you slip through the coldest part of the morning. the clear skies over san francisco. nothing to show you on the radar. right now in the 40's in santa cruz. 40 in palo alto. the dry air mass will warm quickly. at the shark tank we are looking at temperatures coming up quickly. by noon we are approaching 60 in some neighborhoods, but we will look for a chilly night. we are warming up a little today. wait until you see the seven-day outlook, we have spring and winter both for the next seven days. liz: in the east bay, dramatic rescues after a fast-moving fire tore through an oakland apartment building. fire fighters brought five people down from balconies. the building on allison street near 17th street is a few blocks

from lake merritt. one resident was taken to the hospital for smoke and elation. according to the fire chief no firefighters were injured. new overnight, one person is recovering after shooting outside of a tesla distribution center in livermore. this was in the area of challenger street and discovery drive. officers say that when they arrived they found a 26-year-old with a gunshot wound. they are expected to survive. police are looking for the suspect. now to the violent attack on a food vendor caught on camera. video of the assault outside the center is going viral. people in social media are searching for the suspect who ran away. speaking with the witness who recorded the video. it may be difficult to watch. >> brutally attacked from behind and knocked unconscious as the longtime street vendor lays straight down video shows the

suspect continuing his assault. >> he hit me when i was down and he started to take me on the face. that is something that you can't do even to an animal. >>'s uncle suffered a broken nose, several loose teeth, redness in his eyes. before the beating the suspect purchased several hot dogs and made a demand that saul reconco could not meet. >> give me a free hotdog dog, free soda. i can't do it because this is not my business. >> the man threw beer on his face and in his grill before walking away but minutes later the man returned. the witness capturing what happened next, providing the only glimpse of the assault. >> i'm hispanic so you grew up supporting the street vendors. it's outside outside the regional mexican center, a consulate, a street vendor of our own kind is being beat up. >> sap center management tells

us that the safety at events is a top priority with a statement reading in part that we continue to actively communicate with officials to make sure that public spaces outside of the arena are safe for all guests. >> in 27 years that i have been doing this, this is the first time this happened to me. >> his wife and family members were not far to working as vendors. >> going out to concerts and events to make extra money. now he has to not only assume the loss of what he was supposed again, but now has to deal with dental care and his face, the medical bills. >> the suspect has not been identified. saul reconco has had to take time off work but has shared a venlo account for anyone wanting to donate. in san jose, abc7news. liz: a man suspected of an attempted carjacking in oakland is recovering after being shot by police. this happened yesterday

afternoon at 107th avenue international boulevard. the man was driving recklessly around east oakland on a stolen motorcycle shortly before crashing. police were tracking him by helicopter. they say that the suspect tried to carjack someone a couple of blocks from where he crashed. >> he brandished a firearm and pointed it at a victim inside a vehicle, passerby. and then he ended up demanding the vehicle. that is when officers were nearby. they started issuing commands for the individual to put down the gun. he failed to comply. that is when officers discharge their firearms. liz: a witness share this video of the suspect being arrested after the shooting. no one else was hurt. a former oakland police chief continues to defend himself after he was fired from his position. armstrong's dismissal came a month after the mayor placed him on paid leave. the federal monitor's report question the chief's lack of response surrounding the misconduct by one of his sergeants.

evenings -- speaking publicly for the first time since the firing he says he did nothing wrong. job and i believe i did it well. i committed no misconduct, i followed all relevant policies and procedures, and i delivered on my promise from day one when i took this job to reform this police department. my termination was never really about the facts, about performance, or my ability to effectively lead the oakland police department. my termination was about robert were shot and the fight for the oakland community. liz: two oakland police lieutenants have been put on paid administrative leave for mishandling the investigations which led to armstrong's determination -- determination. the man accused of the deadly home explosion in the sunset district is released on house the tension. they believe darren price did not intentionally cause the

explosion but acted out of negligence. they claim that price ran a hash oil out of the home but because the explosion killing his wife and severely burning her caregiver. price is charged with involuntary manslaughter, manufacturing drugs, and child endangerment. people close to rita price are remembering the life of their beloved friend as abc7news anchor tells us that they hope that no matter what happens to darron the community will remember rita's positive spirit. >> every room that she went into she lit up with her big smile and laugh. >> it is the effervescent personality that will remember most. her 1000 watt smile on display even after a near-death paralyzing stroke in 2014. >> we didn't think that she was going to make it. when she severed the stroke we went to say goodbye.

