40 six downtown, 49 in oakland. palo alto a nice recovery from the low 30's this morning, 47 in san jose. 54 in half moon bay. elsewhere, 30's by the delta, low to mid 40's inland valleys, napa experiencing a warm up. up to five degrees warmer than yesterday at this hour, look at the winds. this is indication of the dry north wind aiding in the warm up , 30 to 42 miles an hour. what a pretty view. enjoy the day if you like it sunny and mild, upper 50's to near 60 by noon. by the afternoon, mid and upper 60's, squeezing out one more day for the holiday with mild weather, then we are talking about only cold weather, but windy. low snow levels and more rain to come. liz: developing in the south bay, a man is dead after crashing into an empty overturned pickup truck highway away in san jose. chp said they were called about

this overturned truck just after 4:00 this morning. moments later, they started getting calls another car slammed into it. this is northbound 101 near story road, the driver of the sedan was killed. it is not clear what happened to the driver of the pickup truck. the incident is under investigation, we will keep you posted on developments. in the east bay, two elderly people escaped a house fire that turned deadly for a family pet. alameda county fire was called to the house in san lorenzo way around 3:00 this morning. the elderly couple made it out, but suffered burns and were taken to the hospital. it cap was found inside the home, it had died. a dog is missing. there was a doggy door, they are hoping the dog escaped on its own. the cause of the fire is being investigated. a family, including two children, is recovering after a car slammed into a home in the oakland hills. thankfully, nobody was seriously

hurt, the video is dramatic. the suv struck a gas line, which sent flames shooting into the air. abc7news reporter ryan curry was at the scene and found out what could have led to the driver losing control. ryan: surveillance video captures the moment a car lost control in an oakland hills neighborhood, crashing into a home. you can see high flames coming from the car after the crash. >> i heard a commotion, then i got a message from my next-door neighbor to get out of the house as soon as possible. ryan: cliff morrison lives in the area. he said he left as soon as possible. the oakland fire department says this car was right on top of the gas line. >> when i walked out my front door, i could see the garage next door to mine was on fire as well, so i was afraid it was going to spread. ryan: oakland fire says pg&e eventually cut the gas to the neighborhood. they say no other structures were at risk of catching fire once they contained the first fire. they suspect the car's brakes stopped working. >> as they came across the

intersection, possibly had brake failure, came across, lost control, and struck the house. ryan: two adults and three children were in the car during the crash. two of those children went to the hospital with minor injuries. >> due to the fact that the vehicle came down campus drive across redwood and struck this structure with force, we want to make sure the kids are ok and they are checked up on. ryan: oakland fire says the official cause of the crash that led to the fire is under investigation. morrison says he has lived in this neighborhood for 22 years and says that hill has had several crashes in the past. >> probably three or four times we have had people come barreling through that intersection and hit houses or hit the retaining wall. ryan: in oakland, ryan curry, abc 7 news. liz: now to the latest on former president jimmy carter. people everywhere are showing their love and support for the 39th president after it was announced this weekend that the 98-year-old will begin receiving hospice care at his home in georgia. a bay area environmentalist who

worked closely with carter is sharing his memories of their time together. he tells abc 7 news anchor dion lim why he considers carter more than a politician. >> i think of him as a southern gentleman. he was dignified, sophisticated, had a good sense of humor, a self-deprecating wit. he was always very kind to me. his san mateo home, environmentalist and author robert coghlan has many fond memories working alongside jimmy carter, a relationship that started in the early 1970's when coghlan made a request to governor carter of georgia to help him lobby against a dam proposed along the stanislaus river. >> i asked him to come to california to help us out, and he did. dion: the two formed a bond over their shared passion for

mother earth. coghlan joined carter in the white house. >> he asked me to be a chairman of the california conservationists. dion: in addition to remembering his environmental legacy, which included fighting for renewable energy and protecting waterways, coghlan admires the 39th president for being a different kind of politician. >> he didn't steal any documents or cause anybody to go to jail or anything. we never stole anybody's money. carter shows that you can be a politician and you can be a president and you can be a good person. dion: it is those fond memories that made the 98-year-old's entry to hospice care bittersweet. >> it is sad in a way, but it is ok. it is a predictable thing. he lived a good, long life. >> i have had a wonderful life. i have had thousands of friends. dion: coghlan says no matter how much longer carter has, he will forever hold onto these memories. >> i will always be proud to be part of jimmy carter's team and

