element from this situation paired with a crew on the scene, so you can see vehicles are getting by in at least three to four lanes. it was at one point completely blocked from about 4:30 to 5:45 this morning. this is a new development. quickly, bart is experiencing issues as well. a 20 minute delay through the transbay tube due to unexpected track maintenance paired there's also no red line service and no green line service. reggie: now to that major to element in the east bay. the oakland police chief is fired, following an investigation into allegations of misconduct. the mayor making that announcement during a news conference yesterday. abc 7 news reporter lena howland in the newsroom with the latest of elements. >> mayor -- the mayor cited her decision as no longer having confidence in the police chiefs ability to effectively lead the department, and stressed this was not a disciplinary action. the move comes exactly 30 days

after chief armstrong was put on paid administrative leave. that happened when a federal monitor questioned his response, after two misconduct allegations were made, including a hit-and-run, and a gunshot fired inside of an elevator at opd headquarters. the firing also happened just hours before oakland police commissioners were supposed to hold a disciplinary meeting on the chief. >> chief armstrong said these were not incidents where officers behaved poorly. he stated that he did not believe these incidents reflected systemic problems. instead, chief armstrong described the underlying incident as a minor vehicle collision. he said the officers made mistakes. it is clear to me that there are systemic issues and the city needs to address them. and we cannot simply write them off as mistakes.

following his resignation, the city went through three chiefs in nine days. reggie: this morning, the city of oakland is also dealing with a ransomware attack that has crippled city services. people trying to do business at city hall were met with signs saying the building was closed. one person told us she needs to pay her business license fee. if she doesn't bite next month, she will face a late fine. >> i still wasn't able to pay my business license renewal in-person with cash. >> i'm very frustrated with this. >> it's a city shutdown of information systems that we rely on for every single function of our city. reggie: the city of oakland did not respond to our request for comment. oakland issued a state of emergency on tuesday because of outages. the attack first happened one week ago. kumasi: san francisco's outer sunset district struggling to get back to normal after an explosion rocked their

neighborhood. investigators say a drug lab was being run inside a home. linda lives nearby and she says it has had a lasting impact on her home and mental health. >> very sad. depression. sometimes, i even want to commit suicide. now, the house is open. the window is open, the door is open. it is very cold. it is raining. we cannot stay there. kumasi: last night, there was a community meeting for residents to find help for their recovery. some could be out of their homes for months. >> right now, i hope the city can help us. not find some money. kumasi: one man is facing multiple charges, including involuntary manslaughter.

price is expected to be back in court tomorrow. reggie: today, the suspect in the half moon bay shooting is expected to be arraigned in court. the 66-year-old is charged with seven counts of murder and one of attempted murder. last week, a judge granted a request from his attorney and issued a gag order. the ruling prohibits attorneys, the defendant, and the san mateo sheriff's office from talking about the facts and circumstances of the case. the shootings were an act of workplace violence. kumasi: two people have been displaced after a two alarm fire ripped through their san jose home overnight. firefighters arrived around 1:00 this morning to the house on roberts avenue. they found heavy smoke and flames coming from the back of the property. and from both levels of the home. thankfully, no one was hurt. the cause of the fire is now under investigation. coming up, the new ruling that could impact how to fight drug addictions and overdoses. reggie: then, promising news for people worried about being able to afford covid shots in the future. drew: it is a cold start on our

southbound out of concord through pleasant hill and walnut creek, a very slow ride this morning. also, a commuter alert from bart due to unexpected track maintenance through the transbay tube. they're looking at a 20 minute delay traveling in both directions. we also have no redlined service between richmond and millburn. also, no green line service between berryessa and bay city. reggie: a six-year-old caught bringing a gun to school. and a teenager pulled alive out of the rubble from the numbers move you. but some can stop you in your tracks. like the tens of thousands of people who were diagnosed with certain hpv-related cancers. for most people, hpv clears on its own. but for those who don't clear the virus, it can cause certain cancers. gardasil 9 is a vaccine given to adults through age 45 that can help protect against certain diseases caused by hpv. including cervical, vaginal, vulvar, anal, and certain head and neck cancers such as throat and back of mouth cancers,

jobina: the mall where this happened is near the walmart where 23 people were killed in a racist shooting in 2019. people can be seen running, trying to get away to safety. you clearly heard that gunfire. police say two people, both males, are in custody. shots rang out near the food court last night. an off-duty officer who was working security at the time arrived within minutes. officers later found a second suspect. >> we were going through an emergency exit. people were pushing and shoving. it's understandable, because they were scared. >> just purely terrifying. i didn't know what to do. jobina: officers say they are still searching for a motive. texas governor greg abbott deployed the emergency management teams to help in the effort. the latest shooting comes just two days after the mass shooting

on campus at michigan state university that left three students dead. reggie: we are learning new details about the man who died at the senior living facility in walnut creek from drinking a poisonous cleaning liquid. in august, the 94-year-old, who had dementia, mistakenly drink cleaning supplies. according to new court filings police say a kitchen cabinet with the supplies in it was left unlocked. records also show the employee attending to the 94-year-old left him unattended. the employee is due in court on friday, where a judge will determine if the elder abuse case goes to trial. narcan nasal spray may be available over-the-counter and without a prescription. >> opiate overdoses witnessed by family or friends who are not familiar with medical training.

