respect and appreciation. but, i am no longer confident chief armstrong can do the work needed to achieve the vision, so today, i have decided to separate from chief armstrong from the city without cause. but one i believe is necessary for that progress to continue. reporter: the federal monitor question armstrong's response after two officers were involved in lawbreaking incidents. the first involving with another officer involved in a hit and run accident with a vehicle in san francisco. the second involved the firing of a gun inside opd headquarters. the mayor stating the chief did

not believe these incidents reflected systemic problems and believes otherwise. armstrong issued the statement. "i am deeply disappointed in the mayor's decision. after the relevant facts are fully evaluated by weighing evidence instead of pulling soundbites from strategically leaked inaccurate reports, it will be clear i was a loyal and effective performer of the oakland police department. it will be equally clear i committed no misconduct in my termination is fundamentally wrong, unjustified, and unfair. i anticipate releasing more detailed statement soon once i had the chance to fully digest the mayor's remarks." the timing is interesting because there is a police commission meeting happening now i'm up at the mayor making this decision in making this announcement before that meeting, and before hearing from commissioners. you will hear what some of those commissioners have to say tonight at 11:00. ama: all right.

thank you. dan: abc seven news insider says the mayor could find herself in a difficult spot by firing the police chief. >> chief armstrong is popular among people and communities in oakland, especially the african-american community, and the decision to cut him loose based on his handling of misconduct cases involving one officer who got involved in a hit and run with no injuries and discharging his firearm in a police elevator, well, that will put her in the spotlight as well. ama: leadership of the oakland police department has been tumultuous for a decade. armstrong replace the interim chief who replaced another person, starting in 2017 as oakland's first female police chief, on the job for three years, and was fired for reported alleged misconduct. she filed a lawsuit disputing it

[explosions] it has been almost a week since the house on 20 2nd avenue blew up, killing one person injuring another, devastating the neighborhood. neighbors are in a town hall meeting with police, fire, and other departments to help with the recovery. the meeting is private, but some spoke with us as they walked in. >> upstairs, the window,

downstairs garage doors, a lot of doors broken. so, i am very sad. depression. sometimes even i point to suicide. because i lost my house. ama: she said she hopes that the city can make it safer and faster to rebuild. meanwhile, the neighbor accused of causing the explosion went to court today for the first time. we were not allowed to film his face and he did not enter a plea. he is charged with involuntary manslaughter, manufacturing drugs, and child endangerment. his wife was killed in the explosion. her caregiver escaped, but was badly burned. the children were at school when the explosion happened. his public defender talked about how important they are to him. >> when>> they are facing what will likely be the most difficult moments of their life, bare minimum, should be allowed

to speak. i think he has an incredible amount of love for them and is so concerned about them and their well-being right now. ama: he is expected to be in court friday. dan: there are 13 months to go before any votes will be cast in the race to replace senator dianne feinstein, but the campaign is ramping up. ama: our anchor sat down with congressman adam schiff. she joins us live. he is one of many high-profile democrats for that spot. liz: he is. this is a highly contested campaign. he is in the bay area in his first campaign swing since launching his campaign for senate, and after speaking with him today, he is branding himself as the experienced candidate who can get things done. >> i had my bar mitzvah in lafayette. shout out liz:. he might represent los angeles, but campaigning in the bay area, he made his local ties known. >> i grew up in the east bay and

am a proud mustang. liz: from his roots to serving as a ranking member of congress of the first impeachment trial of president trump, he is now hoping to add one more title to his resume. the longtime democrat is running for senate looking to replace dianne feinstein, who just announced she would not be seeking reelection. senator feinstein was the consummate centrist working across the aisle and being friends with people on the others. in a divided senate, do you see yourself that way as well? >> i see myself getting things done. that is the leadership i want to bring to the senate, fighting hard to protect our values, and no opposition tolerating no opposition when it comes to protecting women's reproductive freedom or dealing with gun violence. but also where we can find common ground. liz: he is the coveted endorsement for the speaker

