another the hospital after an apartment fire in martinez just before 3:00 this morning. two people were trapped inside. crews freed one person but cannot get the second out. the surviving victim is at the hospital. firefighters are not sure how the flame started but believe it started in the kitchen. neighbors impacted by the explosion and fire in the outer sunset neighborhood will come together for a private town hall. they hope to connect residents with resources to move forward. we spoke to the sole survivor of the blast and it is an interview that you will only see on abc 7 news. lena howland is live at the site of the explosion with reaction. lena: remarkably, despite being on fire, a caretaker who was inside of the home here behind us was able to escape the home.

and also attempted to save the suspects wife who was sitting in the living room at the time but perished in the explosion. lisa, who requested that we only use her first name is an immigrant from thailand who overcame personal challenges, ones too painful to share with the public. one of her greatest joys was working for darren price and caring for his wife for the past five years. investigators have not provided a cause for the explosion which leveled the home along 20 2nd avenue and destroyed two nearby avenues -- nearby homes. price was charged and arrested with manufacturing drugs, child endangerment and manslaughter. she maintains she had no idea how this happened. >> he told me that he was looking, and that is all i know. i always kept it

not want to bother anyone. lena: lisa her head, torso, and hands which can no longer be used. all of her possessions and livelihood is gone. while she starts to heal, a community group has set up a gofundme page start rebuilding her life. that has already raised more than $17,000 this morning. a community town hall is being set up at 5:00 for neighbors on this block that have been impacted by this explosion. city departments will o different resources and information as they work to move forward. live in san francisco, lena howland. reggie: the san francisco supervisor has introduced a contrary -- a controversial measure to control's -- prostitution. they considered it urging state

lawmakers to introduce legislation that would legalize prostitution and allow cities to set up a light districts. she admits that is not something that will happen overnight. >> it will take many years of discussion before it would pass and then years to implement because we would have to regulate an industry and we need places where sex work can occur indoors. reggie: it comes on the heels of the decision to set up barricades to curb prostitution in the mission district. it is an issue that we first spotlighted earlier this month. jobina: happening today, help for asian americans and pacific islanders. city leaders will hold a summit to inform people about resources available if they are a victim of a crime and discuss the community liaison unit which aims to build trust between officers and communities of color. this comes after multiple asian americans were killed in the

recent shootings in monterey park and half moon bay. the summit is at 8:00 until 7:00 on stockton street from 1:00 to 4:00 p.m. reggie: dianne feinstein says she will not seek reelection. she got her start in politics in san francisco elected to the board of supervisors in 1969 and became the first female mayor. her legacy was cemented in when she became the first female senator elected in california and is now the longest-serving woman in the u.s. senate history. >> california as the first woman senator. a legend in the senate. she was the leader on so many different issues, assault weapon, environment, and women's rights, and so much else. reggie: the race to replace her

reggie: pulleys are trying to figure -- pulleys are trying to -- police are trying to figure out the motive behind a mass shooting that left three students dead at the university of michigan. we are learning more about some of the survivors. one student is a young woman who survived the sandy hook shooting. now she is a senior at michigan state. >> the fact that the odds of me being in both of those places for two mass shootings is

unfortunately not as unlikely as we think it is for other people as well. enough is enough and it needs to end. reggie: authorities believe the gunmen had plans to attack other locations in michigan, colorado, and new jersey. he had no ties to msu and was found dead hours later. this morning a 42-year-old was rescued from the rubble of the deadly earthquake in turkiye. she was trapped for more than nine days. rescue teams recognized signs of life and were able to free her. currently more than 41,000 people have died. it is the deadliest disaster in the country's history. many are blaming faulty construction for the devastation. authorities are trying to find contractors linked to collapsed buildings. the oakland bear announce new initiatives --mayor announced

the wind is a lot lighter compared to this time yesterday but through the delta a bit breezy from fairfield to rio vista. a live look, it is beautiful. we have a lot of sunshine, take the sunglasses with you and we warm into the 50's by lunchtime. upper 50's to lower 60's later this afternoon. reggie: a special meeting set for the oakland police commission. they will discuss the future of the police chief who was suspended and is on paid administrative leave. gloria rodriguez has more on that. gloria: according to the oakland side, the police commission is setting up a discipline committee to take control of the case against armstrong. the mayor put him on paid administrative leave for alleged dereliction of duty. this for his handling of misconduct allegations involving one of his officers in 2021.