>> i to live that helped her survive nine more years. she tragically passed away when the home that she shared with her husband exploded february 9. >> it could have been prevented and we just didn't know. >> darron was arrested for manufacturing, child endangerment, and manslaughter. he is on and ankle monitor. it is something that her friends couldn't process. for rita's longtime massage therapist, he encourages the public to focus on rita's legacy and not rush to judgment. >> we still believe care of rita and her family, her kids. that part we have no doubt about it. he do it faithfully for years. that's all we know. a person is more complex than that. >> to remember rita's calm nature. >> she is our bright spot. we look forward to seeing her. >> and think of her three

they have uncovered the body of an international soccer player under a collapsed building. he played for including chelsea in the premier league. rescue crews are searching for survivors two weeks after the earthquake. the death toll has surpassed 44,000. a bold proclamation from the u.s. about russia's war on ukraine. vice president harris says that russia has committed crimes against humanity. she made the announcement at a global security conference in germany. she says that the atrocities include separating children from families and acts of girth, torture, and rape. the u.s. has said that the u.s. has committed world -- this is a different category under international law. >> they are sending a lot of troops. i don't think that that is sustainable for them to keep attacking this way. there are places where the bodies are just piled up.

liz: russia is trying to surround a victory for putin for the war's first anniversary next week. five officers accused in the beating and death of tyre nichols pled not guilty during their first court appearance. each faces multiple charges including second-degree murder. surveillance video and police body footage captured the beating on january 7. tyre nichols died three days later. his mom was also in the courtroom and says that she will be present for a the courtdates. ty are going to see a everyti wet justi f mson. liz: if convicted, the officers could face 50 to 60 years in prison. there is also responders who lost their jobs

and nine others under investigation. a standoff in a danville neighborhood. they arrested the suspect, 27-year-old diego alfaro. the standoff landed for five -- lasted for five hours. sky 7 was above the scene. alfaro barricaded himself inside the home after assaulting a woman. he was booked into jail on multiple charges including assault with a deadly weapon and is being held on $100,000 bail. starting today bart will replace more than a mile of track and east bay meaning that there will be no trains running between the rock ridge and lafayette stations on the yellow line. art has a bus bridge available for passengers and this is part of a $3.5 million project to replace 7200 feet of worn-out rail. the work will wrap up after monday. on monday, which is president's day, bart will run saturday service on all lines.

liz: for years we have been hearing about californians relocating in huge numbers and we have new data from the postal service that gives us a better picture of how people are moving in and out of cities. leanne melendez is here with a look at those numbers. leanne raised in california, berkeley and walnut creek. in 2021 they moved to texas. >> we arrive june 30, 20 21. we are in mckinney, north of dallas. >> things change, but the home i once knew wasn't there anymore, especially with the homeless issue. leanne: there are many like them moving from california. the u.s. postal service collects data every time a change of

a man who was accused of shooting two jewish men outside of synagogues in los angeles. he is facing federal hate crime charges. as derek dennis tells us those in the area say that it something they never would have expected in their city. >> it is something that i hear about in another state or city. now that it's in my hometown i feel like we are back in 1940. derek: a los angeles-area community on edge after two jewish men were shot near synagogues this week for one reason. >> an individual motivated by anti-semitism, hatred for people in the jewish community, committed two tremendously horrible acts. targeting individuals because of the jewish faith. derek: on friday the u.s. district attorney's office filed federal hate crime charges against 28-year-old jamie tran, appearing in court on friday night a judge ordered he remain in custody. the first shooting happened on

wednesday. tran is accused of shooting a man in his 40's in the back as he left morning prayer. the next day a block away, tran shot a man in his 70's who was leaving another synagogue. both of the men survived. prosecutors say tran has a history of anti-semitic comments. he was captured thursday in the coachella valley and an ak-47 rifle and handgun were found in his vehicle. according to the criminal complaint tran stated that he looked up a kosher market on yelp and decided to shoot someone in the area of the market. he said that he knew the victims he shot were jewish because of their headgear. >> anti-semitism has no place in los angeles, no place in our country. derek: jewish organization say harassment and violence towards jewish people are on the rise across the country. >> a 200% increase in incidence over the past couple of years and an increasing rate of that increase over the past couple of months. derek: hey los angeles-area rabbis encouraging the community not to let this keep them from

shabbat services. if convicted tran faces life in prison. abc news, new york. liz: in san francisco come the man accused of shooting a gun inside of a synagogue earlier this month pleaded not guilty in court. dimitri mission is facing multiple charges including federal hate crimes. he was denied home detention saying that he poses a risk to the community. mission agreed to receive mental health services and will be in custody without bail. he is scheduled to appear in court on tuesday for his preliminary hearing. new details about the search for airborne objects shot down over alaska and lake huron. that's over. the u.s. military made the announcement yesterday hours after the u.s. finished its recovery phase of the chinese spy balloon shutdown days before. the navy, coast guard, and fbi collected all of the balloons debris off of the ocean floor, including equipment that could reveal what information the balloon was able to monitor and collect. north korea fired an

