reopen. if you are traveling toward this area, traffic will exit at monument, then you can get back on at oak. this was reported around 4:30, that is the latest. reggie: mage development in the east bay. oakland police chief armstrong has been fired following an investigation into allegations of misconduct. the mayor made the announcement during a press conference yesterday. lena howland is in the newsroom with the latest. lena: the mayor cited her decision on armstrong's termination as no longer having confidence in his ability to effectively lead the department. she stressed this was not a disciplinary action based on the active investigation. the move by the mayor comes exactly 30 days after chief armstrong was put on paid administrative leave. that happened when a federal monitor questioned his response after two misconduct allegations were made, including a hit-and-run and a gunshot fired

inside an elevator at opd headquarters. the firing happened just hours before oakland police commissioners were supposed to hold a disciplinary meeting on the chief. >> chief armstrong said these were not incidents where officers behave poorly. he stated he did not believe these incidents reflected systemic problems. instea described the underlying incident as a minor vehicle collision. he said officers made mistakes. it is clear to me there are systemic issues and the city needs to address them. we cannot simply write them off as mistakes. lena: shortly after, armstrong released a strong statement saying his termination is fundamentally wrong, unjustified and unfair. he says he is deeply disappointed in the mayor's decision and read in part i am

chiefs in nine days. reggie: the city of oakland is dealing with a ransomware attack. people trying to do business at city hall yesterday were met with signs saying the building was closed. one person told us she needs to pay her business license fee. if she does not pay it by next month, she will face a late fee. >> still was not able to pay my business license renewal in person, with cash. >> i am very frustrated. >> it is a city shutdown of information systems that we rely on for every single function of our city. reggie: the city of oakland not respond to requests for comment. oakland issued a local state of emergency monday because of outages. officials say the attack first happened a week ago. kumasi: the outer sunset district is struggling to get back to normal after an explosion that rocked their neighborhood. rita her caregiver was severely

injured. investigators say a drug lab was being run inside. she lives nearby and says the explosion had a lasting impact on her home and mental health. >> very sad. depression. sometimes even i want to suicide. the houses open. the window is open. the door is open, it is very cold. it is raining. we cannot stay there. kumasi: last night, there is a community meeting for residents to help them recover. some of them could be out of their homes for months. >> i hope the city can help us. not only the empty words, but fund some money. kumasi: a 52-year multiple charges, including voluntary manslaughter and manufacturing drugs. he was in court yesterday, but did not enter a plea. he is expected back in court tomorrow. reggie: the suspect in the half

moon bay shooting is expected to be arraigned in court today. last week, a judge granted a request to his attorney and issued a gag order. the ruling prohibits attorneys and the sheriffs office from talking about the facts and circumstances of the case. authorities say the shooting were an active workplace violence. a community all-too-familiar with tragedy is dealing with another deadly shooting. one person is dead and three others are hurt after a shooting inside in el paso, texas shopping mall. much of america is still reeling from other recent shootings. jobina: the mall where it happened is near walmart, were 23 people were killed in a race is shooting in 2019. [gunfire] jobina: you can clearly hear the gunshots, people are seen running trying to get to safety once they heard the gunfire. police say to people, both

males, are in custody. shots rang out near the food court last night. an off-duty officer working security arrived to the scene within minutes and arrested a person. officers later found the second suspect. >> we went through an e exit, people were pushing and shoving, which is understandable. they were scared. >> it was terrifying. i did not know what to do. jobina: officers are searching for a motive. the governor deployed the states public safety and emergency management teams to help with the response effort. the latest shooting comes two days after the mass shooting on the campus of michigan state university that left three students dead. kumasi: developing balloon from china and other mysterious flying objects, president biden could publicly address the ongoing situation as early as today. sources tell abc news political

pressures pushing the president to address the nation this week. lawmakers on both sides of the aisle are calling for biden to give more thorough answers to the american public. the white house is eyeing a possible address before the president leaves for poland. the intelligence committees is the most recent flying objects that were shot down were likely harmless. reggie: the campaign to replace senator feinstein is ramping up. high-profile democrats are in the running, including adam schiff area he tells abc 7 that he wants to find common ground between both parties, but still get things done. >> i see myself getting things done, that is the kind of leadership i want to bring to the senate. fighting hard to protect our values, bricking no tolerating no opposition when it comes to protecting women's reproductive freedom or dealing with a gun violence courage. also, where we can find common ground. reggie: he is being endorsed by