i will always be honored to have been his friend. liz: robert coghlan shared many more stories of jimmy carter, including his time working with dianne feinstein in his book. it turns out our very own abc 7 weather anchor spencer christian has known jimmy carter since the late 1980's. their first interview together was in 1988 on "good morning america" at the carter presidential library in atlanta, georgia. spencer emcee'd plenty of carter's events, including two of his birthdays. during our 11:00 news last night, spencer spoke with dion about the 39th president. spencer: i have had lots of interaction. been very fortunate. lots of interaction with the carters, especially president carter over the years. he is a remarkable person. arguably the finest person i have ever met. liz: spencer went on to mention former president carter is a devoted philanthropist. for more than 30 years,

carter and his wife roslyn have been advocates and volunteers for habitat for humanity. now to southern california, where anaheim police say a woman has died after she either jumped or fell from a parking structure at disneyland last night. officers say when they arrived, they found a woman on the ground at the mickey and friends parking structure. she was taken to a hospital where she was pronounced dead. police are trying to figure out exactly what happened moments before she fell. in the east bay, we are learning more about a deadly crash that happened this weekend. contra costa county fire told us first responders were about to clear the scene of a noninjury accident seconds before a tesla rammed into their fire rig. one person is dead and several are hurt, including some of the firefighters. this happened on i-680 and walnut creek on saturday. cornell barnard tells us more about this intense moment. >> we were all seated in, belted in. we were basically blocking the scene. cornell: contra costa county

fire captain says his crew was about to clear the scene of a noninjury accident on northbound 680 in walnut creek early saturday when their fire engine was suddenly rocked. >> very jolting, and it almost didn't feel like it was real. i just remember all my equipment in the rig going forward. cornell: the captain says the rig was struck by a tesla, the impact so powerful parts of the car went underneath the ladder truck. the stunned firefighters jumped into action. >> we were trying to cut these people out, save these people, these victims. cornell: sadly, the car's driver died at the scene. the passenger was taken to the hospital with critical injuries. thsa it uncarf drs or alcohol we faor, and it is still unknown if the tesla had its autopilofe while firefighters were working, another car on the freeway narrowly missed them. >> it was very tense. we just had one incident and we were about to have another incident. cornell: four firefighters went

to the hospital. >> we were treated for lower back pain. one of my guys had a cut on his hand. cornell: most of the firefighters were back on duty saturday afternoon. despite its size, color, all the flashing lights, firefighters say this is not the first time a car has collided with one of its trucks. >> it has occurred multiple times. it occurs so much throughout the united states that there is a national standard for how fire departments respond to accidents on the freeway. cornell: the department says the fire crew followed that protocol, using the engine as a safety barrier to protect other first responders on scene. they remind drivers the law requires them to slow down and move over when approaching emergency vehicles. the captain says his crew did what they were trained to do. >> i am very proud of my guys because just as much as we were in an accident, they all jumped right in and started doing their job. it was just go, go, go. cornell: walnut creek, cornell barnard, abc 7 news. liz: lisa, let us get a check

on saturday, they came together to try to save the restaurant he mission district. the onus is the complaints have stalled approval for his liquor license. he adds it has caused the restaurant to lose out on $300,000 and fears his place we'll have to close at 10:00 p.m. instead of 2:00 a.m. >> everybody in the mission is connected. after 23 years, everyone knows it for so many years. i do not feel like it is mine, i feel like it is owned by all the community. liz: a hearing will determine if he will have to close his business early, and that will be on march 15. happening now on 680, all northbound lanes are closed due to repaving work. the northbound lanes between the roads are being impacted. they will reopen tuesday morning at 5:00 area caltrans posted these pictures. crews were working on the project last weekend and lanes reopened on time. after this weekend, there is one more weekend of closures.

southbound lanes are not affected. now to the crackdown on prostitution in the mission district. san francisco police department traffic safety account tweeted a message, promising ongoing efforts to address the issue along with photos of a car being stopped on capp street. police have issued more than 30 citations since traffic enforcement in the area was increased more than a week ago. earlier this month, the city set up barricades on capp street in an effort to curb sex work. they say the barricades cause concern because it could delay firefighters if they have to respond to a fire or medical emergency. a measure could require california students entering the eighth grade to have the hpv vaccine, and this would apply to students attending public and private schools in the state. abc 7 news reporter lyanne melendez has more on the bill, which is expected to be a controversial one. lyanne: the hpv vaccine has been on the market since 2006 when the fda approved it as a way to prevent cervical cancer in