reggie: fda advisors met yesterday. they want to make this more available to the public. they say opioid deaths are the leading cause of accidental death in the u.s. san francisco's public department of health currently funds naloxone distribution at 23 sites throughout the city. you will still be able to get moderna's covid vaccine for free even after the federal government stops paying for it. in a statement, the company says everyone in the country will have access to it, even if you don't have insurance. president biden announced he plans to let the nationwide public health emergency expire may 11. once that happens, federal support ends for many of the programs put in place to help uninsured people, including expanded medicaid, testing, and treatment. kumasi: a little bit of news on the spy balloon from china and other mysterious flying objects. president biden could address this as soon as today. political pressure is pushing

the president to address the nation this week. lawmakers on both sides of the aisle are calling for biden to give more thorough answers to the american public. the white house is eyeing a potential address before the president leaves for poland. the three most recent flying objects that were shot down were likely harmless. new information on the federal investigation into president biden's handling of sensitive documents before he was president. cnn is reporting the fbi recently conducted two searches at the university of delaware classified material. i didn't donated records from his time in the senate to the school. we don't know of any classified documents were discovered. we do know the search was done in cooperation with the president's legal team. reggie: a group of young students being called heroes after telling school staff in pennsylvania their six-year-old classmate had a loaded gun. authorities say the child and his brother took the gun from their mothers dresser and played with it. the next day, that six-year-old brought the gun to school and

showed it to his classmates. the child was called to the office, where a gun was found inside his backpack. his mother is now facing reckless endangerment charges. kumasi: this morning, hollywood is remembering the iconic actress and sex symbol raquel welch. she died yesterday at the age of 82. she started her career with smaller parts in the 60's, then burst to stardom in the 1970's. she was a mainstay in movies and on tv throughout her career. she was routinely mentioned as one of the most beautiful women in the world. she was also a weather forecaster in san diego in 1960. her family says she died of a brief illness. she leaves behind two children. fresh off halftime performance, rihanna is showing off pictures of her family. rihanna, her partner, and her son are on the cover of the march issue of british "vogue." here's the cover. look at them. kumasi: look at that baby. kumasi:so happy. reggie: rihanna told the

was pulled from the remains of a destroyed building. she had been buried for 248 hours. that's more than 10 days. a separate teen was rescued from the rubble a few hours before that. theeath is at more than 41,000. those who survived are in need of humanitarian aid and are now homeless. the woman serving time in a high profile dog mauling case out of san francisco has been denied parole. marjorie showed no emotion as the parole commissioner announced the decision yesterday. she was convicted of second-degree murder and is serving a sentence of 15 years to life. she and her late husband owned two dogs that attacked and killed the couples neighbor, diane, in january 2001 outside her apartment. the victims partner spoke with abc 7 about the decision. >> i feel 100 pounds lighter right now. instantly, when the commissioner started speaking, and said right

no misconduct and my termination is fundamentally wrong, unjustified, and unfair." armstrong has not yet decided if he will take any legal action. a press conference in support of her chief armstrong will be held by other oakland leaders today at noon. with in the newsroom, lena howland, abc 7 news. reggie: from the oakland community is pouring in after his firing. kumasi: gloria rodríguez joining us with that part of the story. gloria: as you know, the chief is pretty popular, so people are not happy about his firing. but others do support the decision. any are making their voices heard today. the mayor terminating chief armstrong after first having placed him on administrative leave. she said yesterday that she is separating him from the city without cause, after the firing some oakland police commissioners praising armstrong for his work. they were supposed to have a disciplinary meeting on the cheek yesterday.

st. clair county with the most professionalism and it did not meet our standards." and he spake medication professor weyden as well. >> users should remind them selves with a post on social media is forever. i think other social media users should be charitable, giving people the principal to be forgiven for what they have done. kumasi: one user defended the agency, saying it was fine and people are too sensitive. any proposed state bill would give jurors more pay, in an effort to diversify juries. the pay for criminal cases would go up from $15 to $100 per for low to moderate income jurors. the intent is to make sure all californians have access to a jury of their peers. it is going to be challenging because the state is facing a $22.5 billion shortfall.