former speaker nancy pelosi, but has faced criticism in his own party regarding mass incarceration. it is something he said he changed his mind about overtime. >> i did for a time sup for a narrow category of offenders who killed cops or kids. the death penalty has been disproportionately applied to people of color. as long as that is the case, i cannot support the death penalty. reggie: as a long-time ranking member of congress, he led the first impeachment trial of former president donald trump. he will face a growing number of people trying to replace feinstein. katie porter has officially entered the race, she is endorsed by senator elizabeth warren. yesterday, barbara lee took another step toward officially entering the race. she filed the paperwork, an official announcement is expected soon. drew: we are taking a live look from the east bay hills camera, we have come conditions, light winds.

kumasi: new details about the man who died at a senior living facility in walnut creek after drinking a poisonous cleaning liquid. back in august, the 94-year-old mistakenly drink cleaning supplies. according to new court filings, police say a kitchen cabinet with the supplies was left unlocked. records show the employee attending to the 94-year-old left him unattended. the employee is do on court on

friday where a judge will determine if it goes to trial. narcan might soon become available over-the-counter without a prescription. >> opiate overdoses are often witnessed by a family member or friend who had no contact with a health care practitioner or harm reduction group. it is imperative to develop naloxone can be used without training. kumasi: advisors met yesterday and recommended making the antidote commonly used to reverse opioid overdoses more available to the public. opioid deaths are the leading cause of accidental deaths in the u.s. the department of public health currently funds naloxone distribution at 23 sites throughout the city. reggie: we've been talking about californians relocating in huge numbers, now we have new data from the u.s. postal service that gives us a picture of the people moving in and out of cities. we have a closer look at the data. >> they were born and raised in

outside from the golden gate bridge, we are fog free, but already seen clouds above us. today, partly sunny. not as bright as we were yesterday, temperatures later today get to the upper 50's. we will take a closer look at the highs and preview the weekend forecast in about nine minutes. kumasi: major developments in the east bay, the police chief has been fired following an investigation into allegations of misconduct. the oakland mayor made the announcement during a press conference yesterday. we have team coverage of the announcement and reaction it is garnering. we start with lena howland in the newsroom. lena: good morning. a little more than one month after being sworn in as the mayor of oakland, the mayor wasting no time making tough decisions by a firing oakland police chief armstrong. he is under investigation for allegedly mishandling misconduct cases.

he was put on paid administrative leave less than a month ago, that happened when a federal monitor questioned his response after two misconduct allegations were made, including a hit and run and a gunshot fired inside an elevator at opd headquarters. the firing happened just hours before oakland police commissioners were supposed to hold a disciplinary meeting on the chief. she cited her decision on armstrong's termination as no longer having confidence in his ability to effectively lead the department and stressed this was not a disciplinary action based on the active investigation. >> appreciation for his service to the department and the city he grew up in and loves dearly. he will continue to have my respect and appreciation. but i am no longer confident that chief armstrong can do the work needed to achieve the vision.

commissioners praised armstrong for his work. they were supposed to have a disciplinary meeting on the chief yesterday, reaction coming in from all over. >> under your leadership, many black women graduated from the academy. >> from the african-american community to the asian community to the latino community, you are responsive to all of those communities. >> i was surprised incorporate the police commission more in the decision. the commission was instituted in order to monitor the police. >> we cannot say he was a good cop because he was black, we cannot say this is a shocker to those of us following his career. i am not surprised, he's been in that department for a very long time and it has always been a dysfunctional, disgraceful mess. gloria: many residents are wondering what is next. the mayor says she will work with the oakland police commission on a nationwide

search for the next police chief. the chief of police will continue to lead the department as acting chief of police. oakland has gone through 10 police chiefs since 2009. kumasi: an at clara county sheriff's office to crack a joke and not go as planned. now, the agency is getting a lot of backlash. the tweet has been deleted, it offered to take people with outstanding warrants to jail as a valentine's day gift. the civil-rights group calls the joke heartless. >> it is one thing for them to crack the jokes behind the walls or to each other. but this is them deliberately putting out a message that reflects on who their character is. kumasi: the sheriff's office apologized and said it is dedicated to providing the community of santa clara county with the utmost professionalism and the additional caption did not meet our standards.