women. but it also benefits men in the prevention of penile cancer. the recommendation is to have children vaccinated between the ages of eight and 12. on average, teens become sexually active by 15. assembly member cecilia aguilar curry has introduced a bill that would require all incoming eighth graders to get the vaccine. >> people keep saying it is just a woman's issue. no. it is not just a woman's issue, it is a people issue. and i have a philosophy that if there is anything i can do to prevent cancer, i am going to do that. lyanne: those students who are homeschooled or with a medical condition would be exempt. >> i know people are going to be at my doorstep yelling and screaming at me, but this is a fact of saving lives. lyanne: opponents of the bill are already weighing in. >> this whole mandatory thing, there is no choice, parents have no choice, children have no choice. lyanne: in 2005, san francisco was one of the few cities in the united states conducting clinical trials with great

success. today, 17 years later, we interviewed the lead investigator of that study in the bay area. >> with this hpv vaccine, there is no legitimate debate. there are no side effects, there is no toxicity, and it has now shown unequivocally to prevent infection and cancer. so, there is no reason why every young person shouldn't get this vaccine. lyanne: hearings on the bill will begin in march. abc 7 news. liz: in santa cruz county hundreds of community members attended a cleanup event at sea cliff state beach. they were also there to sayfared fishing pier leading to the ss palo alto, which was the famous cement ship. the pier was battered by waves during last month's storms, and officials say it is beyond repair. >> sadness, no question about it. there are so many memories there. seeing it gone, it is kind of an icon for this area.

people come from all over just to walk up the pier and fish. >> the destruction that mother nature has done, it is kind of sad. but nothing lasts forever. liz: state parks officials say demolition work on the pier will begin this week. it is expected to last a month. we have some rain on the way, nothing like the storms we had last month. but good news. lisa: everyone is talkingbo the pontial r snow aroun the bay, there is a chance. definitely the higher elevations. i was reading something about the mountains, the sierra nevada is supposed to experience record lows of 30 to 50 degrees below zero come wednesday and thursday, perhaps friday morning. so dangerous low temperatures. we will experience temperatures well below average, perhaps some records ourselves, as we get to the cold air mass. several arctic air mass blasts

of cold air are headed our way this week, as we look at live doppler 7, the opposite is happening. high-pressure and offshore winds for sunny and mild afternoons, temperatures are climbing through the upper 40's. 47 palo alto, 55 in half moon bay. sutro tower in the low 60's today, near average like yesterday. a little bit of onshore flow keeping the beaches on the cool side, but pleasant. 46 novato and napa, looking at 50 by the delta. there is a look at santa cruz in the mid 40's, should be a beautiful day. the possibility of an inch of rain the next several days, so these systems will be progressive, moving quickly. two more mild days with 60's and sunshine, today and tomorrow. then several windy, cold and rainy days with low average temperatures sticking around for the rest of february and into

march. through the rest of the day, a beautiful one. partly cloudy skies for your monday, still nice and mild. here comes the wind late in the day monday into tuesday. pockets of precipitation, light rain perhaps offshore. a level 1 system arriving wednesday and thursday, the rainfall looks to be increasing. there is a look at the wind early tuesday, they continue to increase, making it blustery. high temperatures in the by theftno, lookt the gusts. 40 to 55 miles an hour on tuesday. as we get into tuesday, the winds will keep things well mixed enough that i think wednesday will be the coldest day as they dial back, the cold air settles in. we only make it to the 40's. this rainfall projection brings into systems-- in two that to an inch of rain as we combine all the systems through

friday. there is a look at thursday, overnight lows in the 20's and 30's. the frosty mornings stay with us into friday. enjoy the 60's today, tomorrow mid-60's to upper 60's. the seven-day forecast showing the big transition day on tuesday, then a level 1 system wednesday and thursday. as we get to friday and saturday, a little warmer. if we went further out, we would see more rain and cold. liz: everybody is so excited about the possible snow, it sounds like you are saying it is unlikely. lisa: it has to go over the ocean, the ocean modifies the cold air. that is the big weather maker, the pacific ocean. it keeps temperatures so comfortable, so it does not look likely. but the hills, yes. liz: just ahead, ski trip trouble with airbnb. how a group of friends say they got the cold shoulder after they did not get hot water during

liz: if you have been outside recently, you know it is cold, especially in lake tahoe. imagine being in the snow, than going home and having no hot water. we spoke to a group of friends who took a ski trip and say they got the cold shoulder from airbnb. michael: here is alexander and his friends in tahoe. they were there for this year's great snow and rented a great place through airbnb. here is the rental. on the first night, everything went well. on the second, pretty good. the place seem to be running out of hot water. on the third day, more hot water problems. >> because of that, we had no hot water at the airbnb and we reached out to the host, just letting them know that there was an issue with the hot water and that we were taking cold showers, which wasn't great in

