 10 people last year at a supermarket in buffalo, new york. he is the first person in new york to be charged with domestic terrorism motivated by hate. reggie: now, we hear from a father who says his daughter survived two mass shootings. emma was a student at oxford high school outside detroit when her 15-year-old classmate opened fire at school in 2021, now she is a michigan state student. one of the things -- >> one of the things that has been heartbreaking for me to acknowledge is that this time may be easier because she has tools she's developed the last time she went through this. i remember after the oxford shooting, you survived, it is tragic into lost friends, but it will never happen again, it can't. reggie: the father expressed

by the fire, that is tonight at 5:00. there are plans to do a larger public town hall in march to talk about the bigger issue of public safety in the east neighborhood. -- in these neighborhoods. reggie: today in san francisco, lawmakers are set to expand a city program statewide. the new bill be the jury is expected to help low to moderate income jurors get paid $100 per day for criminal case service. the bill expands jury program that was launched nearly a year ago. the plan is in the works to provide more than $27 million to pay for police overtime in san francisco. the mayor's office says there is a severe staffing shortage and in response, the mayor will introduce a supplemental fund to pay for overtime and stop a hiring freeze. supervisors have to approve the plan. jobina: the mayor wants to fund