a communication professor ways in. -- weighs in. >> users are wise to remind themselves that what they post on social media is forever. other social media users should be charitable in giving people the principle to be forgiven. kumasi: one user defended the agency, writing that people are too sensitive and maybe people should not get into a situation where they have warrants. reggie: one person has been killed and three others injured after shots were fired inside a food court at a mall in el paso, texas. two suspects are under arrest, but the motive is not clear. the shooting prompted immediate response by police. the mall isop clo wseer teo kila hate fueled mass shooting and 2019. that gunman pleaded guilty to federal charges just last week. kumasi: it was a wild scene in buffalo, new york.

during the sentencing hearing for the government in a supermarket shooting. >> we love our kids, we never go to neighborhoods and take people out. masi: a relative victims lunged at the defendant, but did not get to him. both men were escorted out through separate doors. the 19-year-old pled guilty to all charges in november and yesterday, he was sentenced to life in prison without parole for each of the 10 people he killed last year at a supermarket on the east side of buffalo. >> emotions are different for each and every person. i cry on national tv. do not be afraid to show your emotions. we all processed trauma and a very different way. kumasi: a candlelight vigil held last night for the victims of monday's mass shooting on the campus of michigan state. many who spoke are demanding

elected officials past stronger gun legislation. earlier in the day, other students protested nearby at the state capitol in lansing. a 43-year-old gunman opened fire on michigan state campus monday, killing three students and injuring five others. the shooter died from a self-inflicted gunshot wound. reggie: the head of the epa is traveling to ohio amid growing fears in the wake of the fiery train derailment earlier this month. residents are expressing outrage at a town hall meeting. jobina: people who live near the toxic train derailment site or voicing concerns about their health. it's been nearly two weeks since a train carrying an estimated one million pounds of a chemical used to make plastic derailed. it caused a fire that burned for days, prompting officials to carry out a controlled explosion. 5000 residents were evacuated, they were allowed back in their homes last week. many say they do not feel safe

hearing the soil and water have been contaminated. some have reported sore throats, burning eyes, vomiting and other symptoms. >> the contaminants on objects, on our homes. >> i was in tears over the headache i had last night. i have a rash on my arm that was not there before i came here. jobina: the company says there have been many physical threats to its employees. it is facing a class action lawsuit, which claims that aroma released chemical weapons into the community. the company has not commented on the lawsuit. kumasi: two members of the tennessee national guard are dead after a helicopter crashed during a training mission. it went down near alabama yesterday afternoon. security video captured it falling from the sky and it burst into flames on the highway. >> looin air, saw the helicopter go over our head and bam, we sought hit the

ground and it exploded. my lord, my god. nobody could have survived that. kumasi: no one else was on board the helicopter. the investigation is still in early stages, one witness calls the pilot a hero. she says the pilot to maneuver around a neighborhood just before the helicopter went down, possibly to avoid casualties on the ground. reggie: a powerful dust storm in oklahoma is the cause of a 10 car pileup to lift a person dead. this is the aftermath, the blowing dirt and dust became so thick officials said it reduced visibility to near zero for drivers. three other people were trapped in their cars for 20 minutes until medics arrived. kumasi: still ahead, the latest efforts to combat violence and crimes against the aapi community. reggie: the push for more black representation in the field of engineering.

kumasi: we have heard it is better to give than receive and michael jordan is taking that seriously area he is donating $10 billion to the make-a-wish foundation. he's been working with the foundation for more than three decades, it is the largest donation ever received from an individual in the 43 year history. giving big, elon musk donated $1.9 billion to an unknown charity in the form of tesla stock. he has a history of not revealing who he is donating to.