the cold tahoe weather. michael: he and his buddies also let airbnb know what happened. >> when we heard back from airbnb customer service, we were quite surprised by the response. they had mentioned that because hot water was not specifically included as an amenity that the -- at the airbnb we were staying at, the host was under no obligation to provide hot water. michael: that didn't seem right, so alexander contacted 7 on your side. and i looked at the airbnb listing, and sure enough, hot water is not on the amenities list. a hot tub is. we reached out to airbnb and were told, we do allow hosts to self select hot water as an amenity. however, this is meant to be used for remote, off the grid listings so that guests can plan properly. for this particular case, our team did follow up with the host to inquire about any amenity issues that they need to be addressed. >> thanks to you, after you

contacted airbnb, they provided us with a resolution, and that resolution was they refunded us airbnb's service fee, as well as the cleaning fee, which was equivalent to about one night's stay, so i thought that was a fair resolution. liz: the host also refunded a portion of their payment. 7 on your side's michael finney's advice is to read the amenities very carefully when booking through airbnb. still to come on abc seven mornings, a los angeles ship shot and killed -- bishop shot and killed. what we know about his death. authorities are calling it suspicious. we hear from survivors nearly 80 years after the japanese american incarceration order was signed by president roosevelt.

liz: good morning, everyone. thanks for joining us this presidents' day weekend, a lot of people have the day off tomorrow. the weather is nice today. lisa: temperatures are warmer than average, we start with the east bay hills camera. we can see a little bit of smoke from a fire that liz will have more of any moment. strong wind in the upper elevations, the smoke is hanging in the air and not dispersing because the winds are light. 47 palo alto, temperatures along the coast in the mid-50's from mount tam, temperatures from mid-40's in the north bay to about 50 by the delta and low 40's in livermore. already on the rebound, up to five degrees warmer this morning. there is a look at the strong northerly winds, 43 to 46 miles an hour. as we go through the afternoon, a pleasant day with numbers in the low 60's by noon, mid and upper 60's throughout the later part of the day. liz: new this morning out of los

angeles, a bishop with the archdiocese of los angeles was found shot to death in hacienda heights. they are calling the death suspicious. >> this morning in shock after a bishop was killed in what is being investigated as a suspicious death. bishop david o'connell archdiocese of los angeles was shot around 1:00 p.m. in a home in hacienda heights, according to officials. >> he was so soft-spoken, he was a humble soul. he was not the type that would have confrontations with nobody. >> o'connell was pronounced dead on the scene. >> we received a call, assist fire call, of a person not breathing and bleeding. >> o'connell was a prominent leader for 45 years. archbishop gomez

peacemaker with a heart for the poor in the immigrant. the shooting death of the catholic bishop coming just days after two men were shot leaving synagogues in los angeles. please call that shooting a hate crime -- the police call that shooting a hate crime. the victims were targeted because they were jewish. many felt moved to go to bishop o'connell's home last night, they said prayers and shared memories. they also had a lot of questions. the bishop was known as a peacemaker, they do not know how this could have happened. officials do not have a lot of answers. abc news, los angeles. liz: a large fire in san leandro is sending up thick plumes of smoke. this is a live look from the east bay hills camera. information is just starting to come in, the fire is burning on washington avenue near san leandro boulevard. smoke can be seen for a couple of miles, it started about a half hour though -- ago.

there are no reports of injuries, we will continue to monitor the scene and bring you updates as we get them. today in san jose, the japanese american community will hold a day of remembrance event to honor the 81st anniversary of the decision to in turn thousands of japanese americans during world war ii. on this day in 1942, president roosevelt signed executive order 9066 calling for the imprisonment of japanese americans. zach fuentes talk to survivors who say that time in history has a lasting impact. zach: today, this is a gym home to san jose state students. but more than 80 years ago, it was a processing center where japanese residents who call santa clara county home reported to be registered to internment camps. it started february 19, 1942, when president roosevelt signed executive order 9066. that order was a response to the pearl harbor attack. >> the fear of california and

the united states being attacked by the japanese military. and so, racial bigotry folded into it. zach: the order called for the incarceration of 120,000 people of japanese ancestry. most of their belongings stripped. they were forced to live in places like horse stables and barracks with no running water. two thirds of those incarcerated were american citizens. shirley, who lived in menlo park at the time, was one of them. she shared some of her heartbreaking experiences at this event. >> one day i went home and my mother says to me, without any explanation, we are going to move. and i said, what's going to happen to our dog? shiro was our pet dog, this was my main playmate, this little dog. and to this day, i never knew what happened to my little pet. zach: former u.s. representative mike honda and his family were also sent to an internment camp when he was 10 months old.