intercontinental ballistic missile raising tensions. it was fired eastward landing in the water off the coast of the korean peninsula. the u.s. and south korea say that they are committed to teaming up for planned military exercises. they are expected to hold nuclear tabletop drills at the pentagon next week. north korea's foreign ministry warned that it would take strong action if those exercises continue. amazon is ordering thousands of office workers to come back in person for three days a week. the change takes effect at the start of may ending the remote and hybrid-friendly policies from before. the co claims that it's to improve collaboration and company culture claiming that it would boost the local economies where offices are located. the news comes after the company announced 18,000 layoffs. there is growing concern about dangerous attempts by kids to cross the bay bridge on bikes. the california highway patrol

released a surveillance video showing young people riding bikes along with cars in the eastbound lanes of the bridge. bicyclists are not allowed on the bridge at any time. chp says that no injuries or accidents have been reported but is asking parents to speak with their kids about the dangers of trying to right across the bridge. today, farewell event for seacliff state beach before its iconic peer is mall list. it will be temporarily closed because of the damage left behind by the recent winter storm. the campground is closed as the storms wiped out the seawall and the ground it was built on. a beloved san francisco cafe is closing its doors tomorrow after over two decades in business. reverie longer stay in business. the closure has gotten the attention of city leaders. it is one example of an alarming trend. >> tucked away on the trendy streets of cole valley you will find reverie cafe, a

neighborhood the hotspot that has been a staple of its community since 2002. >> we have had marriages, baptisms. >> on sunday, reverie will be closing for the last time, driven out of business its owner says by disputes with the landlord over rising rents and leasing conditions. it is not just the reverie cafe. across san francisco small businesses continue to struggle. >> the streets are tragically dirty and we are short on police officers so enforcement is difficult. >> reverie's closure has made waves on city hall. posting on facebook about the worry of storefronts. the golden gate restaurant association says that in addition with the challenges that come with operating businesses in the city recent economic realities have hit the hospitality industry. >> the raising cost of food has

liz: from capitol hill this morning, there is still a year before votes are cast in the race to replace dianne feinstein, but those in the running aren't wasting time. this will be a highly contested campaign. i sat down with adam schiff, one of many high-profile democrats expected divide for the coveted spot will stop after speaking with him he is branding himself as the experienced candidate who can get things done. >> i had my bar mitzvah in lafayette. liz: congressman adam schiff represent los angeles but in the bay area he made his local ties known. >> i grew up in the east bay. i lived in the danville area. liz: from his roots to serving

as a ranking member in congress leading the first impeachment trial of donald trump, he's helping to add one more title to his resume. the longtime democrat is running for senate, looking to replace dianne feinstein who announced she will not be seeking reelection. senator feinstein was the consummate center is known for working across the island being friends with people on the others. in such a divided senate, do you see yourself in that vein? >> i see myself getting things done. that's a leadership i want to bring to the senate. fighting to protect our values and tolerating no opposition when it comes to protecting women's reproductive freedom or dealing with the gun violence courage. but -- gun violence scurge, but also where we can find common ground. liz: a competitive field of democrats volleying for

feinstein -- vying for feinstein's seat. when voters are looking at everyone in the field why adam schiff? the question is who can make progress? who has a record of getting things done on the behalf of californians? who has shown the greatest leadership on issues that california cares about? liz: the three pillars of his campaign are the economy, the environment, and democracy. he is selling democracy matters mugs and said this in his campaign launch video. >> i wish i could say that the era of maga extremists is over, it's not. liz: several justice groups wrote an open letter to governor newsom in 2021 urging him not to appoint adam schiff as attorney general saying that he supported tough on crime policies that contributed to mass incarceration. what is your response to progressives who have questions about your track record on criminal justice reform?

1990's in legislature, i took one view of how we should solve the criminal justice challenges that we faced. i would like to think that 25 years later my viewpoint has changed and i have learned that some of the policies of the 1990's did not work. liz: he says that he supports a progressive approach and while he once supported the death penalty is now against it. >> i don't support the death penalty. i did for time support it for a narrow category of offenders who killed cops or kids. the death penalty has been disproportionately applied to people of color. as long as that is the case i cannot support the death penalty. official candidates in this race along with congresswoman katie porter who has been endorsed by senator elizabeth warren. bay area congresswoman barbara lee filed her paperwork to run this week so her announcement is expected imminently. let's check outside.