nancy pelosi and is expected to face a crowded field the democrats who want the seat, including fellow congress member's katie porter, barbara lee, and possibly another congresswoman. >> when they are looking at everybody in the field, why you? >> we are progresses but who can make progress and has the demonstrated record of getting things done on behalf of californians, who are showing the greatest leadership on issues that californians care about. liz: he says the three pillars of the economy, environment, and preserving democracy of his campaign, selling mugs on his website, and had this in his campaign launch video. >> i wish i could say the threat of extremists is over. it is not. liz: despite being a prominent target of the right, he could face criticism from progressives and several groups wrote an open letter to governor newsom in 2021 urging him not to appoint adam schiff estate attorney general, saying he supported tough on crime policies that contributed to mass incarceration. what is your response to

progressive in the state with questions about your track record of criminal justice reform? >> like president biden in the 1990's when i was in legislature, i took one view of how we should solve the criminal justice challenges we face. i would like to think that 25 years later that my viewpoint has changed and i have learned that some of the policies of the 1990's did not work. liz: he says he supports a progressive approach to dealing with criminal justice issues and though he supported the death penalty once, he is against it. >> i do not support the death penalty. i did or a time support it for a narrow category of offenders who killed cops or kids for the death penalty has been disproportionately applied to people of color. as long as that is the case, then i cannot support the death penalty. liz: again, he is one of two official candidates in this race with congress was katie porter, endorsed by senator warren. we learned today that congresswoman barbara lee has

now we have data from the u.s. postal service giving us a picture moving into and out of cities. we have a look at the numbers. liz: where do they get this information? reporter: you know that form you fill out sent by the post office when you are moving? you have to indicate where you would like your mail sent to. i have gotten one of those. that is how the post office collects data on relocation trends in the meaning where people move from and where people moved to come in california, again, lost residents. they were born and raised in california. berkeley and walnut creek. in 2021, they moved to texas. >> we were in texas june 30, 2021. we are in mckinney, north of dallas. >> i know that things change, but the home i once knew just was not there anymore, especially with the homeless issue. >> there are many people like them moving from california.

the u.s. postal service collects data every time a change of address form is filled out. while it is only information from one source, it re-imports -- reinforces what other reports found, the data showing a net loss of the piece 250,000 residents from 2018 the end of 22. san jose, sunnyvale, and city lost over 32,000 people santa rosa and petaluma 5663 and napa 3562. houston on the other hand had one of the biggest gains. >> [indiscernible] my flowers. [laughter] [indiscernible] >> kelly brown last year showed us her neighborhood in santa rosa beam for moving to houston -- before moving to houston. she says there were many factors in her decision to leave california and was disappointed governor newsom was not recalled. she was highly critical of the

state's extended covid lockdown. >> i wanted to be in a place that offers more freedom and personal responsibility. >> one year later, she admits to missing her home and friends in the northern california landscape. >> texas is kind of flat. this part is flat. beautiful green trees. lots of humidity. i don't have to worry about wildfires. at the same time, it does not have that same you know natural beauty that california is famous for. reporter: she is considering moving back, but wants to give texas one more year. other cities that have seen resident move-in were raleigh, north carolina, riverside, california, and while los angeles, long beach, and anaheim saw a net loss, palm desert, palm springs saw some of the biggest gains in california. ama: thank you.

u.s. officials say the chinese spy balloon that were shut down off the coast of south carolina may have been inadvertently blown into u.s. airspace by unusual weather conditions. an official confirms to abc news that u.s. intelligence agencies were tracking the balloon from the moment if launched in china. officials believe the spy balloon hit turbulence near alaska blowing it into the u.s. mainland. three other edified objects were shut down over the weekend and they believe they were likely benign an explanation that concerns of lawmakers. >> the administration is saying we do not know what these last three objects are, but on the other hand, it was not a threat. ama: the white house says there is a lot to learn about those last three objects. there is now heightened awareness about what is flying in u.s. airspace, especially weather balloons. we turn to our meteorologist to explain what they are for and how they work.