>> it impacted our community to the point where it put a damper on our creativity, our willingness to expand into the greater community. zach: the u.s. finally apologized to japanese americans in 1988. survivors got $20,000 in reparations, but the hurt remains. the hope is that important lessons can be learned from a dark moment in u.s. history. >> understand it, write about it, talk about it, share it so our future youngsters that come up through our system will be informed. zach: zach fuentes, abc 7 news. liz: secretary of state antony lincoln made a strong warning during his first face-to-face meeting with chinese top diplomats since the u.s. shot down the spy balloon. american officials described the tone is confrontational. he told his chinese counterpart the spy balloon was unacceptable and must never happen again. this morning, he spoke one on

one with martha raddatz on this week. he says there are growing concerns over china's involvement with russia. >> i shared a growing concern that china is considering providing legal support to russia in its aggression against ukraine. i made clear, as president biden has with president xi, that would have serious consequences in our own relationship. liz: this highly anticipated meeting took place in germany will both attended the munich security conference. a baby born under the rubble of a collapsed building in syria is in good condition. the baby was underneath her collapsed home for 10 hours, still attached to her mother's umbilical cord. you probably saw the story. her mother did die. ava was the only member of her family to survive. at least 46,000 people are dead in syria and turkey from the 7.8 magnitude earthquake that rattled the region.

here at abc7news, we are committed to building a better bay area. sometimes, that means setting out on missions to work in other parts of the world. this morning, we meet medical staff with the san francisco fire department who are heading to el salvador to serve without borders. abc 7 news reporter anser hassan has that story. anser: carlos martinez and his 12-year-old son are checking in for their saturday flight bound for el salvador. >> very rural areas, people with little to no access to medications or even medical help. some people have never seen a doctor in their lives. reporter: carlos is an emt with the san francisco fire department. he is leading the 70 volunteers. they will be providing free medical treatment in rural parts of el salvador. five other volunteers are also from the san francisco fire department. >> we provide general medicine. we don't do any kinds of surgeries. we do have a dentist to volunteer for a couple days. we have women's health. we have an ear, nose, and throat doctor.

any minor wounds that come through. anser: over the coming week, they hope to serve over 3000 patients. martinez says diabetes, hypertension, and hygiene are three of the biggest problems they will tackle. poor sanitation is a big reason for the poor hygiene. >> it is very humid and there are a lot of mosquitoes and other vectorborne illnesses that get spread around, and water is definitely an issue. because of that, we see a lot of people with intestinal parasites. anser: martinez says the goal is to treat people, but also to educate so they can better take care of their own health. this is their first medical trip in three years due to the pandemic, so they know the need will be great once they hit the ground. >> we have what people call first world problems here where the iphone charger does not go far enough or the password is not working. over there, it is, i don't have food for the week or i don't have any water or the roof fell off and we have no way to fix it.

we have a couple of cold, wintry systems headed our way. with the cold overnight lows, we will see some of the coldest temperatures we've seen in quite some time. we had the moisture associated with wedsd thursday system that this model wants to bring up to an inch of rain. it is too far out to see if it verifies, we have to get the high resolution models in 24 to 48 hours ahead of the system. but we are pretty sure the cold weather will stick around and we will have widespread frost thursday morning in the 20's, here is friday with more 20's to around 30. this is going to be a rough one for the plants, pipes and pets. highs today mid and upper 60's, 70 degree readings. the springlike warmth continues. the timing is working out for the holiday. by tuesday, not only windy and cold, but may be some rain in the north bay end low snow levels.

liz: a final check on breaking news, battling a large fire in san leandro. here is a look from our crew on the ground, it appears to be a fire burning in an abandoned building area this is on washington avenue in san leandro. washington avenue is blocked off , simple where if you are in the area. crews continue to work on the fire, which broke a about an hour ago. we have not heard of any injuries, but you can see a large response to battle the fire, big plumes of smoke can be seen around the east bay for miles. we will continue to monitor and post updates on our website, abc7news.com.

not to a remarkable journey, a 20 five-year-old man walked from new jersey to california and under 145 days. he used 10 pairs of shoes and a shopping cart to make the journey across the country. he started in september and just finished in venice beach on friday. his goal was to raise awareness and money for the national coalition for homeless veterans. he says it is a cause that really hits home. >> i have a lot of family and friends who are veterans and active-duty and it is a bit shameful that brave men and women serve the country and come home and don't have a place to hang their hat at the end of the day. liz: as for what is next for him, he says he is ready to go home. he mentioned once he got to california, he tried in-n-out and his review was that it was so-so. you can go home.