new documents give details about chief armstrong's response in a hit-and-run incident where -- and one where the sergeant fired a gun in opd headquarters. his handling of the case has been called questioned. a credibility case did not find him to be credible because he knew of information that had not been discussed. the chief fired back to allegations. >> that is an inaccurate statement, i clearly made my statements to the investigators. we have that recorded statement. we also have read those reports and know that no one in the investigation they advised -- had advised me in this particular case. gloria: many want him to stay on as chief. the police condition -- the police commission can set up a discipline committee make final decisions on whether or not an officer should be punished for

or 10 years and we have had a 15 year run. in the pandemic turned out not to be a bust but i bonanza. jobina: researchers tech companies employ 30% of tech workers and san francisco. -- in san francisco. they represent 2% of the workforce. reggie: california students might be required to get the hpv vaccine. cecelia aguilar curry just announced a bill that would require all incoming eighth-graders to get it. the hpv vaccine has been on the market since 2006 as a way to prevent multiple cancers including cervical cancer. it benefits men in the prevention of multiple cancers as well. the recommendation is to have children vaccinated between the ages of eight and 12. >> i know that people will be at my doorstep screaming at me but this is effectively saving lives. reggie: students who are

homeschooled or have a medical condition are exempt. hearings will begin next month. jobina: local lawmakers are working to ensure everyone continues to have the right to get and stay married in california. scott wiener and evan low just introduced a constitutional amendment to repeal prop 8 which banned same-sex marriage in the state. it has been 15 years since californians passed it with 52% of the vote. it was later overturned in court and the u.s. supreme court ruled it unconstitutional, and prop was essentially struck down but it has not disappeared entirely. >> prop 8 is still the constitution. it evaporated when the supreme court struck it down, but it is still there. jobina: the amendment to repeal prop 8 would have to pass with two thirds of the legislature.

if it does that it will be on the november 2024 valid -- ballot for voters to decide. reggie: local lawmakers are set to expand a city juror program statewide. be the jury ca is expected to help low to moderate income -- jurors get paid for and it was made to make juries reflect diverse communities. a plan is in the works to provide $27 million to pay for police overtime. the mayor's office says there is a severe staffing shortage in the response is a supplemental fund to help pay for overtime and stop a hiring freeze supervisor still have to approve. jobina: one city leader is proposing a plan to deport undocumented people who are caught dealing fentanyl. matt dorsey's legislation would

jobina: the faa says it is taking action after some dangerous close calls including a flight from maui to sfo that suddenly plunged 1400 feet in december. it is activating a safety review team to examine the aviation system. the ntsb is opening an investigation and we are learning more about the terrifying flight. the plane took off from hawaii and reached 2200 feet before going down. it dropped 1425 feet to feet above the water before leveling out and then ascending. a preliminary report is expected

in two to three weeks and we spoke to the aviation consultant and veteran pilot about this. john: all of us these days use computers and if you misprgram -- program something you can get a bad result. airplanes are not much different, they are sophisticated computer systems and they controlled the flight path. one of the questions is was something ms. programs? jobina: while passengers say the weather was bad, he does not think the weather was to blame. the pilots were veterans and had more than 25,000 hours of flight time combined. they received additional training after the incident. reggie: lawmakers are asking for more answers for the objects recently shot down. the surveillance balloon from china might have accidentally blown into u.s. airspace due to wind. "the washington post" reports

that federal agencies had been tracking the balloon for a week. as for the other objects that were spotted, the white house says they do not know for sure what they were being used for. that is an answer that lawmakers say is not good enough. >> the administration is saying we do not yet know what they are and we do not want to characterize them until they recover them but it was not a threat. both of those things cannot be true. reggie: norad is working to recalibrate the systems to register threats like the spy balloon while weeding out weather balloons and other objects. jobina: california lawmakers do not want to wait for congress to act with eliminating fees. president biden took aim at those during his state of the union address. the attorney general and state lawmakers announced a bill to ban hidden fees on most of anything that you buy. >> we know a dysfunctional congress will drag their feet,