>> i know a lot of us have been wondering what exactly is flying above me? could it be a weather balloon? the national weather service launches more than 60,000 weather balloons every year since the 1930's. those weather balloons are lunch -- launched from 90 sites across north america twice a day every day, including weekends and holidays. and here is a picture of what one of those weather balloons look like. they are inflated so the diameter reaches five feet across. there is a string tied to the bottom of the balloon and at the bottom of that string is an important instrument calm a radio. this is what it looks like. it is small. it weighs less than a pound, but has a lot of really interesting instruments on it that take very important weather data as that balloon ascends in the atmosphere.

what it measures is that it takes the temperature, humidity levels, the pressure, the wind speed and the gps location every second as that balloon rises. that balloon can ascend to 115,000 feet in the atmosphere. for reference, a commercial aircraft typically flies around 30,000 feet. those balloons can also drift more than 180 miles away from their lunch point. as that balloon rises in the atmosphere, lower pressure allows the balloon to expand to 2225 feet wide before it pops, and that radio drops back down to the earth's surface. if you find one of those instruments in your backyard and it does come with a prepaid envelope that you can mail it back to the national weather service. all that data that the instrument collects is very important and goes to our weather models across the globe, like the one you see right here

affordable housing to approximate 120 elderly residents at residents with disabilities. the building had a fire last month setting of sprinklers. >> the elevators were on the first floor and it was pouring rain and the elevators. reporter: destroying circuits in the wiring, making elevators in operable. >> a lot of people cold city hall, 911, everywhere. reporter: they say they have struggled to navigate 13 flights of stairs. >> i had to go downstairs and it did not bother me, but when i had to go upstairs, it really hurt. >> one resident because he cannot get back upstairs. we have people who are stuck and cannot get out to get groceries and cannot get them delivered. it has been horrible. we've heard nothing from management. reporter: the interim ceo says they have added staff to assist residents and ordered and delivered food and supplies,

writing, "residents are continuing to be offered the option of relocating until later is can be fixed." they have been waiting for parts to arrive. it seems in a building like this , this is a community that needs reliable elevator service. >> it is a huge problem was an elevator is out in a building like this. reporter: dean preston says the department of building inspection issued a notice requiring the elevators to be fixed and says during the budget process last year that the action group said setting aside dedicated funding for elevator repairs was one of their top priorities in the budget. >> that tells you that this is not an isolated situation in one building. >> the problem is we went through this in september, no elevators, waiting on parts for weeks. when elevator went down in december waiting on parts, so what happens the next time they go down? reporter: the interim ceo he did not have the history of

elevator problems available but checked with a staff member who said she did not recall any in the last couple of years and shared that elevators have not been inspected by the state since 2018. the i.t. uncovered a backlog of state elevator inspections. >> the bottom line, we are here now waiting for it. reporter: leaving the residents feeling struck. dan: a woman who is serving time in a high profile dog molding case. she was just denied perrault. she showed no emotion as the perot commissioner announced the decision a short time ago, minutes ago. she was convicted of second-degree murder and is serving a sentence of 15 years to life. the board says one reason parole was denied was due to disciplinary action against her while in prison. she and her late husband owned two dogs that attacked and killed the couple's neighbor in january 2021 outside her

apartment. she served four years for involuntary manslaughter. ama: a wild scene in court in buffalo, new york at the sentencing hearing for the gunman in the supermarket shooting. >> we lost our kids. we are never going to take people out [indiscernible] [indiscernible] ama: use all right there that a relative of one of the victims lunged at the defendant but not get to him. both men were escorted out of the courtroom through separate doors. the defendant pleaded guilty to all charges in november and today he was sentenced to life in prison without parole for each of the 10 people he killed last year at a supermarket on the east side of buffalo. michigan state students held a sit in outside the state capital day, asking for concrete action after monday shooting which killed three students and injured five others. the students are asking lawmakers to pass tricked her gun reform laws. dan: the safety of u.s. air travel top the agenda at a
